Priority 1: Making safer and healthier choices

We are continuing to work with partners to try to ensure that we are targeting resources at the most vulnerable and trying to make every contact count. Our approach uses data and information to support the delivery of our prevention and education activities. We endeavour to identify those most at risk through a number of methods. This includes referrals from our partners, direct referrals from the public and by using specialist computer modelling software Pinpoint and MOSAIC. The modelling software uses data sets and algorithms to help us to determine where the most vulnerable in our communities are and this is actively used to target resources. We also ensure that our activities are being delivered to reduce local risks through the knowledge and relationships that are developed within the Area Management Team (AMT) via their partnership work and engagement with public and voluntary sector organisations. This use of intelligence across teams and departments informs the full range of activities we deliver including Safe and Well checks, youth engagement programmes, arson reduction and road safety initiatives. We continue to play a key part in developing and delivering Safe and Independent Living (SAIL). This is a partnership referral process that signposts vulnerable people to appropriate services across the public and voluntary sector. Our success is linked to our ability to gain access to vulnerable people through our Safe and Well visits, which is reflective of our brand and positive reputation within our communities. The SAIL scheme is currently the immediate focus within the STP in trying to move from a general reactive approach to treatment and care to more of an emphasis on prevention and proactive care that will enable vulnerable people to live more independently. We can add value and help to protect vulnerable people though active participation in Community Safety Partnerships, safeguarding boards, strategic road safety boards, Drug and Alcohol boards and in supporting the domestic abuse strategies through signposting and our safeguarding arrangements. We have ensured that our Safe and Well advisors have been trained by public health to recognise more complex needs and to understand how and where individuals can be signposted to so that they receive a person centred approach. In addition, all of our Safe and Well advisors and our operation crews have received safeguarding and dementia awareness training which has been invaluable in making sure we are able to signpost and request interventions from partners that are proportionate and appropriate. We continue to react to individual needs during our Safe and Well visits but we have recognised that we need to develop our more consistent and thorough approach in areas such as translation services or where individuals may have disabilities that affect their communication.

In Quarter Four 24 schools and pre-school visits have taken place delivering to 2334 children and young people. In addition to the regular school visits the following targeted visit took place, we visited the Oak Academy where students had been setting off fire alarms in school. We were contacted by the school staff and an Education Officer attended with the local Station Manager. We delivered an assembly looking on the consequences of hoax calls. As a result of this contact the fire workshop element of Blitz sessions has been booked into the school (this school has not opted to have the whole Blitz day this year). There have been three visits delivering to 68 individuals children, young people or adult groups. In terms of reducing arson and its associated impacts through education in Bournemouth and Poole, we have 6 open Firesetter Cases being undertaken by advisers. Following training of new advisers in February there are eight trained advisers based in Bournemouth and Poole, although advisers from Dorset area can take on cases in Bournemouth and Poole area if required. The Arson Reduction Coordinator has been working with the Urban Heaths Partnership and Firewise Communities with the new project officer to help develop the pilot in Poole. A SPARC course was delivered during the March at Hamworthy Fire Station. Referrals came in from local Schools, the Youth Offending Team and the Local Authority Looked After Children Team for young people aged 12-17 who are at risk of engaging in risk taking behaviour. The course saw 10 young people commence on the Monday morning with all 10 completing and 9 gaining an AQA Award in Fire Services Training. The Prince's Trust Team (115) was delivered at Hamworthy Fire Station and was completed on Friday 13th April with the end of course Presentation taking place on Thursday 12th April. This cohort have been a challenging group to manage and attendance and behaviour has been sporadic. A total of 10 young people commenced the programme and we are now down to 7 due to one gaining employment, one being asked to leave due to behaviour and one disengaging due to deterioration with their mental health.

KLOE 3: How are we delivering effective road safety education to reduce the risk of road traffic deaths and injuries?

1.1.4.6 How are we delivering effective road safety education in Bournemouth and Poole to reduce the risk of traffic deaths and injuries?

The primary aim of our road safety education is to safeguard young people from the physical and psychological harm caused by a road traffic collision. Our secondary aim is assisting the military and business drivers to improve their driver behaviour. Tertiary aim is to target all other road safety casualties. During the last 12 months we have delivered road safety education to 5420 people across Dorset, Poole & Bournemouth. The Safe Drive Stay Alive Roadshow continues to grow and has increased from the original target of 12 schools per year to 26 shows during the 2017/18 academic year. In Poole & Bournemouth alone, 14 schools have attended. We delivered another five roadshows to Poole Grammar, Corfe Hills School, Bournemouth Girls, Bournemouth Boys School and St Edwards School. A total of 980 students attended. As exams approach the number of roadshows will reduce through the summer period. Over the next three months we will be planning the delivery of Safe Drive in the new academic year. The following schools will be targeted. 1. Canford 2. The Bournemouth & Poole College 3. Magan Academy 4. Avonbourne College 5. Talbot Heath 6. The Bourne Academy 7. Bishop on Winchester 8. Kingsbourne The roadshow should continue its path of expansion to include more schools & colleges. 25 Schools across have been identified as having the appropriate age students. A SDSA Development Group has been created with representatives from all road safety partners in Dorset. This group will be using the evaluation results to further improve the education delivered. This group will make changes to the scripts and presentation format to further improve the communication of messages around road safety. It will also see the implantation of behaviour change techniques to aid in influencing those young people to make better choices. Road Safety currently has no funding to run the education. The roadshow exists due to the will of the partners involved and volunteer speakers. The expansion of the programme may have a staff resource issue if we were to double the number of shows to the potential 50 across Dorset, Poole and Bournemouth. Funding the roadshow would enable the presentation to be located at central venues and the students could be transported to that location. This means that several schools could attend each day, reducing the number of shows. SDSA has also come under national criticism recently for it hard hitting nature and that it can do more harm than good. This has been dispelled by our Evaluation with particular reference to the support and comments from the teachers.

KLOE 4: How are vulnerable people receiving the level of support, advice and information they require to drive down their risk of fire?

1.1.2.6 How are vulnerable people in Bournemouth and Poole receiving the level of support advice and information they require to drive down their risk of fire?

Safe and Well within Bournemouth and Poole has now been established for 2 years and we have a constant stream of referrals being sent through from our referral partners, such as South West Ambulance Service, health providers, as well as individuals who self-refer. Our teams visit households to fit smoke detectors and provide information to make them aware of potential risks in their home. The visit normally last 1 hour and covers areas such as: • Electrical safety • Cooking safety • Making an escape plan • What to do in the event of a fire • Keeping children safe • Good practice, such as a night time routine We can support individuals with their varying needs and are able to supply them with fire retardant bedding, a winter warmth pack, extension leads or deaf alerts. If appropriate we can spray a fire-retardant spray around the beds, chairs etc., this ensures that if the individual is smoking in the property and has a history of not disposing of cigarettes etc. properly then they will have extra protection. In quarter 4: 833 Safe and Well visits have been undertaken, with the following in previous quarters: Q3 – 1,112; Q2 – 1,116; Q1 – 1,122; (Visits 2017/8 - 4,183) During February our referral portal has been configured to only accept high to very high risk referrals, all other referrals will now receive information and guidance in order that they can risk assess themselves at home and make their own changes. We are continuing to monitor this closely to ensure that those who should receive a visit do and that no specific groups are being rejected as a result of our filters that are now within the system. The corporate target of ensuring that 53% of our Safe and Well visits are to those that are high risk is currently at 59.1%. We attended an event aimed at people living over the age of 55 in Poole. Looking to improve health and wellbeing as well as working on local issues. Attendees included Borough of Poole, Wellbeing Collaborative and the Police and Crime Commisioner. We attended this event to promote our Safe and Well Service, to network with other partners and to generate S&W referrals. 6 new referrals came as a direct result of our attendance at this event. Safe and Well Manager, Safeguarding Coordinator and an Advisor attended a Mental Health and Capacity conference. It was an excellent opportunity to explain our brand and ethos of Safe and Well to local professionals. Information was gained around Mental Health and Capacity and the impact this can have on individuals.

Fire crews will be attending properties that are now more high risk and therefore they can still refer back to an Advisor, if they would benefit from any of our additional resources or services. Our Safe and Well teams are working to ensure that we get to those most vulnerable first, such as Safeguarding referrals. Work has continued over the last few months to ensure that we have processes in place to target those most vulnerable with the aid of social profiling tools and partners’ data. We have also drawn up formulas to risk assess individuals prior to visiting the property. Safe and Well Advisors continue to work alongside partner agencies when hoarding is identified. Work is continuing with a Hoarding Pilot between DWFRS and Housing Partner Agencies. We are also working with Bournemouth and Poole Foodbanks to establish referral methods and to support vulnerable people. Consideration is being given to Falls Prevention and what toolkits would be best suited for our Advisors to use. Case study -A carried out a Safe and Well visit in Bournemouth, at the request of Bournemouth Borough Council, as part of a fostering application. The property was rented with a working smoke alarm, concerns were raised though as there was a lack of available window keys and the ability of children to easily access and open windows; this was reported back to the council. The property is located in a high-rise building of 9 floors and the front door to the property was missing a self-closing device, which is required. The occupant was not aware of the requirement for this and did not indicate that any plans were in place to fit one. Details were passed to Fire Safety Enforcement and an acknowledgement received.

Priority 2: Protecting you and the environment from harm

1.2.1.7 How are we effectively working with our partners in Bournemouth and Poole to safeguard the vulnerable people we come into contact with?

We have been involved in a Peer Review with Wiltshire Safeguarding Childrens Board. The review is around the Wiltshire area but the learning will reflect across Dorset, Poole and Bournemouth, Wiltshire and Swindon. Whilst working with CAMHS. Child and Adolescent Mental Health Services (CAMHS- are the NHS services that assesses and treat young people with emotional, behavioural or mental health difficulties). The Safeguarding Coordinator learnt about a resource known as harmLESS. harmLESS is a resource for those who have contact with young people who are self-harming. It is designed to help members of staff talk about self-harm with the young person so that they can decide what support might be helpful. We have utilised this resource when a young person who was completing a Fire Service youth intervention programme was raised as a safeguard. The resource proved to be very effective. The Safeguarding Coordinator went on to share the resource with Weymouth Collage, a local school, the Red Cross and all surrounding Safeguarding leads from other FRS. The Safeguarding Coordinator has worked with a Social Worker from the Poole and Bournemouth area putting processes in place to try and reduce hoax calls from a vulnerable adult with mental health issues that was recently safeguarded. Since the above has come to light. It was highlighted that there was a short falling in the process around when multiple calls are received from an individual. The Safeguarding Coordinator is currently liaising with the Fire Control Watch Manager with a view of developing a working procedure. DWFRS continue to attend Hoarding and Self- Neglect Panel meetings contributing knowledge and experience to complex cases. Following guidance which sets out the shared understanding across key agencies of how we jointly respond to very serious situations of adult self-neglect (being trialled in Poole and Bournemouth and recently being set up in Wiltshire). The aim is to prevent death or serious injury by ensuring there is a shared multi agency understanding and recognition of issues involved in working with individuals who self-neglect, ensuring effective multi agency working and practice, agencies and organisations uphold their duty of care. Working alongside: Poole Adult Social Care, Dorset Health Care, Environmental Health, Dorset Police and Poole Housing Partnership plus other agencies when required on specific cases. The Safeguarding Coordinator attends a monthly meeting with other Safeguarding Leads (S/L’s) from external agencies across Dorset Poole and Bournemouth ensuring we are compliant with national safeguarding legislation. We share best practice and receive peer support and supervision. The S/L’s review cases referred to the group by the Safeguarding Adults Review Sub Group. We look at complex cases where lessons can be learnt and how this can effectively translate into actions as a result of the group across partner organisations. At February’s meeting we had a guest speaker from You First. Since stalking has become a crime, You First have introduced a new role known as an Independent Stalking Advocacy Caseworker (ISAC) under Integrated Hidden Violence and Abuse Services. It’s a much-needed role as 1 in 5 women and 1 in 10 men will experience stalking in their adult life. DWFRS continue to work with multi agencies: Receiving referrals from the Police, SWAST and Red Cross across Poole and Bournemouth. We make referrals to Children Services, GP’s and NHS Teams, Social Services, Police, (CMHT) Community Mental Health and Sight and Hearing Teams, Falls Clinics and more. The Area Managers continue to represent the service on the Poole and Bournemouth Safeguarding Board. Area Manager Baker continues to meet with Dorset Police to discuss how as a service we can work with the Police to set up an Adult Multi Agency Safeguarding Hub (MASH). Across the Dorset, Poole and Bournemouth Area.

1.2.2.8 How are we providing professional advice and support for local business in Bournemouth and Poole so that they can meet their legal safety obligations and add to the economic growth of our community?

Following the recent high-rise fire in Nova B-Central, Commercial Rd, Bournemouth, the fire safety team have been engaging with the building’s managing agents. Discussions have taken place over the good quality of fire safety measures within the building and how they stood up well to a developed fire. Some additional points have been raised to ensure better procedures in the future such as, the provision of a fire information box containing plans and keys, matching up extract systems with floors/levels and organising an out of hours contact procedure. To champion the fire safety in this high rise block and in an attempt to reassure residents in tall buildings, the following media release was organised with the Bournemouth Echo: http://www.bournemouthecho.co.uk/news/16179263.Full_extent_of_Commercial_Road_fire_damage_revealed_after_frying_pan_fire/ Each month the South Team currently deal with, on average: • 24 fire safety complaints • 52 building regulation consultations – some of which are very complex, large and tall premises • 16 joint HMO inspections with Councils • 21 licensing applications • 22 fire safety audits We continue to welcome crew/staff referrals through the complaints email [email protected] General fire safety enquiries can be made on [email protected] Building regulation consultations have a time limit of 15 working days for us to respond on behalf of the Authority HMO inspections are projected to increase as the Council seek to licence more premises Targeted activities currently include: • Inspecting take away/restaurant premises with residential above, which have not been previously visited, and which have a 20 to 10 minute attendance time by the Service • Hotel/B&B premises, which have not been previously visited, and which have a 20 to 10 minute attendance time by the Service • Targeting Experian generated premises (17 per month) - Experian data suggest that fires start where high numbers of people congregate, stock is held and cooking facilities are present. • Continuing to work with high rise premises to ensure their safety following the Grenfell Tower incident • Promoting the use of sprinklers in new builds – with new schools being built that include sprinklers (Christchurch being one for completion in May/June and Wimborne 1st proposed) • Ensuring we support fire stations with their own fire risk assessments Future business fire safety activities include: • Working with language student colleges to maintain a minimum standard of fire safety in lodgings • Monthly business breakfast seminars to be held at Ling Rd, to enable businesses to come direct to us and chat in an informal setting • Preparation of material to support business seminars, including scrolling information pages

Crews form Springbourne and Christchurch have a full list of community engagement and over this 4th Quarter this has included shared ownership properties and also ongoing students living in University accommodation. We are currently working on a SSRI (Site Specific Risk Information) project in Springbourne and Christchurch Areas to highlight our current risk information on high risk premises and to either update this information, remove if no longer required and create for new premises. This project has over 150 premises to work through and is working alongside a High-Rise project which is also in progress providing onsite signage for attending Fire Crews. This completed information is then uploaded onto Mobile data units on our fire appliances for crews’ information. Crews have also been involved in some of the wider area risks and have been involved in the planning and exercising at diverse risks such as: • Multi agency exercise at WMTC Petroleum depot in conjunction with the Defence Fire Risk Management Organisation (DEFRMO) on 21st of February for the Major Accident Control Regulations (MACR) audit. • Evacuation procedure exercise at St. Ann’s mental health hospital 22nd of February with Westbourne crews and FDS officers • Kingston Lacy House working with on call and WDS stations and estate staff to test salvage plans and private water supplies 13th of March • Wide Area flooding exercise using the High-Volume Pump

Dorset & Wiltshire Fire and Rescue Service (DWFRS) have continued to support the Local Resilience Forum by contributing to risk assessments of local risk, plan preparation, prevention activities, training, and response. This has been achieved by actively engaging with the LRF groups; Business Management Group, Risk Management Group, Training and Exercising Group and other sub groups. As well as these routine planned activities DWFRS has: • Helped to organise and run a large scale Major Accident Control Regulations Exercise at West Moors Camp, Ferndown. • Helped to design and deliver Multi Agency Tactical Training (MATT). This course teaches new and existing tactical commanders how to manage complex multi-agency incidents. DWFRS has had a very busy period and supported two large scale multi- agency responses (major Incidents): • At the beginning of March significant amounts of snow fell across the Country. DWFRS participated in Strategic Coordinating Group (SCG) and Tactical Coordinating Group (TCG), to has support command and control of the Multi-agency response. An officer was located to Police HQ to support the Snow Desk, ensuring partner organisations could use 4x4 vehicles as necessary. • On the 4th March 2 people were found unconscious on a bench outside of Superdrug, The Maltings, Salisbury. At the time of call it was believed that the people had suffered a drugs overdose involving Fentanyl and as such Police, Ambulance and Fire attended the scene. It soon became apparent that this was not an accidental drugs overdose but an exposure to a nerve agent. This resulted in a National Response involving a whole range of agencies. DWFRS supported the operation by embedding officers in the SCG, the TCG and Scientific Technical Advice Cell (STAC) to support command control and coordination of the incident. DWFRS also played a key part in the operational response, committing more than 6 fire engines equipped with gas tight suits and other specialist hazardous material equipment, as well as Hazardous Material Environmental Protection Advisors (HMEPAs) who are officers specially trained in safe resolution of complex hazardous material incidents. DWFRS also made 3 of its stations available, Salisbury, Wilton and Amesbury as staging areas for the multi-agency response. Salisbury has had an enhanced role as a point for coordination and briefing as well as hosting the various law enforcement agencies involved in the investigation. Although most of the response was in Wiltshire some of it was in North Dorset.

Appliance availability in Bournemouth and Poole was 100% for the whole-time duty system, despite significant travel disruption caused by the recent snow. Personnel left early to ensure they attended stations on time, some crews stayed beyond their finish times to ensure appliance availability and others who anticipated travel problems stayed on station overnight to ensure they were available and ready for subsequent shifts. The commitment by station personnel to ensure appliance availability during this period was extremely commendable. The On-call availability was 81.9% for both Poole and Hamworthy. Hamworthy's availability remains lower at 68.9% Work has been on going this quarter in preparation for the introduction of Gartan Roster for whole-time operational crews. This is a new availability system, one module of a series with Gartan Technologies to replace existing software and better integrate whole-time scheduling for duty shifts. The other modules include On call Availability, pay activity and grading (Payroll) and training and competency recording (Expert, which is planned for introduction later this year).

The Emergency Response Standards introduced by the Fire and Rescue Authority are life-focused indicators setting challenging targets for a wider variety of incidents. The first two indicators measure the percentage of properties with a ‘sleeping risk’ (dwellings, hotels, prisons, caravan parks, etc.) where the first appliance attended a fire within 10 minutes from time of call and the second appliance in 13 minutes. We then look at 10 and 15 for a non-sleeping risk such as a commercial premise and the 1st pump to an RTC in 15 minutes. Due to the crewing arrangements within the Areas, we have a very high level of achievement of performance for the response standards set. Where the standard was not made for an incident within the response time boundaries, each case is investigated to establish the facts, with a view to improving performance wherever possible. We continually meet the majority of our response standards in areas with wholetime appliances. Sleeping risk first pump 96.1% 10 minutes (49/51). Sleeping risk second pump 93.9% 13 minutes (31/33). We proactively manage and monitor our staff's operational competence, including attendance on courses and other events. The current performance against the elements of the operational licence measures are generally high although unavoidable cancellation of some supervisory incident management courses has affected this figure temporarily while the courses are rescheduled. Training continues to be planned quarterly for the on-call staff and this includes combined training between stations and district exercises. This supports the maintenance of competence, current levels are high Centre in areas such as Live Fire, Fire Behaviour, Incident Command and Trauma Care. A new training programme is being delivered centrally which involves training tours. This ensures that all personnel are in date for their competencies. The Operational Licence requirements are being very well managed across the area, to ensure that critical skills e.g. breathing apparatus, emergency driving and command are maintained to a very high level.

Significant incidents are debriefed and learning outcomes are fed through the new Operational Effectiveness database. Staff returns have been through these internal systems are being constantly monitored and are improving. A multi-agency debrief was coordinated by the Civil Contingencies Unit for a rescue on the River Stour in March. This was a multi-agency response for two rowing boats and a safety boat capsized, with eleven people – mostly teenage girls – affected. The Police declared a major incident. The actions of Christchurch firefighters in rescuing four people from the swollen River Stour on Saturday (17 March) have been praised. Dorset & Wiltshire Fire and Rescue Service was first on the scene to assist the group of rowers who had ended up in the freezing cold water. Two crews from Christchurch were at Iford Bridge within minutes of the 999-call being received, with water rescue teams from Poole and Weymouth also mobilised.
