2001Indian Population and Labor Force Report

Purpose:Purpose:

Public Law 102-477, the Indian Employment, Training, and RelatedServices Demonstration Act of 1992, mandates the Bureau of IndianAffairs to publish, not less than biennially, a report on the Indianpopulation eligible for services that the Secretary provides to Indianpeople.

This report provides 2001 calendar year data of tribal enrollment, servicepopulation, and labor force information for the Nation’s 562 federallyrecognized Indian tribes. All the data in this publication was determinedby representatives of each tribe and certified as accurate by their triballeader or designate.

Summary of 2001 Report:

Tribal Enrollment:

• For 2001, 468 (83%) of the 562 federally recognized Indian tribes1

provided revised data for this report.

Note: Many of the tribes that did not provide updated populationand labor force information, identified the lack of staffing andresources as the primary reason for not responding.

• The total 2001 tribal enrollment reported 1,816,504 represents anincrease of 118,021 members or 6.5 percent over the 1,698,483reported in the 1999 labor force report.

• The Total 2001 tribal enrollment reported represents an increase of388,234 or 21.4 percent over the 1,428,270 total tribal enrollmentreported in 1995, the first year in which enrollment information wascollected and included in this biennial labor force report.

Note: The increase in enrollment is attributed to the addition ofnewly acknowledged tribes, updated tribal enrollment, andrevisions to tribal enrollment criteria.

Service Population:

• The total 2001 Service Population reported 1,524,025 represents anincrease of 126,094 members or 8.3 percent over the 1,397,931reported in the 1999 labor force report.

• The Total 2001 Service Population reported represents an increaseof 263,819 or 17.3 percent over the 1,260,206 total ServicePopulation reported in 1995.

Note: The increase in Service Population is attributed to theaddition of newly acknowledged tribes and updated tribalenrollment, and revisions to tribal enrollment criteria, as well asnewly approved service areas for tribes.

Employment:

• Unemployment, as a percent of the available labor force, increasedby 6 percent to 49 percent in 2001 from 42 percent, as reported in1999.

2 Health and Human Services’ (HHS) 2001Poverty Guidelines were used to determinetribal poverty estimates.

Note: For 2001, tribes determined their available labor work forceand unemployment percentage by including tribal members whoseage was 16 and over. For 1999, the range was 16 through 64. If the1999 criteria were used, range 16 through 64 only, theunemployment level would be approximately 43 percent, the samelevel as reported in 1999. Because many individuals in the 65 andover age group were employed and identified in the total employedcategory, they were also included in the available or totalworkforce category.

• The total available 2001 workforce of 795,218 increased by 135,208or 17 percent over the total 660,120 total reported in 1999.

Note: This is primarily due to the increase in service population,most of which (88%) are ages 16 and over and are available forinclusion in the work force.

• Indian individuals employed but earning wages below the povertylevel increased 7,788 between 1999 and 2001, but the overallpercentage remained the same – 33 percent2.

• The number of Indian individuals employed (403,714) represents 51percent of the total workforce. Of the 51 percent employed, 33percent earn wages below poverty guidelines.

• Of the employed Indian individuals, living on or near designatedservice areas, 271,271 or 34 percent earn wages above the povertyguidelines.

Coverage:

Each tribe3 designated a tribal labor force coordinator who used astandardized survey reporting form to collect data and provide estimateson their enrolled members and members from other tribes who lived “on-or-near” the reservation and who were eligible to use the tribe’s BIAfunded services. The aggregated total of those eligible to use theservices constituted the tribe’s Indian “Service Population.” Excludedfrom each tribe’s “Service Population” total and other report totals weremembers who were in 2001, for example, serving in the Armed Forces orattending post-secondary institutions.44

Definitions (from 25 CFR § 20.1)::

IndianIndian means any person who is a member of a Federally recognizedIndian tribe.55

ResidentResident IndianIndian means Indians living on Federal reservations or nearbywho are considered part of the tribe’s service population. (Definitionextrapolated from 25 CFR § 20.1.)

IndianIndian TribesTribes are tribes, bands, nations, rancherias, pueblos, colonies,communities, and Alaska Native groups recognized as eligible for fundingand services from the Bureau of Indian Affairs and included in the currentlist of tribal entities, pursuant to Section 104 of the Act of November 2,1994 (Pub. L. 103—454; 108 Stat. 4791, 4792). Latest publication in theFederal Register; July 12, 2002.

6 For the purposes of this report, “On Reservation” is defined as those Indians wholive on or near the present reservation boundaries and who are eligible for BIAfunded services. For Alaska, the term “near” reservation includes the entire state,since Alaska Native tribes are typically isolated from each other and are not formedas reservations.

NearNear ReservationReservation means those areas or communities adjacent orcontiguous to reservation, which are designated by the Commissionerupon recommendation of the local Bureau Superintendent. Therecommendation shall be based upon consultation with the tribalgoverning body of those reservations on the basis of such generalcriteria. The criteria are:

ï Number of Indian people native to the reservation residing in thearea;

ï A written designation by the tribal governing body that members oftheir tribe and family members who are Indians and residing in thearea, are socially, culturally, and economically affiliated with thetribe and reservation;

ï Geographic proximity of the area to the reservation; and

ï Administrative feasibility of providing an adequate level of services66

Headings/Terms Used in Tables:

TribalTribal EnrolEnrollmentlment means the total number of tribal enrollees who arecertified as being tribal members by their tribe’s leader or designate.Pursuant to tribal governing documents, tribal enrollees may live on thereservation or anywhere outside the reservation – for example, in distanttowns/cities or in foreign countries.

Total Service PopulationTotal Service Population is the tribe’s estimate of all American Indiansand Alaska Natives, members and non-members, who were living “on-or-near” the tribe’s reservation during the 2001 calendar year and who wereeligible to use BIA funded services. The aggregated sum of “Age Under

16,” Age 16-64,” and “Age 65 & Over” sub-totals of a given tribe equalsthe tribes “Total Service Population” total. Typically, Indians included ina tribe’s Service Population live within a reasonable distance of thereservation from where they can access the tribe’s services. SuchIndians typically do not live in distant cities, towns or foreign countries.

Number EmployedNumber Employed was determined by aggregating a tribe’s estimatedsubtotals of their service population individuals who were eitheremployed by public, private, or tribal entities.

NumberNumber NotNot EmployedEmployed was determined by subtracting the “NumberEmployed” from a tribe’s service population who were “Available forWork”. This provided the 2001 total of a tribe’s available work force thatwas not employed.

Unemployed as a %Unemployed as a % ofof thethe Labor ForceLabor Force was determined by dividing the“Number Not Employed” by the “Total Work Force” (also called “Availablefor Work” total).

Employed,Employed, butbut BelowBelow PovertyPoverty GuidelinesGuidelines was determined by using HHS’sPoverty Guidelines (applicable for 2001), the tribe’s estimated number oftheir employed work force who were below the poverty guideline – forexample, for a family unit of two the poverty threshold of combinedearned income was $11,610 and for four the threshold was $17,650.Additionally, the tables show the percentage of employed below the“Poverty Guidelines.” This percentage was derived by dividing the tribe’sestimated total “Employed, but below the Poverty Guidelines” by thetribe’s “Total” employed.

For tribes with reservation boundaries and service populations that arelocated in more than one state, the tribe’s labor market totals areproportionately distributed, by tribal population, for each state. Anasterisk “*” following a tribe’s name in the “Region/Tribe” sectionindicates that the reported totals were from the 1999 Report. Also, “NR”in any column signifies that data was not provided by the tribe. Inaddition, the Total for the State of Alaska will not equal the total for theAlaska Region, because about half the Alaska Tribes are in the Self-Governance section of the “Totals by Region and Tribe.”
