Early Childhood Outcomes (ECO): Why Integrate them into the IFSP

Process? •  The 3 outcomes are a framework, a lens, for viewing

child functioning and planning intervention

•  Socially validated – reflect what we are trying to achieve

•  Functional

•  They’re integrated – emphasize the whole child

•  Flexible – not wedded to one particular assessment, curriculum, or level of child functioning

Early Childhood Outcomes (ECO): Why Integrate them into the IFSP

Process? •  More understandable, measureable individualized

IFSP outcomes

•  Families can tell when their children are achieving desired outcomes

•  Reinforces the assessment and planning cycle

•  Improves practice

•  Supports progress in the overarching areas that are central to Early Intervention

Early Childhood Outcomes (ECO): Why Integrate them into the IFSP

Process? •  Formatting evaluation and IFSP narrative in 3

outcome areas actually saves time & makes the discussion more meaningful for families.

•  Staff have entered into a stronger partnership with families, sharing the responsibility for the evaluation narrative with the families to provide the information that isn’t collected by the assessment tool.

“To enable young children to be active and successful participants during the early childhood years and in the future in a variety of settings – in their homes with their families, in child care, preschool or school programs, and in the community.”

Based on the ECO stakeholder process when identifying 3 functional outcomes

•  Still use the Decision Tree

•  Still use Curriculum-Based Assessments

•  Still frame “My Child’s Story” around the 3 ECOs

Different •  No COSF

•  No Separate Database •  No Assigning of KIDS IDs •  Specific Conversations with Parents

•  New ECO Summary Statements (no numerical value to rating)

•  New DBRF

•  Annual Process •  ITS – Unique Identifier

•  Initial IFSP

• Annual Reviews

• Exit •  Final meeting with families – Last visit

• Not an IFSP review

• Final Assessment of progress toward ECOs & IFSP outcomes

Early Childhood Outcomes (ECO): When/how will Integration into

IFSP Happen? •  Starting July 1, 2015

•  Through Web-Based IFSP – Automatically

•  Manually through the ITS Database

•  There will still be some overlap between OWS and the new process as you exit existing children from your program

•  We are working out details with KSDE to have continued access to the OWS system
