    Borongan, intensity 2 sa mga bayan ng Mercedez, Urat at Dolores sa Eastern Samar gayundin sa Tacloban City. Wala namang

    President Benigno S. Aquino III will once again invite global business leaders to explore investment opportunities inthe Philippines during his attendance to the World Economic Forum (WEF) on East Asia in Myanmar.

    President Aquino will fly to Nay Pyi Taw, Myanmar, on Friday to attend the plenary of the World Economic Forum aswell as to invite the delegates of WEF to the country next year.

    The Philippines will be hosting WEF on East Asia next year.

    As you also know, we are hosting the forum next year and, by tradition, the incoming host personally invites the

    delegates to the summit, said Secretary Ramon Carandang, head of the Presidential Communications Developmentand Strategic Planning Office.

    Carandang said that President Aquino will also have a bilateral meeting with Myanmars President Thein Sein andopposition leader Aung San Suu Kyi.

    The President will also meet with business leaders who are attending the said forum.

    The main reason for attending the forum this year is to continue to invite foreign investors to come to the Philippinesand, of course, to attract tourists as well, Carandang said.

    The agenda of the Aquino administration is to generate inclusive growth and we can do that by inviting investors whocan create jobs and that is the way of sustaining the anti- poverty programs that we have begun, he added.

    Carandang said the government is hoping to attract foreign investors from Asian countries. Were hoping that thosecloser neighbors of ours can be enticed to invest more in the Philippines, he said.

    Our thrust for the last few years has been tourism, agriculture, and infrastructure, and were hoping that we can getinvestors to come in on those three areas in particular, he said.

    President Aquino declares June 17 as special non-working day in Molave, Zamboanga del Sur in celebration

    of its 65th Foundation Day

    President Benigno S. Aquino III has declared June 17, which falls on a Monday, as a special (non-working) day in themunicipality of Molave in Zamboanga del Sur in celebration of its 65th Foundation Day.

    The Chief Executive issued the declaration through Proclamation No. 587 signed by Executive Secretary Paquito N.Ochoa Jr. on May 28, to give the people of Molave the full opportunity to celebrate and participate in the occasionwith appropriate ceremonies.

    June 16 marks the 65th Foundation Day of Molave, the President noted.

    The President granted the request of the Office of the Mayor of Molave to declare June 17 as special (non-working)day in the municipality instead of June 16, which falls on a Sunday.

    Molave served as the capital of Zamboanga province until it was divided into Zamboanga del Norte and Zamboangadel Sur on June 6, 1952. The municipality of Molave remained under Zamboanga del Sur.

    The City of Pagadian is currently the capital of Zamboanga del Sur. PND (js)

    movements for environmental protection, disaster preparedness, and risk reduction.

    "To rise to the challenges posed by climate change, we must build consensus among nations and launch synergizedyet locally relevant movements for environmental protection, disaster preparedness, and risk reduction," the ChiefExecutive said in his message to international social workers organizations on the occasion of the 2013 Asia PacificRegional Social Work Conference.

    The International Federation of Social Workers Asian & Pacific Association for Social Work Education, the PhilippineAssociation of Social Workers, Inc. and the National Association of Social Work, Inc. opened on Tuesday the 2013Asia Pacific Regional Social Work Conference at the Manila Hotel.

    The conference which has for its theme "Social Work Amidst Climate Change and Disaster Risk Reduction andManagement: Building Capacities and Global Partnership" will end on Thursday.

    Idineklara ng Pangulong Benigno S. Aquino III ang Hunyo 17, natapat sa araw ng Lunes, bilang special non-workingday sa bayan ng Molave sa lalawigan ng Zamboanga del Sur dahil sa pagsapit ng ika-65 taon ng pagkatatag ngnaturang bayan.

    Ang deklarasyon ay inilagda ng Pangulo sa pamamagitan ng Proklamasyon Blg. 587 na nilagdaan ni KalihimTagapagpaganap Paquito N. Ochoa, Jr. noong Mayo 28 upang bigyan nang lubos na pagkakataon ang mgamamamayan ng Molave na maipagdiwang nang masigla at angkop ang araw ng pagkatatag ng kanilang lungsod atmadaluhan ang mga seremonya at mga kasayahang kaugnay ng anibersaryo ng bayan nila.

    Secretary Cesar Purisima, Secretary Florencio Butch Abad, Secretary Cesar Villanueva, Secretary Jun Abaya,Senator Frank Drilon, National Treasurer Rosario de Leon, officials and employees of the Government-Owned andControlled Corporations, fellow workers in government, honoured guests, ladies and gentlemen.

    Bago po ako mag-umpisa doon sa paksang ating pag-uusapan ngayon, kanina pa ho kami nag-uusap doon, kungnapansin niyo, palingon kami ng palingon, bakit kaya lahat ng mga nasa harapan namin, ang tanong ano ba angumiikot sa aming kaisipan, parang naka-schedule magpa-root canal, napaka-serious ng mukha, dahil ako poy nungbinabasa kong 28 billion ang ireremit niyo, ang laki ng ngiti ko, kaya naman lahat ho ditoy parang papunta nasesentensiyahan ng kamatayan yata. Anyway, asahan po niyo, we know how to reward good performance and weare hoping that the September schedule might become earlier for the performance incentive bonus.

    Ngayong umaga po, nagtitipon po tayo upang saksihan ang paghatid ng dibidendo ng Government-Owned andControlled Corporations sa atin pong gobyerno. Sagisag ang araw na ito sa patuloy na pag-arangkada ng tuwid nadaan sa mabuting pamamahala: hindi lamang natin nagawang lampasan ang halaga ng nalikom na pondo noongnakaraang taon, mas maraming bilang na rin ng mga GOCC ang nakapag-remit sa pamahalaan sa taong ito.     Ang mahigit labingsiyam na bilyong piso noong 2012, nahigitan natin sa halos dalawamput walong bilyong pisongkabuuang dibidendo ngayong 2013. Ang dalawamput dalawang bilang naman noong nakaraang taon, umakyat na satatlumput walong korporasyon kabilang sa listahan ngayong taon. Ibig-sabihin, mas marami nang mga GOCC angtumatalikod sa lumang sistema ng wang-wang, padrinot panlalamang, at tumutuon sa kanilang tunay na mandatongmagbigay ng tapat at mahusay na serbisyo sa mamamayan. Wala pa po tayo sa kalagitnaan ng ating termino, perotuluyan na nating nailalayo ang mga GOCC sa masalimuot na kalagayang dumungis sa pangalan at tiwala sa kanilang taumbayan. Mas marami na tayong nagdudulot ng positibong bunga para sa ating mga kababayan at sa buongbansa. Mas marami na tayong nagpapatunay na ang mga tagumpay na pinaniwala sa atin noong imposible, ayposible pala nating makamit sa ngayon.

    Ito po ang tuwid na daan. Sa pagtahak sa landas ng mabuting pamamahala ay napipitas ng bayan ang masmasaganang dibidendo mula sa ating mga GOCC; at dahil sa mas masinop na paggamit ng pambansang pondo, ang

    sambayanang Pilipino ang parating nagiging panalo.

    Langit at lupa nga pong maituturing ang kaibahan ng tuwid na daan sa baluktot na kalakaran ng datingadministrasyon. Mantakin po ninyo: Sa loob lamang ng tatlong taon, nakapaghatid na ang ating mga GOCC ngkabuuang mahigit 77 billion pesos. Ikumpara po natin iyan sa buong siyam at kalahating taon ng kanilangpanunungkulan, kung saan nasa 96 billion pesos lamang ang nalikom nilang remittance mula sa mga korporasyon.Ididiin ko lang po: Tayo, 77 billion sa tatlong taon; sila, 96 billion sa siyam at kalahating taon. Malayung-malayo po, diho ba? At alam naman po natin: Kung malugi ang korporasyon, maari pa itong makiagaw sa limitado nang pondo ngpamahalaan. Sa dulo, ang mga Boss din nating Pilipino ang talo kung ganun ang mangyayari. Di na po natinhinahayaang mangyari pa ito.

    Kaya naman, saludo at nagpapasalamat po ako sa bumubuo ng bawat korporasyong nagpakitang-gilas ngayongtaon, at nagpamalas ng kanilang makabuluhang kontribusyon sa bansa. Special mention po ang PhilippineReclamation Authority (PRA) sa kanilang nakamit na tagumpay. Sa tatlumput tatlong taon po kasi ng kanilangkasaysayan bago tayo pumasok, hindi umabot ng isang bilyong piso ang suma-tutal ng kanilang remittance. Sa atingpanunungkulan, mahigit dalawang bilyong piso na po ang kanilang iniaambag sa kaban ng bayan sa loob lamang ngtatlong taon. Pati na rin ho yung LWUA, negative 900 milliontama ba?to positive 800 million. Malaki ho yata anglaktaw nuon, at saka magtataka lang tayo, bakit kaya ganun kalugi ang LWUA, kaya palang kumita ng ganito kalaki?Palagay ko, mas alam na niyo kung bakit kaysa sa akin. Nararapat lang naman po talaga nating batiin ang bumubuong PRA sa kanilang magandang halimbawa sa iba pang mga korporasyon.

    Sa kabila nito, mulat tayong hindi naikakahon sa halaga ng salaping nalilikom ang serbisyong kaloob ng mga GOCC.May bigat ang ambag ng bawat isa, mula sa araw-araw na pagpronta ng mga kaherat kawani ng kada opisina,hanggang sa kanilang mga direktor at pinunong namamahala sa kalakhang ahensya, ang buong hanay po ng mgaGOCC ay nakikilahok sa pagsisigurong napaglilingkuran nang husto ang ating mga Boss ang taumbayan. Kayanaman, kinikilala din natin ang iba pang mga GOCC na hindi kinakapos sa sigasig at dedikasyon upang ituwid angpalakad sa kani-kaniyang institusyon. Halimbawa po, ang PAGCOR: mula nang inayos natin ang timpla sa kanilang

    Acting on a tipsters report at the Ombudsman lifestyle check hotline on the frequent airplane travels of Reyes, the

    Field Investigation Office (FIO) conducted a lifestyle check on Reyes.

    After the fact-finding investigation, the FIO determined a prima facie evidence of unexplained wealth amounting to

    P89,194,806.37, with undeclared or misdeclared assets amounting to P44,562,440.67.

    Aside from noting a P57,300,000.00 increase in his net worth for the period of 2000 to 2010, the FIO also discovered

    that he did not file his Statements of Assets, Liabilities and Networth (SALNs) for the years 2001 and 2009.

    The FIO thereafter filed criminal and administrative charges against Reyes, and also requested that full blownpreliminary investigation, administrative adjudication and forfeiture proceedings be conducted against him.

    Acting on the FIOs prayer in its complaint, the Office of the Ombudsman preventively suspended Reyes for six (6)

    months without pay pending the conduct of administrative adjudication.

    As the month-long 2013 Labor Day celebration draws to close, Labor and Employment Secretary Rosalinda

    Dimapilis-Baldoz yesterday expressed delight as she bared that this years nationwide Jobs Fairs reaped a total of

    20,934 Hired-On-The-Spot (HOTS) out of the 101,250 qualified job applicants.

    This years Labor Day celebration shall close with a triumphant note. The percentage of HOTS which is 20.7 percent,

    is quite impressive compared to the 18.9 percent in 2012 and t he 17.5 percent in 2011, Baldoz said, even as she

    noted that the 2013 record even exceeded the targeted 15 percent HOTS.

    The National Capital Region topped the list of regions with the highest number of HOTS with 4,282, followed by

    Region 3 with 3,356 HOTS; Region 4-A with 2,806 HOTS; Region 10 with 2,436 HOTS; Region 12 with 2,091 HOTS;

    CAR with1,932 HOTS; and Region 11 with1,274 HOTS.

    Of the total number of HOTS, 87 percent were placed for local employment; while the remaining 13 percent were for

    overseas employment.

    Baldoz, in reference to the record attained, cited the social partners, labor, employers, local government units, other

    agencies, schools, and civil society for their active participation.

    By making available decent and productive jobs to applicants, including fresh graduates and new entrants to the

    labor force, these employers have contributed to the national goal of addressing jobs and skills mismatch. Their

    convergence with the DOLE brightened the employment picture, leading to a more dynamic labor market, and

    contributing to the Philippiness economic competitiveness and growth, said Baldoz.

    According to the Bureau of Local Employment, there are a total of 2,933 employers2,777 local and 656 overseas

    who participated in 73 job fair venues nationwide. The participation of employers was relatively high in the National

    Capital Region with 23.6 percent, followed by Region 4-A with 14.5 percent, and Region 3 with 11.9 percent.

    Accordingly, Baldoz encouraged jobseekers, especially those who attended any of the job fairs during the 2013 Labor

    Day, to keep their hopes high as employers have pledged to continue the processing of applications even after the

    Labor Day.

    Jobseekers must not easily get discouraged shall they not be hired -on-the-spot. Selecting job applicants can be a

    tough challenge for employers. They may need more time to review job applications, to go over details of their

    credentials, and to interview candidates, Baldoz said.

    The numbers are more likely to increase with thetotal of 85,811 job applicants who vied for further interview, she

    added.

    Applicants may be hired or placed depending on the outcome of their interview and pre-employment requirements of

    the hiring company. Among the regions that posted high percentage of FFI are NCR with 25,395; Region 4-A with

    21,104; Region 3 with 9,562; and CAR with 6,758.

    "My advice to applicants is to be optimistic and patient because there are enough job opportunities for everyone at the

    ob fairs. The processing and hiring by the employers will continue after the job fair, and the DOLE will monitor that,"

    she finally said.

    Women and child-friendly spaces: a haven during disasters

    Inside a huge tent, Nenet, 25, sits in a corner breastfeeding her six month old son. Nearby, other young mothers

    with their babies and toddlers engage in light banter. Nenet is one of the 1,271 women staying in the evacuation

    centers in New Bataan.

    In an adjacent tent of similar size, blackboards were set-up, drawing materials distributed, andwhile a group of

    children gathered to join the games and art therapy sessions supervised by social workers and child specialists.

    These are the scenarios in women and child-friendly spaces set-up in New Bataan, Compostela Valley, which was

    heavily devastated by typhoon Pablo, on December 4, 2012.

    Women and children are the most vulnerable when disasters strike. It is important to address their needs especiallyduring emergencies to bring normalcy back in their lives, Social Welfare and Development Secretary Corazon

    Juliano-Soliman said.

    The establishment of women and child-friendly spaces (CFS) is also integrated in evacuation camp management

    which aims to respond to the effects of displacement and vulnerability of women and children in natural and man-

    made crisis situations, such as disasters and incidents of armed conflict, Secretary Soliman added.

    Haven for women

    Recognizing the special needs of women in evacuation centers, the Department of Social Welfare and Development

    (DSWD), in coordination with the United Nations Population Fund (UNFPA) set-up three women-friendly spaces in

    Compostela Valley.

    The setting up of women-friendly spaces during disasters is a concept of international relief agencies to provide a

    venue where women can breastfeed their children, learn about nutrition, and issues such as, domestic violence and

    human trafficking. The women-friendly space is also a venue for livelihood trainings. Moreover, it is an ideal place for

    counseling and stress debriefing sessions to help traumatized women cope with their situation and prepare them for

    eventual return to their communities.

    The women friendly space also allows social workers to settle cases of violence against women. Taas gihapon ang

    porsyento sa mga biktima sa abuso (There is still a high percentage of cases of violence against women), she added.

    Nolibelyn Macabagdal, UNFPA project officer, said the setting up of women-friendly spaces in evacuation camps is

    necessary because women are vulnerable to abuse. Macabagdal said that based on the UNFPA reports, there were

    71 cases of violence against women monitored in the three municipalities of Comspostela Valley since typhoon Pablo

    struck in December 2012.

    As part of the services at the women-friendly space, the DSWD and partners also distribute basic necessities of

    women such as undergarments, sanitary napkins, and soaps, among others. Just recently, 500 women received

    these goods from the DSWD.

    Playtime for Children

    On the other hand, child friendly spaces offer children a safe place to play and express their feelings through

    games, music, arts, and values formation to help them recover from the traumatic effects of disasters.

    Children experience the pain of losing loved ones after typhoon Pablo. They are also at risk of getting sick while

    staying in cramped evacuation centers with no power and safe water. Child-friendly spaces aim to help children cope

    with these challenges, Yheleen Veso, World Vision Child -Friendly Space Team Leader for Compostela Valley said.

    Child-friendly spaces provide learning opportunities for children while their schooling is interrupted due to natural and

    man-made disasters. For parents, the child-friendly spaces are safe places to leave their children while they work on

    restoring their households and communities.

    Moreover, child-friendly spaces are mechanisms to promote childrens rights and welfare. We inform parents and

    children on how to stay safe in evacuation centers through awareness campaigns and by linking them to authorities to

    curb cases of abuse and exploitation in disaster-hit areas, explained Honey Joy Sampiano, Child Protection and

    Development Specialist in Mindanao.

    To date, 44 child-friendly spaces were set up. Some 44 local facilitators were also trained on handling psycho-social

    support/activities.

    Social workers and child specialists from international and local humanitarian organizations and local daycare workers

    also serve as volunteers in conducting activities for the children.

    Some 500 children were provided with psycho-social support/activities in the child-friendly spaces, based on the

    report of typhoon Pablo Protection Cluster led by the DSWD.

    Thirty eight GOCCs turned over to President Benigno S. Aquino III, close to P28 billion in dividends and other forms ofremittances to the national coffers out of their operations for the past year on 03 June 2013 at the Rizal Hall,

    Malacanang Palace. President Aquino was assisted by Senator Franklin Drilon, Finance Secretary Cesar Purisima,

    Governance for Commission for GOCCs (GCG) Chairman Secretary Cesar Villanueva and Treasurer of the

    Philippines Rosalia de Leon.

    The practice of declaring and remitting dividends is pursuant to Section 3 of Republic Act No. 7656 which states all

    GOCCs are required to declare and remit at least 50% of their annual net earnings as cash, stock or property

    dividends to the National Government.

    The tradition of GOCC Dividends Day started in 2011 under the Department of Finance in order to give due

    recognition to the GOCCs for the dividends that would be remitted to the National Government in compliance with RA

    No. 7656. Approximately P29 billion was remitted in 2012. Upon the enactment of RA No. 10149 or the GOCCGovernance Act of 2011, the event was continued by the GCG in February 2012 with GOCCs remitting a total of

    P19.2 billion.

    The dividends this year surpassed the collections made last year, with eight (8) GOCCs belonging to the elite circle,

    the so-called Billionaires Club, for having remitted at least P1 billion to the government.

    These GOCCs include new entrant Philippine Reclamation Authority (PRA) which remitted P1 billion to the national

    government; Philippine Ports Authority (PPA), total of P1.034 billion; Manila International Airport Authority (MIAA), a

    total of P1.547 billion; Philippine Amusement and Gaming Corporation (PAGCOR), remitting a total of P1.4 billion;

    Power Sector Assets and Liabilities Management Corporation (PSALM), P1 billion; the Bases Conversion

    Development Authority (BCDA), P2.309 billion; Development Bank of the Philippines (DBP), P3.166 billion; and LandBank of the Philippines (LBP) which remitted the biggest amount for this year with P6.241 billion.

    Though this week marks only the second year of the passage into law of the GOCC Governance Act but the

    Philippine government corporate sector has already taken great strides since its enactment through the GCG. The

    GOCC Dividends Day not only recognizes the accomplishments of the GOCCs, but also the determination of the

    Aquino administration to purse the much needed reform of the government corporate sector, to ensure that the

    GOCCs are financially viable and to symbolize that the National Government is its biggest shareholder.

The Convention coincides with the opening of the 24th NationalStatistics Month (NSM) celebration in October. It will also feature the Statistical Information Management Exhibition(SIMEx), a commercial exhibition of the latest software, hardware and other products for statistical information andmanagement.

    New Sessions on Biostatistics, Social Media, Economic Competitiveness and Environmental Risks

    The Convention will feature three plenary sessions on the following: 1) Accelerating Inclusive Growth andCompetitiveness through Statistics; 2) Social Media and Statistics; and 3) Managing Risks to Development. There willalso be sessions on a wide range of topics including poverty, climate change, progress of society, governance andeconomic progress, statistical theory and methodology, statistical applications, biostatistics and other multi-sectoralstatistics, among others.
