1. Introduction

Telangana State Renewable Energy Development Corporation Limited (TSREDCO) was

nominated as State Designated Agency (SDA) by Government of Telangana to coordinate

regulate and enforce the provisions of the Energy Conservation Act 2001, and also for

implementation of the Schemes under the said Act within the State of Telangana in due

consultation with Bureau of Energy Efficiency (BEE), Ministry of Power, Government of

India. TSREDCO, with the support of Government of Telangana and Bureau of Energy

Efficiency, is conducting various awareness programmes as part of Energy Conservation

Day and Week celebrations across the State i.e., every year from December 14 to 20.

TSREDCO as SDA with the support of Government of Telangana also noticed the

importance of recognizing the efforts taken by the stakeholders towards reducing the energy

consumption in their respective sector and awarding them the prestigious Telangana State

Energy Conservation Awards (TSECA) every year during the last day of Energy

Conservation week celebrations i.e., December 20. TSECA will be presented to the sectors

such as industries (Large & SME), Buildings (Commercial and Government), Transport,

Urban Local Bodies and other organizations who have made systematic and serious attempts

for efficient utilization of energy, conservation of energy, research and promotion of energy

efficiency in the State of Telangana.

This year, due to Pandemic situation, it is proposed to organize the TSECA 2020 through

Virtual Platform and TSREDCO is inviting the interested firms/bidders to express their

interest for designing and developing a virtual platform for presenting the awards on

December 20, 2020. The tender information is available in TSREDO website

https://tsredco.telangana.gov.in. The e-tender to be submitted through the Telangana state e-

tender portal i.e., https://tender.telangana.gov.in.

2. Bid details:

Bids are invited from the prospective bidders for “Design, Development of a virtual

platform and technical support to TSREDCO for the implementation of Telangana State

Energy Conservation Awards-2020 (TSECA -2020) programme through Virtual Platform”.

3. Eligibility Criteria

The firm submitting tender for this assignment should fulfill the following minimum

eligibility criteria:

The firm shall have experience in developing web portal, and also should have

experience in developing at least one virtual platform in last three years.

The firm shall have minimum 3 years of experience in IT services

The firm shall have an average turnover of 10 Lakhs in last three financial years i.e.,

2017-18 to 2019-20.

The firm shall not be blacklisted/ banned by any private or state / central Government

agencies/organisations. The firm shall submit a self-declaration on company letter head

mentioning the same duly signed by the authorised person.

The firm shall have registered office at Hyderabad such that the representative may visit

the TSREDCO whenever required (even with a short notice).

Consortium is allowed, limited to the turnover, however, both the firms shall have 3

years of relevant experience. Also the bid document to be certified by the lead bidder

4. Amendments to short tender

At any time prior to the deadline for submission of Bids, the TSREDCO may, for any

reason, whether at its own initiative or in response to a clarification requested by a

prospective Bidder, modify the Short Tender document by issuing clarification(s) and/or

amendment(s).

If any bidders need any clarification(s) / amendment(s) may be submitted to TSREDCO

trough email at least Two (2) days before the proposed date of submission of the Bid. If

TSREDCO accepts the request, the respective amendment will be notified on TSREDCO

website and Telangana e-tender portal.

TSREDCO will not bear any responsibility or liability arising out of non-receipt of the

information regarding Amendments in time or otherwise. Bidders must check the website

for any such amendment before submitting their Bid.

In case any amendment is notified after submission of the Bid (prior to the opening of

Technical Bid. Bids received by TSREDCO shall be returned to the concerned Bidders on

their request through registered post or courier and it will be for the Bidders to submit fresh

Bids as the date notified by the TSREDCO for the purpose.

All the notices related to this Bid which are required to be publicized shall be uploaded on

website https://tsredco.telangana.gov.in & https://tender.telangana.gov.in.

5. Bidding process

All the bids must be submitted through Telangana e tender portal i.e.,

https://tender.telangana.gov.in.

Hard copies of the Bid in response to this tender shall be submitted by the Bidders in the

following manner.

Envelope- I (Technical bid)

Envelope II- (Financial bid)

Bidders shall quote the financial bid through e-tender only. However, the Bidder shall

submit sealed empty Financial Bid as per the Format provided in the tender document in a

separate envelope. The envelope shall be superscripted as “Financial Bid” for “tender for

developing a virtual platform for Telangana State Energy Conservation Awards-2020

(TSECA -2020) Progrmme”

6. Method of Bid submission

All the bids must be submitted through Telangana e tender portal i.e.,

https://tender.telangana.gov.in.

Hard copies of Bids are required to be submitted in a single sealed cover envelope

containing Envelope-I (Technical Bid) and Envelope II (Financial Bid) each one duly sealed

separately. The outermost envelope should be superscribed as “e- tender for Design,

Development of a virtual platform and technical support to TSREDCO for the

implementation of Telangana State Energy Conservation Awards-2020 (TSECA -2020)

programme through Virtual Platform” along with tender Number as mentioned.

The Bidders have to send their Bid document either by registered post; or speed post; or

courier; or by hand delivery, so as to reach TSREDCO by the Bid Deadline through e-

tender. Bids submitted by telex/telegram/fax/e-mail shall not be considered under any

circumstances. TSREDCO shall not be responsible for any delay in receipt of the Bid. Any

Bid received after the Bid Deadline shall be returned unopened.

If the outer cover envelope or Envelope I (Covering Envelope, Technical Envelope)

Envelope II (Financial Bid) is/are not closed/sealed and not super scribed as per the

specified requirement, TSREDCO will assume no responsibility for the Bid’s misplacement

or premature opening.

All the envelopes shall be sealed properly & shall indicate the Name & address of the

Bidder. The Bid must be complete in all technical and commercial respect and should

contain requisite certificates and related documents etc. as required in the Bid document.

Each page of the Bid document should be signed & stamped. Bids with any type of change

or modification in any of the terms/ conditions of this document shall be rejected. If

necessary, additional papers may be attached by the Bidder to furnish/ submit the required

information. Any term / condition proposed by the Bidder in his bid which is not in

accordance with the terms and conditions of the tender document or any financial

conditions, payment terms, rebates etc. mentioned in Financial Bid shall be considered as a

conditional Bid and will make the Bid invalid.

7. Validity of Bid

The bid and the Price Schedule included shall remain valid for a period of 90 days from the

date of Technical bid opening, with bidder having no right to withdraw, revoke or cancel his

offer or unilaterally vary the offer submitted or any terms thereof. In case of the bidder

revoking or cancelling his offer or varying any term & conditions in regard thereof or not

accepting letter of allocation, TSREDCO shall forfeit the EMD furnished by him.

In exceptional circumstances when letter of allocation is not issued, the TSREDCO may

solicit the Bidder's consent to an extension of the period of validity. The request and the

responses thereto shall be made in writing. The EMD provided shall also be suitably

extended. A Bidder may refuse the request without forfeiting its EMD. A Bidder granting

the request will neither be required nor permitted to modify its Bid in any manner.

8. Cost of bidding

The bidder shall bear all the costs associated with the preparation and submission of his

offer. The Bidder shall not be entitled to claim any costs, charges and expenses of and

incidental to or incurred by him through or in connection with his submission of bid even

though TSREDCO may elect to modify / withdraw the invitation of Bid.

9. Right to withdraw the tender and to reject any bid

This tender may be withdrawn or cancelled by the TSREDCO at any time without assigning

any reasons thereof. The TSREDCO further reserves the right, at its complete discretion, to

reject any or all of the Bids without assigning any reasons whatsoever and without incurring

any liability on any account.

The TSREDCO reserve the right to interpret the Bid submitted by the Bidder in accordance

with the provisions of the tender and make its own judgment regarding the interpretation of

the same. In this regard the TSREDCO shall have no liability towards any Bidder and no

Bidder shall have any recourse to the TSREDCO with respect to the selection process.

TSREDCO shall evaluate the Bids using the evaluation process at its sole discretion.

TSREDCO decision in this regard shall be final and binding on the Bidders.

TSREDCO reserves its right to vary, modify, revise, amend or change any of the terms and

conditions of the Bid before submission. The decision regarding acceptance or rejection of

bid by TSREDCO will be final.

10. Zero deviation

This is a ZERO Deviation Bidding Process. Bidder is to ensure compliance of all provisions

of the Bid Document and submit their Bid accordingly. Tenders with any deviation to the

bid conditions shall be liable for rejection.

11. Scope of Work

The hired firm/bidder should develop a virtual platform for presenting Telangana State

Energy Conservation Awards-2020 on December 20, 2020 and have to support the

TSREDCO in all aspects for the successful completion of the programme. Interested bidders

shall submit a Presentation on the Concept, in the technical bid, with the support of

photographs provided in the Annexure IV coving the following scope of work. Also have to

give a presentation on the same on 02.11.2020 at TSREDCO HO at 02:00 PM. The

representative from the respective firm shall present at TSREDCO HO on December 20,

2020 during the event. The firm shall develop the web platform with the following minimum

IT requirements:

Frontend Application: ASP.Net

Backend: Node JS

Database: MySQL/ MsSQL

License for Webex up to 1000 participants & 10 Meeting Hosts

3D Animation for Lobby and 3D Image for meeting Halls and Dais – UI

User Interface requirements:

Unique Login interfaces – Admin, Presenter, Exhibitor and Participants

Provision for tracking all the login participants through Admin login

Live streaming of event on developed web portal

Providing the help to all the participants through chat at the time of event/ registration

Registrations and Logins to all the participants up to 1000 participants. The

registration link shall be provided on TSREDCO website. Once registered a

confirmation shall be sent through email.

Three virtual halls are to be designed i.e., one for registration and helpdesk, second

for Awards presentation and third for exhibition stalls.

In awards presentation hall

o All the hosts/ speakers should be visible on one virtual dais

o Live videos of the hosts/presenters on one screen. If the host/ presenter is offline,

then the respective photograph shall be appeared in the space mentioned

o Visibility of awardee, once announced, on the same screen along with presenters.

o Design all the screens appropriately such as details of the awardees with

photographs, reason for award, CEO message & shield etc., linkage of appropriate

videos on the login window during the programme. During the awards

presentation, the details of the awardees shall be scrolled on bottom of the screen.

In exhibition hall

o Provision for display of maximum of 15 stalls virtually.

o The stall includes broacher of the company, short corporate video and contact

details of the respective company as provided by the registered exhibitors.

Providing Training support to TSREDCO officials for successful completion of the

programme on operation of virtual platform

Recording of video along with audio of the event and the same shall be submitted to

TSREDCO

Event photographs (screenshots) shall be submitted to TSREDCO

Troubleshooting and technical support for successful completion of TSECA 2020

12. Bid Document Fee:

Interested Bidders shall have to pay a non-refundable bid document fee of Rs.1000 plus 18%

GST (i.e., Rs.1180) either through online transfer on e-tender portal or DD in favour of

TSREDCO payable at Hyderabad.

13. Earnest Money Deposit:

The tenderer shall submit an Earnest Money Deposit (EMD) of Rs. 20,000/- through DD in

favour of TSREDCO, payable at Hyderabad or online through e tender portal as a part of the

tender. Tenders without EMD shall be rejected by TSREDCO as being non-responsive. The

EMD of the successful tenderer shall be adjusted in Performance Security Deposit at the

time of issuing work order which is equivalent to 10% of the work order value. If the EMD

is less than the 10% of the work order value, balance amount has to be deposited to

TSREDCO by the successful bidder as security deposit. The Performance security deposit

amount will be released by TSREDCO on successful completion of the works allocated. No

interest shall be paid by TSREDCO on the amount of earnest money deposit as well as

deposition of Security Deposit. EMDs of unsuccessful bidders will be refunded by

TSREDCO after issuing the work order to successful bidder.

The earnest money may be forfeited: -

If a Tenderer withdraws their tender during the specified period of validity of offer.

If the successful Tenderer fails to sign the contract agreement within stipulated period.

14. Documents to be submitted

The following documents should be submitted with the Technical Proposal:

Presentation of the concept

15. Financial Requirement proposed

The Financial proposal will only be considered for technically qualified bidders as per

the tender conditions.

The financial proposal should state the cost of both in numerals and in words.

It is to be noted that in case of any mismatch between the numeral value and the value

mentioned in words, the lowest value shall be accepted to be the final quote

The lowest rate (L1) will be considered for award of work. If L1, is not accepting to take

up the work, his EMD will be forfeited and the work will be allotted to L2 bidder, if L2

accepts to take up the activity with the same price of L1.

The Financial requirement shall be submitted as per the format provided in Annexure

III.

16. Timelines

Design and Development of a virtual platform for presenting the Telangana State Energy

Conservation Awards-2020 on December 20, 2020 should be completed in all aspects by

November 20, 2020 and the firm should support TSREDCO during the complete event on

20.12.2020. A draft developed platform shall be presented on November 16, 2020 to

TSREDCO. TSREDCO will suggest changes, if any, on the online platform.

17. Rights of TSREDCO

TSREDCO reserves the right to accept or reject any proposal, and to annul the process and

reject all proposals at any stage, without thereby incurring any liability to the affected

Respondent(s) or any obligation to inform the affected Respondent(s) of the grounds for

such decision. TSREDCO will select the firm based on the Qualifications & Experience in

the field as per the supportive documents provided by the applicant and lowest quoted

financial requirement. However, VC & MD, TSREDCO has rights to select desired firm,

from the applications received, for the successful completion of TSECA-2020 Awards

Distribution.

18. Applicable Law

The Contract shall be interpreted in accordance with the laws of the Union of India.

19. Settlement of Dispute

i. If any dispute of any kind whatsoever arises between TSREDCO and Successful

bidder in connection with or arising out of the contract including without prejudice to

the generality of the foregoing, any question regarding the existence, validity or

termination, the parties shall seek to resolve any such dispute or difference by mutual

consent.

ii. If the parties fail to resolve, such a dispute or difference by mutual consent, within 45

days of its arising, then the dispute shall be referred by either party by giving notice to

the other party in writing of its intention to refer to arbitration as hereafter provided

regarding matter under dispute. No arbitration proceedings will commence unless such

notice is given. Any dispute in respect of which a notice of intention to commence

arbitration has been given in accordance with respective clause shall be finally settled

by arbitration.

iii. In all other cases, any dispute submitted by a party to arbitration shall be heard by an

arbitration panel composed of three arbitrators, in accordance with the provisions set

forth below.

a) The TSREDCO and the Contractor shall each appoint one arbitrator, and these

two arbitrators shall jointly appoint a third arbitrator, who shall chair the

arbitration panel. If the two arbitrators do not succeed in appointing a third

arbitrator within Thirty (30) days after the latter of the two arbitrators has been

appointed, the third arbitrator shall, at the request of either party, be appointed by

the Appointing Authority for third arbitrator.

b) If one party fails to appoint its arbitrator within thirty (30) days after the other

party has named its arbitrator, the party which has named an arbitrator may

request the Appointing Authority to appoint the second arbitrator.

c) If for any reason an arbitrator is unable to perform its function, the mandate of the

Arbitrator shall terminate in accordance with the provisions of applicable laws as

mentioned in Clause (Applicable Law) and a substitute shall be appointed in the

same manner as the original arbitrator.

iv. Arbitration proceedings shall be conducted with The Arbitration and Conciliation Act,

1996. The venue or arbitration shall be Hyderabad.

v. The decision of a majority of the arbitrators (or of the third arbitrator chairing the

arbitration panel, if there is no such majority) shall be final and binding and shall be

enforceable in any court of competent jurisdiction as decree of the court. The parties

thereby waive any objections to or claims of immunity from such enforcement.

vi. The arbitrator(s) shall give reasoned award, notwithstanding any reference to the

arbitration herein, the parties shall continue to perform their respective obligations

under the agreement unless they otherwise agree.

vii. Cost of arbitration shall be equally shared between the Successful bidder or Contractor

and TSREDCO

20. Language

All documents related to tender shall be English Language. The contract agreement and all

correspondence between the TSREDCO and the bidder shall be in English language

21. Other Conditions

The Successful bidder shall not transfer, assign or sublet the work under this contract or any

substantial part thereof to any other party without the prior consent of TSREDCO in writing.

The Successful bidder shall not display the photographs of the work and not take advantage

through publicity of the work without written permission of TSREDCO.

The Successful bidder shall not make any other use of any of the documents or information

of this contract, except for the purposes of performing the contract. TSREDCO may invite

the L1 bidder for further negotiations.

22. Evaluation of Technical Bid

The bidder should present a presentation on concept of virtual platform with respect to the

scope of work at TSREDCO HO as mentioned in the Bid information sheet. Based on the

Presentation of concept, the bidder’s technical bid will be evaluated.

23. Evaluation of Financial bid

Bids qualifying in Technical Evaluation shall only be evaluated in this stage. Financial Bid

of the Qualified Bidders shall be opened in presence of the representatives of such Qualified
