The COP programme was set up earlier this year. It is administered by the police and is made up of local civilians volunteering their time to assist the police in various duties. There are currently nine volunteers serving on the COP programmes operating in the Twin Towns and it is hoped that additional volunteers will be recruited in the not so distant future. In donating the shirts, Chairman of the Twin Towns Crime Committee, John Acott, said that “members of the Crime Committee offer their full support to these dedicated people who are giving up their own free time to make these towns a safer place for everyone. The investigation has led to the arrest, on murder charges, of Thomas Ivan Caretella Jr., 23, and William Pagett Jr., 18, both residing on High Street in Santa Elena Town, Cayo. The case was cracked by Benque Viejo police in the process of investigating the September 5, 2007 robbery of the Texaco service station in that municipality. Our investigation revealed that on the night of Friday, August 31, 2007 Caretella and Pagett reportedly traveled to Benque Viejo Town along with another unnamed male person from San Ignacio where they teamed up with a fourth male person report- edly residing in Benque Viejo Town. The original intention was to rob the Texaco Gas Station but the timing and the opportunity to commit the crime were not right and so the mission was reportedly aborted. All four persons Thomas Ivan Caretella Jr., 23 these towns an unwelcome place for criminals to operate in” said Chairman Acott. He added that the Twin Towns Crime Committee will shortly be introducing a programme of their own in which local citizens will be invited to confidentially provide information on crimes and criminals and he hopes that the public will give it their full support. then reportedly walked to the smallbridge at the entrance to BenqueViejo Town where they waited for aride to travel to San Ignacio. It so happened that taxi driver PoloWaight was on the return trip to SanIgnacio when he was stopped. Hereportedly offered to bring all fourpersons to San Ignacio for a $3.00taxi fare. They reportedly told the taxi driverthat they were heading to the RoombaRoom Nightclub for a nightof partying. However, uponapproaching that junction of the

Western Highway and the roadleading into the Kontiki area, one ofthe passengers requested that they firstbe taken into the Kontiki area. Thetaxi driver reportedly refused todeviate off the highway tellingthem that he had received an urgenttelephone call requesting his presenceat home. He however complied withtheir request to stop at the payphonenear the Texaco gas station at theKontiki/Western Highway junction, toallow them to make a telephone call. When the vehicle stopped,Caretella and Pagett reportedlyalighted, walked to the telephone

booth and returned shortly thereafterbrandishing a sawed-off shotgun anda pistol. They reportedly approachedthe driver who was still sitting behindthe wheel and with guns to his headordered him out of the car. He wasreportedly placed inside the trunk.One of the unnamed passengers thentook control of the car. He proceededto drive into the Kontiki area on a roadalmost parallel with the WesternHighway heading toward the CahalPech area. Upon reaching an isolated area onthe hilltop, the car was stopped;Caretella and Pagett alighted, walkedto the back of the vehicle and orderedthe driver to pop the trunk. Theythen pulled Waight out and shortlythereafter the sound of three distinctgunshots broke the silence of thatFriday night. The two accused thenrushed back to the car for the driveinto San Ignacio.

In order to avoid passing in front ofthe San Ignacio police station, theydrove down Joseph Andrews Drivetowards the Santa Rita Cemetery andonto Savannah Street. The glovecompartment of the car was emptiedof its contents and upon passingin front of Hode’s Place in theSavannah area, they began throwingthe documents through the windowbefore traveling over the woodenbridge into Santa Elena and onto theroad leading to Cristo Rey Villagewhere the car was driven off the roadinto the bushes. All four of themreportedly walked the short distanceto the house that Caretella and Pagettwere renting on High Street afterwhich the group dispersed. They reportedly kept a lowprofile for the next four days beforeregrouping in Benque Viejo Town topull off the robbery at the Texaco GasStation resulting in their arrest, lastWednesday night, from which pointthe cookie began to crumble.

There comes a time in everyprofession when unique difficultmoments present themselves.This week is one of those timesfor us at the STAR. We live in a small communitywhere almost everyone knowseveryone and where, as we goabout our daily lives, by sheerproximity, due to the size ofthe community, our interactionincreases. Thomas Caretella Jr. andWilliam Pagett Jr. are nostrangers to us. We know themto be respectful and mannerlyboys, William especially. He isthe kind of person who wouldnever pass our home, see us, andnot respectfully bid us the timeof the day. Thomas Jr. and William Jr.both come from humble,hardworking and most of alllaw abiding Santa Elena families. Thomas Sr. and his wife Hannieare good people. Their foodstand, located just across thestreet from us, is a conveniencefor many of us. We eat fromthem on a regular basis and theywork hard to provide for theirfamily. This development mustbe hard on them and their family.We feel for them. The very same can be said forBill Pagett Sr. and his wifeAmalia. These are decent peoplein this community. We likewisefeel for them as they go throughthese difficult times. On the other side, who in thiscommunity did not know PoloWaight? Very, very few if any.Polo also comes from a wellknown Cayo family. We all knewhis father and mother, Mr. Lyleand Miss Maudie Waight. In fact. Miss Maudie was thefirst and still the only person tohave had a zoo in town. As children, we can stillremember, leaning against herfence as we teased and stonedher many monkeys as theyperformed for us in MissMaudie’s yard on Burns Avenue.We still remember her manycolorful birds especially the bigblack one. Many of us were afraid of thebig black bird because we weretold the big black one would“pick” out our eye if we teasedit. We know Polo’s sisters, Doris,Desol and Octavia personally.They have all touched our livesin some form or the other and so

we must share their grief at theuntimely passing of their brother. How can we ever forget Dorisand her husband Wally whoprovided us with FREE accom-modations at their TropicoolHotel for almost a week whenour roof blew off during a freakstorm a few years ago? How can we ever forget themany trips, at her own expense,that Desol and her husband,Cecilio Neal, made to BelizeCity in order to provide crucialtestimony in the Supreme Courtcase connected with thesenseless murder of my son? Having lost this son, overthree years ago, to this senselesscrime wave, we thereforeknow of the associated painand accompanying sense ofhopelessness. Octavia “Acty” and herhusband, Michael Craney,residing in California, have beenSTRONG supporters of theSTAR Newspaper. In fact, they areamong the first internationalsubscribers on our mailing list.They have been with us ever sincewe moved to Cayo over threeyears ago. So, dear readers, the Waightfamily, just like the Caretellafamily and the Pagett family, arereal, and so it is only natural thatwe feel for all of them duringthese difficult times. Oh how we wish, even hopeand sometimes pray, that wecould report on many morepositive accomplishments in thecommunity. Unfortunately, weare so overtaken by this senselesswave of violent crime sweepingacross our once peaceful nationthat we have reached the point offeeling helpless and useless. If there is ever a silver liningwithin this dark cloud or even aglimmer of light at the end of thisdark tunnel, in reporting on thesesenseless incidents, it is ourFIRM desire for those withcriminal intentions to realizehow the truth eventually rises tothe surface. It is also our unwavering desirefor those with criminal intent tosee the drastic life changingconsequences for everyoneinvolved. If exposures like these couldresult in a single youth changingcourse in the right direction, thenwe would feel like we would have,at the very least, accomplishedsomething worthwhile.

Dear Editor, Thank you for the e-version of theStar Newspaper. It is my newssource and sole link to occurrencesback home. First, let me commend you and yourstaff on the excellent work you putout every week. Your editorial this week shocked andutterly embarrassed me. It weakenedthe frail trust I had in those chargedwith “protecting” us. It takes a lot for a story to get meemotional to the point where I haveno choice but to respond. The people of Cayo are blessed tohave a voice that represents them andreports on news happening in theirsurroundings rather than getting newsfrom the other Belize City basednewspapers. It saddens me to see that people

with “lee powa” are hasty to abuseit. When I read your editorial, it isapparent that you are doing somethingright because you only become atopic of interest when you areinstrumental to a community. It is unfortunate that your brotherhad to endure what he did becausesomeone needed to show “who hasthe powa” in Cayo. My advice to you is to keep upwhat you are doing. Your newspaperis excellent! PRESS RELEASESeptember 78, 2007OAS MEETING OF FRIENDSOF BELIZE AND GUATEMALAGETS PROGRESS REPORT ONRESETTLEMENT OF SANTAROSA COMMUNITY IN THEADJACENCY ZONE A progress report on the project toresettle the Santa Rosa community ofGuatemalans living in a part of theAdjacency Zone administered byBelize was delivered today at ameeting of the Friends of Belize and

Guatemala, convened by SecretaryGeneral José Miguel Insulza at theOrganization of American States(OAS) headquarters. Secretary General Insulzadescribed the resettlement of thecommunity of Santa Rosa toGuatemalan territory—the topicof the meeting of countries formingthe Group of Friends of Belize-Gua-temala—as “the last remainingmaterial obstacle before wedirectly move into the substantiveissues.” He also thanked the Group

of Friends for their invaluable supportfor the process. In his report, the OAS SecretaryGeneral’s special representative forBelize and Guatemala, Raúl Lago,highlighted the progress made in theSanta Rosa resettlement project. Hemade mention of a frameworkagreement signed in September 2005,which also includes provisions forconfidence-building measuresbetween the neighboring countries.Included in the progress report aswell are such matters as the purchaseof land to which the communityis to be resettled, as well as thephases of the project and the relatedbudget.

During the meeting, Guatemala’sPermanent Representative to theOAS, Ambassador FranciscoVillagrán, and the Interim Represen-tative of Belize, Nestor Mendez,expressed appreciation for the OAS’role in this process, and thanked theGroup of Friends for their support.Mendez also stressed the urgent needfor central aspects of this Santa Rosaresettlement project to be concludedahead of elections in both countries. In this process of negotiationbetween Belize and Guatemala, theOAS through its Fund for Peace,facilitates the negotiation and supportsconfidence-and-security-buildingmeasures between both countries.This Fund is administered bythe Department of SustainableDemocracy and Special Missions,which falls under the OAS Secretariatfor Political Affairs

BELIZE CITY, Friday, September14, 2007: Latest police reports indicate thatat about 2:30 a.m. today, Friday,September 14, Police officers were

working at the Western Check pointsituated at mile four on the WesternHighway, when they observed a twodoor gold color car approaching. Upon reaching the check point,

police saw two male persons insidethe vehicle, which was driven by adark skin person. When the police were approachingthe vehicle, a back seat passengerfired several shots, one of whichgrazed one of the officers in theregion of the abdomen. One of the officers returned fire withhis 9mm pistol and the car sped offtowards the direction of HattievilleVillage. In the exchange the private vehicle,belonging to one of the officers,parked near the booth, received

bullet damage to the rear passengerdoor. Bullet holes were also observedon the booth. Investigators retrieved sevenexpended 9mm shells from thescene. The Police investigationcontinues as several leads are beingpursued. The Police would like to assure thegeneral public that we will not bedeterred in our efforts and will remainvigilant to confront those persons benton criminal acts in order to ensure thesafety and security of the law abidingcitizenry

Jr. A police report on the tragic incidentinforms that at about 4:20 p.m., onTuesday, September 11, 2007,Orange Walk Police visited the sceneof the fatal traffic accident in an areabetween miles 51 and 52 on theNorthern Highway. Preliminary investigations revealedthat about 20 minutes earlier, at around4:00 p.m., Alberto Chan, 33,Belizean driver of Nuevo San JuanVillage, Orange Walk District, wasdriving a truck bearing license platesOW-A-3673 which was towing a 15foot trailer loaded with steel rods.Chan was reportedly traveling fromtowards Orange Walk Town whenupon reaching the location, the trailer

separated from the truck and collidedinto a black Toyota Prado SUVbearing license plates BZ-C-21897which was traveling in the oppositedirection, heading towards Belize City. The driver of the black ToyotaPrado was subsequently identified asRalph Balderamos Jr. while thepassenger was identified as RalphFonseca Jr. the only son of HomeAffairs Minister. Hon. RalphFonseca. When police arrived, Balderamosand Fonseca were still trapped insidethe extensively damaged SUV as theywere seen with severe head and bodyinjuries. They reportedly died on thespot. Seated in the back seat of thevehicle were their friends, GaldaneStevenson, 34, of # 48 Rio Bravo

Street, Belize City and EugeneWebster, 41, of Belama Area, BelizeCity. Stevenson was observed withinjuries to the face and head whileWebster sustained injuries to bothhands and feet. Stevenson and Webster wereimmediately extracted from thevehicle and transported to OrangeWalk Town’s Northern RegionalHospital where their condition wasstabilized before being transportedto the Universal Health ServicesHospital in Belize City where theyremain hospitalized in stablecondition. The driver of the truck Alberto Chanemerged unhurt and was taken intocustody. Orange Walk police jumpedinto quick action and within hours acase file was prepared and sent to theDirector of Public Prosecutions forlegal guidance and advice. AlbertoChan was subsequently formallyarrested and issued with nine relatedcharges as follows: two counts ofmanslaughter by negligence, twocounts of causing death by carelessconduct and two counts of negligentgrievous harm. He was additionallycharged with one count of drivingwithout due care and attention; onecount of driving an unlicensed trailer

Alberto Chan, 33Ralph Fonseca Jr., 34 and one count of driving an

unregistered trailer. A memorial service for BalderamosJr. was held today, Thursday,September 13, at Holy RedeemerChurch in Belize City after which hisbody will be transported to Floridafor burial. Funeral services for Ralph FonsecaJr. will be held at 2:00 p.m., onFriday, September 14 at the DivineMercy Church on the NorthernHighway in Belize City.

San Ignacio police today reportsthe arrest of Anthony Roaches, 27,of a Red Creek Santa Elena Townaddress Roaches was formally charged withthree counts of attempted murder ashe is suspected to have been the gunman who opened fire on the policeteam as they were processing a crimescene at the Galindo residence onAugust 4, 2007. The incident resulted in Scenes ofCrime Technician, Filiberto Pottemerging with a gunshot wound to the

chest, whilst Sgt. #1 Enrique Aldanaand PC #292 Roland Augustineemerged with grazes to their feet. Roaches appeared in court earlierthis week and was remanded to theHattieville Prison until Monday,October 8, 2007.

We are left to wonder what effectswill this new record high cost of fuelhave on small and fragile economieslike ours. Is the HUGE increase this week inthe price of KLIM reflective of thenew oil price? The 4lb tin of thisproduct mostly used as infant formulahas sky rocketed from $26.25 to anunbelievable $32.35 while the 2lb tinin our neighborhood grocery store hasgone up from $12.75 to $16.25 and

the smallest 400 gram tin has seena sharp increase from $6.50 to$7.65. While we were inquiring of the shopowner for the reason behind thismassive increase, a customer insidethe store informed that the increase inthe price of KLIM is chicken feedwhen compared to the overnightMASSIVE $20.00 increase in theprice of dog food which went up from$47.00 per sack to $67.00 for thevery same product. If this trend continues, givenstagnant wages, we might very soonbe unable to feed ourselves and evenour dogs for those of us who havedogs.

SAN IGNACIO TOWN, Cayo,Saturday, September 8, 2007: It was shortly after 7:00 p.m. onSaturday, September 8, 2007, whenan altercation erupted in front ofCourts Store in the heart of SanIgnacio Town which ultimatelyresulted in the death of one man. Police reports that it was around7:20 p.m., that Saturday night whenJoseph “Coolie” Garcia, 53,Belizean taxi driver of a Kontiki Areaaddress in San Ignacio Town rushedup to the station and lodged a report. In the report to the police, Garciainformed that a few minutes earlier hewas at the Taxi Stand in front of Courts(Belize) Limited’s San Ignacio BranchStore when he was approachedby an individual he knows as CliffordAnthony Mapp who pulled up to thetaxi stand in a large blue pickuptruck. According to Garcia, “Mapp”appeared to be under the influence ofalcohol and he began accusingGarcia of owing him money. A younger male person reportedlyexited from the passenger side of“Mapp’s” vehicle, he moved up toGarcia and began choking him andpunching him in the face. With verypunch Garcia began retreatingtowards his taxi car that was parked

in the area. He then proceeded toopen the trunk of his car and pulledout a baseball bat. Upon seeing theweapon, the individual ran back to thetruck. This was when the deceasedGeneroso “Nasho” Romero,carrying an American passport underthe name, Clifford Anthony Mapp,jumped from behind the steeringwheel of the vehicle. Garciareportedly took one swing at theapproaching man with the blowlanding squarely to the right side ofthe head. The man reportedly fell to theground in an unconscious state. Hewas subsequently picked up off theground, loaded into the frontpassenger seat of his pickup truck andrushed to the nearby San IgnacioHospital. Realizing that the case was toomuch for the hospital to handle, theinjured man was prepped andsubsequently transferred to BelizeCity Hospital. Although the policereport on the matter indicate that “hewas pronounced dead on arrivalat the San Ignacio Hospital”reports reaching us indicate that heactually passed away on the journeyto Belize City. Up to press time on Thursday thebody was still in Belize City awaiting

the legally required post mortemexamination while the family makesburial preparation in Benque ViejoTown. Police have since arrested andcharged Joseph “Coolie” Garcia,53, on a single manslaughter charge.He appeared in court on Wednesday,September 12, 2007 and is currentlyon remand at the Hattieville Prison. An interesting aspect of this incidentis that while the deceased is referredto as Clifford Anthony Mapp andwhile a daughter refers to the motheras Mrs. Mapp instead of Mrs.Romero, an individual actuallyknown to us as Clifford AnthonyPopper Mapp is reportedly verymuch alive in California. Generoso “Nasho” Romero(Clifford Anthony Mapp),60, isoriginally from San Ignacio but hasbeen living in California for severalyears. He arrived in Belize from LosAngeles a few days prior to theincident with intention to spend twoweeks vacation. Generoso “ Nasho” Romerois survived by his wife Mrs.Ruth Romero Mapp. Two sonsJulio and Sergio and one daughterYadira all living in Los Angeles,California. He is also survived by four sisters

Sally, Elda, and Paulita all residingin California as well as Eloisa livingin Belmopan. He is additionally survived by twobrothers Roberto Romero residingin Guatemala City and Luis Calizresiding in Punta Gorda Town. This was among one of thoseparticularly peculiar incidents as wenoted that the police were somehowreluctant in releasing a photograph ofthe accused Joseph “Coolie” Garcia. Furthermore, although we traveledall the way to the family house inBenque Viejo Town, we somehowgot the strange feeling that “Mrs.Mapp”, as her daughter Yadiraprefered us to address her mother,was not too keen in providing uswith a photograph of her deceasedhusband for publication.
