Excelsior Correspondent JAMMU, Apr 26: Chinore police arrested a man along with large quantity of illicit liquor pouches from Nardani area. As per police sources, on reliable information, a team from Chinore police post laid a naka near Nardani and asked a pedestrian to stop for checking. On seeing police cops, the persons tried to escape from the spot, but the cops chased and nabbed him. During checking, police recovered 52 pouches of illicit liquor from the possession of the person and arrested him. The accused has been identi- fied as Rash Pal Chand, son of Ram Saran, a resident of Malpur Nardani. He was carrying the illicit liquor to his native village for selling among the masses for illegitimate profits. A case under FIR Number 118/16 under Section 48-A Excise Act has been registered at Chinore police post and investigation started. Police team led by Incharge Chinore police post SI Vikram Manhas made the arrest under the supervision of SHO Domana Inspector Rajeshwar Singh, SDPO Domana Surinder Sharma and SP Rural Arun Gupta. NDS organizes Declamation Contest in memory of Shiv Rattan Anand Excelsior Correspondent JAMMU, Apr 26: Nami Dogri Sanstha, Jammu, organized a Declamation Contest amongst the students of 9th to onwards classes of various schools and colleges at SNS Vidya Mandir, Camp Road, Talab Tillo, Jammu. Reward to the tune of Rs 1500/-, Rs 1000/- and Rs 800/ besides trophies and books were given away in the memory of Late Shiv Rattan Anand. The Topic of Declamation Contest was "Should Progress be at the cost of Social Values" Darshan Lal, Joint Director, Sarv Shiksha Abhiyan was the chief guest while B S Salathia, Ex-president, Bar Association Jammu and Advocate D S Chouhan were the guests of hon- our. Journalist R C Sharma and Ajay Sharma, Additional Advocate General, were the special guest while Neelam Sabharwal, Principal, SNS Vidya Mandir, presided over the function. Vohra) Jammu -180001 22nd April, 2016 DIP/J-507 Dated: 26-4-2016 Youth killed, two injured as bike plunges into gorge Excelsior Correspondent BHADERWAH, Apr 26: A youth was killed, while two others received injuries, when the bike they were riding on, skidded off the road and plunged into gorge on Chamba road here this evening. As per police sources, a motor- cycle was on its way to Bhaderwah from Chamba, when the rider lost control over it and it plunged into gorge, causing injuries to three persons. After getting information, police team and locals rushed to the spot and shifted the injured persons to Sub-District Hospital (SDH) Bhaderwah, where doctors declared one of the injured persons identified as Amresh Kumar, son of Sham Lal, a resident of Thathri, at present Mohallah Khakhal as brought dead, while the condition of two injured persons was stated to be critical, when reports last came in. The injured have been identi- fied as Anil, son of Mukesh and Ravi, son of Jagdish, both resident of Thathri, at present Mohalla Khakhal. A case in this regard has been registered at Bhaderwah police station and investigation started. Migrants’ concern over non supply of ration for 3 months Excelsior Correspondent JAMMU, Apr 26: All Migrant Camp Coordination Committee (AMCCC), Jagti Welfare Committee and relief holders have expressed grave concern over delaying tactics of Government in releasing the supply of ration to migrants who have been deprived of the same for last three months. In their separate statements AMCCC president Desh Rattan, JWC representative Vijay Kaul and Sunil Pandita of relief hold- ers have alleged that despite the announcement by the Government that the ration will be released to migrants as per old scale the CAPD has failed to supply the same to ration depots in camps and other migrant bastis in non camp areas. They said that migrants are facing hardships as they are without the ration for last three months and some families total- ly dependent on cash doles from the Government are unable to purchase the same from market in such hard days. The AMCCC leaders who met various officers in Civil Secretariat were told by the authorities that they have not been provided funds from Relief Organization for the ration till date and hence the supply will be delayed for some more time. Expressing serious concern the migrants criticized the atti- tude of the Government and alleged that this way the com- munity feels totally betrayed. Meanwhile JWC has accused the authorities for not providing fans to various quarters in Jagti and the inmates of these quarters were facing hardships as the tem- perature is increasing day by day. They said that despite repeated pleas the authorities were adopting delaying tactics. In an appeal to Relief Commissioner the JWC members demanded immediate issuance of fans to left over quar- ters. PNBMT seeks BJP's intervention for passage of Temples Bill Excelsior Correspondent JAMMU, Apr 26: A six mem- ber delegation of PNBMT met BJP President Sat Sharma today to seek his support for the passage of Kashmiri Hindu Temples and Shrines Bill in the current session of the State Assembly. Mr Sharma assured his full support for the passage of the Temples Bill in Kashmir. The PNBMT Trust which spearheads the campaign for the passage of the Temples Bill was led by Dr A N Pandit,Virender Raina, Shiban Khaibri, M K Jalali, B L Zar and Shadi Lal Koul. The BJP president sought var- ious details about the Temples Bill and the members of the PNBMT Trust delegation updated him about the salient features of the Bill and also the urgent necessity for the protection and preservation of the Temples in Kashmir. Man arrested with illicit liquor pouches EJAC resents delay in regularization of DRWs Excelsior Correspondent SRINAGAR, Apr 26: Employees Joint Action Committee (EJAC) has expressed strong resentment over the delay being caused by the State Government in regular- ization of daily rated workers (DRWs) and other temporary employees in the State. In a meeting of the EJAC held here under the chairman- ship of Abdul Qayoom Wani the members discussed the issues of the State and Public Sector employees. All the participating members expressed serious concern over the delay in regu- larization of daily wagers and other temporary employees. They resolved to chalk out a strategy to tackle this issue. The meeting described the issue of regularization of daily wagers and temporary employees as a unique one and claimed that EJAC shall utilize all its resources and capacities to solve this issue. Mr Wani alleged that the existing and previous Governments took steps in this regard but every time delayed the issue of regularization delib- erately. He further alleged that politi- cians every time tried to use the issue of daily wagers, casual labours and temporary employees for their petty interests and tried to snatch their rights for vote bank politics. It has been learnt that new committees are being framed and information is sought from departments although every information and verification sought by GAD and Finance Department is lying with them. It is presumed that this step may cause further delay and politi- cians may grind their axe by resorting to delaying tactics. The members urged the State Government that the genuine issue of State employees includ- ing pay anomalies, regularisa- tion, financial support to sick public sector units, enhancement of Medical allowance, provi- sion for implementation of 7th Pay Commission in budget 2016 etc be solved without any delay. MLAs’ delegation calls on CM on reservation issue Excelsior Correspondent JAMMU, Apr 26: A delega- tion of legislators of reserved categories led by Rigzin Jora, MLA, Leh today called on Chief Minister, Mehbooba Mufti here and submitted a memorandum for restoration of reservation in promotions. The delegation apprised the Chief Minister about the gross mis-interpretation of stay grant- ed by the apex court in SLP, filed by private respondents against High Court's verdict of striking down Section 6 of Reservation Act and sections 9, 10 & 34 of Reservation Rules. They requested the Chief Minister to direct Chief Secretary and all the Administrative Secretaries to give due representation to reserved categories in the pro- motions. They further urged the Chief Minister to bring a suitable leg- islation in the ensuing Assembly session to restore the reservation in promotions which is a serious socio-political issue. In the memorandum, the MLAs point- ed out that during the Governor's rule, they also met the Chief Secretary and request- ed him to direct administrative secretaries not to complicate already complex issue of Reservation in promotions but in spite of that the administra- tive secretaries are continuously issuing OPG promotion orders as well as moving many propos- als of promotions for DPC clear- ance. Hindustan Sales Corporation organizes contractors meet Bullion traders call-off strike Excelsior Correspondent JAMMU, Apr 26: On Central Government's assurance that max- imum demands of the bullion traders will be redressed, the jew- ellers called-off their strike after remaining on strike for the second day today. Talking to Excelsior over phone, Raman Suri, Chairman, Sarafa Association and Swarnkar Sangh Joint Action Committee Jammu Province said that a 20 members committee headed by All India Jewellers Action Committee (AIJAC). During verbal talk, the Union Government assured the com- mittee members that maximum issues included in the 39 points demands projected by the jew- ellers will be redressed and writ- ten orders in this regard will be issued shortly. After the assurance, the bul- lion traders called-off their strike. Two make abortive attempts on life Excelsior Correspondent JAMMU, Apr 26: Two per- sons including a woman allegedly made abortive bids on their lives by consuming some poisonous substance at their respective residences in city outskirts, today. According to police sources, a woman namely Sonia (30) wife of Sohan, a resident of Karwanda in Kot Bhalwal area, today consumed some poison- ous substance at her home over some unknown reasons. "Similarly, a man identified as Anchal Singh (30) son of Dev Raj, a resident of Marh also made a vain attempt to end his life by consuming some poison- ous substance at her home", the spokesman said, adding both were shifted to Government Medical College and Hospital, Jammu for treatment. He said that the condition of both was stated to be stable till the last reports came in. "In both cases, the concerned police had taken cognizance of the matter", he added. People protest against CAPD Deptt Excelsior Correspondent UDHAMPUR, Apr 26: Up in arms against non-availability of ration, people held a strong protest demonstration against Consumer Affairs and Public Distribution (CAPD) Deportment at Jakhani, Domail, here today. The agitating people were shouting slogans against the CAPD Department for its failure to provide ration from the last four months. They also staged a dharna and blocked the road for some time. They alleged that the Government was imposing uneth- ical and non-practical policies without knowing ground realities thus increasing the public prob- lems. They also announced to submit a memorandum to Prime Minister Narendra Modi high- lighting their grievance. Hiranagar Police rescues 11 bovine animals, seizes truck Excelsior Correspondent KATHUA, Apr 26: Eleven bovine animals which were being carried to Kashmir Valley were rescued while the truck carrying them was seized by Hiranagar Police during a rou- tine checking at its Naka at Lodhi Morh on Jammu - Pathankot National Highway early this morning. However the smugglers including the driver and conductor of the truck man- aged to escape. According to police at 4.45 am today one truck bearing reg- istration number JK0AF 9327 which was on its way from Lakhanpur to Jammu after reaching at Lohdi Morh Naka near Kootah was asked by the cops on duty to stop. However the inmates of the truck includ- ing driver and conductor left the truck and fled away. The police seized the truck and bovine animals and regis- tered a case under section 188 RPC at PS Hiranagar. The police said that the bovines were being carried to Kashmir Valley. JWAM protests against 'NIT Srinagar inquiry report' Excelsior Correspondent JAMMU, Apr 26: Jammu West Assembly Movement (JWAM) today held a peaceful protest against the inquiry report submitted by the NIT Srinagar inquiry committee, terming the report malicious and a conspiracy to ouster the non-local students from the institution. Addressing the protesting activists, JWAM president, Sunil Dimple, condemned the malicious inquiry report sub- mitted by the inquiry commit- tee. He said that the report is a conspiracy against the non local students holding them responsible for law and order problem in the institution. Dimple expressed surprise that the local students who raised pro Afzal and pro Pakistan slogans and burnt National flags were given clean chit by the committee while the non-local students who chanted National slogans and hoisted Tricolor were held responsible for the law order problem in NIT Srinagar. He appealed the people to support the nationalists non local students of NIT Srinagar as their career is at stake and this is fight and a battle between the nationalists and anti-nationalist forces. Secy Higher Education appointed Nodal Officer for UBA Excelsior Correspondent JAMMU, Apr 26: The State Government has nominated Hemant Kumar Sharma, Secretary Higher Education Department as designated Nodal Officer for coordinating the Unnat Bharat Abhiyan (UBA) activities in the State. Youth killed, two injured asbike plunges into gorge

BHADERWAH, Apr 26: Ayouth was killed, while two othersreceived injuries, when the bikethey were riding on, skidded offthe road and plunged into gorge onChamba road here this evening.

As per police sources, a motor-cycle was on its way toBhaderwah from Chamba, whenthe rider lost control over it and itplunged into gorge, causinginjuries to three persons.

After getting information, policeteam and locals rushed to the spotand shifted the injured persons to

Sub-District Hospital (SDH)Bhaderwah, where doctors declaredone of the injured persons identifiedas Amresh Kumar, son of Sham Lal,a resident of Thathri, at presentMohallah Khakhal as brought dead,while the condition of two injuredpersons was stated to be critical,when reports last came in.

The injured have been identi-fied as Anil, son of Mukesh andRavi, son of Jagdish, both residentof Thathri, at present MohallaKhakhal.

A case in this regard has beenregistered at Bhaderwah policestation and investigation started.

Migrants’ concern over non supply of ration for 3 months

JAMMU, Apr 26: AllMigrant Camp CoordinationCommittee (AMCCC), JagtiWelfare Committee and reliefholders have expressed graveconcern over delaying tactics ofGovernment in releasing thesupply of ration to migrants whohave been deprived of the samefor last three months.

In their separate statementsAMCCC president Desh Rattan,JWC representative Vijay Kauland Sunil Pandita of relief hold-ers have alleged that despite theannouncement by theGovernment that the ration willbe released to migrants as perold scale the CAPD has failed tosupply the same to ration depotsin camps and other migrantbastis in non camp areas.

They said that migrants arefacing hardships as they arewithout the ration for last threemonths and some families total-ly dependent on cash doles from

the Government are unable topurchase the same from marketin such hard days.

The AMCCC leaders whomet various officers in CivilSecretariat were told by theauthorities that they have notbeen provided funds from ReliefOrganization for the ration tilldate and hence the supply willbe delayed for some more time.

Expressing serious concernthe migrants criticized the atti-tude of the Government andalleged that this way the com-munity feels totally betrayed.

Meanwhile JWC has accusedthe authorities for not providingfans to various quarters in Jagtiand the inmates of these quarterswere facing hardships as the tem-perature is increasing day by day.They said that despite repeatedpleas the authorities were adoptingdelaying tactics. In an appeal toRelief Commissioner the JWCmembers demanded immediateissuance of fans to left over quar-ters.

PNBMT seeks BJP's intervention for passage of Temples Bill

EJAC resents delay in regularization of DRWs

SRINAGAR, Apr 26:Employees Joint ActionCommittee (EJAC) hasexpressed strong resentmentover the delay being caused bythe State Government in regular-ization of daily rated workers(DRWs) and other temporaryemployees in the State.

In a meeting of the EJACheld here under the chairman-ship of Abdul Qayoom Wani themembers discussed the issues ofthe State and Public Sectoremployees. All the participatingmembers expressed seriousconcern over the delay in regu-larization of daily wagers andother temporary employees.

They resolved to chalk out astrategy to tackle this issue. Themeeting described the issue ofregularization of daily wagersand temporary employees as aunique one and claimed thatEJAC shall utilize all itsresources and capacities to solvethis issue. Mr Wani alleged thatthe existing and previous

Governments took steps in thisregard but every time delayedthe issue of regularization delib-erately.

He further alleged that politi-cians every time tried to use theissue of daily wagers, casuallabours and temporary employeesfor their petty interests and triedto snatch their rights for votebank politics. It has been learntthat new committees are beingframed and information is soughtfrom departments although everyinformation and verificationsought by GAD and FinanceDepartment is lying with them.It is presumed that this step maycause further delay and politi-cians may grind their axe byresorting to delaying tactics.

The members urged the StateGovernment that the genuineissue of State employees includ-ing pay anomalies, regularisa-tion, financial support to sickpublic sector units, enhancementof Medical allowance, provi-sion for implementation of 7thPay Commission in budget 2016etc be solved without any delay.

MLAs’ delegation calls on CM on reservation issue

The delegation apprised theChief Minister about the grossmis-interpretation of stay grant-ed by the apex court in SLP,filed by private respondentsagainst High Court's verdict ofstriking down Section 6 ofReservation Act and sections 9,10 & 34 of Reservation Rules.They requested the ChiefMinister to direct ChiefSecretary and all theAdministrative Secretaries togive due representation toreserved categories in the pro-motions.

They further urged the ChiefMinister to bring a suitable leg-islation in the ensuing Assemblysession to restore the reservationin promotions which is a serioussocio-political issue. In thememorandum, the MLAs point-

ed out that during theGovernor's rule, they also metthe Chief Secretary and request-ed him to direct administrativesecretaries not to complicatealready complex issue ofReservation in promotions butin spite of that the administra-tive secretaries are continuouslyissuing OPG promotion ordersas well as moving many propos-als of promotions for DPC clear-ance.

Two make abortive attempts on life

JAMMU, Apr 26: Two per-sons including a womanallegedly made abortive bids ontheir lives by consuming somepoisonous substance at theirrespective residences in cityoutskirts, today.

According to police sources,a woman namely Sonia (30)wife of Sohan, a resident ofKarwanda in Kot Bhalwal area,today consumed some poison-ous substance at her home oversome unknown reasons.

"Similarly, a man identifiedas Anchal Singh (30) son ofDev Raj, a resident of Marh alsomade a vain attempt to end hislife by consuming some poison-ous substance at her home", thespokesman said, adding bothwere shifted to GovernmentMedical College and Hospital,Jammu for treatment.

He said that the condition ofboth was stated to be stable tillthe last reports came in. "Inboth cases, the concerned policehad taken cognizance of thematter", he added.

am today one truck bearing reg-istration number JK0AF 9327which was on its way fromLakhanpur to Jammu afterreaching at Lohdi Morh Nakanear Kootah was asked by thecops on duty to stop. Howeverthe inmates of the truck includ-ing driver and conductor left thetruck and fled away.

The police seized the truckand bovine animals and regis-tered a case under section 188RPC at PS Hiranagar. The policesaid that the bovines were beingcarried to Kashmir Valley.
