What is a Community Code? Community Codes are simply the rules and regulations of theassociation. The Amended and Restated Declaration of Covenants, Conditions and Restrictions introduced this new term. The AppendixOne definition reads: “Community Codes refer to the rules,regulations, standards and guidelines as may be promulgated fromtime to time in accordance with this Declaration and which, once promulgated, are as binding and enforceable as this Declaration.”

The conversion process includes: (a) enactment of the proposedCommunity Codes by the Board of Directors pursuant to DeclarationArticle X, Section 10.2(b), (b) notification to the Members that theexisting documents have been adopted as Community Codes, (c)wait thirty (30) days following the notification of Board’s adoptionof the documents as Community Codes, and, if the Members do notcall a special meeting to repeal the new Community Codes withinthose 30 days, (d) the new Community Codes are effective 30 daysafter the post-enactment notification.

Committees

Landscaping and Trees (Plantings and Related

Elements) General Considerations

Landscaping and trees are an integral part of the overall image and character of Stone Ridge. It should enhance the architecture of the house, the natural beauty of the environment and the overall quality of the neighborhood. In general, well maintained turf, low ground cover, planting beds/flower beds, shrubs, small trees and the use of native materials are required. Trees located on lots, within woods and other natural areas may not be disturbed without specific approval.

Landscaping and the addition of plantmaterials are important in the screening ofitems such as patios, fencing, play sets andutility equipment.

Any structural elements related to landscaping, such as retaining walls, paved areas, steps, etc., must be submitted for review and approval.

An application is required for extensions to existing landscape beds, creating new beds and removal of trees.

The removal of trees will be approved if thetree is dead or if there is danger to peopleor property or if detrimental conditions exist. Detrimental conditions include the physical intrusion by roots and branches on houses in a way that causes damage, excessive shade, or block views and sightlines. Overgrowth may also be considered detrimental.

Specific Guidelines

1. Plantings shall not obstruct walkwaysor sight lines required for vehiculartraffic.

2. Decorative edgings are restricted toplanting beds/flower beds and must be chosen so that color, size, and installation complement the architecture of the house, the natural environment and associated plant materials. Plastic edging is prohibited.

3. Plant materials should be appropriate in character, habitat, species, size (both installed

4. and mature), number, and arrangement for their purpose and surroundings.

5. Wood chips, shredded leaf mulch and shredded bark shall be used for mulch. Mulch must be black or brown. Pebbles, gravel or white landscape rocks will not

be permitted.6. Stone used as accent elements should

be chosen so that its color, size, and installation complement the architecture of the house, the natural environment and associated plant materials.

7. Paving of entire yards, or covering yards with decorative stones as a primary design element is prohibited.

8. Re-grading must not negatively impactdrainage to neighboring propertiesincluding common area.

9. Small landscape-related elements such as bird feeders, birdbaths, small decorative garden ornaments, etc. do not require review and approval.Any hardscape decoration over 18”high needs Committee approval. All elements must be kept to a maximum of one (1) per 100 sq. ft.

10.Addition and/or relocation of trees require Committee approval.

Maintenance Requirements

1. Each homeowner is responsiblefor ensuring his/her home’s lawn is mowed, edged and

3. Trees, shrubs and landscape bedsmust be properly maintained, mulched and kept free from weeds. Tree rings must be edged, mulched andkept free from grass and weeds.

Communications Committee

The Communications Committee met on March 7th. Present: Chair Sarah Reynolds Oji and Wendy Krones. Also in attendance was Stephanie Berry, Community Services Coordinator and Carol Teigen, General Manager.

• Discussed issues regarding the searchfeature and timeline settings on the Facebook Fanpage.

• Created a schedule to make improvements and updates to SRNet

• Brainstormed updates for SRNet welcome page, sign-in page, and home page.

• The next Communications Committee Meeting will be April 4th at 7:30 p.m.

The Communications Committee advises and assists the Board of Directors in planning and administering the communications needs of the Association.

Meetings are held the first Wednesday of every month at 7:30 p.m. in the clubhouse Conference Room. Meetings are open to all Stone Ridge residents.

Activities Committee The Activities Committee met on March 6th. Present: Co-Chair Pam Levine, Co-Chair Alton Bryant, Leslie Dominy, Patrick Donahue, and Karie Zipper. Also presentwas Ernestine Wilkins, Stephanie Rogers, and Edit Sherry, Events Coordinator.

• Committee member, Patrick Donahue announced that he would be temporarilystepping down from the committee.

• Evaluated the 7th Annual Wine Tasting and discussed ways to improve nextyear’s event.

• Finalized details for the Spring Egg Hunt on April 7th including goodie bags, bunny costume, and pictures.

• Finalized details for the Yard Sale on April 28th including set-up, tear-down, registration, layout, and photos.

• Began researching PayPal for paymentoption for future events.

• The Activities Committee moved their next meeting to April 10th to better accommodate member’s schedules.

The Activities Committee plans, advertises, and conducts social activities that provide opportunities for enrichment to Stone Ridge residents.

Meetings are held the first Tuesday of every month in the clubhouse Activities Room at 7:30 p.m. Meetings are open to all Stone Ridge Residents.

What’s That On My Door? If you find a door hanger on your front door, it is the first notification that you have lawn maintenance issues that need attention. Community Code No. 5, Lawn and Yard Maintenance states:

A. Lawn & Grass. Members and residents shall ensure that any grass lawns on their Lots, including in the back of the residence, are regularly mowed so as to keep a neat appearance of the lawn and Lot. Grass height shall not exceed 6 inches. Driveways and sidewalks shall be swept clear of grassclippings. Members and residents are responsible for maintaining the health and good appearance of lawns on their Lots, which may include seeding, watering, weed removal and edging and other tasks, as required to properly maintain lawns.

B. Weeding & Pruning.Members and residents shall keep their properties free of weeds. leaves and overgrown or unsightly shrubbery or other plant growth. Members and residents shall undertake any weeding and mulching of planted beds, removal of leaves from lawns and planted beds, and pruning and shaping of shrubbery and trees which is necessary so as to keep a proper, neat and clean appearance of the Lot. Pruning of trees includes the removal of suckers and below lateral growth from ornamental trees; however, no trees with a diameter of more than four inches measuringtwo feet or more above ground level shall be removed without the express written authorization of the Covenants Committee or Board of Directors. Members and residents shall remove any and all dead plants and shrubs from their Lots.

C. Trash & Refuse. Members and residents shall maintain their Lots to be free from all litter, trash. debris and like items. It is the responsibility of the Member and/or resident to implementproper and appropriate trash collection measures for anyitem sought to be discarded, such as used appliances and other items which require special pick-up or removal, and to ensure that such item is promptly collected by the appropriate trash collection service.

D. Neat Appearance. No unsightly conditions shall be permitted to be maintained upon the Lot. Determinations as to whether the condition of a Lot is sufficiently neat and orderly shall remain within the sole discretion of the Covenants Committee. Board of Directors and/or Association Personnel.

The Door Hangers were put into use in May of 2008 and have been a great success getting yards into compliance with the governing documents of Stone Ridge. However, we still receive questions on what this door hanger says. The door hanger on the right describes each section and its meaning. Stone Ridge is a great community with lots of ‘curb appeal’. Keeping a great looking yard is one way you can do your part in maintaining that appeal. Attention to detail is an important part.

Please do not dump grass clippings in community areas! This is a violation of the Stone Ridge governing documents. Grass dumped on common ground does not quickly decompose and, instead, causes drainage problems and creates havens for rodents. Stone Ridge has weekly yard waste collection every Thursday. If you need assistance or have any questions regarding your lawn and what it means to be “in compliance’, don’t hesitate to call the Association office during business hours.

If the described violation(s) are not abated within the allotted time frame, the Association may undertake the necessary steps to correct the condition at the expense of the Member, and the Member shall be assessed the costs of performing the corrective work (i.e., mowing of the lawn, removal of weeds or offending shrubbery, etc.).

Corrective action to bring your yard into compliance will be assessed to your account at the rate of:

Confusion at 4-Way Stops Drivers in Stone Ridge often scratchtheir heads over who has the rightof way at intersections with 4-way stops. What is the law? Who does have the right of way? What if someone gets there before you?What if cars arrive at the same time? Chaos sometimes reigns, few drivers seem to know the rules, and 4-waystops can become a dangerous free-for-all.

Sheriff’s Deputy Nathaniel Payne, of the Dulles South Crime Prevention Unit, says first and most importantly, you must come to a complete stop at a stop sign. Not a rolling stop or a “California stop.”

A complete stop. This may seem obvious, but this fundamental law is frequently disregarded. “We are ticketing drivers for this,” warns Deputy Payne.

Once you have come to a complete stop, and if you were the first vehicle to arrive at the intersection, you may proceed “with due regard to caution,” says Deputy Payne. If several vehicles arrived at the same time, the driver to the right has the right of way.

Ironically, additional problems arise when an overly courteous driver waves another driver through, throwing the whole pattern off. Deputy Payne says, “In situations like this, with roundabouts and 4-way-stops, trying to be nice can actually create a hazardous situation for other drivers.”

Please keep these rules in mind when approaching one of StoneRidge’s many 4-Way Stop intersections!

Virginia Tire and Auto’s Tips for Stretching Gas Dollars

Gas prices are on the rise again, so drivers are looking for ways to get the maximum miles out of a tank of gas. In addition, improving fuel economy also benefits the environment by releasing fewer emissions into the air. Quality auto maintenance and care, sensible driving, a properly-tuned engine, and combining and scheduling trips, will each help to effectively get the best gas mileage a vehicle can provide.

Here are some tips from Virginia Tire and Auto that will help stretch those gas dollars:

1. Drive safely and smoothly: Gas mileage decreases rapidly above 60 miles per hour. Avoid aggressive driving, speeding and rapid acceleration. Cruise control helps to maintain a constant speed.

2. Remove extra weight from your vehicle: It is estimated that 100 extra pounds can reduce a vehicle’s fuel economy by up to two percent.

3. Replace the air filter: Replacing a clogged air filter on vehicles with fuel-injected, computer-controlled gasoline engines (prevalent in most cars manufactured from the

1980s onward) can improve fuel economy by 6 to 11 percent.

4. Keep tires properly inflated and wheels aligned: By checking tire condition and air pressure during every oil change, gas mileage will increase, overall handling will improve and tire life will be extended. The Department of Energy estimates that 1.25 billion gallons of gasoline, approximately one percent of total consumption, are wasted each year on underinflated tires.

5. Use the recommended grade of oil and change it byfollowing the vehicle’s suggested maintenance schedule. For example, using 10W-30 motor oil in an engine designed to use 5W-30 can lower your gas mileage by 1–2 percent.

6. Replace spark plugs and make sure they are not misfiring. The National Institute for Automotive Service Excellence reports that bad spark plugs can decrease fuel economy by up to 30percent and can cost drivers up to about 94 cents per gallon.

7. Combine errands: Fuel is much more efficient when the engine is warm, so consider making stops to the grocery store, dry cleaner and gas station all in one outing.

8. Avoid unnecessary idling: Idling can use a quarter to a half gallon of fuel per hour, depending on engine size and air conditioner use. It also pollutes the air and wastes money.

By putting that errand list together, driving wisely and safely, and taking care of the vehicle, those gas dollars will be stretched to get the vehicle the best gas mileage!

For admittance to the pools residents over the age of five must have an up to date, active Membership ID Card. Has it been more than three years since your children’s ID photos were taken? You may need to come in and have new photos taken so that the photo matches their actual appearance. If there is a problem with your ID Card, thepool guards will direct you to come to the Association office.

A special note to those renting in Stone Ridge: the Association must have a current Memorandum of Lease on file for you. Membership ID Cards are deactivated when our records indicate a lease has expired.

Planning visitors this summer? Anyonewho is not a resident of Stone Ridge must have a Pool Guest Pass in order to use the pools. Each residence in Stone Ridge is entitled to one 2012 Pool Guest Pass, good for three visits. Additional Pool Guest Passes may be purchased for $15, good for five visits. Please note that 2011 Guest Pool Passes are no longer valid. Guest passes will be available in May.

Summer Swim Lessons

Summer 2012 is quickly approaching;make sure your little swimmers are ready for the big pool. This summer NVPools will be offering morning swim lessons at the Stone Ridge Greenstone Pool. As with every summer there will be 2 minisessions (1 week, 4 classes) and 3 full sessions (2 weeks, 8 classes). The cost for a full session will be $62.00 and $31.00 for a mini session. All classes are 30 minutes in length and are held at the Greenstone Pool.All lessons programs run Monday throughThursday, with Friday’s reserved for make-up days if a cancellation occurs. Morningsessions typically begin one hour prior to the opening of the pool. Registration,including screening and payment, is made with the Lesson Coordinator at your pool. The schedule for classes and level descriptions are currently available on our website www.nvpools.com. This information will also be available at your pool opening day in the form of a tear sheet.Be sure to register for the first session after the pools open Memorial Day weekend.

Tenants’ Use of Pools If you are renting a home in Stone Ridge, you are entitled to the use of the pools and other community amenities as long as several important criteria are met:

You must have a valid Membership ID Card for each member of your family over age 5. You must have this ID Card with you for admittance to the pools.

The Association must have a current Memorandum of Lease (MoL) on file for you, stating a lease term of at least 12 months. This form is completed and signed by landlord and tenant, includes the lease expiration date, and lists all occupants ofthe residence. You may download a copy of the MoL from the SRNet Documents Library or stop by the Association office.

Your landlord must check the box on the MoL which waives his/her rights to the community amenities, and turns those rights over to you, as the tenant.

If you previously submitted an MoL to our office, your lease was subsequentlyrenewed but the Association was not notified, your membership ID Cards have been probably been deactivated. To avoid being disappointed when you try to accessthe pools, please come by the Association office with your current lease and update your MoL before pool season begins.

All residents of Stone Ridge, includingtenants, are entitled to one complimentary Guest Pool Pass per household, availablefrom the Association office. This Guest Pool Pass is good for three pool visits. Additional Guest Pool Passes are available for $15 for a 5-use pass.

Overview of 2012 Pool Rules

General

• Pool use: Use of any Stone Ridge pool shall be limited to Members and their guests and other groups as approved by the Board of Directors. All persons, 5 years of age and older, using the pool are required to present a valid membership card. Members will sign-in uponentering the pool each day. All guests must be accompanied by a Member and must sign in at the pool desk.

Responsibility of Pool Users

• Risk: All persons using any StoneRidge pool do so at their own risk. The Stone Ridge Association assumes NO responsibility for any accident or injury in connection with such use or for any loss and/or damage to personal property.

Pools

• Acts of Others: Members are responsible for the actions of their children, household members and guests, including child care providers.

• Use Outside of Operating Hours: No person shall use thepool unless it is officially open and lifeguards are on duty. Unauthorized use of the pools after hours will constitute a trespass and violators will be prosecuted.

Pool Rules

• Pool Management: The pool manager and lifeguards have full authority for the proper conduct of patrons and operation of the pool during scheduled operating hours.

• Health and Sanitation: All persons who use the pool must wear appropriate swim attire such as a bathing suit. Parents of children not yet toilet-trained must ensure their child has snugly fitting rubber pants or swim diapers. Pampers or any type disposable diapers are not permitted to be worn in any pool.

• Children: • Persons who are twelve (12) years old and younger must be

accompanied and supervised at all times by a parent, guardian, child care provider or other Responsible Person sixteen (16) years of age or older.

• Persons who are thirteen (13) years of age through fifteen (15) years of age must take and pass a swimming test and secure written notice from the lifeguard that the swimming test waspassed, provide written proof of age and have on file a written authorization from a parent or guardian to utilize the pool without an adult. The swimming test and written notice must be provided to the Association prior to the relevant person’s use of the pool.

• Persons who are sixteen (16) years and older may use the pool without adult supervision.

• Persons younger than eighteen (18) years of age must exit the main pool for fifteen-minute breaks, every hour, to provide a rest period. The lifeguards will control these breaks.

• Guests: • Persons who are 15 years old and younger may not bring

guests without a Responsible Person also present at all times during pool use.

• Persons who are 16 years old and older may bring guests.• All guests must obey Pool Rules at all times.• All guests must be signed in by an Association Member.

• Prohibited Items: Smoking and tobacco products, alcoholicbeverages, illegal drugs, glass containers, playpens and wheeled vehicles (except for strollers or wheel chairs), pets, dive sticks/rings, life preservers, inner tubes, rafts, and play equipment.Running on the deck, dunking, splashing, and rough play arealso prohibited.

• Wading Pool: The wading pool is limited to children 5 and younger. Children must wear cloth diapers with rubber pants or specifically designed swim diapers underneath appropriate swimwear. Regular disposable diapers are not specifically designed to be worn in the water and are NOT permitted.

Enforcement

• Progressive Penalty Policy for Minor Violations: • 1st Infraction : Warning • 2nd Infraction: 15-minute benching. In lieu of a 15-minute

benching, the individual may elect to leave the facility for the remainder of the day but doing so will forfeit the right toreturn for 48 hours.

• 3rd Infraction: The individual will be immediately ejected from the pool facility and that individual’s use of any Association pool will be suspended for seven (7) days. Parents, guardians,and/or relevant Members will be notified, if applicable. If the Member would like to appeal this action, they may do so by requesting, in writing, a hearing with the Board of Directors.

• 2nd Ejection: If inappropriate behavior continues after ejection and seven (7) day suspension, an individual may be ejected a second time by the manager or manager-on-duty. At such time the individual’s use of any Association pool will be suspended until the next regularly scheduled Board of Directors meeting. At that meeting, the Board of Directors may suspend pool privileges for the remainder of the pool season.

• Serious and Repeated Violations: The Board of Directors will handle serious violations or repeated violations at the recommendation of the pool manager. Disciplinary actions mayinclude, but are not limited to, temporary suspension, permanent suspension, probation, as well as all other enforcement measures available by law and pursuant to the Association’s Governing Documents.

2012 Household Hazardous Waste Schedule

The next scheduled date for household hazardous waste drop-off is April 14th at Loudoun Valley High School.

Items accepted at the collection include household batteries, animal/pet care products, automotive fluids, household cleaners, fertilizers, fire extinguishers, fluorescent bulbs, gasoline,herbicides, insecticides, mercury thermometers, oil based paint, paint thinners, pesticides, photographic chemicals, and swimming pool cleaners.

Items NOT accepted include motor oil, antifreeze, car batteries, led acid batteries, propane tanks, and ammunition.

Van Metre Named the 2012 Philanthropic Builder of the Year

The National Association of Home Builders recognized Van Metre Companies as the 2012 Philanthropic Builder of the Year for their work with National Children’s Hospital,

Capital Hospice, George Mason University, and the Loudoun County schools. Since 1970, the company has continuously woven community outreach into their company’s fabric.

Over thirty years ago Al Van Metre challenged his friends, colleagues and peers to join him in raising awareness and donations for Hospice with the first Hospice Regatta held in 1982 in Annapolis. Since that time, the owners and employees of Van Metre Companies, have continued that challenge through the fundraising efforts of the Regatta, the Hospice Polo Cup and the Van Metre 5k Run for National Children’s Hospital.

Every year, Van Metre continues with their fundraising for these worthy charities – and their generosity does not stop there. Van Metre has actively participated with the parents, school kids and staff of the Dulles area schools with a Race for Education to raise money for the local schools.
