Managing Your Waste

• Solid Waste Management Strategy prioritizes the need to increase our diversion rate, reduce garbage, and securely manage our own transfer and processing capacity
• County will benefit from ownership and operation of its own facilities within its borders

Why are we here? The purpose of this session is to:
• summarize project development to date
• present the short-listed sites for both the Organics Processing Facility and Materials Management Facility
• obtain feedback, comments, and questions in regards to the sites and potential to co-locate facilities
• outline next steps in the siting process

What is a Materials Management Facility (MMF)?• integral part of a waste management system – the link between collection operations and final waste disposal/processing locations
• provides a location for transfer of garbage, organics, and blue box recycling to a final processor
• no long-term storage of materials or public drop-off
• replacing a private transfer facility in Barrie, estimated cost savings of $13M over the next 20 years

What is an Organics Processing Facility (OPF)? • a location where organics (green bin material, potentially materials such as leaf and yard waste, pet waste and diapers) are processed
• processing technology to be selected as the process continues
• valuable end products, such as compost or fertilizer, are produced and sold to market

How were the short-listed sites selected?

Part 1 • defined the search area and developed the process to evaluate potential sites• public information sessions held in December 2014, feedback incorporated
Part 2 • identified a list of candidate sites and applied criteria to produce a short list of sites (7 for the OPF, 5 for the MMF)• Screen 1 criteria – was “must pass”, produced a long list of sites• Screen 2 evaluated long list in greater detail, particular consideration for land use and proximity of sensitive receptors

What’s Next?• public and stakeholder consultation on siting complete by November 2015
• we need your feedback by November to compile and incorporate into the consultant’s final evaluation
• sites will undergo further evaluation using all criteria – over 50 factors for consideration
• preferred site to be presented to County Council in early 2016 for direction
