•After execution of work, consolidated pay advise named as FTO (Fund transfer order) encrypted with two digital signature will be generated at MGNREGA server. Then, the FTO will be sent to server of CEPT Mysore and State Nodal Bank (currently, UBI) / Banks

• One e-FMS Cell with dedicated manpower may be created at the Branch entrusted with managing the e-FMS account

- The IT Cell of the Bank may be actively involved in management of the process, especially at the initial stage

- Appropriate test environment may be developed at the Bank for testing the FTO fetching process

- Bank server has to be synchronized with the NIC server maintained at the Ministry of Rural Development, Government of India

• Bank should have the system of decryption of encrypted FTOs containing multiple (2) Digital Signatures

- Against every individual transaction, Bank has to ensure immediate crediting of money to individual accounts. As a standard all-India practice, FTOs generated before 12 noon are paid on the same day whereas FTOs generated after 12 noon are paid on the very next day. This practice has to be followed, if not improved upon

• After every transaction, the Bank has to send response to the NIC Server wherefrom reports against every transaction, whether successful or failed, will be generated. This is vital as this report itself will be the basis of writing cash books by the Gram Panchayats and other PIAs

- A consolidated report will also be required at the state level from the concerned e-FMS banker on a fortnightly basis

- The Bank will also have to directly interact with the NIC, Delhi (in the MoRD) on different technical issues

- A MoU has to be signed between the Bank and the State Government to streamline the processed

+Functioning as Banker for the e-FMS account In immediate future, the entire transactions in MGNREGS, including wage, materials and administrative expenses will be directly from the State e-FMS account. We have already opened one e-FMS account of the State Employment Guarantee Fund (SEGF) with the United Bank of India at their Old Court House Street Branch. Fund Transfer Orders generated mostly by North 24 Parganas district and some FTOs generated by Hooghly district have so far been routed through the e-FMS account with UBI. Till date the volume of transactions through the e-FMS route is around Rs. 8.31 crore (total FTOs generated for Rs.10.98 crore). Since, with all the districts graduating into e-FMS we will have huge transactions, we propose induct the State Bank of India into the fold and distribute the load between the SBI and the UBI for better management of the system.
