1. Introduction

For decades, Rwandans have been migrating into different parts of the world for socioeconomic reasons. Thus, the Rwandan diaspora is present across the world and continues to support the building of a united and a dynamic Rwandan Community Abroad (RCA) actively involved in strengthening its relations and cooperation with their host countries. Rwanda considers its citizens living abroad as a relevant and integral constituency of the country and recognizes the vital role they play in its political and socio-economic development. To this effect, it deploys necessary means to sensitize them to act as catalysts through skills and knowledge transfer; innovation; business, trade or investment.

2. Background: Diaspora Mapping

In 2018, a diaspora mapping exercise was conducted in Europe (Germany, UK, Netherlands and Belgium) by IOM and MINAFFET. This exercise aimed at providing an insight into the diasporas’ socioeconomic profiles, professional skills and expertise, and assessing their capacity, interests and motivation to participate in the development process of their country of origin, Rwanda.

47,357 Rwandans live in the four focal countries in Europe. This sizable number corresponds to 13.7 per cent of the global Rwandan migration stock. Belgium hosts most Rwandans abroad, followed by the United Kingdom; the Netherlands and Germany host smaller numbers. In all four countries, there is a high interest, capability and willingness to participate and integrate into the economic and socio-cultural development of Rwanda.

3. Diaspora Engagement in the Health and TVET sector: Objective

Following the mapping exercises, IOM and the Government of Rwanda, are implementing two diaspora engagement initiatives in the TVET and Health Sectors.

1. Diaspora Engagement to support the TVET Sector in Rwanda: The objective of this project is to address the needs of the Technical and Vocational Education and Training (TVET) sector in Rwanda

through the engagement of Rwandan diaspora residing in Belgium and Germany. Highly qualified professionals will temporarily relocate

to Rwanda in order to give a training of trainers (ToT) to TVET professors and students in identified priority courses of the Rwanda Polytechnic’s (RP) host institutions, namely in the eight Integrated Polytechnic Regional Colleges (IPRCs) across the country.

2. Diaspora Engagement in the Rwandan Health Sector: This project intends to engage qualified Rwandan health professionals,

residing in France, Belgium, Germany, the Netherlands and the UK who wish to participate to the project to provide health services into ten identified hospitals and transfer their skills, knowledge and technology to Rwanda’s health sector.

6. Logistics

3. What is the timeframe of the engagement?The engagement and placement in the host institutions is for minimum one month and maximum six months. The TVET project closes 31 May 2021 and the health project closes 31 August 2021.

9. COVID19

1. Will travel be delayed because of COVID19?No, Rwandans are allowed to travel to and from the five European countries.

2. Will the TVET project be affected since schools in Rwanda are still closed?The objective of the project is a training of trainers (ToT), therefore TVET trainers from the IPRCs will be trained rather than students. Hence, it is not necessary to wait for schools to open again to start the engagement.

3. Is Rwanda well prepared for COVID19?The Government of Rwanda is well prepared and takes extreme and necessary measures such as wearing masks at all times, no large gatherings are allowed and COVID19 testing is required before boarding and upon arrival in Kigali-Rwanda.

4. Are COVID19 related costs such as testing and accommodation in Kigali covered by the project?Yes, the project will cover the test and quarantine requirements due to COVID19.
