handle complaints and appeals

Zholdoshev N. - expert of the Association of Legal Entities of the

Alliance "For a Transparent Budget", Deputy Chairman of the

Independent Interdepartmental Commission.

Kadyrkulov B.A. - Head of the Infrastructure and Public Procurement

Sector, the Ministry of Education and Science of the Kyrgyz Republic.

Sharipov M.Z. - Head of the Procurement Department, the State

Committee for Defense of the Kyrgyz Republic.

Sovetov K.S. - Chief Specialist of the Department of Economics,

Finance and Internal Audit, the Ministry of Transport and

Communications of the Kyrgyz Republic.

Eshenkulova A.A. - Chief Specialist of the Cash Flow Forecasting and

Contract Registration Unit of the Central Treasury, the Ministry of

Finance of the Kyrgyz Republic.

Baikhanov I.A. - Leading Specialist of the Department of Material and

Technical Support, the Ministry of Foreign Affairs of the Kyrgyz

Republic.

Topchibaeva A.A. - Director of the Unit, Procurement Specialist of the

Procurement and Organizational Support Unit, the Organizational and Technical

and Financial Support Department, the Ministry of Economy of the Kyrgyz

Republic.

▪ Registers experts to handle complaints;

▪ Collection and compilation of statistical and analytical data.

IIC officer

▪ Full access to all complaints in the read mode;

▪ Access to making changes to complaints, where the system identifies the officer as a member of the commission.

Expert

▪ Authority to view the complaint-related data in the online mode , as well as to provide an expert opinion in the online mode.

1. Electronic filing of complaints and appeals

For each complaint, the portal automatically divides all 3 groups into separate subgroups, and for each complaint it

randomly changes subgroups.

Automatic appointment of members of the Commission to review complaints or appeals

The Commission consists of 3 groups:

1) one third - persons who are experts in the field of

jurisprudence and have experience in the position of

judge;

For each complaint, the portal automatically divides all 3 groups into separate subgroups, and for each complaint it

randomly changes subgroups.

Automatic appointment of members of the Commission to review complaints or appeals

The Commission consists of 3 groups:

2) one third - persons holding positions in the state or

municipal service, and having a certificate on public

procurement;

For each complaint, the portal automatically divides all 3 groups into separate subgroups, and for each complaint it

randomly changes subgroups.

Automatic appointment of members of the Commission to review complaints or appeals

The Commission consists of 3 groups:

3) one-third - representatives of the public.
