MONTHLY PROGRESS REPORT JUNE 1990

Step I - Initial Evaluation and Preparation of Detailed Planning Documents

Baxter Springs and Treece Subsites RI/FS Cherokee County Superfund Site

1.0 ACTIONS COMPLETED THIS MONTH

Notice of initiation of Step I work was provided to Region VII

EPA by the Baxter Springs and Treece Subsites Group on June 20,

1990. Actions completed during this initial month of the project

include:

o Sub-contracting aerial photography and ground control for preparation of base maps (aerial photographs were actually taken earlier in April 1990, before spring foliage growth to allow generation of more accurate maps) [Subtask la].

o Project kick-off meeting with EPA Region VII, EPA's oversight consultant CH2M Hill, PRP Group and the Group consultant Dames & Moore on June 20, 1990.

o Site reconnaissance during the week of June 18-22, 1990 by Dames & Moore RI, RA and FS coordinators and some of the RI activity leaders [Subtask lb].

o Data assembly activities [Subtask lc].

o The initial version of project bibliography was prepared and submitted to EPA Region VII on June 27, 1990 [Subtask lc] .

2.0 DATA AND RESULTS RECEIVED THIS MONTH

During the site reconnaissance, land ownership maps of 10 acre

and larger tracks in the Baxter Springs/Treece area and a listing

of all land owners were obtained to aid in obtaining access

agreements for site investigations on private property for Subtask

1j. This listing is voluminous and contains legal descriptions of

the property and current addresses for the land owners. Thirty-one

land ownership maps were obtained and are outlined in the attached

figure and table.

3.0 SCHEDULED ACTIONS NOT COMPLETED THIS MONTH

None

4.0 PLANNED ACTIONS NEXT MONTH

During July, 1990, the following deliverables will be prepared

and submitted to EPA Region VII:

o Task 1 c. Initial data base designations and listings

o Task 2 a. QAPP/SOP's d. Health and Safety Plan

5.0 CHANGES IN KEY PERSONNEL

Douglas K. Maxwell, P.E. has replaced Michael Shaffron as FS

Coordinator. Also, Dan Lincicome has replaced Sally Martin Lewis

as Analytical QA Specialist on the RI. Their resumes are attached.

6.0 ISSUES OR PROBLEMS ARISING THIS MONTH

During the kick-off meeting, the need for study of air quality

impacts and health effects of mining waste deposits in portions of

the study area, other than waste piles on the original mining and

benefication sites, was discussed. Specifically, chat used for

surfacing of unpaved roads and driveways or other ground surface

filling were identified as deposits with potential health effects

and air quality impacts. This issue was not completely resolved at

the June 20, 1990 meeting.

7.0 RESOLUTION OF ISSUES OR PROBLEMS

The PRP Group agrees to consider mine wastes which have been

subsequently relocated and placed elsewhere in the subsites (herein

after referred to as relocated materials) as subjects of the RI/FS

and RA. A SOP will be prepared for air quality monitoring in July,

1990. The Conceptual Model Report and Preliminary Risk Assessment

will address airborne and direct contact exposure from relocated

materials of mine wastes. Depending on the outcome of this

analysis, the Data Needs Assessment and Sampling and Analysis Plan

will include data collection programs to investigate relocated

materials and/or their effects.

HOW TO LOCATE OWNERSHIP FOR ACCESS

Instructions:

X. Determine the township, range, and section where access will be required.

2. Examine the index map to determine which ownership map is needed. (OWNERSHIP MAPS ARE LOCATED IN GRAPHICS, see Stu Hoover.)

3. From the ownership map note the map number, section number, and tract number within the section. This information makes up the parcel_id number.

4. Once the parcel_id number is determined, the address of the owner and the legal description can be obtained from the ownership printouts. (OWNERSHIP PRINTOUTS ARE LOCATED IN CENTRAL FILES, see Claire Murray.) The ownership printouts are organized by the first printout listing parcel_id, owner's name, and legal description. The second printout lists parcel_id, owner's name and address. Any mineral rights are listed~in the legal description and are noted on the map as "M.R.". The owner of the mineral rights might have his/her address in the owner's address printout.
