Supervision – Conditions of Single Course Provision

The supervisor must provide appropriate supervision for the student in their learning environment. They must ensure that the student is not left alone while learning through distance education.

The supervisor must arrange for supervision of the student’s tests and examinations and take full responsibility for precautions and safety in all practical work. All formal communication will be addressed to the supervisor.

The School Supervisor certifies that:

• the student is capable of working independently and will be supervised during school timetabled activities.

• tests, examinations, assessment tasks and assignments: • will be conducted under strict supervision, ensuring that they are the unaided & independent work of the

student. • examinations will be completed on the date(s) specified by Dubbo School of Distance Education. Assessment

tasks will be submitted by the due date.

• work will be completed and submitted in all courses on a weekly basis.

• the supervisor will be contactable by phone or email.

• the student will be provided with resources where required, such as printing, textbooks, reference materials, access to telephone, computer, internet, video conferencing, audio equipment and access to supervised specialist teaching rooms, that meet the Department’s current specifications.

• any teaching materials (e.g. audio recordings, DVDs, videos), unmarked learning materials and library books that have been issued by Dubbo School of Distance Education will be returned when the student completes the course or leaves the school.

• procedures are in place to ensure that the parent/carer permission is obtained for the student to attend activities arranged by the distance education school and that the home school will carry out risk assessments related to these activities.

• a suitable and safe work placement for any vocational education and training course is available. • access to a suitable venue and supervision for NESA examinations is available.

The School Supervisor agrees to:

• provide their signature on all work submitted to Dubbo School of Distance Education. Note: Any completed learning activity/examination paper/assessment task received without the supervisor’s signature may be regarded as invalid.

• interpret and explain instructions or comments in lesson materials.

• provide assistance with locating necessary materials and resources.

• develop a timetable that accommodates the required number of hours of distance education subject study each week.

• ensure that the student satisfactorily participates in oral and practical work as prescribed by the course.

• ensure that portfolios of work and depth studies are completed when required.

• provide timely advice to Dubbo School of Distance Education about illness or absences which have affected the student’s ability to complete set activities.

Official NESA course warning letters issued by Dubbo School of Distance Education will be forwarded to the student’s parent/carer with a copy to the student’s home school. IMPORTANT: Not complying with the above conditions may lead to a student not meeting course requirements or a review of the single course provision.

Principal’s Agreement – Conditions for Single Course Provision

For an enrolment to be accepted, the Home School Principal guarantees:

• the student is capable of working under the supervision of a nominated member of their teaching staff who will supervise the study arrangements of the student including assignments, formal examinations and assessment tasks.

• that the required time is allocated to the student within the home school’s timetable to complete coursework & study.

• the student will return course work once a week in this course, as per NESA requirements.

• the student will be provided with the required support resources, e.g. work room, textbooks, computer, use of specialist rooms (such as a laboratory), access to phone and email.

• the student will be supervised at the home school, by a suitably qualified teacher, whilst the student carries out any practical exercises and practical project work

• examinations and assessment tasks will be supervised at the home school by a member of their teaching staff and will be held on the dates and under the conditions specified by Dubbo School of Distance Education.

• all DVDs, USBs and other resources will be returned to Dubbo School of Distance Education as required.

• the student is entered by the home school for the RoSA, Preliminary Certificate or the Higher School Certificate, indicating that the course is studied “elsewhere” at the Dubbo School of Distance Education – NESA number 8112.

• where the student is applying for single course provision in a Higher School Certificate course, the Preliminary requirements for that course have been met.

• written notification will be made to Dubbo School of Distance Education in the event of a change of Supervisor.

• to notify Dubbo School of Distance Education of any special needs, special circumstances, special provisions or learning adjustments made for this student.

• The home school is responsible for paying the required fees to Dubbo School of Distance Education.

Course Access Fee for 2022

Where a student discontinues a course after enrolment, the School Contributions for Government School students are non-refundable.

• Where a student in a Non-Government school discontinues a course after more than two (2) terms, the school contribution is non-refundable.

Return this enrolment application with your cheque (made payable to Dubbo School of Distance Education) or proof of online payment made through our school website. Payments can also be made using cash or EFTPOS at Dubbo School of Distance Education.

Textbook and Resource Responsibility

Schools are responsible for the supply of textbooks, equipment etc. to their students. If a student selects a subject requiring special kits or equipment that the home school cannot provide and which are integral to the course, an extra subject fee may apply. The extra subject fee will need to be paid with enrolment. Materials for such courses will not be sent without the fee being paid. Any resource lent to a Single Course student will be the responsibility of the home school. Dubbo School of Distance Education will be reimbursed by the home school for any resources not returned by the student at the completion of the course.

Eligibility determination – Beginners language courses in Arabic, Chinese, French, German, Indonesian, Italian, Japanese, Modern Greek and Spanish In order to enter a Stage 6 Beginners Language course, students must be determined eligible (see Eligibility criteria, below). Students should apply to their school principal for an eligibility determination, if possible during Term 3 of Year 10. Applying for eligibility determination

Students applying for an eligibility determination must:

• complete all sections of the Beginners Language Course - Application for Eligibility Determination, (including the Statutory Declaration) • provide relevant additional documentation if required by the principal • provide relevant additional documentation that the student wishes to include.

False, inaccurate or incomplete information could place at risk a student's eligibility for the Higher School Certificate.

Eligibility criteria

The eligibility criteria for Beginners Languages courses are as follows.

• The student has had no more than 100 hours' study of the language at the secondary level (or equivalent). • The student has little or no previous knowledge of the language. For an exchange student, a significant in-country experience (involving experiences such as homestay and attendance at school) of more than three months renders the student ineligible.

Note: for the purpose of determining eligibility:

• A speaker of a dialect or a variant of a language is considered to be a speaker of the standard language.

• A speaker of Indonesian or Malay is considered to be a speaker of both languages.

Determining eligibility

• Eligibility to undertake a Beginners Language course is determined by the principal of the school delivering the course. This may be the student's home school, the Saturday School of Community Languages, the Open High School, a Distance Education Centre or TAFE. For a student who intends to study the course with an approved outside tutor, eligibility is determined by the principal of the student's home school. • To be deemed eligible for a course, a student must meet all of the eligibility criteria for that course at the time of entry to the course. • The principal's eligibility determination should, where possible, be provided to the student in writing at least 10 school weeks prior to the commencement of delivery of the course. • If the student believes that the principal's determination has not been made in accordance with the course eligibility criteria, they may seek a review of the determination from the principal. The student may subsequently appeal to NESA. Principals should inform students of the review and appeal procedures and provide students with the relevant forms on request.

Courses Target Candidature Eligibility Criteria

Beginners Students are learning the language as a second (or subsequent) language. Students have either no prior spoken or written knowledge or experience of the language, or their experience is derived solely from, or is equivalent to, study of the language for 100 hours or less in Stage 4 or Stage 5.

• Students have had no more than 100 hours’ study of the language at the secondary level (or the equivalent).

• Students have little or no previous knowledge of the language. For exchange students, a significant in-country experience (involving experiences such as homestay and attendance at school) of more than three months renders a student ineligible.

Continuers Students are learning the language as a second (or subsequent) language. Students typically have studied the language for 200–400 hours at the commencement of Stage 6.

(In languages where Extension courses are offered, the Extension courses are available to HSC Continuers course candidates only.)

• Students have had no more than one year’s formal education2 from the first year of primary education (Year 1) in a school where the language is the medium of instruction.

• Students have no more than three years’ residency in the past 10 years in a country where the language is the medium of communication.

• Students do not use the language for sustained communication outside the classroom with someone with a background in using the language.

Background Speakers Students have a cultural and linguistic background in the language.

Note: For the purpose of determining eligibility: 1. Beginners languages courses, Continuers courses in languages where there are Background Speakers courses, and Heritage languages courses. 2. Formal education is “education that is institutionalised, intentional and planned through public organisations and recognised private bodies and – in their totality – constitute the formal education system of a country” UNESCO – International Standard Classification of Education (2011). 3. Eligibility is determined by the Principal of the school delivering the course. The authority to determine eligibility is delegated to Principals by NESA. 4. Documentary evidence supporting the Principal’s determination must be retained by the school until the student completes the HSC.

Students enrolled at your school who wish to study a course at Dubbo School of Distance Education will need to “share” the enrolment via ERN before the single course application has been posted or faxed to 6884 0777.

Before the application form can be processed the home school must complete the following procedures on ERN.

If the application is not successful, we will contact the home school so the necessary changes may be made to ERN.

1. Select “Place

2. Click of the corresponding scholastic year to find the student to be shared

3. Check the box to the right

of the student’s name.

4. Click the “share” button.

5. Search for target school

7. Select the year in which your

student will be shared with Dubbo School of Distance Education Centre.
