FOREWORD

This report reflects a summary of some of the highlights of the 2011 year using information collated through the SPEAK report which is the planning and monitoring system utilised by the Irish Sports Council to monitor the outputs of the Local Sports Partnership network, and while it can be a challenge to complete it nevertheless does provide a detailed account of the operations of Donegal Sports Partnership for the 2011 year.

Despite the current downturn and the limitations in terms of financial resources Donegal Sports Partnership continue to provide a quality service to the sporting community in the county with a wide range of opportunities in sports education and training and participation initiatives to the various target groups. Donegal Sports Partnership also developed their third strategic plan in 2011 following consultation with many agencies, sports organisations and individuals in sport. In developing our strategy for the 2011 – 2014 it was agreed to retain the format of the previous strategy of the four pillars Active Sports, Active Schools, Active Communities and Active Partnerships with 67 indicators identified for delivery. I wish to thanks Claire Mc Donough who facilitated the development of the plan and to Robert Crowe from Copius Consulting who assisted in the consultation process. We continue to develop a vibrant and innovative programme for people with disabilities through our Sports Inclusion Disability programme greatly supported by agencies such as the HSE, ISC, Donegal County Council and Donegal VEC and have also continued to develop positive cross border and cross community links through initiatives supported through the Donegal CDB Programme for Peace in Donegal and the International Fund for Ireland. We strongly feel that sport and physical activity in Donegal can also play its part in eliminating the many prejudices which exist in our community. We have also seen an increase of 50% in the delivery in the provision of workshops in the Code of Ethics for Children’s Sport in 2011 with sporting clubs becoming more pro active in ensuring that our children and youth are fully protected when participating in sport. We now need clubs to develop fully the Childrens Officer position and avail of the training provided to ensure that all sports clubs continue to apply a high standard to protect those most vulnerable in society. I wish to acknowledge the support of the Board of Directors under the Chairmanship of Eamon Harvey who represent the many local agencies in the County and who have supported Donegal Sports Partnership throughout 2011, I would also like to thank all our tutors who deliver our education and training programmes and to the National Governing Bodies of Sport who share and support many of our programmes. Finally to all the staff based at our company offices at River Front House for their untiring enthusiasm to their role in the development of sport and physical activity in County Donegal. 2.1. Statement of Challenges & Achievements as provided through the SPEAK planning tool for 2011 The development of sport and physical activity faced many challenges within 2011 especially within the economic downturn, however it did allow the company to refocus on priority areas where a real difference could be made, here are a selection of the challenges as included in SPEAK 2011 report. Internally, continually promoting the ‘Active Donegal’ brand throughout the county

is a major challenge and getting the participation in sport and physical activity message across to the many community target groups in what is one of the largest counties in Ireland.

The focus on funding is a huge challenge at present given the limited resources available for sport especially when sourcing funds to retain project workers.

The huge element that is now attached to administration especially in the areas of funding proposals, financial management, media reports and project reports which

Page 8: Donegal Local Sports Partnership Ltd Operational Report 2011.pdf · Donegal Sports Partnership has a total of five staff which are funded by the ISC and through other sources such

as added to the overall work programme of staff within Donegal Sports Partnership. Keeping a strong focus on governance of the Sports Partnership at Board of Director

level and reminding all Directors of their roles and responsibilities to maintaining a strong partnership.

Promoting programmes where agencies and communities can operate together in a true sense of partnership.

Maintaining a positive level of service despite the limited resources and personnel available to cover a huge geographic area.

Externally, working with the various target groups and organisations in promoting the Active Donegal brand.

Limited public transport in the County reduces the capacity for people to travel to urban centres for programmes and projects.

The poor winter weather had an immense effect on the attendance at many community sport programmes including sports education programmes, many of which were cancelled.

The economic downturn as resulted in less disposable income for sport and physical activity.

Promoting a strong emphasis on sport and physical activity to our young people from Pre School to Tertiary education and encouraging school managements to be more pro active in using sport to build healthier lifestyles among our young people.

Building the capacity of volunteers, coaches and administrators through education and training programme which in turn will support a more quality sports product to our communities.

Promoting awareness within the communities of the benefits of sport and physical activity especially with low participation target groups.

Developing sporting initiatives which can be delivered on a limited budget but achieving maximum impact.

Our intention was that each child should enjoy the day and go home with a positive experience of their participation and that each child would feel like a winner. Ten girls from Loreto Convent Secondary School, Letterkenny, who had taken part in a VAI Spikeball Project for TY girls, attended the Blitz. Two girls supervised each pool court, provided refereeing, and organised/managed their pools.

A main element of the SIDO initiative is to work with sport and recreation clubs and facilities, disability service providers, national governing bodies of sport and people with disabilities to promote ongoing and active participation in sport and recreation thus removing barriers which currently exist. Among the outputs for 2010 were: To date 627 individuals have participated in sport as a result of

the project and in addition to this 700 have completed education and training programmes so far exceeding the initial target figures of the initiative.

An extensive network of those currently providing or with an interest in the provision of adapted physical activity or inclusive sports programmes.

Updated contact databases for over 300 participants in addition to those who have expressed an interest in future participation.

There now exists in Donegal a variety of inclusive programmes including martial arts, athletics, surfing, Gaelic games, boccia, swimming, horse riding to name a few. In addition to the programme element of the SIDO initiative there is a dedicated education and training element in place for which uptake has been impressive. Facebook page and updated website maintained with regular updates on training/education, programmes and events relevant to disability sport.

Programme is well received in County Donegal with much support from local organisations and a strong partnership network which has led to the success of the project.

2.11. Community Relations through Sports (CRTS) Programmes: Community Relations through Sport developed in 2010, this was established to address social exclusion, racism and sectarianism through the medium of sport and physical activity. There is widespread belief in the key role sport can play in combating social exclusion at community level. The project seeks to address these social exclusion issues by engaging young people between the ages of 14 and 18 years of ages from all religious backgrounds through a

programme of capacity and confidence building, improving self esteem thus contributing to a more vibrant and inclusive community. The programme operates in partnership with the established community/ youth organisations within the identified areas in order to empower young people to provide answers to building trust within divided communities.

Section 3:

3 Challenges & Trends Donegal Sports Partnership (DSP) was established in 2001 and over the past ten years, it has coordinated and supported the development of sport and physical activity in County Donegal. It also supports the development of initiatives which seek to increase participation in sport and physical activity especially among the many low participation target groups in line with national objectives. Donegal Sports Partnership is an inter agency and multi-sectoral organisation established as a limited company with representatives from all the main statutory agencies and the community and voluntary sector serving on a dedicated Board of Directors. The DSP has completed phase two of its operation, from 2006-2010. This phase was characterised by the consolidation and strengthening of the work undertaken in the initial phase 2002-2004. Central to all DSP programmes, funding, workshops and events, is the ‘Active Donegal’ brand. ‘Active Donegal’ is about helping clubs, schools and communities to increase and sustain levels of participation in sport and physical activity in County Donegal. Donegal Sports Partnership remains committed to further strengthening and developing 'Active Donegal' and to make its impact real through the following four pillars. Active Sports, Active Schools, Active Communities and Active Partnerships Key to the development and the implementation of this, the third Donegal Sports Partnership Strategic Plan, is to thread the ethos of ‘Active Donegal’ through all four pillars by linking programmes across each to maximise impact, expertise and participation.

3.1. Integration of Social Media into Awareness Raising and Information Provision

As well as maintaining an online presence through their websites, Donegal Sports Partnership has recently established a forum through Facebook for awareness raising activities with their target groups and working partners. It is hoped when fully developed that this resource will assist in; providing information on local and national programmes detailing education and training programmes acting as an online resource for coaches and sports clubs volunteers signposting funding opportunities publishing newsletters, bulletins, leaflets and reports linking to strategic partners providing calendars of events Acting as a gallery section and visual insight into the range of project activities and

achievements.

An example of Social Media being used as a means of communication by the DSP through its DSP and SIDO Facebook and websites.

Its difficult to accurately present the information requested by email or phone - requires a level of detailing and record keeping that the staff have neither the time nor resources to accurately collate. There has been a noticeable increase in email correspondence received and relayed by the DSP and its staff. This may be a result of the increasing number of resources that are conveyed by email or posted on our websites. Tweets and re-tweets are difficult to quantify but are known to have been an effective source in terms of relaying information to various clubs, communities and individuals. The current location of the DSP Office makes it easily accessible on foot, by car etc.
