The family of 24 year- old Ms.Beauty Chauke-Dlamini, who diedat Dr. George Mkhari Hospital after
giving birth to a baby boy 15 days earlier,through a Caesarean Section, is disputingthe post mortem results and called on thehospital to accept responsibility over theirdaughter's death.
The deceased's irate mother, Mrs.Dorah Chauke has called post mortem bythe hospital a sham and accused thehospital nursing staff of trying to concealthe cause of her daughter's death to protecttheir jobs.
The post-mortem result in possessionof Chauke states that her daughter died as aresult of Cavernous Sinus Thrombosis. Onthe contrary Chauke is adamant herdaughter died as a result of an unstitchedCaesarean Section wound on her lowerabdominal.
“We want closure and we cannot get ituntil those who are responsible for herdeath are brought to book. As a family wecannot heal before they accept that ourdaughter died as a result of negligence ontheir part.

published a story about theevents leading to Chauke's death.At the time Chauke-Dlaminimaintained that her daughter neverhad any problems during the termof her pregnancy.
She said she was taken by
surprise twelve days after herdaughter gave birth when shesuddenly collapsed and startedcomplaining about blurry eyes,headache and her feet going numb.
The hospital head of PublicRelation, Ms. Nolo Bashe, said shecould not comment on Chauke'sclaims until she gets a report fromthe hospital Clinical Director.

THE SOUTH African NationalCivic Organisation HammanskraalZone protest march to deliver amemorandum to the TshwaneMunicipality in connection withallegations of nepotism in thebuilding of a new R600m waterreservoir in Temba was thwartedby the South African PoliceServices and Metro police.
Spokesperson for the Tembapolice, Lieutenant Sarah Lesabane,confirmed that the march wasprevented from taking placebecause the civic movement'sr e q u i r e m e n t s f o r g e t t i n gpermission for the march were notmet.
On the contrary, chairperson ofthe Sanco branch (New Eersterus)Mr. Moses Moyo said hisorganisation had gone through allthe necessary processes in seekingpermission for the march. “But alaswe were disappointed on the lastminute. The municipality hadalready given permission to ANC
councillors to march.”There have been sporadic
protests, mostly illogical, in Tembarecently where some projects hadto be stopped including the workon the water reservoir.

Politics halt R600mwater reservoir
SOUTH AFRICA'S unemployment rateincreased to 25.6% in the second quarter of2013, Statistics South Africa (Stats SA)said on Tuesday.
Briefing reporters at the release of theQuar ter ly Labour Force Survey,Statistician General Pali Lehohla said a netgain of 100 000 jobs was seen inemployment in the second quarter. This,however, was offset by a 122 000 increasein job-seekers.
“As a result, the unemployment rateincreased by 0.4 of a percentage point to25.6%,” said Stats SA. South Africa'sunemployment rate was 25.2% in the firstquarter of the year, following a decline inthe fourth quarter of 2012.
According to the report, there were 4.7million people aged between 15 to 64 yearsthat were out of work, while 13.7 millionpeople aged between 15 and 64 wereemployed. The formal and informal non-agricultural sectors showed growth of 1.1%and 1.4% respectively in the secondquarter.
Construction, trade, finance and otherbusiness services were the biggestcontributors to the 100 000 net gain inemployment in the second quarter, withconstruction gaining 62 000 jobs and tradegaining 52 000. The gains in trade followon five successive quarters of job losses.
Private households and agriculture lostjobs in the second quarter, while thenumber of discouraged work seekersincreased by 35 000 after rising by 73 000in the first quarter. Deputy DirectorGeneral for population and social statisticsat Stats SA, Kefiloe Masiteng, said thatwhen households were facing difficulttimes, elementary jobs were the first to go.
Lehohla said the results showed thathaving a tertiary qualification increasedone's chances of getting employment. This,as the unemployment rate among graduateswas at 5.2%. For those who held a tertiarydiploma or certificate, their unemploymentrate was reportedly at 12.6%, while it wasat 30.3% among those without grade 12. –SAnews.gov.za

THE NEWLY appointed MEC for LocalGovernment and Traditional Affairs in theNorth West, Ms Manketse Tlhape, isalready experiencing a throbbing headachein her dealings with three of the province'smunicipalities which were recently placedunder administration.
The Matlosana, Maquassi Hills andDitsobotla local municipalities are set on acollision course and defied a directive towork with a team of administrators appointedto intervene in the governance of themunicipalities.
During a media briefing recently inMahikeng, Tlhape acknowledged that thethree municipalities have been experiencing“governance and administration challengesfor some time. These challenges intensifiedafter the 2011 Municipal elections”.
The MEC said that in Matlosana theadministrator was not introduced because themunicipal Manager indicated that he wasinstructed by his Executive mayor not toallow the administrator into the municipalpremises, therefore the administrator and histeam was never introduced to date.
“The municipality wrote numerous
letters to the Department (copying Premier)indicating that they intend to object to theintervention and that they will take legalaction if the Provincial EXCO does notrescind the resolution. The departmentresponded to that effect, indicating that thedecision by the EXCO still stands and theywere advised to cooperate. However thesituation remains the same”, added the MEC.
Maquassie Hills Municipality, accordingto Tlhape, the administrator and his teamwere introduced to the Mayor and MunicipalManager as planned. The mayor expresseddispleasure about the intervention, howeverpromised to cooperate.
“The full team of the Administratorstarted to work in the municipality on the 15April 2013. Thus far the intervention isproceeding relatively well and thedepartment monitors progress on a monthlybasis”.
Whereas at the Ditsobotla Municipality,the administrator was introduced to theMayor but the Municipal Manager was notavailable. “The Premier in consultation withthe Provincial ANC leadership resolved thatan assessment be conducted in DitsobotlaLocal Municipality before the actualimplementation of the intervention.

Eskom has moved in swiftlyto allay fears of possibleload shedding in Gauteng
this winter. This is despiteacknowledging that the nationalpower grid is under pressure tomeet the recent increase in demandfor electricity supply.
Speaking at Morula Sun Hoteland Casino recently, Eskom SeniorCustomer Services OperationManager, Mr. Tito Zwane called onthe nation to use electricitymoderately to avoid exerting morepressure on the already strainednetwork.
“I am aware that there has beenincidents where residents havebeen left with no electricity, thishas not been deliberate. Thesudden cold in the province has
seen demand for electricityincrease quite sharply over the lastcouple of days.”
“This has led to an increase inpressure on the already strainedpower grid, particularly in theevening peak hours of 17h00 -21h00. This is when most peopleare at home and have their stoves,geysers, heaters, lights switched onsimultaneously. We call on all ourcustomers to switch off non-essential appliances during theevening peak time to ensure thatour system performs at its bestthroughout this cold season,” saidZwane.
Zwane said Eskom as put inplace plans to keep light on thiswinter to ensure that nobody is leftin the dark.
“This year we have decided todo things differently from the
previous years. In the past we usedto reduce planned maintenance tominimum during the seasons. Wedid that to ensure maximumcapacity to meet high demand forelectricity. This year we are goingto carry on with essentialmaintenance work to ensure ourpower stations are reliable and canmeet the demand,” said Zwane.
He slammed the illegalconnections of electricity andvandalism of infrastructure as themain cause of load shedding.
“Such activities not onlybenefit a few individuals at theexpense of the majority butendanger the lives of the innocentpeople. We will continue to engagewith community leadership andlaw enforcement agencies to tryand curb such activities,” hefurther said.

AN ENRAGED Brits man aged44 is behind bars for killing hisfriend after the deceased hadallegedly made advances on hisgirlfriend. The incident happenedat Oukasie Phase 1Section in theNorth West Province recently.
According to police reports,the trio were sitting outside at thesuspect's place warding-off thewinter chill with a fire when thedrama unfolded. It is said whenthe suspect went inside his house,the deceased proposed love to hisgirlfriend, and she unreciprocatedhis advances.
Upon the suspect's return, hisgirlfriend informed him about hisfriend's advances. He cautionedhis friend, but his warning fell ondeaf ears. Police reports state thatt h e d e c e a s e d b r a z e n l ydisrespected his friend andcontinued to make advances onthe woman and even went to theextent of touching her thighs.
A fight ensued between thepair and the suspect hit thedeceased with a wood they werestoking the fire with, all over hisbody and the deceased fled thescene, upon arriving at hisresidence the pains from theinjuries sustained were tooexcruciating for him so anambulance was called he wasrushed to Brits District Hospital,where he was declared dead onarrival.

Talane said; “All suspectsarrested are aged between 19 and56. The successes are due to theinformation that was supplied tothe police by the communitymembers, who are willing to worktogether with the police to stopc r ime in our communi typrincipally through communitypolicing.”
Talane further stated that;“Police would still like urgemembers of the community tocome together in unity to makesure that any information theyhave relating to crime should besupplied to the police, then thepolice will make sure that theinformation is used fruitfully byfollowing necessary steps in orderto bring down crime in ourcommunity.”

Mokhotsoane passed awayon July 28 2013 aftersuccumbing to injuries hesustained in a motor vehicleaccident about a month ago. Itis understood he was travellingto Botswana at the time of theaccident.
Speaking during the
memorial service held in hishonour at the BoikhutsongC o m m u n i t y H a l l , M r sS h o c k e y M o u k a n g w edescribed the late chief as aselfless and brave man whohad his community at heart.
“Chief always preachedunity, ubuntu and respect toanyone who cared to listen. Wehave lost a great leader whohad a visions and ambitions tob e t t e r t h e l i f e o f t h ecommunity he led”.
Mokhotswane was born inOnderstepoort in 1959. Hestarted his schooling atOnderstepoort Primary School
but could not complete hisstudies due a spiritual calling.He founded various businessesand served as an Archbishopfor the Presby BethesdaChurch.
He was ordained as a tribalchief of the Amandele-a-Lebelo- Moletlane in 2009. Hewas buried at the Nina Parkcemetery.
Mokhutaswane played aninstrumental role in theestablishment of variousr e s i d e n t i a l a r e a s i nSoshanguve and Winterveldtareas.

The North West state ofeducation got a faith liftwhen the National Interfaith
Council of South Africa (NICSA)signed a pledge to support theQuality Learning and TeachingCampaign (QLTC) which isconducted by the North WestDepartment of Education at a twodays workshop held at Rustenburgrecently.
Delegates from all the fourdistricts of the province to attended
the workshop. It was the first timefor the department to interactdirectly with the religious leadersf r o m t h e d i f f e r e n t i n t e r -denominational grouping underone roof.
The signing of the pledgereiterated the call made byPresident Jacob Zuma during theState of the Nation Address earlythis year that, “Education is thesocietal matter and a prioritynumber one”.
“The campaign strives to bringinto reality the delivery of qualitylearning and teaching through acollaborative effort betweenstakeholders such as Faith BasedOrganizations, Teacher Unions,School Governing Bodies ,Teachers, Parents, Learners,Community members, TraditionalLeaders and business sectors. Thecampaign was the results of anunderstanding between thedepartment of education and
Teacher Unions to build on qualityof education.”
Bishop Daniel Matebesi, of theNational President of NICSA, said“Our role is to ensure that theQLTC becomes a success. It is thedepartment who removed religiousstudies in some schools. Thedepartment is the one to be blamed.This removal was wrong becausethe children do not have valuestoday.
“Every time when schools re-
open, we usually visit them. Wehave been involved in theeducat ion of our chi ldrenvoluntarily even before the QLTC.We have also realised that oureducators have lost their moraledue to the behaviour of children inour schools. We want to declarethat as from today we are going tobe motivators of the schoolcommunity. We are going tomotivate spirits of the educatorsand learners in our schools”.

WHEN I MET Patrick Hlahla aroundthe late 70s little did I know that thiswould the beginning of a lastingfriendship. Hlahlha passed away thisweek and his untimely death was ashock not only to the media fraternitybut to a lot of people who knew him. Hewas a senior reporter for a smallcommercial newspaper based in theerstwhile Bophuthswana and becauseof the size of the publication we wereworking for he was an all rounderthough at that time he mainly reportedon sports.
He was one of the few reporters ofthat era who had his feet firmly on theground; never at any given time to beexcited by what his peers would say; “Iam working on a scoop”. What struckme most about Hlahlaha was his highstandard of reporting and integrity inhis work.
Always prepared to assist hiscolleagues and the newcomers to thenewsroom, Hlahla would alwaysdissuade those who thought reportershave a licence to write as they wishedwith total disregard for media ethics.“Yellow journalism will take younowhere my friend. Just stay true to thefacts”, would be Hlahla's advice whichbecame like a national anthem in thenewsroom.
I will not forget this one fatefulmorning when he came to my desk toinform me that he is being recruited by(Bra) Kenneth Lebethe of the PretoriaNews to join him. He left a vacuum notonly in the newsroom but also in myheart as I had grown fond of this youngman who had introduced me to hisparents, sister and girlfriend, Joyce,whom he would, later marry.

Hlahla was the former chairpersonof the National Press Club and a seniorreporter at the Pretoria News, havingcovered the metro beat for more thanten years. “Hlahla was a consummate,award winning journalist. He had timefor everyone in his life and he hashelped mentor a number of journalistswho have gone on to become stars in theprofession. Throughout this time heremained humble and a gentleman.
“We wish Joyce, his wife, andchildren God's strength at this difficulttime.We trust that his colleagues at thePretoria News will soldier on, knowingthat Hlahla would have wanted them tocontinue to uphold the higheststandards of reporting and integrity intheir work,” Charle said.

President Jacob Zuma hasannounced the names of the twonew universities government willbe building in Mpumalanga andthe Northern Cape.
The new university in theNorthern Cape will be named SolPlaatje University and the one inMpumalanga will be called theUniversity of Mpumalanga.
The announcement was madeat the Union Buildings in Pretoriaon Thursday.

Historically, Mpumalanga andthe Northern Cape have noinstitution of higher learning andth i s i s be l i eved to havedisadvantaged learners from theseareas and has caused a furtherstrain in the country's tertiary
institutions.In the last decade, SouthAfrica
has witnessed growth of over 50%in the number of enrolments.Numbers moved from 603 000students enrolled in 2001 to 935000 in 2012.
“ T h e b u i l d i n g o f n e winstitutions is designed to respondto this hunger for education andgive our youth an opportunity toearn the skills that would enablethem to lead this country infuture,” Zuma told reporters.
Zuma noted that the NationalDevelopment Plan, a nationalpolicy blueprint, envisages anincrease in higher educationenrolments from 17.9% in 2012 to25% by 2030.
“There is also a huge increasein the enrolment of our childrenfrom pre-school to primary andhigh school right up to tertiary
level. We are establishing theseinstitutions because we wantevery province in the country toprovide institutions of higherlearning.”
In 2010, the Minister of HigherEducation and Training BladeNzimande appointed two taskteams to investigate the feasibilityand possible models for theestablishment of universities inMpumalanga and the NorthernCape respectively.
The task teams engagedstakeholders in the provinces, and,taking into account provincial andn a t i o n a l n e e d s , m a d erecommendations on the type andsize of the two new institutions,including information on possiblesites for the institutions.
This year, the Finance Ministerallocated a budget of over R2billion for the establishment of theuniversities.
But Nzimande said onThursday government was in talkswith private sector companies,particularly those that do businessin the two provinces, to come onboard with additional funding.
“In fact, a few of them havecome forward and said they arewilling to make some kind ofcontribution. We ourselves havebeen very conscious of the factthat it's very important that thesecompanies come on board.”
Nzimande also said there was aplan to recruit academics fromoutside the country, particularlyfor those skills that may not bepresent in SouthAfrica.
He confirmed the first intakeof students will be in 2014 but willbe operating from old buildings,with the new university buildingsexpected to be opened in 2015.
“What this means is that theseuniversities are legal entities, theyhave names as required by law and

G O V E R N M E N T ' SSTRATEGIC motivation inowning state-owned companiesis still not recognised in policy,says Public Enterprises (dpe)Minister Malusi Gigaba.
“The challenge that we face isthat the Government's strategicmotivations in owning SOCs[state-owned companies] are stillnot explicitly recognised inpolicy.
“Consequently, the ExecutiveAuthority 's more detailedstrategic mandate and intentstatements to SOCs does not haveformal policy status,” Gigabasaid on Thursday.
Speaking at the Chairpersons'Forum which is a platform wherethe minister meets the Boardchairpersons of SOCs under hisoversight management, Gigabasaid that in a number of casessector policies are not alignedwith the strategic mandatesprovided to SOCs.
“In other words, it does nothelp if the policy departments arestill fundamentally prioritisingprivate sector investment at theexpense of enab l ing theachievement of the core strategicmandates of SOCs,” he said at theforum that is also attended bychief executive officers of SOCs.
G i g a b a s a i d t h a t t h ePresidential Review Committee( P R C ) o n S t a t e - O w n e dEnterprises was established toprovide greater policy certaintyr e g a r d i n g t h e r o l e a n dgovernance of SOCs and toprovide for the reconfiguration oftheir governance architecture.
In 2011, the PRC called on thepublic, government departmentsand organised business amongothers to make submissions thatwill contribute to the process ofreviewing SOCs. President JacobZuma established the PRC inr e s p o n s e t o t h e
acknowledgement that there is aneed to strengthen the role ofSOEs to ensure that they respondto a clearly defined publicmandate and support thedevelopmental state aspirationsof government. The report waspresented to Cabinet lekgotla inSeptember 2012 where it waswelcomed.
“Having adopted the PRCReport, Cabinet is soon to outlinethe process to implement theReport's recommendations. Weneed to make sure that weoptimise this process and put inplace a rigorous mechanism toalign policy in general, but sectorpolicy in particular, with thestrategic mandates that are givento SOCs,” said Gigaba.
The report covered severalareas, including the role of SOCsin a developmental state,governance and ownership.
“Until this is achieved, wewill effectively be swimmingagainst the current. Over the lastfew years the department has putc o n s i d e r a b l e e f f o r t i n t oconstructing a shareholdermanagement model that aims toenable us to find the right balancebetween ensuring the financialsustainability of the SOCs whilstoptimising their developmentalimpact,” explained Gigaba.
Additionally SOCs needed toplay a more central role inrealising the objectives of theNational Development Plan(NDP). The plan identifies sixpillars that underpin efforts toeliminate poverty and reduceinequality that include raisingeconomic growth, promotingexports and making the economymore labour absorbing.
“We need to interrogate howthe SOCs can play a more centraland effective role in realising theobjectives of the plan,” saidGigaba. - SAnews.gov.za

Speaking to at hisfarm in Block NN, Mundau saidthat he was amongst theunfortunate workers who wereretrenched in 2008, after servingten years as a construction worker.
“Me and my wife spent sometime doing odd jobs for the locals
just to keep food on the table forour four children. I saw anopportunity to grow “
afterrealising a huge demand for itamongst the locals. I spoke to thecommunity leader about theproject and they gave me thumbsup,” said Mudau.

“It took me three years toprepare my plot and now it is themost structured ranch in the area,which now I am planning to growother veggies. My son has beenvery helpful after school and onweekends he comes to the farm toassist with watering the gardenand making sure that they are ingood condition,” said Modau.

A64 year old Soshanguve retirednurse, Ms. Mary Makete, isc r e a t i n g a m a r k i n h e rcommunity through her love forplants. “Planting is an essentialsource for people and the world.As a pensioner and a retirednurse, I have developed a nurseryin my house, of which I plantdifferent kinds of trees andflowers as urban greeningimproves the pride of an e i g h b o u r h o o d a n d o u renvironment.” said Makete.
“I started Lshadie GreenCentre which is the name of mynursery in 2010. I did not haveany garden materials or capital tostart with. I started the nurserywith only two trees in my yard,”said Makete.
“I don't have to go and buyseeds for these plants from the
shops, my trees, flowers,vegetables and fruits are onlycuttings from my neighbours andfamilies. I don't spend anythingto grow my nursery,” saidMakete.

The occasion was graced byleaders from various churchstructures, political organisationsand local business owners from

The hospital Manager, Mr.Pieter Slabberts, said the hospitalwants to take a leading role byfostering a dialogue on communityupliftment agenda in a coordinatedmanner.

THE NORTH West ProvincialDepartment of Health has to date,initiated a total number of 6 342eligible HIV positive patients onnew Fixed Dose Combination(FDC) pill treatment since itsintroduction in April 2013 by theMinis te r of Heal th AaronMotsoaledi .
The number includes 2 882pregnant women and breastfeedingmothers, 3 229 new infections and231 patients that were switchedfrom the three drugs to FDC due toside effects or adverse events.
The Province is currentlyproviding antiretroviral treatmentto about 186 777 patients.
The new pill is a combinationof all three antiretroviral pills --emtricitabine, efavirenz andtenofovir. It is being administeredto all newly diagnosed patients thatare eligible to be put on ARVtreatment, pregnant women andHIV positive breastfeedingmothers.
The pill is easy to take, highlyeffective with fewer or no side
effects and it is in no way inferior totaking three individual drugs.
A significant number ofclinical health professionals in theprovince have already been trainedon the FDC to rollout to eligiblegroups in 315 health facilitiescurrently providing antiretroviraltreatment.
Health MEC Dr. MagomeMasike has expressed hiscontentment with the department'sprogress in rolling out FDC and isconfident that health officials willexecute the rollout due diligenceand communicate the rollout tot h o s e c u r r e n t l y r e c e i v i n gtreatment.
“The introduction of FDC willdefinitely improve adherence totreatment and reduce the risk ofpatient defaulting,” said Magome.

Thedecision meant that Brothers missout on the SAFA Second Divisionpromotional playoffs. The two wontheir respective streams and had toplay a playoff clash to determinethe overall winner to advance to thepromotional playoffs. WithBrothers leading 3-1, the game wasabandon with seven minutesremaining and it resulted into a

“We launched a protest but lostthe case at DC hearing but as wewere convinced that Dikwenaplayed a booked player, we thenappealed against DC decision andunfortunately we lost the caseagain. It was heart breaking for the
players especially considering thatin the first game we were leadingand there was no way they couldhave come back. Going to reply, wethought we will play only theremaining minutes but to oursurprise the game was played for90 minutes,” said Maluleke.
