Dear members and officers of the NACE EAPA,

Time is passing and it is already near the end of 2014.

Quite a lot of activities and achievements have happened in the EAPA this year. The three major events were successfully held in May, September and November: SINOCORR, the EAPA Conference, and CORCON. Bring on the Heat (BOTH China), was also held for the first time in China. The NACE International Measures of Prevention, Application, and Economics of Corrosion Technologies (IMPACT) study has made progress in the EAPA by involving China, Japan, India, Australia, and Malaysia.

Thanks to all your contributions and support, EAPA has become the biggest of the eight NACE areas around the world.

In the incoming year, there will be more activities for your attention. Please refer to the EAPA Activities/Courses Master Calendar to see if anything interests you. You can also contact your local sections to get involved.

“It’s time to adopt a zero tolerance approach to cor-rosion, in the same serious-

ness we should be attacking cancer or corruption,” said Mr .Ananth Kumar, union minister for Chemicals and Fertilizers, Government of India, speaking at the Special Plenary Session at CORCON 2014 in Mumbai in November. “In fact, I was sur-prised when I learned about the enormity and economics of cor-rosion!”

According to a recent re-port by the World Corrosion Organization, the annual corro-sion cost is approximately $2.5 trillion, or 3-4% of the global Gross Domestic Product (GDP). In India alone, the loss on ac-count of corrosion is estimated at around $67 billion (over Rs 4 lakh crore). “Even if we save 10% of the amount we lose because of corrosion, the figure would be enormous,” Said Kumar.

Kumar said, “Our Prime

Minister has laid great em-phasis on ‘Make in India’ with ‘Zero Defect’ and ‘Zero Effect’ on the environment. Keeping this in mind, we should work toward manufacturing prod-ucts and infrastructure that are corrosion-free.”

He said that it is important we make corrosion planning compulsory in all infrastruc-ture projects and just as we say a product is ‘energy efficient’ or ‘fuel efficient,’ we should also be able to say the product is ‘corrosion control efficient.’ “Corrosion management will facilitate the manufacturing sector to enhance its competi-tive edge in the global market. Corrosion control should be-come an integral part of good manufacturing practices.”

The need for standardization and set parameters for corrosion control, the need to make corro-sion auditing a mandatory re-quirement for industry, and the

need for coordination between the operation and maintenance departments toward corrosion mitigation were some of the is-sues Kumar highlighted. He said that with the use of the right materials and proper mainte-nance, for example, a pipeline with three-year longevity can extend to 15 years. “This is what we need to achieve,” he said, em-phasizing renewed research and development in inventing envi-ronmentally sustainable corro-sion control techniques.

Kumar said he was ready for an in-house task force on cor-rosion control in his ministry. Skill development was another area he emphasized. “For ex-ample, painters should know why they are doing a particu-lar job. The skilled and semi-skilled labor who are part of this should be aware that what they are doing is part of corro-sion control.” He also said that the government will be mandat-ing an institution—the Central

Institute of Plastic Engineering and Technology (CIPET)—to be part of this skill development program.

“Yes! We have to work hard to-ward what our minister has said,” noted Dr. Samir Degan, chairman of CORCON 2014, while speaking about the high-lights of the event. Dr. Degan said this conference was unique and unparalleled in many ways. “In fact, this was the first time that CORCON has been as-sociated with the Ministry of Heavy Industries, Ministry of Chemical and Fertilizers, Federation of Indian Chambers of Commerce and Industry (FICCI), the United States Department of Commercial Services, and others in various ways.”

Besides plenary talks, keynote lectures, and invited lectures, there were around 200 contribu-tory oral and poster presenta-tions in 15 technical symposia attended by over 800 delegates

from across the globe, noted Dr. Samir. “This year too, we had an exclusive student session and besides the technical sympo-sia, eight technical interactive forums were also organized on relevant issues.”

Organized by the NACE International Gateway India Section (NIGIS), CORCON 2014, now into its 21st year, was held at Hotel Grand Hyatt, Mumbai, November 12–15, 2014. An exclusive ex-hibition area featured over 60 participants showcasing their latest products and included fiber reinforced polymer and U.S. pavilions.

Earlier, at the inaugural function, Chief Guest Mr. Sekhar Basu, direc-tor, Bhabha Atomic Research Centre, Mumbai, said: “With improved cor-rosion management techniques, it is important that we extend the life of aging assets. For example, the cost to generate one kW of power works out to Rs 5 at a new nuclear energy plant, whereas at old ones like at Tarapur, it works out to only 90 paise

per kW. So, the more we extend the life of an asset, the more we save.” Dr. Basu was also emphatic that cor-rosion management must start at the design stage. Guest of Honor Mr. B. Narayan, group president, Reliance Industries Ltd., felt that a subject on corrosion must be introduced as ba-sic education in schools.

In addition, as part of the India/United States commercial dialogue on corrosion, NIGIS hosted Mr. Arun Kumar, Assistant Secretary of Commerce, U.S. Government and Mrs. Mugdha Sinha, di-rector, Ministry of Commerce, Government of India. This dialogue focuses on strategies, standards, and regulations to enhance coop-eration between the two nations to reduce the cost due to corrosion in both economies. Toward this ef-fort, NIGIS, along with FICCI, will be drafting a white paper in the next few weeks to take the dialogue forward.

Every year, NIGIS Corrosion Awareness Awards are presented to honor and respect individuals and institutions for their contributions

to corrosion awareness and develop-ment in the field of corrosion science and technology in India.

This year, the awards were as follows: Excellence in Corrosion Science and Technology in Research and Education, Dr. R. Vedalakshmi, CSIR – Central Electrochemical Research Institute, Karaikudi; Distinction in Corrosion Science and Technology in Industrial Organization, Dr. P. Saravanan, Steel Authority of India Ltd., Ranchi; Distinction in Corrosion Science and Technology in Research and Education, Mr. Sunil Kumar Dayarambhai Kahar, M. S. University of Baroda, Vadodara; the Student Award for PhD Degree to Dr. K. Rajesh Kumar, Indian Institute of Technology—B ombay, Mumbai and Mr. Jagadeesh Sure, Indira Gandhi Centre for Atomic Research, Kalpakkam; Student Award for M Tech, Mr. Dinesh Bapurao Balgude, Institute of Chemical Technology, Mumbai; Meritorious Contribution in Industrial Organization, Dr. Sunil Kumar Chaudhary, Road Construction

Dept., Dharbhanga; Meritorious Contribution in Research and Education, Mr. Indranil Chattoraj, National Metallurgical Laboratory, Jamshedpur and Prof. S. Rajendran, RVS School of Engineering and Technology, Dindigul; and the Excellent Laboratory Award, CSIR—S tructural Engineering Research Centre, Chennai, and Welspun Corp. Ltd., Bharuch.

The Lifetime Achievement Award was conferred on Mr. S.P. Rao, who served as chairman and manag-ing director of Gail (India) Ltd., the largest gas transmission company in India, for his exemplary efforts in supporting the development of NIGIS and for his vision that has contributed to outstanding growth of the oil and gas industry, including corrosion-control and mitigation technologies in India.

Representatives from China Sections Gather for Quarterly Meeting

This third quarterly meeting of NACE sections in China was held on Octo-ber 17, 2014 at the Shanghai Section

Beijing office in conjunction with section officer training. Fifteen representatives from six sections, as well as the China student sec-tion, attended the meeting. The Lanzhou Section couldn’t make the meeting, but en-gaged in a follow-up briefing with NACE members and during the section officer training.

Bei Gu, who represented the NACE China office, gave a presentation to the audience on the section operation manual and section investment fund. She went through all key points in detail, making sure the contents were well understood. As a result, everyone gained a clearer picture of these operations and concluded that the training would help them better conduct section activities.

Each section reported on their work and plans during the meeting:• Shenyang Section—had a one-day mem-

bers technical exchange with a cathodic protection (CP) instructor; are in the process of cooperating with the Pipeline Storage and Transportation Technical Committee of China Petroleum Society on planning training classes, standards trans-lation, and technical exchanges events.

• Tianjin Section—had a technical seminar co-organized with Tianjin University, pro-moting NACE among university students; are assisting members in participating in NACE members’ year-end events orga-nized by the NACE China Office; are plan-ning on organizing a training class.

• Shanghai Section—Organized SINOCORR; conducted a Pipeline Corrosion Integrity Management (PCIM) class after SINOCORR, planned NACE members’ year-end events or-ganized by the NACE China office; are plan-ning on conducting CP interference classes, PCIM, direct assessment (DA), etc. They have included these plans in the EAPA master calendar.

• Xi’an Section—planned a year-end event together with the NACE China office for NACE members in northern China; has designated a person specifically in charge of NACE activities.

• Guangdong/Hong Kong Section—had meetings with NACE Coating Inspector Program (CIP)-certified members for planning on setting up a CIP certification holders association (council) that was of-ficially inaugurated on November 8 in Shanghai; organized section members to visit the Taiwan Section for exchanging section works and visiting companies in Taiwan; will organize more section ex-change activities with the Xi’an Section next year.

• Students Section—due to students who graduated during the summer, the China Student Section’s membership has been re-duced, but the student section has recruit-ed over a dozen of new student members; has supported SINOCORR with event registration and on-site services.

• The Beijing Section didn’t get a chance to report due to scheduling conflicts, but did get exchange information with other sec-tions during lunch.

Issues that need to be resolved include:

1. Chinese information available to mem-bers—the NACE China office updated section representatives that the NACE

Chinese web site is in the process of constructing, and will be online later this year; magazines like Materials Performance (MP) and CoatingsPro are needed in Chinese for members.

2. Members contact information—most of all sections reported they can’t get in touch with members due to inaccurate contact information.

3. Training classes—sections like the Shenyang Section and Lanzhou Section, which are hosted by a state-owned com-pany, are encountering problems of wir-ing money directly outside the country, and we’ll further discuss this with the education department and sections.

4. Sections assisting members/certifica-tion holders to renew membership and certifications – sections in China are not officially registered due to the limitation of Chinese law, except for the Guangdong/Hong Kong Section (which is legally registered in Hong Kong). This creates the following problem: they can’t issue official receipts which are re-quested by members when sections help members /certification holders renew membership/certifications.

NACE China—WeChat

The NACE China office would like to share ex-citing news with you

on the launch of the ”NACE China” official account on WeChat (in Chinese: Weixin), a mobile text and voice mes-saging communication tool similar to Twitter. Using We-Chat we are able to publish news, make announcements, post pictures, and get feed-back directly from members. It opens a brand-new way for us to connect with members in China, anywhere and any-time.

According to the Global Web Index, WeChat is the fifth most used smartphone appli-cation worldwide, with over 300 million people currently using it.

This month marks the 2nd anniversary of the NACE China office. Over the past two years, we’ve been striving

to bring quality service to NACE members on the ground by connecting with them via events, technical exchange activities, and regular visits to companies and classes, etc. In order to keep close contact with members and learn members’ needs quickly, we’ve been using WeChat’s personal account to communicate with a NACE Coating Inspector Program (CIP) member group and cathodic protec-tion (CP) member group. Now that we have the official account, more and more people in China will learn about NACE International, and we’ll get to connect to more people in and beyond the corrosion community.

With the joint efforts of our NACE community members, we know we can achieve continuous successes!

It has been an excellent journey being part of NACE International over

the past four years. I am ex-tremely grateful and humbled by the oppor-tunity to have come a long way with NACE. It has most definitely been a pleasant and rewarding journey! NACE has provided me many opportunities to bolster my profes-sional development over the years. The orga-nization’s resource base (in regards to materi-als) is a significant asset that I frequently use. I feel that being a member of NACE gives me an advantage in gaining knowledge. It is truly my privilege being part of this worldwide pro-fessional organization and I look forward to more exciting years with NACE!

country losing about ₹7,000 crore a year due to corrosion/rusting, the Government plans to prescribe new regula-

tions to reduce such losses by adopting the best practices followed in the United States.The Joint Secretary in the Commerce Ministry will hold an interaction on Friday with Arun M Kumar, Assistant Secretary for Global Markets, US Department of Commerce, and Dr Samir Degan, Chairman, National Association of Corrosion Engineers, the US-based body that works closely with the Government on regulatory issues.

Government EngagementThe meeting followed the recent visit of Prime Minister Narendra Modi to the US. Modi has sought US President Barack Obama’s intervention for a Government-to-Government engagement to evolve a policy in India for bringing down loses due to corrosion.Speaking to BusinessLine, Dr. Degan said the outcome of the interaction at the joint secretary level would be recorded and circu-lated to all the Ministries for framing a com-prehensive policy for different industry.“The awareness on loss due to corrosion is high among the oil and gas sector and to an extent in the infrastructure space,” he said.NACE, which was founded in 1943, has laid down industry-wide quality standards which are being considered by different

countries to be incorporated in the regula-tion. It also conducts certification pro-grammes for engineers and provides solu-tion at the project designing stage to tackle issues on corrosion.The recent gas pipeline blast of Gail at Kakinada has led to more oil and gas compa-nies taking the issue of corrosion more seri-ously. India has a gas pipeline network of 35,000 km and is in the process of building another 20,000 km – pipeline. A small hole in a gas pipeline can cost about $4 billion and priceless human lives if it is not rectified at the right time, said Degan. utive at her previous job before joining NACE International. Othman has nearly eight years of working experience in administration. She is always eager to learn new things. She enjoys travelling, reading, making new friends, going to the gym, and, beginning at age seven, rep-resented her state in the Gymnastic Artistic competition for over a decade.

NACE Section Technology Advisory Groups Formed in China

The first NACE International Technical Coordination Commit-tee (TCC) Section Technology Advisory Group (STAG) meet-ing was successfully held in Beijing on May 22, 2014, as a part of

the NACE SINOCORR 2014 conference.

In order to effectively involve all countries in NACE standards devel-opment and technical activities, the TCC has come up with the idea of forming STAGs. STAGs are similar to the TCC Specific Technology Groups (STGs) in structure, but are customized and adapted to specific technical situations in different countries outside the United States The new STAGs will foster the globalization of corrosion technologies and standards, and thus play a significant role in the economic develop-ment in corrosion-related industries. By presenting the opportunity to confer in local languages, STAGs will greatly improve the efficiency of technical communication and standards development.

Past TCC Chair Brian Saldanha provided an introduction to the meet-ing covering the conception, scope, aims, functions, and regulations of STAGs. The attendees had a productive discussion on developing STAGs in China. The group also studied NACE TCC/ISO TC 156 during the meeting. Two STAGs were founded: a STAG focused on the chemical industry, led by Dr. Henry Ye of Dupont and Prof. Zheng Wenlong of Safetech Research Institute; and a STAG on coatings, led by Tiger Cheng of Sherwin-Williams. More STAGs will be formed in China in different industrial areas in the near future.

各种技术活动和标准制定中来,最新提出了有关STAG(Section Technology Advisory Group)

的机构设置和发展。并且,NACE TCC(技术协调委员会)于2014年5月22日上午9:00-12:00 ,借助SINOCORR 2014会议之机,召开了NACE TCC STAG会议,介绍STAG的机构概念、工作范围、工作目标、运作规则以及各种利益内涵。

STAG 类似于NACE 的STG(Specific Technology Committee), 将来STAG 可以与STG 直接对接。这个新的举措,对于促进腐蚀学科和腐蚀控制技术领域的交流,推动NACE 标准制定更加反映全世界不同国家和地域、不同技术特点,更加公正客观将具有巨大的推动作用。这一举措对于促进腐蚀科学技术全球化,促进腐蚀技术相关经济发展进步将会起到越来越明显的作用。当然也会对我们国家的腐蚀技术和腐蚀公司走向世界起到巨大的促进作用。还有一个明显的作用是在世界各地成立STAG,将有助于消除语言障碍,使得技术交流和标准制定的效率将会更高。

本次STAG会议上,NACE TCC国际事务委员会主席Brian Saldanha介绍了TCC和STAG,并与参会者探讨了STAG在中国的发展,具体运作计划,以及展开NACE TCC/ISO TC 156的研讨。

2014 EAPA Conference Draws Hundreds to Bali

The first part of our cathodic protection (CP) journey in Korea took us through hilly terrain to the KOGAS Institute of

Safety and the second part was across modern highways to the US Air Force Base in Osan City.

At the institute, Bob Phang and Charlie Henderson facilitated the in-house CP certi-fication course—a requirement for engineers, managers, and field technicians involved in gas sales throughout Korea. The enthusiasm of these hard-working students, with the scenic mountains as a backdrop, leaves a lasting im-pression of high standards in education com-bining CP for gas pipeline integrity and safety in operations.

In the next story at the US Air Force Base, CP Instructors Bob Phang and John Chase trained the military sergeants, majors, and armed guards alike, under tight security for a Secret CP007 Mission. We did the job well, as reflected by the questionnaire evaluations returned from NACE headquarters in Houston, Texas.

Sun, sea, sand, and beach – the per-fect location for one of the most important conferences in the East

Asia and Pacific Area (EAPA). This year’s NACE EAPA Conference was held at the Nusa Dua Convention Cen-ter in Bali, Indonesia, September 2-4.

The event was organized by the Indonesia Jakarta Section, led by Pak Sjarief Kusumanegara and Energy Nusantara. Together with the Area Conference Organizing Committee (ACOC), they managed to secure more than 300 participants from 13 coun-tries, 50 presentations, and 20 booths.

The ACOC coordinated several im-portant meetings during the confer-ence. Events included the NACE EAPA Board of Trustees meeting, a press conference, and meetings with both the Ministry of Defense and Ministry of Industry Indonesia. Additionally, the committee set up a student chap-ter with the University of Udayana

and allotted time for Elaine Bowman, past president of NACE, to speak on the NACE International Measures of Prevention, Application, and Economics of Corrosion Technologies (IMPACT) study.

This year’s event was attended by mem-ber leaders from NACE International, including four presidents (past and present); Dr. Harvey Hack, Ms. Elaine Bowman, Mr. Tushar Jhaveri and Mr. Mark Byerley. Four EAPA directors attended (past and present); Mr. Bob Phang, Ms. Michelle Lau, Mr. Tushar Jhaveri, and Dr. Samir Degan. NACE Chief Executive Officer Bob Chalker and Chief Global Officer Del Doyle were also in attendance.

Throughout the span of three days, the conference covered topics ranging from corrosion prevention methods stan-dardizations, labor competency issues,

aging infrastructure in relation to cor-rosion in Indonesia, material selection, best practices in corrosion mitigation, the IMPACT study, and more. Tokens of appreciation and certifications for speakers and sponsors were given out as well to thank them for their support and their extensive knowledge of the corrosion control industry.

Social and networking events included the opening ceremony, done elaborate-ly with traditional Balinese dancers, and the Gala Dinner with the Kecak Dancers. At the Gala Dinner, Dr. Samir Degan and Dr. Hiroyuki Tanabe were given an award for their achievements to date and their contributions to the NACE EAPA. It was presented by Past Presidents Mr. Tushar Jhaveri and Mr. Mark Byerley, respectively, and was an absolute surprise for the honorees.

The NACE EAPA Conference has re-ceived extensive feedback from par-ticipants, sponsors, and speakers. We would like to note that the feedback is greatly appreciated and hope that all is-sues have been resolved. The conference seeks to be the number one platform in the EAPA for sharing and exchanging technical information and experiences, in the spirit of protecting people, assets, and the environment from corrosion. We are looking forward to continuing the successful EAPA conferences with participation from more NACE mem-bers and professionals within the re-gion and beyond.
