Mission Statement

It is the mission of De Soto Little League to teach our communities youth to be better citizens and athletes

We will strive to accomplish this mission by enlisting volunteers that have excellent moral, and ethical values who also possess the drive to teach the children of De Soto the game of

baseball.

We will keep the De Soto Little League complex a safe learning and playing environment for all the stakeholders.

General information1. All volunteers are required to submit a completed volunteer form with their social security and drivers license numbers included. This will be used to perform a background check.

a. De Soto Little League will use the official Little League Volunteer Application form to screen all volunteers. It is located on page 15 of this packet.

2. Only league officials, managers, coaches, or other team personnel, after having passed a background check and having been approved by the De Soto Little League Board of Directors, are allowed on the playing fields.3. De Soto Little League reserves the right to prohibit participation in our program.4. Only league equipment issued by, or personal equipment, after being inspected and approved by the De Soto Little League Equipment Manager, will be allowed on the playing fields.5. All playing equipment shall be inspected for visible damage prior to each use. (AT NO TIME SHALL VISIBLY DAMAGED EQUIPMENT BE USED.)6. Any damaged or suspect equipment shall be returned to the equipment manager for repair or replacement.7. The umpires and managers shall check the playing condition of the field prior to the start of any practice or competition. (AT NO TIME IS A FIELD TO BE USED THAT HAS BEEN DETERMINED TO BE “UNPLAYABLE”.)8. The manager, or a coach designated by the manager, will make sure an emergency telephone is available prior to the start of any game or practice.9. Each team will be issued a First aid kit. The manager, or a coach designated by the manager, will make sure the first aid kit is available prior to the start of any game or practice. If your first aid kit needs refilled please take the kit to the concession stand.

10. All safety concerns should be reported immediately to the equipment manager, field maintenance director, or the league president. (AT NO TIME SHALL A PRACTICE OR GAME BEGIN OR PROCEED IF A SAFETY CONCERN ARISES.)11. Safety related suggestions/comments are welcome. A suggestion box is located at the concession stand.12. ALL INJURIES should be reported on the appropriate accident form and turned in at the concession stand within 24-48 hours of the incident. The form is located on page 14 of this packet. Additional copies can be obtained in the concession stand, the field house, or from the safety officer, Don Hoffee.

13. Coach’s Clinic/Fundamentals Training: March 23, 2019 @ 10am-12pma. Managers and coaches from each team are expected to attend.b. The purpose of this is to make our coaches better by giving them better tools to coach

the players.b. Training is @ De Soto Little League field house and Field 1 for demonstrations.

14. First Aid Training: April 6, 2019 @ 10am Valle Ambulance House one.a. The De Soto Little League requires that at least one manager/coach from each team attend. Every manager/coach must attend the training once every 2 years. In the event thata manager/coach from a team is not present at this training they will be required to obtain first aid certification at their own expense prior to Opening Day, April 20, 2019.b. The first aid training will be held at Valle Ambulance House 1 (Hwy 110 and 21) @ 10am sharp! Plan for a two hour commitment.

15. De Soto Little League will require ALL TEAMS to enforce ALL Little League Rules.a. Proper equipment for all catchers.b. No on deck battersc. Coaches will not warm-up pitchersd. Bases will disengage on all fields

16. All League player registration data or player roster data and coach and manager data will be submitted online via the Little League Data Center @ www.LittleLeague.org17. All teams will be expected to participate in the Road Block/Wal-Mart Collection Fundraiser. The date for this collection is July 13th with a rain date of July 20. The time is from 8am until 2pm. More details will be coming from your division reps. Please plan for at least a 2 hour commitment on this day.18. The health and well being of all participants of De Soto Little League is and must remain our number one priority. These safety requirements have been established and must be observed when involved with any De Soto Little League function.

Inclement Weather

De Soto Little League is committed to the safety of all its participants. The following list of procedures will be followed on days when severe

weather is present or extreme heat is present.

1. If weather conditions are unfavorable prior to game time the league president and the safety officer along with other members of the De Soto Little League Board of Directors will notify the team managers. The De Soto Little League face book page and website will also be updated immediately upon the decision to cancel games. We encourage everyone to check those sites BEFORE calling the field house office.

2. Any league official has the authority to call for a rain delay or suspension due to threating weather conditions. In the event a game is postponed, managers should contact the player representative for their division to determine the date and time for rescheduling.

3. If a game is delayed for rain, keep the players in the dugout or send them with their parents to their vehicles. KEEP THE PLAYERS OFF THE PLAYING FIELD.

4. Through the use of our lightning detectors a De Soto Little League board member will make decisions with the players and coaches best interest in mind. Safety first!!

a. If lightning is detected within 10 miles of any of our fields, ALL games will be postponed and the fields cleared immediately. The games will resume once no lightning is detected for 20 minutes from the last time a strike is detected within the 10 mile range of our fields.

b. During a game delay the players will go with their parents to their vehicles. If a parent is not present, the manager will take the players to the field house or the concession stand.

5. If a game is cancelled and a players parents are not present DO NOT LEAVE THEM AT THE FIELD ALONE and DO NOT REMAIN WITH THE CHILD ALONE. Request one of your other coaches to remain with you to ensure the safety of the child and to protect yourself. Take the child to the field house or the concession stand until the parents arrive.

6. If temperatures become excessive make sure to keep the players hydrated. Take extra time to ensure that all team members are not becoming overheated. Remind the players to drink even if they are not thirsty.

a. If a player becomes overheated take them to the field house or concession stand. Both of these buildings are air conditioned. Also provide them with water and encourage them to sip the water.

b. If anyone should become unconscious due to heat related conditions immediately designate someone to call 911 and move the individual to one of the air conditioned facilities.

Managers’ Agreement

1. It is the responsibility of all managers to make sure everyone they allow on the playing fields are approved volunteers and have submitted a background check.

2. Managers or a coach from each team is required to attend our basic CPR and first aid training session, April 6, 2019 at the Valle Ambulance House One from 10am until 12pm. (At least one coach or manager from each team is required to attend.)

3. Managers and coaches are required to attend an initial managers meeting. There will also be a Coaches Clinic/fundamentals training on Saturday, March 23, 2019 at the field house with demonstrations on field 1. The time for this meeting is 10am. The manager and coaches from each team are expected to attend.

4. Managers are required to instruct the specific skills that are discussed at the fundamentals training as part of their practice plans.

5. Pitching, hitting, fielding and “where’s the play” clinics will be available at the request of the manager.6. The De Soto Little League Board of Directors is creating a professional library of resources that coaches and

managers may check out at any time to help improve their instruction. If you are interested please contact Lonnie Boyer, DLL Coaching Coordinator, for details.

7. Managers are required to make sure all players, on their team, are properly equipped during practices and games. (For examples Catchers are dressed in full gear.)

8. Managers are required to make sure their dugout is clean and free of all trash at the end of their practice or game.9. Managers, coaches and their teams are required to do routine field maintenance as needed. (For example rake

dirt back into the sliding pits and batters boxes.)10. No team will be allowed to practice on the fields at the De Soto Little League complex, the Friday before opening

day. (April 19, 2019)11. All managers should encourage parents from their team to consider reporting for field maintenance the Friday

before opening day (April 19, 2019) between 5-9pm. This is a volunteer action by which people can earn their $75 concession stand deposit back.

12. Managers are required to have their team, with a sign acknowledging their sponsor, in the parade on opening day. (April 20, 2019)

13. Managers are required to have their team pictures taken at the assigned time; to be announced in the future.14. All Managers are required to return all property of the DeSoto Little League at the conclusion of their season.

After your final game of the regular season managers should return their equipment bags to the concession stand. At that time you will receive your $75 concession stand deposit back. Only managers are eligible to receive their deposit checks back for serving as a “Head Coach” of their team. Assistant coaches must still serve 4 hours of service in either the concession stand or helping with field maintenance to receive their deposit back.

15. All Managers must accept the details contained within this agreement before being allowed to manage.16. In the event a player or coach is injured during a team practice or game the manager is required to complete an

Incident/Injury report. There is a blank copy of this form on page 14 of this document. You can also obtain extra blank copies from the concession stand. This must be submitted within 24 hours of the injury occurring. You may turn them in to the concession stand or if the stand is not open you may contact the safety officer, Mr. Don Hoffee, (whose number is on page 4 of this document) to set up a designated drop location.

17. De Soto Little League is a volunteer organization. Lets work together to have a great season and most importantly DO WHAT IS IN THE BEST INTEREST OF OUR CHILDREN!

I have inspected and agree the equipment I am being issued is in good condition. I will check this equipment for visible damage prior to each use. I will make sure this equipment is not misused or abused. I will return the equipment, at the end of the season, in like condition minus normal wear and tear.

I have been issued a first aid kit. I understand the first aid kit is available for league use only. If I use it, I will return it to the safety officer so it can be restocked. I will also submit a completed accident report with in the allotted time frame.

I understand that failure to comply with the terms of this agreement may result in suspension or revocation of the team I manage.
