    Preventative tips for smash

    and grab incidents

    Aftera spateof smashandgrab incidents that

    occurred inGordonsBayRoad inStrand, the

police have supplied the public with the fol-

    lowing tips:

) Lock all your doors and close all win-

dows. Thieves steal handbags and other valu-

ables by opening car doors even by breaking

windows while your car is stationary at traf-

fic lights or in slow-moving traffic.

) Dont have handbags, cellphones, brief-

    casesorothervaluablesvisible inthevehicle.

Lock all valuables in the boot of your car or

behind the seat if it is a bakkie.

) Be constantly on the look-out for suspi-

    cious-lookingcharacters.Donthesitate tore-

    port them to the police.

)When approaching a red traffic light at

night, slow down so that you only reach it

when it turns green and therefore you do not

    need to stop.

) Be wary of people standing at traffic

lights or intersections. They may be inno-

cent, but perpetrators mix with these people

while waiting for an opportunity to pounce.

They may even point to something being

wrong with your vehicle to get you to open

your window or get out of your vehicle.

    ) Never openyour vehiclewindowor door

    for any stranger.

) If you encounter obstacles in the road

such as rocks or tyres do not get out of your

vehicle to remove them. Immediately reverse

and drive off in the opposite direction.

)Thieves target car parks. Always park

your car in attended parking lots.

)When parking at night, ensure that you

always park in a well-lit area.

) Never sit in your vehicle without being

fully conscious of your surroundings. Sleep-

ing in a stationary vehicle is dangerous.

) Always remove radios, CDs or cassette

    players, if possible.

) Never leave any children alone in avehi-

cle. Take them with you, wherever you go.

Children often innocently allow access to

your car and belongings to criminals and put

    themselves in danger.

Dit is nie die eerste keer dat die winkel be-

Manbaffled as towhy hewas pulled over and attacked by police

    ILLANA FRANTZ

A Lithuanian man is still baffled as to why

police officials had pulled him over and then

allegedly assaulted him while he was on his

    way home.

    Lukas Krasauskas, who currently resides

in Johannesburg, was staying in Gordons

Bay to meet a potential business client. He

    wasonhiswayhomeat about 23:00 onThurs-

day 13 March, when a dark bakkie, which

he claims looked like a police vehicle, came

    up frombehindandorderedhimtopull over.

This is South Africa, I was driving next

to an informal settlement and Ive heard too

many horror stories, so I decided not to pull

    over.

When we stopped at the Broadway and

Broadlands Road traffic lights in Strand, he

pulled up next to me. We both lowered our

windows and when he told me to pull over,

I told him that Iwould stop at the nearby pet-

    rol station, recalls Krasauskas.

The officer, however, was not interested

in this explanation and according to Kra-

sauskas, when they reached the next stop

street, the officer pulled up in front of him

and got out of his vehicle. He grabbed his

weapon which he pointed at the complain-

ants vehicle and again ordered him to pull

    over.Krasauskas,however,stoodhisground

and continued to drive until he reached the

BP garage in Octopus Street, near Gordons

Bay.When he got there, three white bakkies

with bright lights, which he assumed to be-

long to the police, were waiting for him.

I pulled over, as I initially told the officer

I would. I could see the officer who was driv-

ing behindmewas furious. I tried to explain

to them that I was not a native-born citizen

of this country as I took out my passport to

prove it, but they were not interested.

Krasauskas says he was still trying to ex-

plain his case to the group of officers, when

he just felt a hard blow to the left side of his

face, followed by a stream of warm liquid

    running down that cheek.

I dont know where that came from, who

hit me or with what, but the officers left

shortly thereafter. I then phoned an ambu-

lance as well as the Gordons Bay police.

According to Krasauskas the two officers

who attended his call, were among the group

who had just surrounded and interrogated

him. He says they were unwilling to assist

    himand instructedhimtogivehis statement

at the station the following day.

He promptly reported the matter to the

Strand police the day after the incident.

    Const Mbulelo Mafuna, spokesperson for

the Strand police, confirmed the incident.

I can confirm that a criminal case was

opened pertaining to the mentioned inci-

dent. The case has been sent to the Independ-

ent Police Investigative Directorate for in-

    vestigation.

    Suspects arrested in

    The joint crime prevention

    operation by the police and

    other law-enforcement agen-

    to threearrestsof suspects for

    possession of drugs.

    During this operation,

    which was held from 08:00

    12:00, drug houses in Broad-

    lands Park, Strand and Nom-

    zamo were raided.

    According to a police re-

    port, a Nigerianman (39) was

    arrested after tik valued at

    R41 000 and an undisclosed

amount of cash, was found in

under the spare wheel in the

    COMBO DEAL

    Theadvertisement that

    changed their lives

    NIKITA SYLVESTER

    Last week the DistrictMail re-

    ceived an usual advertisement

    request, which read you are

my everything and I want to

spend the rest of my life with

you! Will you marry me Ingrid

    Holtzhausen?

    These were the words Mark

Palm chose to propose to his girl-

    friend Ingrid.

    Mark explained how he

planned the proposal to the finest

detail, adding that it worked out

perfectly as her 38th birthday (14

March) fell on the same day

    (Thursday) the DistrictMail ap-

    pears.

I initially had other ideas, such as surpris-

ing her with a bungee jump and then just be-

fore jumping asking her to take the plunge

with me and be my wife? But her family

warned me that she probably wouldnt want

    to go bungee jumping.

The other idea I had was to send her on

a treasure hunt for the ring, but figured she

might just get sidetracked, so I decided on the

    newspaper advertisement, said Mark.

Despite the risk that Ingrids friends and

    familymight see theadvert before shedidand

tell her about it, Mark decided to go ahead.

The day progressed and Ingrid had still not

    seen the marriage proposal advertisement.

That evening her friends and family gathered

at her home to celebrate her birthday and

Mark decided that because she had not seen

the advert he would pop the question.

    Onceall theguestshadarrived,Markcalled

everyone into the garden and presented her

with a single red rose and wished her happy

    birthday.

I was very emotional as this was a big step

    for me, he said.

He then handed her the newspaper and told

    her to find her name.

Shecouldnt find it. I tried tohelpbygiving

her the page number, but because I was so

nervous I gave her the wrong page, luckily

her mother stepped in and helped.

Mark said once she read the advertisement

and turned around to him he was already

down on bended knee presenting her with a

    ring.Shesaidyesandthatsall thatmatters,

    said a relieved Mark.

Ingrid said she never expectedMark to pro-

pose, butwhenhe presented herwith the rose

    she knew something was up.

    All I rememberthinkingwas, damn,Mark

is nervous, but the proposal was so proper

and old fashioned it was exactly how I always

wanted it to be. It really was quite romantic.

After months of planning Mark said every-

    thing worked out perfectly.

He added that they have not yet set a date

and decided to just savour the moment for a

    while.

Mark Palm proposed to his girlfriend Ingrid Holtzhausen

on her birthday on Thursday 14 March.

With broad smiles Mark and Ingrid look at

    the DistrictMail advertisement which has

    changed their lives.

    Swift response byNSRI, police

    JAMEY THOMAS

Thanks to the swift intervention by a con-

cerned Strand resident, followed by the

quick response from the NSRI Gordons

Bay and the Strand police, a man was res-

    cued fromapossible life-threateningsitua-

    tion.

Cynthia Dodd, who lives in one of the

apartments at Wavecrest in Beach Road,

noticed a nakedman out at sea while look-

    ingoutofherkitchenwindowaround14:00

on Sunday (17 March). Looking through

the binoculars, I keep in the kitchen, I saw

a man who did not have a stitch of cloth-

ing on standing on some rocks.

He looked terribly distraught and kept

    hitting his head, said Cynthia.

    Whilemonitoring the situation,Cynthia

also noticed that the tide had started com-

ing in and the man was going deeper and

deeper into the water. Concerned that he

may have had to much to drink or was un-

der the influence of drugs or even on the

verge of taking his own life, Cynthia

phoned the NSRI Gordons Bay for assist-

ance. TheNSRI rescue team responded to

the incident within 10 to 15 minutes. In an

attempt to bring the man in the water to

safety, one of the men swam out to sea.

However, to no avail. He did not want to

get out of the water, said Cynthia.

After going down to the beach and talk-

ing to the NSRI team, Cynthia heard the

man had said he was happy were he is and

he did not want to come out of the water.

    According to NSRI spokesperson, Craig

Lambinon, they suspected the man may

have been suicidal and they called the po-

lice. The NSRI Gordons Bay rescue team

    alsoprovidedasupportiverole inensuring

the safety of the man, pending the arrival

    of the police on scene.

Responding to the incident within 15

minutes after they had been called out,

three policemen in wetsuits swam out to

the man and managed to persuade him to

    swim to the shore.

    According to constable Mbulelo Mfuna,

spokesperson for the Strand police, the

    manreceivedmedical assistance frompar-

amedics whowere also called to the scene.

He was very cold and paramedics

    wrappedhiminaheatblanket, saidMafu-

    na.

    Sithembiso Magubane, communica-

tions officer of the Western Cape depart-

    mentofhealth, said themanwastransport-

    ed to Somerset hospital.

As far asCynthia is concerned, theNSRI

and police should be highly commended

for their swift responses, especiallyas they

often receive flak about service delivery.

All I can say is, wow, they responded to

the incident within a jiffy! I give them ten

out of ten for how they handled the situa-

tion. My compliments to all of you, well

    done boys!

    Hospital apologises

    NIKITA SYLVESTER

Last week DistrictMail reported on a chaotic

incident which took place at the Helderberg

    Hospital,SomersetWestonMonday11March.

    UponpublishingthestorytheWesternCape

health department was unable to respond in

    time for print.

As previously reported, a Strand resident,

Faiek Jenkins had been admitted to Helder-

berg Hospital by a qualified doctor who re-

    questedthatFaiekwouldbe testedandtreated

for either a heart attack or a stroke.

While waiting for about eight hours in the

casualty ward, Jenkins, who was provided

    withabeddue tohisweakstate, foundhimself

caught in the crossfire of a brawl which is be-

lieved to have involved a suspected psychiat-

ric patient, his stepfather and other pa-

tients. This resulted in Faiek being pushed

around the ward on his bed.

    Adayafter thestorywaspublished,commu-

    nicationsdirector fortheWesternCapehealth

    department,FaizaSteyn, responded to the ini-

tial enquiry confirming that Jenkins wife Ol-

ivia had brought the matter to the attention

    of Helderberg Hospital.

    Management apologised for the inconven-

ience experienced. The hospital has policies

and procedures in place to manage patients

according to their needs, said Steyn.

    Earlier thisweekDistrictMail again repeat-

edly contacted the Western Cape health de-

partment requesting details of the policies

and procedures, but to date has had no feed-

    back from the department.

    StopatStop campaign isawakeupcall toallmotorists

While I commend what Mr Waldi

    Lubbe is trying todowith theStop-

    know what the Traffic Depart-

ment, Metro Police and Law En-

    forcementofficersaredoing,or for

that matter what any and every-

    body are doing about it.

According to the article on page

6 of the DistrictMail dated 14

March, 56 motorists failed to stop

at one intersection during a two-

    hour period.

    Theoretically speaking, that is

    672 in one 24 hour day (56 x 12 =

    672). Now very conservatively

speaking, let us say there are 1 000

    such intersections within the Hel-

derberg. This trend gives us 672 x

    1000 = 672 000. Within a month of

31 days it gives one a staggering

    20 832 000.

Now if one takes only 1% of that

    figure you get 208 320 x R500 =

    R104 160 000 for the state coffers

just from one type of violation.

Looking at it from the other side

this gives you 20 million plus pos-

    sible road accidents, which could

lead to loss of lives, injuries and

    great cost to the state.

Remember this is just the Hel-

derberg so why are we alarmed

    at 1 000 plus deaths country-wide

    over Easter or Christmas.

In closing, do not tell me that we

one sees the officials ridingup and

down or if there should be an acci-

dent and or incident they all con-

gregate there instead of leaving it

    to two or three officials.

    I hope this serves as a wake-up

call to everybody and will not just

result in an intense blitz for a day

or two and then we all go back to

    Vagrantsbecoming

    aserious threat

Its high time that something is done

about the groups of vagrants living

    along theLourensRiver inSomerset

    West.

These homeless people seem to be-

lieve that the river belongs to them

and anybody in the vicinity is fair

game to be robbed or assaulted.

    DistrictMails front page refers to

a young student, who, while con-

    ducting research along the river,

was robbed of research and equip-

ment. Its a sad state of affairs when

someone doing research for the ben-

efit of the community, cannot rely

on a safe and secure working envi-

    ronment. These vagrants show no

respect for people or the environ-

    Surveyon transport needs

    A survey to research transport

needs of residents is currently be-

ing conducted by the City of Cape

    Town.

Between the end of February and

the middle of June, the City plans to

visit about 26 000 households across

    CapeTown,includingtheHelderberg.

    The 2013 Household Travel Survey

will guide the development of a city-

    wide integrated public transport net-

work. The survey forms part of this

    administrations commitment to

building an inclusive City, and one

that responds directly to the needs of

    communities around Cape Town.

This research is important for trans-

    port planning aswell asmodelling fu-

    ture transport scenarios, said coun-

    cillor Brett Herron, Mayco member

    for transport, roads and stormwater.

    Surveyparticipantswillberequest-

ed to respond to questionnaires that

    determinetheresidents current trav-

    el behaviour. A randomly selected

sample of survey participants will al-

so be questioned on trips during the

previous 24 hours and travel choices

    theywouldmake under different con-

ditions, such as, if trains were less

crowded and cleaner or if car travel

was cheaper, would more people be

    making use of them?

    Surveyors from the two companies

appointed by the City to conduct this

research will each carry a name tag

and an official City of Cape Town ap-

    pointment letter. Should residents

wish to verify the legitimacy of a sur-

veyor please contact the number dis-

played on the top of their letter of ap-

    pointment. Alternatively contact the

    Transport Information Centre on

    you the correct contact number.

    said Herron.

    STEP INTO THE SHAD

    OWS: Johannesburg-based

    band Shadow Club will be

    performing at Berties Moor-

    ings this weekend. This three-

    piece blues/rock n roll outfit

    will blow your mind with

    their short, sharp, blues-driv-

en songs. Their sound has a

lot in common with the ener-

    getic Southern American-influ-

    enced garage rock of The

    Black Keys, The White Strips

and Kings of Leon, but it is

    the voice of lead singer

Jacques Moolman, who used to front indie-rockers Airship Orange, that distinguishes

the band from others. Moolman is a born showman and has the kind of onstage cha-

risma that will have groupies swooning and record-label executives hot under the col-

lar. The killer rhythm section of Isaac Klawanksy (drums) and Alex Hing (bass) are the

perfect foil to Moolmans swinging hips and vocal gymnastics. Dont miss this killer

performance on Saturday 23 March at 21:30. Entrance is free.

    extraordinary true story.

    It is toldby theordinarypeoplewhose

    more than He seemed.

    This musical carries the incredible

message of salvation and has touched

and changed so many lives all over the

    world.

    discovers shes married to a travelling man;
