TECHNICAL SPECIFICATION SLUICE/SLIDE GATES
Schedule -1Automatic Outflow Regulating Gates With Manually Operated Emergency
Hydraulic Hoist with Rotary Damping System
Details Technical Specification:-
1. INTENT OF TECHNICAL SPECIFICATION:
These specifications are part of the requirement for various items related to the tender, which are to be provided according to the stipulations of the contract. Hence, the instructions given herein form
an integral part of and are applicable to the tender documents issued. Addendum to these
Specifications may be issued, as and when necessary. These Specifications shall be read in
conjunction with general and special and additional conditions of contract, general arrangement
drawing, and the schedule of prices included in this Tender Document. The Contractor/ Agency
shall comply with all provisions contained within the Tender Document.
Certain performance requirement, materials, features, and basic arrangements for gate components
as well as other items mentioned in price schedule are indicated herein.
It is not the intention in these specifications to specify complete details of various processes to be
followed by the contractor/ Agency during fabrication & erection work. This is left to the
experience and practice of manufacturer, who shall perform these processes as per the existingengineering practices in the field. How ever, certain features and processes specified herein are
intended to establish minimum standards for the work.
It is the intent of these of these specifications to establish acceptable Standards of quality.
Deviation from these specifications shall be considered for acceptance provided that, in theopinion of the indenter / consignee, the proposed substitutions are equal or superior in quality to
those specified.
All work shall be executed according to the Technical specification and requirements specified by
the indenter/ Consignee, in a professional and diligent manner and all supplies and work shallcomply with the requirements defined in the relevant sections of these specifications and Tender
Documents. The Contractor/ Agency shall endeavour provide all the necessary efforts in order tocarry out the work to the satisfaction of the indenter/ Consignee.
2. DRAWINGS:-
Automatic Outflow Regulating Gate’ & Automatic openable vertical axis swing and butterfly Gate
are protected under the Indian patent act 1970. The detailed fabrication drawings for automatic
outflow regulating gates/ Vertical axis swing / butterfly Gate shall be procured by
contractor/agency at his own cost from the patent holder/assignee. These specifications shall beread along with the said fabrication drawings for purposes of this contract & execution of Supply
& Erection work the contractor / Agency shall be bound to execute the supply & Erection work.As per the drawings for automatic Outflow Regulations Gates/ Vertical axis swing/butterfly Gate
obtained by him form Patent holder/ assignee. The intellectual property rights of drawings of
Automation outflow Regulating Gates/ Vertical axis swing / butterfly Gate supplied to Contractor/
Agency by Patent holder/ assignee shall lie with them & Contractor/ Agency shall not use this
drawings for fabrication & supply of gates on any other project within or outside India.

3. STANDARDS AND CODES:
a) General
All supplies and Works shall conform to the requirements of latest version of the applicable
Indian Standard (IS) Codes. Authoritative Standards and Codes other than IS or thosespecified in the Tender Documents, which ensure an equal or higher quality, may also be
acceptable. All standards and codes referred to shall be the latest / current issues.
b) National Standards, Codes, Laws and Regulations
Throughout the duration of the contract, the materials, equipment, services, design and
workmanship shall conform to the applicable National Codes, Standards, laws and
Regulations in force in India, if not otherwise specified. It is Contractor’s / Agency’s duty
to acquaint himself with all National Codes, Standards, laws and regulations in force
related to the supplies & works in any way, and procure and keep at his works at the site a
copy, of each of such applicable documents.
c) International Standards and Codes.
Where the reference is made in the Tender Documents to the International Standards &Codes the same shall be applicable for purposes of this Contract.
4. SYSTEM OF UNITS:
The metric system of units has been used throughout these specifications and this system of
units shall be used consequently throughout the duration of Contract for all technical or
contractual purposes.
5. COMPONENTS OF THE AUTOMATIC OUTFLOW REGULATING GATE SYSTEM
TO BE FABRICATED, SUPPLIED, ERECTED AND COMMISSIONED:
Each type automatic gate system shall consist of:-
i) Embedded parts consisting of trunnion girders, anchor frames, U/s & D/s stoppers, sill
beam, SS axles, SS seal seats etc.
ii) Fulcrum assemblies with links, SS axles, bronze bushes, sail hard curved track plate
etc.iii) Gate leaf with end girders, cast steel track plates, rubber seals with SS clamping nut
bolts etc.
iv) Concrete counter weight in bottom compartments of gate leaf.v) Lever system consisting of actuating lever, lever link, gate bracket, hoisting bracket, SS
axles, bronze bushes etc.
vi) Friction dampers with SS tracks , SS axles, SS adjusting nut bolts, disc springs, friction
shoes with support box, MS drum, MS frame etc.’
vii) Automatic unidirectional locking arrangement for locking the gate in partially & fully
open positions consisting of MS ratchet, MS pawl, SS axle, CI bushes etc.
viii) Emergency hydraulic hoisting system consisting of back end clevis mounted hydraulic
cylinders, SS axle’s hydraulic hoses with coupling hydraulic pumps with oil reservoirs,manifold blocks, direction control valves etc. complete to operate gates.

6. MATERIAL SPECIFICATIONS:
A) General:
All the materials shall be of tested quality, new, unused and free from defects and of the
grade / classification described in the drawings and specification. Welding duringinspection shall be rejected, removed and replaced.
If for any reason, the Contractor / Agency desires to deviate from materials mentioned in
Tender Documents / relevant standards, he shall submit a statement stating the exact nature
of the deviations or substitution along with complete and detailed specification and testreports for the materials, which are proposed to be used. In all such cases, the prior
approval of indenter / consignee has to be obtained before the fabrication work is taken in
hands. All the materials, supplies and articles not manufactured by the Contractor shall be
products of recognized and reputed manufacturers and shall be of tested quality.

7. FABRICATION:
The Contractor / Agency is expected to perform fabrication in the best possible manner to meetthe requirements of design, drawing and specifications. The fabricated components shall meet
the tolerance requirements given in the Tender Document. The Contractor / Agency shall use
properly designed jigs & fixtures to ensure that there is no deformation or warping of surfaces /
members and components meet the requirement of straightness, fits & interchange ability.

Following general guidelines shall be followed by the Contractor:-
a) Straightening of Members:-
Before being laid off or worked in any manner, structural steel shall be straight, without twist,
bends or kinks, and if straightening is necessary, it shall be done by a method which shall notinjure the metal to ensure good welding and fitting of members. All steel shall be cleaned of
dirt, mill scale and rust prior to fabrication.
b) Shearing, Chipping and Gas Cutting:-
Shearing, Chipping and gas cutting shall be performed carefully and all portions of the work,
which will be exposed to view, shall present a neat appearance. Finishing of sheared or cut
edges of plates or shapes will not be required except as noted in these specifications.
c) Edges to be welded:-
The edges of plates and shapes to be joined by welding shall be properly formed to suit the
type of welding selected. Where plates and shapes have been sheared, edges to be joined by
welding shall be machined or chipped to sound metal. Plates and shapes to be field welded
shall have their edges prepared in the shop for the type of weld selected.
d) Bent Plates and Shapes:-
Where bending or forming of plates or shapes is required, the plates or shapes shall be bent by
cold forming. Heating and hammering to correct bends will not be permitted.
e) Welding :-
i) Welding Technique
Care shall be taken to see that the welds when being made are well accessible. Overhead
welding is to be avoided, if possible and flat position is to be strived for.
All welding shall be done by the electric arc method by a process, which will exclude the
atmosphere from the molten metal, except where otherwise specifically permitted. All welding
electrodes required shall be furnished by the Contractor. Correct selection of electrodes shall
be done taking due care of welding method and base metals of components.
The welding electrodes shall be of the heavily coated type designed for all position
welding. The make, type and size of all welding electrode shall be subject to the approval ofthe Engineer-in-charge.
In assembling and during welding, the component parts of built-up members shall be held
in place by sufficient clamps or other adequate means to keep all parts in proper position.
The surface to be welded shall be cleared of scale, slag, rust, paint, and other foreign matter.
Where weld metal is deposited in two or more layers, each layer shall be brushed with a wire
brush or otherwise cleaned before the subsequent layer is deposited. In welding, precautionsshall be taken to minimize stresses due to heat by using the proper sequence in welding.

Upon completion, the welds shall be brushed with wire brush and shall show uniform sectionsmoothness of weld metal. Edges, ends of fillets and butt joint welds shall indicate good fusion
and penetration into base metals. Specific requirements for butt joints and fillet joints are given below:
Butt joints: -In principle, butt joint should be made with back run. Should it be not possible to do the
back-run, either a backing strip should be placed or welding should be so made that the melted
metal fully penetrates to the backing strip. Dye- penetration test shall be carried out after each
pass of the butt weld.
The joints in the skin plate shall be staggered & preferable located near the point of contra
flexure. The edges of skin plate shall be prepared in shop. Skin plate joined by butt welding.
Dye-penetrant test shall be carried out for all butt welds. Joints, if required in horizontal
members of gate, the same shall be located sufficiently away from location of maximum
bending moments.
Fillet joints:-
All fillet welds shall be continuous. Fillet weld at‘t’ joint should be made, as a rule on each
side of the joint, unless it is otherwise agreed due to some practical reasons. Radiographic test
is not normally required for fillet welds. However, all fillet welds shall be checked by Dye penetrant test for soundness.
8. PAINTING
a) General:-
All paints, painting materials and accessories for painting shall be supplied by the Contractor /
Agency. The paint proposed by the Contractor / Agency must be approved by the
representative of the indenter / consignee / consultant before application of the same. The
analysis in respect of paint properties, paint combination and performance requirements of the paint shall be submitted by the Contractor / Agency for examination and approval. The
painting and surface preparation shall also conform to relevant Indian standard specifications,
IS: 14177/1994 with up-to-date amendment – Guidelines for painting system for Hydraulic
Gates and Hoist.
b) Preparation of surface:-
Surfaces requiring blast cleaning should be sand / grit / shot blasted after fabrication to class B
of IS: 14177/1994 with up-to-date amendment, prior to painting. Heavy deposits of grease or
oil may be removed by the solvent like clean mineral, spirits, xylol or white gasoline, etc, priorto sand blasting. Small quantities of grease or oil may be removed by the blasting process in
which case, however, the abrasive should not be re-used if it contains sufficient oil or grease to
render it unsuitable for blast cleaning purposes. The average surface roughness after sand-
blasting should not exceed 40 microns. Blast cleaning should be performed with sand / grit /
shot as per requirements given in IS: 1477 Part I/1971 after blast cleaning, the surface should
be cleaned from loose dust and debris preferable by air blast with the help of blower.

Other surfaces shall be prepared in accordance with the following procedure:-
i) Weld spatters or any other surface irregularity shall be removed by any suitable means before cleaning. All oil grease and dirt shall be removed from surface by use of clean
mineral spirit, xylol or
ii) white gasoline (lead free) and clean wiping materials.iii) Following the solvent cleaning, the surfaces to be painted shall be cleaned of all rust, mill
scale, and other lightly adhering objectionable substances by wire brush.
Surface of stainless steel, nickel, bronze and machined surface adjacent to metal work
being cleaned or painted shall be protected by masking tape or by other suitable means duringthe cleaning and painting operations.
Primers shall be applied as soon as the surface preparation is complete and prior to the
development of the surface rusting. The time gap between the application of the primer and
surface preparation shall normally not exceed 6 hrs. if there is considerable time gap, the
surface should be re-blasted prior to priming.
c) Shop Painting Details
a) Stainless steel and bronze surfaces shall only be cleaned but not painted.
b) All surface of the embedded parts like sill beam, which are to come in contact with
concrete, shall be cleaned as mentioned above and given two coats of cement latex to prevent
rusting during shipment and while awaiting installation. Over the prepared surfaces of
embedded parts (exposed surfaces), gate leaves, fulcrum.
c) Assemblies & levers systems, one coat of inorganic zinc silicate/zinc chromate should be
applied giving a dry film thickness of 70 ± 5 microns. The primer coat shall be followed by
finishing coat, which shall consist of one coat of.
d) Solvent less coal tar epoxy paint. The coat gives a minimum dry film thickness of 150 ± 5
microns.
e) All finished surfaces of ferrous metal including bolts, screw threads etc., that will be
exposed during shipment or while awaiting installation shall be cleaned and given a heavy
uniform coating of gasoline, soluble rust preventive compound or equivalent.
f) Field painting
The painted metal work shall be handled with care so as to preserve the shop coats. Thearea of the shop paint, which has been damaged during transport shall be cleared to based
metal and repainted. Paint applied t such areas shall be of the same type as used originally in
shop painting.2 finishing coat of solvent less coal tar epoxy paint having minimum dry film
thickness of 150 ± 5 nd microns shall be applied after erection of gates at site. The total dry
film thickness of all the coats including primer coats shall not be less thane 350 microns.

9. SHOP ASSEMBLY & TESTS:
The sub-assemblies and parts shall be assembled and tested in shop to ensure that parts arecorrectly fabricated and properly aligned. Prior to shop assembly and testing, the
Contactor/Agency Shall submit for review, an outline of the procedures and tests, which are
planned to be performed to demonstrate the fulfilment of the requirement of these specifications.The cost of carrying out the test shall be borne by the Contractor/ Agency.
The gate leaves, fulcrum assemblies, lever systems, automatic locking arrangement &
friction dampers shall be shop assembled so as to allow for adjustment of various dimensions, to
make them conform to the designed dimensions, fits, tolerances, surface finishes, clearance etc. inthe event it is not possible to complete the gate leaf or any other equipment / component in the
shop, they will be accurately assembled in the shop using temporary connections and various
critical dimensions shall be verified.
The embedded parts to be furnished under these specifications shall be shop assembled to
extent the possible.
10. PREPERATION FOR DESPATCH:
No assembly or its parts shall be shipped from the manufacturer’s shops until it has been inspectedor inspection has been waived off in writing by indenter/Consignee on an item basis.
a) Unit marketing, match making and transportation designation:-
Each part of the gate, hoist and embedded parts, which is to be transported as a separate
piece, shall be marked to show the unit of which it is a part and match marked to show its relative
position in the unit to facilitate assembly in the field.
Unit marks and match marks shall be made with heavy steel stamps and paint. Each piece, sub
assembly or package transported separately shall be labelled or tagged with transport designation
consisting of the specification number, the marks number of such pieces and number of partsgrouped of such sub-assemblies Contained in package.
b) Packing:-
All parts shall be prepared for dispatch so that they can be moved by attaching slings. Where it is
unsafe to attach slings to the box, parts shall be packed with slings attached to the part and sling
shall project through the box or crate so that attachment can be made easily. All parts shall be properly secured and packed to withstand handling during transportation .All packing shall allow
for easy removal and checking at sites. Special precautions shall be taken to prevent rusting of
steel and iron part during transit. Each bale or package shall contain packaging note quotingnumber and date of Contractor’s order and the name of office placing order.
After delivery of material at site, all packing shall become property of Owner. Notwithstanding
anything stated in this clause, the Contractor/Agency shall be entirely responsible of loss, damage
or depreciation to the stores due too faulty and insecure packing. The equipments shall be ensure
for loss or damage during transit at the cost of Contractor/Agency.
No assembly or its parts shall be shipped from the Contractor’s workshop until it has been
inspected or inspection has been inspected or inspection has been waived off in writing byConsultant/Purchaser on an item basis.

11. ERECTION:
a) General:-
The gates and allied equipment covered by these specifications and relevant
drawings shall be furnished and erected by the Contractor/Agency completely at the projectsite. The Contractor/Agency shall prepare a complete erection procedure, which shall
describe the sequence of operations to be carried out, the method to be used, the
Measurements to be taken and tolerance to be met in erection and alignment of the
equipment.
b) Erection sequence for Embedded parts:-
1. Embedded parts for RCC piers:-
These consist of Trunnion girders of gate, trapezoidal spacer frames; side seal
anchor channels, anchor components for U/s & D/s stoppers, trunnion girders for lever
system and anchor component for support structure of hydraulic hoist, locking arrangementand friction damping arrangement. Embedded parts for RCC piers are located above gate
sill level.
Following procedure shall be followed for erection of these parts:-
a.) The pier concreting shall be carried out first upto gate sill level
b.) The low level embedded parts-i.e. trunnion girders of gate, trapezoidal spacer frames, side
seal anchor channels, & anchor components for U/s & D/s stoppers shall then be erected to
correct line & level and secured in that position by welding with reinforcement.
c.) The pier concreting upto top of side seal anchor channels shall then be completed. Due care
shall be taken during concreting so that the erected parts do not get disturbed.
d.) The high level embedded parts i.e. trunnion girders for lever system and anchor
components for support structure of hydraulic hoist shall then be erected to correct line &level and secured in that position by welding with reinforcement.
e.) Concreting upto top of RCC piers shall then be completed. Due care shall be taken during
concreting so that the erected parts do not get disturbed.
2. Embedded parts for RCC Service Bridge:-
These consist of anchor components for support structure of locking arrangementand friction damping arrangement. These components shall be erected to correct line &
level and secured in that position by welding with electrodes before casting of concrete for
RCC slab. The concreting shall then be carried out by taking due care that the erected partsdo not get disturbed.
3. Embedded part for Weir crest:-
These consist of sill beams along with bottom seal seats. The inserts for facilitating
erection in position of sill beams shall be provided during first stage concrete/Agency while
leaving a block out in weir crest. The sill beam and bottom seal seat shall then be erected to
correct line & level & secured in position in the block out with the help of adjustment bolts
welded to inserts. Concreting shall be carried out in the block out by taking due care theembedded parts are not disturbed.

Proper coordination shall be required between the civil contractor and the gate contractor
during erection of s embedded parts and concreting of RCC piers & Service Bridge.
c) Erection sequence for fulcrum assemblies, gate leaf, lever systems, automatic locking
arrangement, friction dampers & emergency hydraulic hoisting system:-
The fulcrum assemblies shall first be erected in position and aligned to correct line & level. After
ensuring that erection tolerances for distance between center lines of rolling surfaces and relative
heights of top flat portion of rolling surfaces are met the rolling surfaces shall be tack welded to
trunnion girders of gate.
The gate leaves shall then be erected in horizontal position and connected with fulcrum assemblies
with the help of links and axles.
The gate leaves shall then be moved at least 3 times from fully closed to fully open position to
check that the track plates are in constant contact with rolling surfaces of fulcrum assemblies inentire range of travel and the two bottom ends of gate are at the same level.
The fulcrum assemblies shall then be secured to trunnion girders by full welding and where
applicable, concrete counterweights shall be cast in bottom compartments of gate leaf in gate fullyopen position.
The sill beam with bottom seal seat and side seal seat base channels with seal seats shall then be
erected in position and aligned to correct line & level. The side & bottom rubber seal shall then be
fitted to gates and matched with respective sealing surfaces. The lever system shall then be fitted to
gate leaf, followed with installation of friction dampers, and emergency hydraulic hoisting system.
d) Guidelines For Field Erection:-
i) The equipment shall be erected by the contractor/Agency in accordance with thesespecifications to the satisfaction of indenter/ Consignee using most modern techniques
under the directions of the supervisory erection personnel to be provided by the
Contractor/Agency.
ii) Any required tool or equipment which is not normally available at the work site, as well as
any jigs or fixtures required for proper erection shall be furnished by the contractor/
Agency.
iii) Erection tolerances shall conform to values specified in the Tender Document.
iv) Erection bolts, nuts, washers and other fasteners shall be furnished in the amount of 15% or
ten bolts, nuts, washers and other fasteners whichever is greater in excess of the nominal
numbers of each size and length required for complete erection/ installation of equipment.
v) Bolts in tension shall have a net section at root of thread 15% in excess of the net section
required in tension.
Erection Personnel: Skilled as well as unskilled personnel shall be arranged by the
Contractor for erection of the equipment covered in these specifications.

13. OPERATIONAL TESTS:
a) General:-
The Contractor / Agency shall carry out in the presence of indenter / Consigne, such tests
on gates and allied equipment to determine that the gate will fulfil the functions for which it
has been designed. Tests shall be repeated, if necessary, until successfully carried out to the
satisfaction of indenter / consignee, Operational tests & Leakage Tests & Leakage Tests shall
be carried out after completion of other portions of the work and preferably when reservoir is
at its full level. The purchaser shall have the right to carry out such lests also when thereservoir is at a level other the full reservoir level.

b) Dry Test:-
Operational tests in dry condition shall be carried out on gates, as soon as possible aftercompletion of erection of gates and hoisting system and when all the controls & permanent
power supply have been connected. The tests shall include:-
i) At least two complete traverses from maximum raised position to the full closed /
seating position. All adjustments, clearances, etc. shall be checked & corrected if
necessary, during this test. The automatic unidirectional locking system shall be
checked for proper engagement & disengagement of pawl during the traverses.
ii) Measurement of closing moment of gate by means of pressure gauge connected to
hydraulic cylinders of gate / spring type test if any discrepancy in design values and
observed values of closing moment is found, then appropriate corrective action like
addition of extra counterweight shall be carried out by the Contractor / Agency at his
own cost as per Instructions till satisfactory test values are obtained.
iii) Measurement of frictional moment provided by friction damper at different gate
positions using pressure gauge connected to hydraulic hoisting system. If any
discrepancy in design values and observed values of frictional moment is found, then
appropriate adjustments/corrective action shall be carried out by the Contractor/Agencyat his own cost, till satisfactory test values are obtained.
c) Leakage Test:-
Leakage tests shall be carried out with the gate in closed position at a reservoir level
preferable near the FRL. The leakage shall then be measured and recorded. The maximum
permissible leakage shall be 10 litres / minute per metre length of periphery of sealing
surface.

Schedule-2.M.S. Slide Gate & Fixed Wheel Gate
The M.S. Gate shall be slide type as per IS: 5620/1985 with up- to- date
amendments and fixed wheel type as per IS: 4622/2003 with up to date
amendments.
A. M.S.Slide Gate
The M.S. Slide Gate shall be as per IS: 5620/1985 with up –to- date amendments and
comprising of Gate leaf, Embedded Parts and Hoisting mechanism. The size of opening and headshall be as follows:-

DESCRIPTION
Gate Leaf:-
Gate Leaf (operating member) shall be rigid structure consisting of skin plate suitably
reinforced. The skin plate may be upstream or down stream as desired by the consignee. The
thickness of the skin plate shall not be less than 8mm. The gate leaf shall be sliding on the sealing
surface provided on the frame.
The gate leaf shall be sufficiently rigid to with-stand vibration and hydrodynamic forces
arising from high velocity flow of water under the gate leaf. The seal plates (Generally of Brass,
bronze or Gun Metal) are screwed on the down stream face of the gate leaf, for slide type gate.
EMBBEDED PARTS:-
The embedded parts shall have sealing surfaces, bearing surfaces and guides for the gate
leaf are embedded in concrete or masonry and securely anchored.
The sealing – Bearing surface shall be made of brass, bronze, gun metal or stainless steel inorder to have corrosion resisting surface, with low co-efficient of friction. The sealing strip may be
screwed-welded on the seal base. Suitable guides shall be provided on embedded parts to limit itslateral and longitudinal movement within tolerance.
HOISTING MECHANISM:-
Hoisting mechanism shall be of manually operated stem rod (Rising type). Suitablearrangement shall be made for stem to be fixed on the gate leaf. The stem connection may be
hinged as to allow for in stem alignment.

The gate in general shall satisfy following requirement:-a) The Gate shall be reasonably water tight the maximum permissible leakage being not
more than as specified in IS Specification. b) It shall be capable of being raised or lowered by the hoist at the specified speed.
c) Power-operated gates shall normally be capable of operation by alternate means in case
of power supply failure.
The Gate shall be designed for hydrostatic and hydrodynamic forces taking into
consideration force arising from effects, seismic loads and ice formation wherever
applicable.
HOISTING MECHANISM:-
Hoisting mechanism shall be of manually operated, rope drum hoist or electrically
operated hoist mechanism and set of accessories for electrical operation of manually operated
hoist as per IS: 6938/2005 (with upto date amendments).
1. MANUALLY OPERATED HOISTING MECHANISM FOR ROPE DRUM TYPE HOISTAs per IS: 6938/2005 with up-to- date amendments for head sluice/head regulator other
than canal/cross regulatory gates. It includes winch Box with top cover, two spur gear
reduction systems, wire rope drum; requisite shafting pedestals couplings, requisite wire
rope and its accessories. The super structure to support the hoisting equipment is alsoincluded.
2. ELECTRICALLY OPERATED HOISTING MECHANISM WITH BUILT IN
MANUALLY OPERATED SYSTEM As per IS: 6938/2005with up-to- date amendments.
It includes Winch Box with top cover, two spur gear reduction systems, wire rope drum;
requisite shafting pedestals couplings, requisite wire rope and its accessories. The super
structure to support the hoisting equipment is also included.
3. SET OF COMPLETE ACCESSORISE FOR CONVERTION OF MANUALLY
OPERATED HOIST TO ELECTRICAL OPERATED HOIST As per IS: 6938/2005 with
up- to-date amendments. It includes heavy duty electric motor, worm reduction and flexible
couplings, electro magnetic brakes with drum, required capacity starters, main switch, limitswitches, the requisite cable and wiring and other accessories etc. The complete panel
board with accessories, base frame and cover of above equipments. (The components shall
be of ISI Mark (if exists) or make of any reputed manufacturing company only).
4. HYDRAULIC HOIST –Mechanism with built in manually operated system as per
IS:10210/1993 with up-to-date amendments consisting of back end clevis mounted
hydraulic cylinders, SS axles, hydraulic hoses with coupling & hydraulic power pack/hand
pumps with oil reservoirs , manifold blocks, direction control valves etc. complete tooperate gates.
5. “Design and detail drawing of M.S. Slide gate and M.S. Fixed wheel gate shall be prepared
by the supplying unit against the supply order as per IS:5620/1985 with up-to-dateamendments and IS:4622:2003 with up-to-date amendments(Hoisting as per IS:6938:2005

SPECIAL TERMS AND CONDITIONS
Schedule-1. Automatic Outflow Regulating Gates With Manually Operated Emergency
Hydraulic Hoist with Rotary Damping System.
1- Since hold Patent rights for Automatic Outflow Regulating Gate / Vertical axis swing /
butterfly gate are protected under Indian patent act 1970. The detailed fabrication drawingsfor automatic outflow regulating gates/ Vertical axis swing /butterfly Gate shall be
procured by Contractor/Agency at his own cost from the patent holder / assignee & same
shall be approved by the indenter before fabrication.
2- The indenter/consignee shall clearly furnish the details required for designing of Automatic
gate along with their indent.
3- The tendered must be manufacturer of Automatic Outflow Regulating Gate and Hoist inorder to document it a copy of Registration Certificate issued by DTIC or other
Government Agency as desired must be uploaded.4- The tenderer should submit a letter of Consent from patent holder/ assignee, as the Quoted
item covered under Indian Patent Act 1970, conforming that they will provide technical
requirements/services to the tenderer for this tender’s work. The tenderer should also
submit an attested copy of valid License Certificate from the patent holder/ assignee for
the fabrication and erection of automatic outflow regulating gate for this tender’s work.
Payment Terms:-
A: Gate
(a) Payment against submission of design /drawing shall be 10%.

(c) Payment against supply of Gate leaf shall be 50%.
B: Friction Damper Assembly
(a) Payment against submission of design /drawing shall be 10%.
(b) Payment against supply of Friction Damper Assembly shall be 90%.
C: Automatic unidirectional Locking Arrangement:-
(a) Payment against submission of design /drawing shall be 10%.
(b) Payment against supply of Automatic unidirectional Locking Arrangement shall
be 90%.
D: Mechanical/ Hydraulic hoist:-
(a) Payment against submission of design /drawing shall be 10%.
(b) Payment against supply of Mechanical/ Hydraulic Hoist shall be 90%
E: Erection :-
(a) Payment against erection shall be extra as per approved Rate.
Inspection:
(a) Stage wise/batch wise inspection of material shall be carried out by Approved Third
Party Pre despatch Inspection Agency enlisted in CSIDC Panel. OR by patent
Assignee.(b) Erection work shall be checked by Approved Third Party Pre despatch Inspection
Agency enlisted in CSIDC Panel. OR by patent Assignee.(c) Inspection after commissioning of complete project work will be carried by the
Approved Third Party Pre despatch Inspection Agency enlisted in CSIDC Panel.
OR by patent Assignee.
Time Period: - The time period for execution of supply & erection work shall be 24 months
inclusive of rainy season.
Schedule-2. M.S. Slide Gate & Fixed Wheel Gate
1 Experience:
The bidder must have adequate experience of fabrication, supply erection of M.S. Slide
Gate/ Fixed Wheel gate Bidders are required to submit documentary evidence of at least
one supply & erection duly certificate by indenter during any of last three years.
2 Documentary evidence of Fabrication, Supply & erection of “M.S. Slide gate” shall qualify
the bidder only for the “M.S. Slide gate”.
3 Documentary evidence of fabrication, supply & erection of M.S. Fixed Wheel Gate”/
Automatic Gate shall qualify the bidder for both types of the Gates i.e. for M.S. Slide Gate
& Fixed Wheel Gates”.Turnover:

4 The Bidder must have minimum Annual turnover of Rs.25.00 lac of M.S. Slide Gate/ FixedWheel Gate/Automatic Gate. During any of last three years in orders to make them qualify
for both types of gates. Documentary evidence in support of this must be enclosed. Inabsence of such above documentary evidence i.e. minimum turnover of Rs 25 lac, the
bidder shall be considered only for “M.S. Slide Gate” and not for “Fixed wheel gate”.
5 Tendering units must submit the Approval of S.E., (E & M), W.R. Department. Raipur.
6 The offered rates should be for M.S. Slide type gates as per IS: 5620/1985 with up-to-dateamendments and M.S. Fixed wheel type gates as per IS: 4622/2003 with up-to-date amendmentsand Hoisting equipment as per IS: 6938/2005 with up-to- date amendments. And Hydraulic hoist as
per IS: 10210/1993 with up-to-date amendments.7 Design and detail drawing of M.S. Slide Gate and M.S. Fixed Wheel Gate shall be prepared by the
supplying unit against the supply order as per IS: 5620/1985 with up-to- date amendments & IS:
4622/2003 with up-to- date amendments (Hoisting as per IS: 6938/2005 with up-to-dateamendments & IS: 10210/1982 with up-to- date amendments) and the same shall be got approved
by the indenter before manufacturing/fabrication of the Gate.8 All the components required for complete set for electrical accessories shall be of ISI Marked (if
exists) or Make of any reputed manufacturing/fabrication Company only.9 Basic raw material used should be of specified grade as per relevant I.S. specification i.e. IS: 5620
/1985 with up-to- date amendments & IS: 4622 /2003 with upto date amendments (Hoisting as per
IS: 6938/2005 with up-to-date amendments & IS: 10210/1993 with up-to-date amendments).
10 The indenter/consignee should clearly mention in their indents the clear opening i.e. W x H (Widthx Height) of the required gate and Water Head and type of M.S. Slide Gate and M.S. Fixed Wheel
Gate (relevant IS: 5620/1985 with up-to-date amendments and IS: 4622/2003 with up-to-dateamendments (Hoisting as per IS: 6938/2005 with up-to- date amendments & IS: 10210/1993 withup-to-date amendments).
11 Suitable Hoisting Mechanism shall be as per the relevant Indian Standard specification forSlide/Fixed Wheel Type Gates.
12 Erection and commissioning charges would be payable extra on basic value of the supply order forcomplete gates/embedded parts/ hoisting equipment (C.G. Sales Tax not included). The erection
charge does not include civil work, but include labour required for installation and delivery of gatesupto site. Service Tax on erection and commissioning shall be charged extra applicable. Separaterates to be quoted by the tenderer.
13 The fabrication and erection of gates is a specialized job and hence only those units who are found
feasible approved by SE, (E&M) WRD, and Raipur will be allowed to execute orders/RateContract.
14 (a) Erection & commissioning of the gate shall be carried out by the supplier unit within 6 Weeks timeafter receipt of initiation from the consignee or as desired by the consignee.
(b) The consignee has to complete the civil work as early as possible so that intimation to supplier forerection can be made on the receipt of material, at the earliest possible, maximum within six monthof receipt of material.
Mode of Payment:-
(i) 10% at the time of submission of design/drawing of the gate.
(ii) 40% at the time of supply embedded parts.
(iii) 50% at the time of supply of Gate leaf.
(iv) 100% i.e. full payment of hoisting equipment at the time of supply.
(v) 100% i.e. full payment of erection and second stage concreting after completion of
erection and concreting work.

1. All the documents/information desired must be submitted along with the tender, failing
which technical bid of tender shall be cancelled/ rejected. Documents/ informationsubmitted afterwards shall not be accepted.
2. Guarantee/ Warrantee:
The tenderer must submit a latter of consent to clearly agree on providing 1 yearguarantee / warrantee against manufacturing defect, faulty raw material/ design and
poor workmanship from the date of supply.
