Technical Briefing

Government Procedures: The Capital Works Management Framework (CWMF) was published on www.constructionprocurement.gov.ie in mid-August 2009. The CWMF comprises of 4 Pillars which underpin the Government Initiative to reform public sector construction procurement.

Capital Works Management Framework

This Technical Briefing is aimed at giving an introduction to the overall structure of the Capital Works Management Framework (CWMF).

The Capital Works Management Framework (CWMF) consists of a suite of documents that constitutes the four pillars of the Framework.

Pillar 1 Public Works Contract

A suite of standard forms of construction contracts and associated model forms, dispute resolution rules, model invitations to tender, forms of tender and schedules;

Pillar 2 Conditions of Engagement

The standard conditions of engagement for consultants;

Pillar 3 Cost Planning and Control

Standard templates to record data in an appropriate way, to enable analysis, future comparison and ease of retrieval.

Pillar 4 Guidance Notes

Extensive guidance notes covering the various activities in a project delivery lifecycle.

Previously Published Contracts

There has been guidance note material and industry training rolled out in relation to the documentation contained in Pillars 1 & 2 (Contracts & Conditions of Engagement). The principle source for the Department of Finance sponsored information is on:

Substantive New Guidance Notes and Templates

The second half of the CWMF (Pillars 3 & 4) hasjust recently been published on the above website.Davis Langdon PKS have been directly involved inPillar’s 3 and 4 where we were commissioned bythe Department of Finance to develop a number ofthe key Guidance Note documents and to create theCost Planning and Control document templates.

These key Guidance Notes relate to the critical“Planning; Developed” and “Implementation” stages;

There are a number of key new components which are utilised throughout the Guidance Notes contained in Pillar 4. These are;

Project Coordinator

The formal introduction of a Project Coordinator to the Project Team Structure is a key development and will have a pivotal role in leading the project.

Project Execution Plan

The creation of a Project Execution Plan at the project outset establishes clear project objectives, references a defined scope of works and puts in place formal team structures with defined roles and responsibilities.

This provides a solid footing for the team to manage the project going forward and for the project and team performance evaluation on completion.

Risk & Value Management

Risk & Value Management are constant themesthroughout the new Best Practice Procedures andthe CWMF requires that these processes are implemented at the various project stages.

Project Reviews

A series of defined Red and Amber project reviewshave been established with clear procedures as tothe steps to be taken to move to the next stage.Red are those that require submission of a reportand Sanctioning Authority approval in writing prior to proceeding.

Amber require reporting to and review by the SponsoringAgency who in turn should inform the SanctioningAuthority. The project can proceed once theSanctioning Authority has been informed.
