EXCEPTIONAL CHILDREN SERVICES

College and Career Readiness for the 1% Training OVEC ECS department has begun training on the new College and Career Ready components for students on the Alternate Assessment track. Spencer County High School was one of four sites chosen across the Commonwealth as a Usability Site to pilot the CCR for the 1% during this school year. Next school year begins a state wide pilot for CCR for the 1% with accountability beginning during the 2017-2018 school year. Students on the alternate assessment track historically could only be determined college ready by meeting benchmarks on the Transition Attainment Record (TAR), which mirrors the ACT during their junior year. In the past there has been no assessment to determine students with moderate to severe disabilities career ready. Under the new guidelines students on the alternate assessment track can now be determined career ready using the newly created Employability and Foundational Academic Standards for Alternate Assessment (EFAS-AA). These standards will be assessed through the Employability and Foundational Attainment Record (ESAR) which is currently being developed. A student on alternate assessment must also earn a Career Work Experience Certificate (CWEC) through a multi-year course of study. When these components are both completed successfully, students on the alternate assessment track can now earn College and Career Ready status just the same as their non-disabled peers. As part of the roll-out plan for Kentucky, a team from each district will be trained by cooperative staff on the new components of the CCR for the 1% before this school year comes to a close. These teams will then return to their home districts to train their peers. Districts will have the next school year, 2016-2017 to train and prepare their staff to implement the new procedures. OVEC staff with the assistance of the staff from the Spencer County Usability Site are now training district teams throughout the OVEC region. A team from Shelby County was trained on April 1st in Spencer County. Three additional days are scheduled for April 22nd at OVEC, April 27th in Grant County and April 29th in Oldham County. By the end of this school year, every district should have a team trained in the new College and Career Ready requirements for students participating in the alternate assessment. What an exciting time to be an educator of students with moderate to severe disabilities in the Commonwealth of Kentucky!

PROFESSIONAL GROWTH AND EFFECTIVENESS SYSTEM

2016-17 Certified Evaluation Plan (CEP) Guidance May 15 is the deadline for districts to submit a CEP for review by the Kentucky Department of Education.

For the 2016-17 school year, districts must fully implement PGES for personnel decisions with teachers and other professionals. Districts have the option to include district certified personnel (DC PGES).

Districts must submit a plan for review by the department if either of the following occurred:

PGES for other professionals was not fully implemented nor used for personnel decisions in 2015-16. The plan for 2016-17 should be revised to fully implement PGES for other professionals.

The district’s board has approved or is expected to approve of changes to the CEP for implementation in 2016-17.

CEP submission criteria:

Prior to submission, gain local school board approval for the district CEP.

Attach the assurances document, signed and dated by the board chair and superintendent.

Unlock the Word or pdf document so that comments may be added during the review process.

Highlight all changes from the 2015-16 CEP.

Submit the plan to [email protected]. For additional information, contact Todd Davis, [email protected].

STUDENT-CENTERED COACHING WITH DIANE SWEENEY

The student Centered Coaching seminar has been rescheduled! Please join us on September 7, 2016 for Student-Centered Coaching with Diane Sweeney at the Blair Learning Center in Shelbyville. In this seminar, participants will be introduced to the theories and practices for student-centered coaching, a model for coaching that is less about fixing teachers and more about student learning. Particular emphasis will be placed on how student-centered coaching supports the implementation of the Common Core Standards across grades K-12. Topics will include: coaching cycles with individuals and small groups, goal-setting with teachers, unpacking standards with teachers, scheduling coaching, and monitoring student and teacher growth across a coaching cycle. Contact Tracey Harris, [email protected], for any questions or additional information.

OVEC/JEFFERSON COUNTY/KSB LEADERSHIP CONTENT NETWORKS

Social Studies: With the close of the networks, social studies teacher leaders have voiced concerns about next steps that they would like to take to help their districts align social studies rooms to inquiry based learning and the good practices that derive from the Framework for Teaching and CHETL. Over the course of the year, social studies teacher leaders examined many of the following elements mentioned above and are ready and willing (along with myself) to help get social studies teachers on the same page. They are

1. Questioning a. Student questioning using the Question Formulation Technique. b. Using compelling question to frame units and using supporting questions to frame individual

lessons. c. Proving civic spaces, encased in intellectual safety, that will enable students to discussion and

deliberate over subject matter and real world concerns. 2. Sources

a. Adapting sources based on student needs to create and qualify arguments b. Using sources to spark curiosity, build content knowledge, and make strong pedagogical

decisions that help students to bridge the past with the modern and relatable. 3. Assessments

a. Using formative and summative tasks to obtain needed feedback from students on their progress towards mastering standards.

b. Using protocols (looking at student work and the tuning) to evaluate student work within a critical friends context that results in meaning and authentic reflection.

c. Building single point rubrics to help students self-assess and zero in on focused needs. 4. IDMs (Inquiry Design Modules) from www.C3teachers.org

a. Using readymade, highly adaptable inquiries that support larger units of study. b. Building and critiquing IDMs that fit the needs for their students based on interest.

Please ask your social studies teachers to share with their departments and the district in helping provide the non-network teachers with quality educational experiences that will deepen learning and enhance student agency. As always, I am willing to help until the end of my contract on June 30th. Please contact me at [email protected]. Science: In March our theme was “How can a DLT PLAN, SUPPORT AND SUSTAIN STRUCTURES AND ROUTINES that promote continuous growth and improvement?” At both ISLN and the STLN we reflected on what we have accomplished in the past three years and thought about where we want to go from here. We spent time discussing what structures and tools are available to support continuous growth as we move forward without the networks.

10

A draft of the Science Assessment System was made available at the ISLN, STLN and SSTLN meetings in March. There is much work going on to get the assessment system in place. There are science assessment pilots taking place in several districts throughout the state and in the OVEC region during the last two weeks of April. The items will be released for all districts to review after the pilot is complete and the data is collected. There will be training for the Through Course Tasks (TCT) sometime in June. The dates and venues have not been decided at this time. I will keep everyone informed as we learn more in the coming days. The Kentucky Department of Education currently is holding Town Hall meetings across the state to gather public input on what educators, parents and other shareholders would like to see in the accountability system. Shareholders also may submit thoughts through a special email, [email protected]. The first meeting was in Shelbyville on March 14. Check the following link for the remaining meetings. http://education.ky.gov/comm/news/Documents/Town%20Hall%20info%20flier%20with%20email.pdf Please contact me to work with individual teachers, teams, PLC’s or for any other support I might offer as teachers strive to fully implement the NGSS in your schools. Please contact me for any support I might offer at [email protected].

OVEC/CKEC ALTERNATIVE PROGRAM PRINCIPALS/DIRECTORS NETWORK MEETING

The final meeting for this school year of the Alternative Program Principals/Directors Network meeting was held in Anderson County on April 21, from 9:30 – 12:00 noon at the APEX Academy at Anderson County High School. Principal Steve Swank shared the story of how Anderson County has overhauled their Phoenix Academy to become the APEX Program (Achieving Personal Excellence). In addition to the visit to the program, network members spent time sharing and learning from those that were present. In addition to visiting Anderson County this year, the network members have visit alternative programs in Bullitt and Fayette Counties. We are currently making plans for our meetings and visits for next year. As of this date, the plans are as follows:

September 23-visit to the iLEAD Academy

COMPETENCY-BASED EDUCATION

The Competency Based Education committee held their second meeting in March and discussed the following items from the agenda:

Implementation Science-Utilizing the Analysis Tool could help districts assess need in the area of CBE. The committee plans to revise the Tool for practical application.

Phone Conversation with Pat Trotter-There is a wealth of resources (Competency Works, Achieve) and models (Ohio, New Hampshire, Maine, Iowa) available. KDE will serve as a support to any districts that work on CBE. The committee discussed inviting Pat Trotter to a fall OVSO meeting.

CBL Article Review-The committee heard an extensive review of the two articles (1). A K-12 federal policy framework for CBE and (2). Implementing CBE in K-12 systems. The committee discussed the Four stages of Implementation.

Next Steps Actions-The OVEC members of the committee will meet April 29, 2016 to plan and make connections to the implementation stages and the offerings by OVEC.

COGNITIVE COACHING

Cognitive CoachingSM is a form of mediation that can be applied to professional interactions in a variety of settings and situations with the intention of enhancing self-directed learning. It is a composite of skills, strategies, maps, and tools as well as mental models and beliefs. It is also a model for classroom mediation to enhance students’ self-directed learning. Research on Cognitive CoachingSM has linked its implementation to increased student achievement, greater teacher efficacy and satisfaction, higher levels of teacher cognition and professional, collaborative cultures. As a result of engaging in the Foundational Training, participants will develop understanding of three structured conversations for planning, reflecting, and problem-resolving. In addition, they will develop knowledge and skills for expanding teacher thinking. Participants are expected to attend all eight days of the Foundation Seminar. The training dates are August 18-19, September 15-16, October 13-14 and November 17-18. Participants can register by using the following link: http://events.constantcontact.com/register/event?llr=pl94kgsab&oeidk=a07ec7f8zrf6aa09523 Contact Tracey Harris ([email protected]) for more information.
