What Are Regulatory Officials Looking For In Electronic CVI?
• Data to be easily exported• Data to be easily searchable for Trace scenarios• Something more than a scanned jpeg or static pdf• Automatic data import is more accurate than
manual data entry
What Are Equine Veterinarians Looking For In Electronic CVI?
• Convenient – must save time and it must work!• Easy to learn• Cost effective – free is always a better option• Uses available technology, a smartphone, tablet
or laptop PC• Easier to submit to the State Veterinarian’s Office
What Are Horse Owners Looking For?
• They may not always see the reasons for CVIs other than “because it is the law”
• Electronic options can be sent via email
• Displayed on smartphones/tablets and reduce the paper that they need to carry
• Consumer Confidence in Equine Health at Events?
Current Electronic CVI Options
mCVI appPros
• Works on any Android device, iPhone or iPad
• Don’t need internet/data connection to make a CVI
• Ability to import/export contacts
• Ability to import Official Animal ID numbers from a spreadsheet
• Automatically sends to State when in data range
• Free• Data is migrated directly into
USAHerds. This capability could be built into SCS as well with funding
Cons• If you don’t have data
connection, you can’t print directly from the app easily
• Animal ID import process has a definite and steep learning curve, which can cause frustration
• Still have accredited vets without smartphone or tablet in the world

Pros• Easy to use, nearly no learning
curve• Will work on any computer that
can run Adobe Acrobat Reader• Able to save pre-filled
templates for repeat clients• About 5 minutes faster/page
than paper and pen for the practitioner to fill out

the data from dynamic pdf form directly.
Cons• Still need to email the pdf
into the State (and remember to do this within 7 days of the exam)
• Must save correctly, and sign correctly.
• Will not work on mobile devices (since it is a dynamic pdf)

within the system• Don’t have to submit to
State• Can also use client and
patient information for generating an EIA submission form
• Great if you are using a laptop computer or office PC/Mac

Cons• Takes time to set up and

Vet Sentry• Web based system• No Colorado users but
Colorado receives CVI from WY, NE and ND using this platform.
Big Picture of Electronic CVI
• Needs to be faster and more convenient for accredited vets• Change will likely come from client demand, and ease of use• Really helps to decrease the number of compliance issues• No one size fits all solution, but find the one (or the combination) that the
vets will use and fits their practice the best• Helps to speed up Traceability to allow for nimble response to disease
outbreaks
Equine Passports• A few different
versions, but basically a CVI that is good for 6 months
• Still require a negative EIA test within the previous 12 months.
• Some State initiate through accredited veterinarians, others through horse owners
NW States• Agreement between
WA, OR & ID (also honored by CA and MT).
• After initial agreement time expires, required submission of itinerary.
• Low compliance of owner itinerary submission seen by some States.
SAHA States Passport• Good in 15 States-AL,
AR, FL, GA, KY, LA, MS, NY, NC, OK, SC, TN, TX, VA, WV
• Different names, (Equine Interstate Event Permit, Equine Event Extension, Equine Interstate Passport Card)
• GVL GoPass offers an electronic solution (need a GVL EIA test and GVL CVI within 30 days of application)
6 month Equine Passports• MOA under review for 11
Western States to use EECVI.
• Passports may increase the amount of movements that animal health officials “know” about
• By making it easy for equine travelers, more horse owners would use the tools.
• Does it reduce the role of the veterinarian in health exams?
