It is safe for children to walk to and from Charlton Mackrell School from Kingsdon

So says Somerset County Council!!

In the light of this utterly ridiculous statement from the powers that be at County Hall, our County Councillor, Jimmy Zouche, said at the Parish Council Meeting on 10th November that the County Council had deter-mined the route and a process had been put into gear for an appeal against that determination. Within the next six weeks a number of County Coun-cillors will walk the route. Cllr J Zouche said it would be helpful if letters could be written to the County Council saying how dangerous the road is, at the moment only one letter had been sent in by a parent. Letters should be sent to Mr Neil Milne, Community Governance, Somer-set County Council, County Hall, Taunton TA1 4DY (Wally)

I.C.E. In view of the recent events in Lon-don, East Anglian Ambulance Service have launched a national "In case of Emergency (ICE)" campaign, with the support of Falklands war hero Simon Weston and in association with Voda-fone's annual life savers award. The idea is that you store the word "ICE" in your mobile phone address book, and against it enter the number of the person you would want to be contacted "In Case of Emergency". In an emergency situation, ambulance and hospital staff will then be able to quickly find out who your next of kin are and be able to contact them. It's as simple as that, and for more than one contact name you can use ICE1, ICE2, ICE3 etc. 'ICE' Campaign Targeted in Virus Hoax: False warnings are circulating which claim that adding "ICE" entries to one's cell phone make it vulnerable to a virus attack or hidden charges. Experts say these warnings should be ignored.

Daffodil Planting in Kingsdon

Our thanks to Clint (left) and John of the South Somerset District Council Landscape department who gamely dug many, many holes into which Tim Owen placed 2000 naturalising daffodil bulbs on 16 November. The bulbs were supplied free by SSDC. They were planted on the oak tree triangle and verge outside the village hall, on the grass triangle outside the village school, by the entrance to the pound and a few by the main entrance to the playing field. We look for-ward to a blooming great display!

Arch Bishop of Canterbury attends Act of Remembrance at St. Bartholomew’s Yeovilton

Friday 11th November 2011 On Armistice Day, Archbishop Rowan Williams joined Sailors and Royal Marines from the Royal Naval Air Station Yeovilton for the annual Act of Remembrance in the churchyard of St. Bartholomew’s Fleet Air Arm Memorial Church.

Dr William’s watched as platoons of RNAS Yeovilton service personnel marched across the airfield and took their places for the Service in the grounds of the spiritual home of the Fleet Air Arm.

During the Service, the Royal Navy and Royal Marines Roll of Honour was read out by the Base Warrant Officer,

Warrant Officer 1 Steve Uzzell and detailed all Royal Naval and Royal Marine personnel who have lost their lives from 2010 to the present day. The Act of Remembrance was led by Reverend Tudor Botwood and Reverend Ned Kelly from RNAS Yeovilton and following the 2 minute silence, Commodore Paul Chivers OBE, Commanding Officer RNAS Yeovilton laid a wreath.

As a poignant reminder of the sacrifices that have been made by members of the Fleet Air Arm, the Fairey Swordfish LS326 from the Royal Navy Historic Flight flown by lead Swordfish pilot Lieutenant Commander Glenn Allison of Kingsdon, gave a fly past over the churchyard after the 2 minutes silence at 11.03am.

Kingsdon Ladies Club

Lynne welcomed 18 members and 1 visitor to the club meeting held on Tuesday 8th November. Posies for birthdays were given to Jenny Gamblin, Mar-garet Close and Margaret Goessens Members are willing to organise and provide afternoon teas for the Jubilee next year. Anyone wanting to go to the Floral Demonstration at the Octagon on Wednesday 23rd November to get in touch with Edna Gordon. The Guest Speaker was Steve Ross from the RSPB. He gave a very good talk about the various birds and wildlife on the Somerset levels. Lynne gave the vote of thanks. Refreshments were provided by Jean Toole and Julie South. The flutter prize was won by Shirley Wilson. The December meeting will be the Christmas dinner at the Ilchester Arms. The meeting closed at 9.45pm.

Kingsdon Senior’s Club – 23rd November

Douglas welcomed 24 members to the meeting, and said we needed new members, and a reminder that the next meeting is the Christmas Lunch at the Kingsdon Inn on 7th Decem-ber.

Richard introduced the guest speaker, Dr Frances Bur-roughes, owner of Bristol Blue Glass South West. He gave us a history of glass, from 17 million years BC to the pre-sent day, with many anecdotal comments keeping us well amused. He brought many artefacts which we handled very carefully; some we did not because of their great value. Bristol Blue Glass (South West) designs and produces Lead Crystal Glassware to the very highest standard, using their own unique batch blend of Silica Sand, Lead Oxide, Potash & Cobalt to maintain the colour match produced centuries ago when Bristol blue glass first took the fancy of rich mer-chants and traders around the city. By doing so they have produced that unique soft blue colour that today is associat-ed with Bristol Blue Glass and in turn earned a reputation for excellence through skill and design A visit to the works where the glass is made was muted by many of the members, perhaps next year in the better weather.

Hello everyone,

Around 3 years ago I decided to enter the Marathon Des Sables (MDS) 2012, also known as the ‘Toughest Footrace on Earth’. The decision was easy (as opposed to the event!) following some peer pressure from a school friend called James Birchall, we will be doing it together and I am sure his phone call will haunt me during the 150 mile unsupport-ed running race through the Sahara. So here we are with only months to go, running as Royal Navy competitors in the MDS 2012 in order to raise as much money as possible for The Children’s Trust, who support children with brain injuries. A man is driving down a lane in Kingsdon when he spots a farmer standing in the middle of a huge field of grass. A Somerset girl named Charlotte finds herself in dire trouble. Her business has gone bust and she's in serious financial trou-ble. She's so desperate that she decides to ask God for help. She begins to pray... "God, please help me. I've lost my busi-ness and if I don't get some money, I'm going to lose my house as well. Please let me win the lotto."

Lotto night comes and somebody else wins it. Charlotte again prays..."God, please let me win the lotto! I've lost my busi-ness, my house and I'm going to lose my car as well."

Lotto night comes and Charlotte still has no luck.

Once again, she prays..."My God, why have you forsaken me?? I've lost my business, my house and my car. My chil-dren are starving. I don't often ask you for help and I have always been a good servant to you. PLEASE just let me win the lotto this one time so I can get my life back in order."

Suddenly there is a blinding flash of light as the heavens open and Charlotte is confronted by the voice of God Himself: "Charlotte, meet me halfway on this. Buy a ticket."

Ann Summers Fatality A man walks into Ann Summers to purchase some see-through lingerie for his wife. He is shown several possibilities that range from £50 to £150 in price, the more see-through, the higher the price He opts for the sheerest item, pays the £150 and takes the lingerie home. He presents it to his wife and asks her to go upstairs put it on and model it for him Upstairs the wife thinks 'I have an idea. It's so see-through that it might as well be nothing. I won't put it on - do the modelling naked, return it tomorrow and get a £150 refund and keep the money for myself'. So she appears naked at the top of the stairs and strikes a pose. The husband says 'Stone me, it wasn't that creased in the shop'…..His funeral is this Thursday.

Job at the Council. A bloke goes to the local council to apply for a job in the office. The interviewer asks him, "Are you allergic to anything?" He replies, "Yes, caffeine." "Have you ever worked for the public service before?" "Yes, I was in the army." he says, "I was in Iraq for two tours." The interviewer says, "That will give you 5 extra points toward employment." Then he asks, "Are you disabled in any way?" The guy says, "Yes. A mine exploded near me when I was there and I lost both of my testi-cles".The interviewer grimaces and then says, "O.K. You've got enough points for me to take you on right away. Our normal hours are from 8.00am to 4.00pm... ...but you can start tomorrow at 10.00am - and carry on starting at 10.00am every day." The bloke is puzzled and asks, "If the work hours are from 8.00am to 4.00pm, why don't you want me here until 10.00am? I'm not looking for any special treat-ment y'know" "What you have to understand is that this is a council job," the interviewer says, "For the first two hours, we just stand around drinking coffee and having a good scratch. There's no point in you coming in for that."

Step 2: Wait to hear from your local co-ordinator We will let your local co-ordinator know that you have joined the scheme. Each month they will contact you to ask whether you want to place an order. The minimum order is 500 litres.

Step 3: Place an order Let your local co-ordinator know you want to buy oil. Each month they submit a total village order to us. Your order in-creases our negotiating power, so once submitted we regard it as binding.

Step 4: Sit back whilst we negotiate the price We negotiate the best price from a whole range of suppliers. Your local co-ordinator will advise you who the supplier is, the price per litre (exclusive of VAT, currently at 5%) and the approximate date of delivery.

Step 5: Take delivery of the oil and pay the company The oil will be delivered as soon as possible and you pay the company supplying the oil direct.

Annual membership fees Domestic: £20, Community Building: £30, Business: £100 which will cover your oil deliveries for 12 months.

We have now placed our first order with the resulting report: The broker joined together the orders from Somerset with those of the original Oxfordshire scheme plus two other new schemes in Shropshire & the Isle of Wight. The total order was in excess of 160,000 litres. Throughout Friday (30th Sep) our broker was hard at work brokering the market, when it became clear that the price was expected to fall within the next few days. Our broker therefore waited until Monday (3rd Oct) and was able to secure a price that was 0.83 pence per litre (ppl), plus vat, lower than the price on the previous Fri-day. The prices he was able to obtain are as follows:

Market high = 61.95ppl (plus vat) Market average = 57.5ppl (plus vat) Member price = 53.97ppl (plus vat)

As you can see this is a saving of 3.53ppl (plus vat) from the average price on Monday: saving £35.30 on a 1000 litre order of kerosene. If, in the event, a supplier from a single county, i.e. Somerset, can beat a price from a national one, then the Somerset order will be separated out to ensure all members get the best price. Please note, we can also take orders on Gas Oil. This has tighter margins and is generally always 10ppl more expensive, but savings can still be made.

Minutes of Kingsdon Parish Council Meeting Held on Thursday November 10th at 7pm in the Village Hall

Present: A.Masters (Chairman), Messrs. R Hollaway, D Morr is; Mrs A Saunders; Mrs E Owen (Par ish Coun-cillors); Mr. J. Calvert (District Councillor); Mr J Zouche (County Councillor); Mrs S Smith (Parish Clerk). There were 12 Parishioners.

Minutes: The minutes of the previous bi-monthly meeting were confirmed read, approved and signed.

Matters arising: The order of the agenda was adjusted to allow for the ear ly depar ture of Cllr Mr J Zouche.

3.2 Kingsdon Community Centre. The Chairman repor ted that a meeting was ar ranged to be held shor tly at Somerset Country Council Offices. Mrs E Owen thanked Cllr J Zouche for helping to arrange it and said there was a list of items for discussion. Mrs E Owen said one purpose of the meeting was to find out exactly what was required to pro-duce a proper business plan for the Community Centre.

Cllr J Zouche said he was trying to obtain information from the County Council that might help as, for a community asset transfer to take place, there were a large number of specific requirements; one of the key being that the community needs to demonstrate a clear intention of the use of the asset and a secure financial base.

Mrs E Owen said she had already attended a course re raising money for community projects but it was difficult to go any further until there was a clear indication of how much money needed to be raised. A provisional agreement had been made at the Kingsdon Parish Planning Meeting held on September 21st to pledge £500 for use by the Community Group sub-committee to show full support for the objective and this decision needed to be ratified at this meeting. The moneys would only be payable on agreement from Somerset County Council to lease the premises for Kingsdon com-munity use.

Proposed by Mrs A Saunders, seconded by Mr D Morris, to ratify the decision to pledge £500 to the Community Group sub-committee, to be available only after agreement from Somerset County Council to lease the premises for Kingsdon community use. The motion was carried.

Cllr J Zouche said he would also like to bring up the subject of travel for the children from Kingsdon to Charlton Mackrell school. He said the County Council had determined the route and a process had been put into gear for an appeal against that determination. Within the next six weeks a number of County Councillors will walk the route. Cllr J Zouche said it would be helpful if letters could be written to the County Council saying how dangerous the road is, at the moment only one letter had been sent in by a parent. The Clerk agreed to write an official letter on behalf of the Parish Council. A parishioner said that he thought the County Council had agreed to provide transport and it was confirmed that the reason the school was closed so easily was because it was believed that transport would be provided. There was some discussion on the three mile regulation re transport. Mr W Elliott, a parishioner, said he would put the suggestion that parents write to the County Council on the matter in the next Kingsdon Chronicle.

3.1 Village Plan/Design Statement. Mrs E Owen asked if she could offload the village field from her responsibili-ties so that she could concentrate on the village plan. Mr R Hollaway agreed to take over this responsibility. Mrs E Owen said it usually takes a year to prepare a Parish Plan and the plan for Kingsdon needs to be in place by March 2012 so there is an aspect of urgency in moving it forward. She said consideration needs to be given on where planning in and around the village might be thought acceptable. There were a number of questions about the plan and also on a suggestion that Kingsdon could partner with Charlton Mackrell to produce a joint plan if this would be benefi-cial. Cllr J Calvert said he suggested Kingsdon Parish Councillors talk to Charlton Mackrell who were already looking at their plan and it was agreed a preliminary chat could be useful. Cllr J Calvert said he would find some examples of good design plans and give them to the Council.

3.3 Kingsdon Chronicle. Mr W Elliott said his initial request was to organize a system to enable the Par ish to claim back VAT and this process was now underway. There was discussion over the delay that sometimes occurs in paying bills when the Council only met every two months. Mr R Hollaway said most of the councillors were on email now so there was opportunity for quick communication and Mr D Morris said generally most incoming expenditure had already been planned for.

Proposed by Mr R Hollaway and seconded by Mrs E Owen to give authorization to the Chairman and Parish Clerk to sign cheques up to £300 when required and without waiting for endorsement at a Parish Council Meet-ing. The motion was carried.

There was then discussion on the Parish Council making a donation to the production of the Kingsdon Chronicle and there was mention that the publication of the Council minutes meant a definite increase in paper use. Mr W Elliott said the full accounts with regard to the production of the Chronicle were fully available and mentioned that many parish-ioners made donations which they did not wish to be made public. It was agreed that the system worked well and the Council did not wish to have any editorial input.

Proposed by Mrs E Owen and seconded by Mr R Hollaway that a contribution of £100 per annum be made to the publication of the Kingsdon Chronicle.

The motion was carried.

3.4 Parish maps /online. Mrs E Owen said she was prepar ing a map cover ing the village and a larger map that would give far more detail for use in planning and other meetings.

3.5 Boules/Petangue Court. Mrs E Owen said she had given Mr B Turner some information about forming a club and that Mr Turner was in no rush to progress this but would be coming back.

4. Field Maintenance. The Chairman said he knew the wall had been star ted but confirmed that he had been told by Mr Gary Alleyne that he was being made redundant. It was reported that Mr Alleyne had liaised with Mr Att-well for a donation of additional stone to ensure the wall could be raised to the correct height and Mrs A Saunders said she thought she would be able to assist in this matter as well.

It was agreed that the Parish Council urgently requires confirmation that the wall will be completed and a completion date was also needed. The Clerk agreed to write to the Managing Director of Groundwork on this matter. Cllr J Calvert said he would investigate the matter further.

5. Highways. No report.

6. Parish and Environmental works

6.1 Grit bins. The Par ish Clerk reported that she had received complaints from two par ishioners on the siting of bins. It was confirmed that the siting was based on directions by a person from South Somerset District Council High-ways Dept who had visited Kingsdon for this purpose. The grit bins had been put in the areas where it was felt grit would most be needed.

7. Any other business

7.1 Church grounds maintenance contribution. Mr D Beswick, Church Warden, said the cost of maintaining just the graveyard last year was £700. There was discussion on the fact that the responsibility of a graveyard falls to the associated parish and not the Church where it is sited. It was confirmed that people of different faiths could be accom-modated in the graveyard. Mr D Beswick said the cost varies from year to year but with general costs for all aspects of Church maintenance rising year on year, the Church could no longer cover all the cost of the graveyard maintenance. Mrs E Owen said she would look into the legal position. The Clerk confirmed that it had been two years since the Par-ish Council had agreed to look at annual contributions to the graveyard and that the current date under consideration was for the period between March 2011 and March 2012.

Proposed by Mrs A Saunders and seconded by Mr R Hollaway that the Parish Council make a donation of £400 towards the maintenance of the graveyard for the year March 2011 to March 2012. The motion was carried.

7.2 Memorial seat for Pring family. The Chairman spoke of the recent death of Mr Stan Pr ing, Kingsdon’s old-est resident, and the request from Mr Pring’s son, Mr R Pring, to place a memorial bench in the field opposite No 4 Kingsdon where his father had been born and brought up. The Chairman confirmed that the Pring family was happy to cover the cost of the bench and its maintenance for several years. There was full support for this project.

7.3 Parishioner donation. The Clerk outlined a regular generous donation from a Kingsdon resident that was made every year towards the rent on the village field and it was agreed that a letter of thanks should be sent. Parishion-er Mr Adam Cain, the new general manager of the Kingsdon Inn, said he would be willing to offer a meal for two to the parishioner as a thank you. There was full support for this and Mr Cain was thanked for his generous offer. The Clerk would inform the parishioner.

7.4. Jubilee and celebration beacon. Mr D Beswick had looked at the logistics for siting a celebratory beacon on the Church tower to help celebrate the Jubilee and had checked various aspects including insurance and construction. Mr W Elliott said he has applied for a lottery grant for the Jubilee celebrations and this should cover the cost of the beacon.

Mr W Elliott said it had been agreed to provide an entertainer at the tea party for children and had settled on one who came with a lot of good recommendations at a cost of £290.

Proposed by Mrs A Saunders and seconded by Mrs E Owen that a cost of £290 for the provision of an entertain-er for children during the Jubilee celebrations be covered out of the Children’s Fund being held by the Parish Council. The motion was carried.

7.5 Village website. Mrs E Owen said the planned presentation would not take place as Mr Stuar t Nicholl, the parishioner who was putting the website together free of charge for the village, was unable to attend. However a lot of work had been done and the basic site plan could be seen at a holding site on www.drwoo.co.uk The Chairman asked what was hoped to be achieved by the website and Mrs E Owen said there would be a number of uses including online accessibility to the parish plan, activities, events and other community information. It was stated the cost would be low but input would be needed from the village for the final site. 7.6 Parish bulbs. Mrs E Owen said that the Council would be sending a van with two or three people to the village at 11.30am on November 16th to deliver and also to plant 2000 mixed daffodils. Mrs E Owen said her hus-band would be there to meet them and the main sites including near the telephone box and around the wall by the recreation field had been agreed. There was opportunity to suggest additional locations when the planting was taking place. 7.7. Lytes Cary. It was repor ted that the Chairman and Mrs E Owen together with par ishioner Mr P Leahy had met with the new South Somerset Regional Manager and Mr Simon Larkins, the new manager at Lytes Cary. Although Lytes Cary was not in the parish of Kingsdon, it receives around 50,000 visitors a year and there was potential for co-operation for mutual benefit. Holding fundraising activities at Lytes Cary and directing visi-tors down to the two businesses in Kingsdon were mentioned. 8. Other business. 8.1 Play equipment inspection. An inspection of the play equipment and site in the village field has to be undertaken every week. Mr. W Elliott said he would be happy to undertake this. 8.2.Planning. The Chairman read out a letter from Mrs. E Oram re her application which was considered at a Planning Meeting on October 14th. The letter stated that they were paying full rates on both buildings at No 7, Kingsdon. The Chairman also said that the application for an agricultural building at Cooks Cary Farm, although agreed by the Parish Council Planning Meeting on Sept 21st, had been turned down by the District Council. 8.3 Archives. Mr D Morr is said he had finally been through all the archive boxes he had collected from the previous Parish Clerk and had disposed of many items now irrelevant or duplicated elsewhere; but had kept a number of key items including old visual references of the village and individual mapping. Mr D Beswick con-firmed the Church was happy to offer space for a small 3 or 4 drawer filing cabinet to store village archives and it was agreed this was a very suitable place. 9. Finances and cheque signing. The Clerk said that the village precept for 2012 had to be submitted by the end of January and therefore would need to be agreed at the January meeting.

Parish Councillors had received updated details of the Parish Council finances, and the Clerk read out an over-view showing that excluding the Kingsdon’s Children’s Savings Account, the total in both the Community Ac-count and Business Savings Account totalled £8,165. 45p.
