Communications COMMUNICATIONSFrom the Board: Mr. LoCicero – DCSBA - attended last Thursday meeting; attended Wappingers Community Day celebration with other Board members – several of our 3rd graders from Vassar received recognition for books they had written; received communication from a community member requesting a 2nd day for Rosh Hashanah.

Mrs. Shultz – wanted to speak to the Vassar Road community – teacher Mrs. Duncan – thanks to 15 students who wrote and illustrated books – Mr. Torres got them published.

Mr. Lumia – received letter from Bonnie Kirk regarding payment of taxes in installments. Also received a communication from retired teacher Mrs. Abrahamson – we should look into it.

Superintendent Report SUPER. REPORT Mr. Powell – tonight we have on the agenda the appointment of a new coordinator for Math and Business Ed; congratulations to Mr. Nuchman – 20 years with district today; opening of schools – smoothest opening yet – thanks to all.

DISCUSSION Earth Science Test Scores - EARTH SCIENCE

TEST SCORES Mr. Incoronato – this was first brought up a month ago; 4th regents year we scored 75% passing but earth science failed. Five milestones we failed; warrants explanation; something is radically wrong; what is the difficulty in teaching this course; this is unacceptable.

Mr. Porpora – how do we intervene and get those labs to students?

Mr. Lumia – we need to talk to the teachers then we can make a decision to change the program.

Mrs. McGeary – passed course failed regents; one science regent for diploma; maybe we should make this course a year and a half course; this year they had to take the lab practical; NYS report card average number in each class is high.

Mr. Bitteker – asks Superintendent to meet with Ms. Levy and get answers for the Board.

Mrs. Shultz – reading a report on global history & geography – a lot of failures; 25 passed & 75 failed; what do we do with the others who need to take the test to graduate.

Mr. Incoronato – grades 3-8 ELA results – 72% passed; 8th grade dip; 81% to 64% passing; 89% to 59% - 30 pt decline.

First Reading of Proposed Revised Policy – 1740 – Relationship With Non-Public Schools

In recognition of the educational, cultural, and economic values which parochial and private schools provide to parents, citizens, and community taxpayers, the Board of Education shall make available the full range of public school services to resident students who attend nonpublic schools. The Board recognizes that section 701 of the Education Law requires all school boards to purchase and to loan, upon individual request, textbooks to all children residing in the district who are attending grades kindergarten through twelve in any public or nonpublic school which complies with the compulsory education law. It is also understood that the textbooks must be "loaned free" to the children, but school boards may make reasonable rules and regulations regarding such loan(s). Therefore, the following rules and regulations shall govern the loan of textbooks to residents of the district attending nonpublic schools: 1. The textbooks shall remain the property of the District. 2. The District reserves the right to request the return of textbooks. If the District so requests their return, the textbooks shall be returned at the end of the nonpublic school’s year. 3. If lost or destroyed, the textbooks shall be paid for in the same fashion as the students attending district schools. 4. If a non-public school determines that textbook(s) is/are obsolete and its use is no longer needed, the non-public school shall furnish a list of all such books to the District

and retain such books until the District is able to pick them up. 5. Non-public schools which request that textbooks be shipped directly to the school will be required to reimburse the District for any and all expenses related to shipping, handling and/or transportation over and above the State aid apportionment for the applicable year. 6. If a non-public school does not wish to incur charges related to shipping, handling and/or transportation, it may pick up the textbooks from the Central Warehouse. The Board authorizes the Superintendent of Schools to establish any and all rules, regulations and procedures necessary to implement and maintain this policy. A discussion is started by some Board members. Mr. LoCicero asks for a point of order – we don’t belong here, this is a silent reading to make public aware that this is under review.

WHEREAS, the Board of Education appointed several individuals to emergency conditional appointments in accord with the applicable regulations of the Commissioner of Education; and

WHEREAS, the regulations of the Commissioner of Education provide that an emergency conditional appointment must terminate no later than twenty business days from its inception or when the School District is notified as to the status of the conditional clearance; and

WHEREAS, Superintendent of Schools had advised the Board of Education that with regard to the emergency conditional appointments of certain individuals, the School District has not received any information from the State Education Department with regard to their status for conditional clearance; and

WHEREAS, the emergency conditional appointment of each such individual needs to be renewed; and

WHEREAS, a list of all of the individuals involved and the applicable Board of Education meeting dates is included in the respective personnel lists; and

WHEREAS, the Superintendent of Schools has advised the Board of Education that it is his understanding that the State Education Department recently has taken the position that a Board of

Education can, by resolution, authorize the Superintendent of Schools to continue the emergency conditional appointment status of individuals, pending receipt of notification from the State Education Department, beyond the initial period of twenty business days as provided for in the regulations; and

WHEREAS, the Superintendent of Schools has advised the Board of Education that in order to continue to provide students with instructional services, the emergency conditional appointments of the individuals whose names appear on the aforementioned lists must be continued; and

WHEREAS, individuals serving pursuant to emergency conditional appointments have been and will continue to be subject to heightened administrative supervision by their building administrators.

NOW, THEREFORE, BE IT RESOLVED that the emergency conditional appointment of each such individual whose name appears on the aforementioned lists shall remain in full force and effect and continue until such time as the School District is notified as to the status of the conditional clearance of each such individual or until such time as the Board of Education, on a recommendation from the Superintendent of Schools, may act to terminate the employment of any such individual; and

BE IT FURTHER RESOLVED, that the Superintendent of Schools is authorized to take whatever action is necessary in order to effectuate the purpose of this resolution in consultation with the attorney for the Board of Education.
