2. PENDING ISSUES AND FUTURE AGENDA ITEMS

 It was requested to add date requested to Pending Issues/Request.   It was requested to add single sheet of all taxes, revenue and expenditures to Pending Issues/Request.  It was requested to have SARDA overview at November 2019 meeting after scope was discussed with Chair Short and Melanie Beretti.  

 

3. EGCSD ADVISORY COMMITTEE MEETING SCHEDULE  

a. Consider adopting a revised 2019 schedule of EGCSD Advisory Committee meetings; and b. Consider amending the EGCSD By‐Laws regarding meeting frequency; and c. Provide input to staff, as appropriate.  It was request for Staff to provide a cost estimate to increase meetings to monthly.  Advisory Committee determined no amended to the By‐Laws is needed.  Advisory Committee open to monthly meetings starting in 2020.

4.  Staff provided Fund 181 Financial History, Expenditure Detail by Fiscal Year, and FY2019‐20 Adopted Budget.   Advisory Committee requested status of Sheriff calculation for past FFYs and future ones.   Advisory Committee asked if they can be part of the budget process. Staff provided information that the Budget process will begin looking at past costs in November/December to provide to budget staff to help build FFY2020‐21 Budget. Staff stated that information can be provided to Advisory Committee meetings starting in January/February, a couple of months before March date, if meetings evolve to monthly, for input.   Staff mentioned they will provide the Special Elections breakdown at the next meeting. 

 

5. PARK RULES UPDATE  a. Receive a verbal status update from the Parks Rules Ad Hoc Committee. b. Provide input to staff, as appropriate.  No update. 

 

6. CREATION OF SPECIAL EVENTS AD HOC SUBCOMMITTEE

7. EGCSD SPONOSORED COMMUNITY GARAGE SALE  

a. Consider EGCSD‐sponsored Community Garage Sale event plans and staff analysis; and b. Provide direction to staff, as appropriate. Attachment 1 – Event application Attachment 2 – EGCSD Resolution No. 19‐256 

 Staff provided Health requirement for restrooms for each gender and hand washing stations. Based on maximum attendance of 100 people it is suggested four portables with one ADA compliant.   It was moved by Vice Chair Nelson, seconded by Member Nieuwstad and passed by the following vote for Garage Sale for September 28, 2019 at Cordell Hall Park.   AYES:    Short, Nelson, Nieuwstad, Sakakihara and Valentin NOES:    None ABSENT:  None ABSTAIN:  None 

   

8. EAST GARRISON TRAFFIC UPDATE

over that timeframe. The EGCSD has sufficient funds for this expense, but a budget appropriation may be necessary to increase the adopted budget for this Fiscal Year. Staff evaluation of alternative methods to calculate the Sheriff costs for the community is underway. Staff anticipates completing and discussing this analysis with the Sheriff and County Administrative Office before the end of this year 2019, and to return to the Advisory Committee by the end of the first quarter of 2020 with a this analysis. Depending on the outcome of this analysis, the FY19-20 line-item budget for the Sheriff operating transfer out would likely increase to reconcile Sheriff funding for retroactive years. Funds 180 and 510 relate to the East Garrison Community Facilities District, which was created by the East Garrison Public Financing Authority in 2006. The Mello-Roos special tax imposed within the CFD boundaries is the revenue source to pay back the debt created by the Mello-Roos Bonds issued to finance acquisition of the developer-built public facilities at East Garrison. The East Garrison Community Facilities District (EGCFD) Funds 180 Fiscal Year 2019-2020 adopted budget estimates $59,000 annual revenues and annual expenditures estimated to be $55,000. Fund 180 pays for County staff time and administrative costs related to management of the EGCFD. Fiscal Year to date incoming revenues are $25,169.35 and expenditures are $430,961.88 as of September 30, 2019. The net fund balance change to date is -$405,792.53. East Garrison Community Facilities District 2006-1 (EGCFD 2006-1) Fund 510 has no revenue or funds to date. This fund is established as a balance sheet only for the EGCFD 2006-1. The first series bond was issued in 2016, and the second and final series bond was issued November 14, 2019. As part of the FY2020-2021 budgeting process, staff is evaluating whether and how much the CFD portion of the Mello-Roos tax may be reduced to service the bond debt beginning in Fiscal Year 2020-2021. County Budget Process and Timelines The East Garrison (all funds) Current Year Expenditure and 3-Year Forecast are to be drafted December/January and will be provided to the Advisory Committee in January 2020. The fiscal Year 2020-2021 Estimated Budgets are due to the County Administrative Office Budget office in March 2020.

DISCUSSION: The Wi-Fi project proponents have stated that the system they are proposing to the HOA could also be used to benefit EGCSD, specifically for surveillance cameras at the EGCSD facilities. It has been requested that EGCSD consider assisting in financing the installation of the Wi-Fi infrastructure with a shared cost of twenty-five percent (25%) or alternatively fund only access points to the system and pay a monthly Wi-Fi fee to the HOA. This analysis is not to determine the efficacy of security camera systems in public areas, it is an initial comparison of different surveillance camera systems that could be deployed should EGCSD choose to do so. Surveillance system Options 1 and 2 use the proposed community Wi-Fi system and Option 3 utilizes an independent standalone system. The surveillance camera system options are presented for all phases of the East Garrison development. Based on information provided to date the Wi-Fi infrastructure project could cost approximately $165,000 to $195,000 per phase for a total project cost of approximately $495,000 to $585,000. Should EGCSD choose to assist in funding twenty-five percent (25%) of the total project cost, the amount would be approximately $41,250 to $48,750 per phase or $123,750 to $146,250 total cost.

The EGCSD surveillance camera system components are not included in the requested amount to assist in funding the project and would be an additional cost to EGCSD. The cost of surveillance camera installation is unknown due to lack of project scope at this time. Due to EGCSD being a public entity, California Department of Industrial Relations competitive bidding and prevailing wage requirements would need to be adhered to for the surveillance camera installation. Should EGCSD move forward with partial funding of the Wi-Fi project, RMA staff will confer with County Counsel to determine the appropriate way to take part in the project regarding State regulations and Monterey County policies and procedures. A vast majority of the streetlights within the Wi-Fi project description are owned by the HOA, it is unknown at this time if the HOA would allow Wi-Fi equipment and EGCSD surveillance cameras to be placed on their streetlights. Many of the HOA and EGCSD-owned streetlights in East Garrison are directly tied into the PG&E service vaults and are billed on a flat rate based on the load and use. It is unknown at this time how the Wi-Fi system would be connected to the East Garrison electrical grid and how much PG&E would charge for the additional load to be placed on the system. It has been conveyed by Community Members in EGCSD Advisory Committee discussions that the City of Monterey Harbor District and Monterey-based United Stated Department of Defense locations use surveillance cameras, both of these entities are very different from EGCSD with regards to their infrastructure, public safety and security staffing. RMA staff contacted all cities and special districts in Monterey and Santa Cruz Counties including Spreckels CSD, Monterey Peninsula Regional Parks District and North County Recreation and Parks District to inquire about their use of surveillance camera systems, specifically for parks and open space areas. With the exception of the City of Santa Cruz and City of King City, none of the jurisdictions use surveillance systems in their parks and open space. The City of Santa Cruz uses one camera for pedestrian safety on a dimly lit trail and the City of King City has multiple cameras located throughout the city and a fully staffed 24/7 security camera command center which can dispatch police units within seconds of a crime being committed. Based on staff research and discussions with Monterey County Chief of Parks regarding current illegal activity at EGCSD, a large-scale surveillance system is not deemed necessary at this time. Should issues arise in the future, RMA staff would respond with the best method for deterring the illegal activity. RMA staff has analyzed the proposed community Wi-Fi project from an operations and budgetary perspective, however, with only minimal information provided to date by the project proponents, staff is not able to provide a final recommendation as many questions remain unanswered. Should the EGCSD Advisory Committee recommend that the EGCSD further explore inventing in the Wi-Fi infrastructure project, the project would need to be vetted by the Board and through a formal bid process. RMA staff recommends that the project be proponents submit a formal proposal with full budgetary details for each phase of the project, information on the proposed Wi-Fi operation entity, product details and spec sheets, electrical engineering schematics, HOA charges to EGCSD and proof of HOA ability to fund and complete the project, prior to the EGCSD Board of Directors taking action on the item. If the Advisory Committee were to consider Option 2 to invest in access points only, staff recommends waiting until the project is funded and moves forward, then request the project proponents submit a formal proposal with full budgetary details of an accounts payable and monthly use proposal for the EGCSD for consideration. Staff is requesting input from the community and Advisory Committee on this matter.

All stormwater facilities are functioning as designed with the exception of slow percolation in

Basins 2A. Task 3: Parks & Open Space – Facilities currently maintained under the TMA include: -Lincoln Park -Phase 1, 2 and 3 Neighborhood Parks (excluding the incomplete Town Center Park) -Phase 3 Dog Parks -Inter-Garrison Open Space (Monterey County owned-EGCSD maintained) -Phase 1 and 3 Open Space (excluding parcels Z1.11 and Z3.1-Z3.4, which have not yet

transferred to EGCSD) Replacement of dead, dying or missing plants and trees continues throughout the facilities currently

owned and/or maintained by EGCSD. These are plants that have become unhealthy or died for various reasons and do not fall within the landscaping warranty period.

On October 25, 2019, a failure of a main irrigation line was discovered at the northeast end of the

Lincoln Park field. The broken line has been repaired and an investigation is underway to determine the cause.

Gate mechanisms at the Dog Parks and Bluff Courts Park playground area have been repaired RMA Special Districts has received comment from the community regarding the bluffs adjacent to

the Bluff Courts Park and Dog Parks. Signs will be installed warning the public to keep back from the edge of the bluff. Staff is currently exploring other options to raise public awareness regarding Bluff safety.

Development of scope and services for a landscaping Request for Proposal (RFP) is anticipated to be

discussed at the January 2020 EGCSD Advisory Committee meeting. All irrigation system evaluation will be conducted by the end of the year to inform on-going water use and irrigation system management.

Utilities PG&E utilities are still in process for transferring from Developer to EGCSD. All water and electrical bills are within the budgeted amounts. Staffing and Services Recently, RMA hired Dawn Yonemitsu as a Management Analyst I for the Special Districts team which includes EGCSD. Dawn is formerly of the Monterey County Child Support Services where as a Supervising Child Support Officer she managed multiple staff units and projects. Welcome Dawn! In collaboration with RMA Parks, RMA Special Districts is identifying staffing and service provider alternatives for EGCSD buildings and grounds duties.
