1.0 About organisation

ManavVikasSanstha (MVS) is a Society, registered under Societies Registration

Act by the Government of Rajasthan during the year 2000 with an aim of making

people employable through various activities including skill development. MVS

is a recognized NGO of NITI Aayog. Apart from fresh skilling programmes,

MVS has conducted largest number of Recognition of Prior Learning (RPL)

trainings for working people, across whole Skill Ecosystem of NSDC during

PMKVY1.0.MVS is an Approved Training Partner of National Skill

Development Corporation (NSDC).

MVS has been conducting trainings funded by various government agencies

including National Backward Classes Finance & Development Corporation

(NBCFDC), National Scheduled Caste Finance & Development Corporation

(NSFDC), National SafaiKarmacharis Finance & Development Corporation

(NSKFDC).

We have entered into an MoU with NSFDC for setting up clusters pan India in

Handloom & Handicraft sectors which includes skill trainings too. MVS has

been mandated for Cluster Development of Handloom & Handicrafts for

artisans belonging to SC categories across the country, which is funded by the

Ministry of Textiles, Government of India under DC (Handlooms) & DC

(Handicrafts) schemes. Clusters development includes establishments of

Common Facility Centers and Training & Design Centres for skill development

and backward & forward integration.

Corporation Limited, Container Corporation of India (CONCOR), Indian Potash

MVS has its operations in many states such as Assam, Gujarat, Haryana,

Himachal Pradesh, Madhya Pradesh, Maharashtra, Punjab, Rajasthan,

Tamilnadu, Telangana, Uttar Pradesh and Uttarakhand.

We are working with various State Skill Development Missions (SDMs) such as

Uttarakhand, Haryana, Assam, Andhra Pradesh, Himachal Pradesh,

Maharashtraetc.

MVS is managed by a team of professionals who have earlier worked with

various corporates, government & non-government organizations and now have

dedicated their careers to making a difference for the weaker sections of the

society.

ManavVikasSanstha is pioneer in conducting skill trainings for nomadic tribes in

the country. Our focus is on conducting trainings for unemployed youth and

weaker sections of the society such as women,minorities, SC/ST, OBC, nomadic

tribes, manual scavengers &safaikarmacharisin order to provide them a gainful

employment either through wage employment or self-employment. We have

been able to facilitate employment to more than 75% of our past trainees.

MVS is also empanelled with various sector skill councils including Apparel,

Textile& Handloom, IT &ITES, Retail, Gems &Jewellery, Domestic Workers

(DWSSC), Management & Entrepreneurship, Telecom, Handicrafts & Carpets

etc.

ManavVikasSanstha has recently conferred with the “Best NGO - Skill

Development” Award during the 6th Skill Development Summit, 2018.

2.0 Background: Handicrafts in India The sector of handicrafts forms a timeless facet of the rich cultural heritage of India. This sector contributes significantly to the economic development of India as a whole and also of the artisans belonging to the rural community. The appreciation of the delicate art and craft of the artisans both by foreign and domestic customers

makes it a potential sector for both rural development and increasing export of the country. The production of traditional products and integration of it to the modern designs catering to the demand patterns of domestic and international buyers also contribute to development.

The embroidered textiles of India are a legacy that have a great visual appeal and speak a deeper language of symbolism. The skills and dexterity required for the processes of dyeing, washing, and printing are traditional in nature and have natural origins. The handicraft sub-sector is recognized as the second largest sector of rural employment after agriculture. The activities are predominantly conducted in the organized household sector. Out of the total crafts persons in the country 24.16 per cent are from scheduled castes, 4.18 per cent from scheduled tribes, 47.4 per cent are women and 22.9 per cent belong to other minority groups. The handicraft sub sector mainly comprises of women workers and artisans from the weaker sections of the society. The level of education among these communities is considerably low which leads to low standards of living and poor marketing skills. The handloom and handicraft sector is expected to grow by 17.79 million by 2022. Considering that this sector is essential for economic development because it has huge export potential, it also provides employment to a large number of women which ensures overall development. Ensuring that women are given the necessary skills to not only be successful entrepreneurs but artisans who are recognized for their work will have a positive impact on the growth of this sector. This would provide an opportunity for the families to increase their income and improve their standards of living. Uttar Pradesh - An Overview The women artisans of the famous Lucknowi handicraft- chikankari sector, lack the necessary entrepreneurial, financial, marketing, and technological skills that will safeguard them from exploitation and ensure the long term sustainability of the sector. Shravasti district is one of the districts of the Uttar Pradesh state . It is a part of DevipatanDivision. According to Government of India, the district Shravasti isone of the minority concentrated district in India on the basis of the 2001 census data on population, socio-economic indicators and basic amenities indicators. The various aspectsenumerates the challenges faced by women and youthneed for skill development and training for these needy people. In terms of population Uttar Pradesh has the largest population in the country (16.49 per cent), and is the fifth largest state in terms of geographical area (7.2 per cent). Lucknow is the capital, and the state comprises of 75 administrative districts. The Gross State Domestic Product (GSDP) state at current prices for 2011-12 has been estimated at ₹ 6.76 lakh crore, and contributes to 8.2 per cent of India’s Gross Domestic Product (GDP).The GSDP at constant prices has increased at a CAGR of 6.9 per cent in the last five years (2006-07 to 2011-12) lower than the GDP growth of India at 7.9 per cent. The industrial and services sector both together contribute about 74.8 percent of the GSDP, and the contribution of the primary sector is 24.2 per cent.

The per capita income of the State at current prices is estimated at Rs. 26,051 in the year 2010-11 – much lower than the All-India average of Rs. 60,972 per annum. As per India Human Development Report, 2011 Human Development Index (HDI) of India average is 0.467 and Uttar Pradesh ranks 18th in the country with HDI of 0.380. As of Census 2011, the State’s literacy rate was 67.7 per cent – lower than All-India average of 74 per cent.

As per the Census 2011, Uttar Pradesh has a population of 19.98 crore. The working-age group population makes up 52 per cent of the population and 34 per cent makes up the labour force. This gap in the population is attributed to people who do not want to work. This could be attributed to a number of factors like aspirations for higher education, voluntary unemployment or unwillingness to work. As of 2011, the state’s workforce is estimated at 69.69 crore. A majority of the share of these people are employed in agricultural activities (66 per cent) as either cultivators or agricultural laboureres. The remaining 34 per cent are employed in non- agricultural activities. It has also recorded a higher rate of unemployment (5.4 per cent) than the national average (5.2%). Considering the statistics mentioned above, there is a need for self-employment and entrepreneurship in Uttar Pradesh. About Shravasti District Shravasti District is one of the districts of the Uttar Pradesh state of India and Bhinga town is district headquarter.Shravasti district is a part of Devipatan Division. Shravasti shares its border with district Balrampur,Gonda and Bahraich.Bhinga, the

District Headquarter of Shravasti, is approximately 175 kilometres away from approximately the state capital, Lucknow. Shravasti,the northeastern district of Uttar Pradesh, is located near River Rapti. It is closely associated with the life of Lord Buddha. It is one of the main site for Buddhist pilgrimage as well and Jain Pilgrimage. It is being said that the mythological king Sravast founded this town. Shravasti was the capital of Kosala Kingdom during 6th century BC to 6th century AD. The district encompasses a geographical area of 1,640 sq. Km. and it is bounded by Nepal on the North East and North-West, Gonda district on the South, Balrampur district on the East and Bahraichdistircton the West. Administration wise, the district is divided into 3 tehsils namely Bhinga,Ikauna and Jamunaha. Moreover, it comprises 5 blocks i.e. Hariharpur Rani, Sirsiya, Jamunaha, Ikauna&Gilaula

and 536 villages. There are 1 Lok Sabha seat and 2assembly constituencies in the district. According to 2011 census the district has a population of 11,17,361 (persons) out of which 5,93,897 (males) and 5,23,464 (females). The district has a sex ratio of 881 females for every 1000 males. In the year 2001-2011 the population growth rate in thedistrict was -5.02% (persons)including -6.02% (males) and -3.86% (females). The majorreligions in the district are Hindu and Muslim with 68.79% and 30.79% of the total population respectively. The economy of the district is solely dependent on agriculture. Most of the lands in the district are used for agricultural purposes. Some of its chief agricultural products are paddy, wheat, pulses, sugarcane, etc. The adoption of the new agricultural technologies amongst the famers of the district helps to increase the production of various agricultural items. More than half of the population in the district are engaged in agriculture since it is scantily industrialised. In 2006 the Ministry of Panchayati Raj declared Shravasti as one of the country’s 250 most backward districts that is currently receiving funds from theBackward Regions Grant Fund (BRGF) Programme. Demographic and worker profile ofSharvasti( UttarPradesh) According to the 2011 census Shravasti district has a population of 1,117,361, The district has a population density of 681 inhabitants per square kilometre (1,760/sq mi). Its population growth rate over the decade 2001-2011 was -5.25%. Shrawasti has a sex ratio of 881 females for every 1000 males, and a literacy rate of 46.74%. Male literacy rate is 57.16% while that of female is 34.78%. 96.54% of district's population lives in rural areas. Approximately 0.11% (1,253 people) of the total population of the district lives on footpath or without any roof cover. Training Prospects in Shravasti District There are hardly any industries in the district but as per study by DIP & MSME Institute, the readymade garment industry has a potential for development in the district. If some sorts of trainings in apparel sector are organised for the relatively people especially weaker sections of society including women, minority &othres, it will make people earn their livelihoods. Initially, trainings on job roles like Self Employed Tailor& Hand Embroiderer can be conducted especially women populace so that they can start working at their homes for the local people or can undertake job work for the readymade garment traders and also, they can get employment in nearby tiny & MSME units. They can fetch a daily remuneration between Rs. 300-400 easily by stitching garments &embriodery work.

Haryana - An Overview Haryana, a relatively new state came into existence on 1 November 1966. It was carved out

of the Punjab state on the basis of language. The state is bordered by Punjab and Himachal on

north and by Rajasthan to west and south. The river Yamuna defines its eastern border with

Uttarakhand and Uttar Pradesh. Haryana also surrounds the country's capital Delhi on three

sides, forming the northern, western and southern borders of Delhi. Consequently, a large

area of south Haryana is included in the National Capital Region for purposes of planning for

development. Administratively, the state is divided into four divisions for administrative

purposes: Ambala, Rohtak, Gurgaon and Hisar. Within these there are 21 districts, 47 sub-

divisions, 67 tehsils, 45 sub-tehsils and 116 blocks. Haryana has a total of 81 cities and towns

and 6,759 villages.

Unemployment is one of the major concerns of the State. The State is conscious of the magnitude of this problem. The annual growth rate of employment is not even sufficient to absorb the additions to the labor force, let alone reducing the piling backlog. The population growth rate continues to be high. Growth rate of workforce is a matter of grave concern. It is much above the corresponding all India rate. During 1991-2000, it was 2.83 per cent as against the national average rate of 0.81 per cent. The problem appears to be still more serious when we take note of the unemployment rate among the youth (age 15- 29). It was 8.10 per cent (rural) and 8.30 per cent (urban) in 1999-2000 as compared to the corresponding all India rates of 11 per cent and 15.40 per cent. People in this age group represent that part of the population which is mostly expected to shoulder the responsibility of looking after many others in the families. With total dependency ratio in the State being as high as

770 (in 2001), the unemployment among this segment of population becomes still a matter of greater concern. The state’s economy registered a growth rate of 9.01% CAGR between 2006 and 2012, which is higher than national GDP growth of 7.8 percent during the same period. There is gradual shift in the state’s economy from primary to secondary and tertiary sectors. In 2011-12, the primary sector contributed to a little over one-fifth of the total GSDP, while contribution from the secondary sector had remained a little less than 30% of the total economy. Tertiary sector has shown the maximum growth amongst the segments with a contribution of 50.60 percent in 2011-12. Challenges faced in Haryana Based on interactions with industry, it is observed that challenges are often related to quality of the workforce than quantity. Quality issues in the state are two-dimensional - technical knowledge and behavioral aspects - with prospective employees lacking in either or both of them. Quality of skilled manpower in the district is not up to par with industry expectations. Industry has alleged that in some districts candidates lack even the basic trade related knowledge and machine handling skills. Lack of multi skilling is another complaint; ITIs should offer more options to students. Lack of industry relevant courses further disadvantage candidates. All of this results in significant spending on in house training by the industries themselves to prepare candidates in both technical and non technical areas. Industries, especially large and medium scale ones, are reluctant to hire fresh candidates to work on advanced machines. Fresh recruits are frequently recruited as assistants. High salary expectations and poor job training also prevent industry from employing new graduates. Local workers also tend to form unions, which industry is not keen on working with. Employment exchanges are seen as ineffective medium due to a lack of updating of the database and few attempts to keep up with candidates’ employment status. Assessment of existing training infrastructure in comparison to human resource demand over XII Plan period indicates significant capacity expansion requirement for semi-skilled category through vocational education. Demand-Supply gap estimates indicates a need to improve participation rates in semi-skilled categories along with providing vocational skills to high skilled labour force as well, considering the high level of employment opportunities in semi skilled category within the state. Further, employability of highly skilled graduates is an issue owing to misalignment of courses with industry needs and poor quality of institutes. Issue of low employability of graduates has to be addressed through suitable up-skilling considering local industrial requirements in order to ensure availability of industry ready manpower.

Skill Gap Assessment of Mewat District Mewat is bordered by Gurgaon to the north, Palwal to the east and Rajasthan to the west and south.The area of district is 1494 sq km, which accounts for 3.4 percent of the total share of state area. Administratively, the district has been divided into two sub divisions (FerozepurJhirkaand Nuh); four tehsils (FerozepurJhirka, Punhana, Nu and Taorun) and five blocks (FerozepurJhirka, Punhana, Nagina, Nuh andTaoru). Demographics As per Census 2011, Mewat has a population of 10.8 lakhs, contributing to 4.3 percent of the total state population. The district population has grown at a decadal growth rate of 37.93 percent in the period of 2001-11. An overwhelming majority of the population in the district is rural in nature, 88.61 percent296. The population density of the district standing at 723 persons per sq.km, is much higher than the state average of 573 personsper sq.km. The child gender ratio of Mewat is better than most other districts of Haryana and has improved a lot over the past ten years (increased from 893 females per 1000 males in 2001 to 903 females per 1000 males in 2011),the adult gender ratio also fares much better than the state average from 899 females per 1000 males in 2001 to 906 females per 1000 males in 2011298 this is above the state average of 877 females per 1000 males. Scheduled caste population in the district is lowest in the state, much lower than other districts of the state, occupying a share of 7.93299 percent of total population compared to the state average of 19.35 %. There areno Scheduled Tribes in Mewat. Literacy The district literacy rate of 54.08 percent is the lowest in the state (up from 43.51 percent in 2001). It is much lower than the state average of 75.55 percent300. The gender disparity in education attainment levels is alsoprominent with a low female literacy rate of 36.6 percent when compared to the male literacy rate of 69.94percent. Economically, agriculture is the prime source of income here for the people of

thedistrict. Income from milk is another main source of income. It is considered as a backward district. Training Requirement in Mewat District: As Mewat is a relatively backward district of Haryana state with poor literacy especially in women. The majority of illiterate people is Muslims who are engaged in petty professions & hence are not able to earn a decent livelihood. If needy men & women are given skill trainings in apparel sector of job roles like Self employed Tailor & Hand Embroiderer, they can get a gainful employment either in garment manufacturing units in nearby Gurgaon city which has a high density of these units or can work from home through job work assignments.

3.0 Proposal

ManavVikasSanstha(MVS) proposes to start a course that addresses the challenges

enumerated above to ensure that the sector realizes its full potential. The following

courses have been proposed- Hand Embroider and Self Employed Tailor.

The courses will impart on the job skills or self-employment acumen to the trainees

and help them earn a decent livelihood. MVS will give preference to minorities,

women and backward classes for providing the trainings. The trained people may

opt for wage employment or selfemployment.

Self Help Groups (SHGs) will be formed for women trainees living in the same

village/regions or adjoining villages/regions. MVS will support these SHGs to form

backward and forward linkages. The total numbers of trainees proposed in Shravasti

district of Uttar Pradesh is 260 numbers for Self Employed Tailor and 150 numbers

for Hand Embroiderer job roles. Similarly, in Mewat district of Haryana380 numbers

for Self Employed Tailor and 150 numbers for Hand Embroiderer job roles are

proposed.

Forward linkages include potential markets and backward linkages include raw

material suppliers will be established for the SHGs. MVS will also support SHGs to

secure loans from banks& other financial institutions, if so desired by the SHG

members.

3.1 Methodology The whole process of imparting trainings at ManavVikasSanstha (MVS) comprises

the following steps:

A. Mobilization

Candidates of the age group of 18 to 40 years shall be mobilized and made aware

about the courses being run at the ManavVikasSanstha (MVS) centers. They shall be

brought to the MVS centers by the mobilizers.

ManavVikasSanstha will approach the particular sector clusters and societies in the

specified areas through our associates. The society members, their family members

and other workers who are already working on the particular sectors will be roped

in for undergoing the trainings.

Batches will be formed for these trainings. After the training, the assessment process

will be explained to the trainees and thereafter assessments will take place as per

procedure.

B. Counselling

The candidates shall be imparted counselling by MVS’s expert counsellors at the

centre to opt for a relevant course according to their background, inclination, interest

and market requirement.

C. Training

The candidates shall be imparted training at the MVS centres for a particular number

of months based on the courses they opt for skill training and the number of hours

the classes will be held per day.

D. Placement

ManavVikasSanstha (MVS) shall provide placement assistance to the trainees

interested in taking up jobs in the relevant sector of their course. MVS has very

strong relationship with the industry by virtue of our board members who belong to

diverse backgrounds and industries.

MVS has a very good placement & social media team working on promotion of MVS

trainees through industry linkages. MVS’s placement team works closely with

placement agencies located all over India.

E. Handholding for self-employment

ManavVikasSanstha (MVS) shall provide self-employment guidance to the trainees

who want to set up their own business/enterprise. It will include backward &

forward market linkages and financial tie ups to meet their funding requirements.

For women trainees, MVS will create Self Help Groups (SHGs) in order to strengthen

their entrepreneurship & bargaining powers.

3.2 Target Group This project is intended to undertake skill development trainings in the states of

Uttar Pradesh and Haryana for the benefit of people to get them gainful

employment.

The courses aim at educating the needy people particularly women to ensure that

they are not exploited by either the middlemen or entrepreneurs. They will be

trained in domain skills and nuances of entrepreneurship to understand the market

and the demands of consumers. The courses would ensure the empowerment of the

women artisans and equip them to deal with the demands of the market, and that

they get recognition for their efforts.

3.3 Team for the project

3.4 Monitoring Mechanism MVS management is very particular about quality of trainings delivery which is

ensured through their visits & visits of independent professionals at regular

intervals. MVS will provide monthly progress report to the company.

ManavVikasSanstha (MVS) shall monitor the on-the-job/work progress of its

trainees for a period of 6 months to 12 months after passing out in case of self-

employment and after placement in case of those placed.

The MVS board of governors takes stock of the employment/placement status of the

passed out trainees twice a year to take corrective measures in the placement

strategy if required.

ManavVikasSanstha have a very good record of placements of trainees after completition of the training. The average of the placement is more than 75% of the total trainees. The average salary they got from getting wage or self

employment is ranging from to Rs.8000 – 10000 per month, it will help them to increase their lifestyle. For providing the jobs, we shall tie up with related industries in nearby areas.It will be beneficial to all the trainees because most of the trainees are women and belong to such a culture that they cannot go far for the employment.

6.0 Sustainability Plan: - MVS plans to form SHGs of the beneficiaries who opt for self employment. These SHGs will be linked to the suppliers of raw material, financial institutions for their financial needs, markets for selling their produce. It will involve handholding for a minimum period of six months. After this, we presume that they will have a well set system for sustenance. Those who opt for employment will also be tracked for a period of six months. 7.0 Conclusion –

As per skill gap study, there is a lack of skilled manpoer in the industry. The available human resource is not trained properly & hence are not able to get a gainful employment whether self employment or wage employment. The trainings proposed will ensure that people are trained as per need of the industry through latest curriculum& designs, on latest equipment & well set teaching plan. It will include teaching on soft skills, digital literacy &entrepreneural skills. The project aims to ensure a gainful employment to the weaker sections of society and hence contribute to making, Skill India & Make in India Missions, a success.
