A total of 53,343 houses were damaged in Regions I, II, III, IV-A, IV-B, V, VI, and CAR (7,213 totally and 46,130 partially)

E. STATUS OF LIFELINES:

1. ROADS AND BRIDGES CONDITION (Tab E)

As of 6:00 AM, 11 October 2011 , DPWH Disaster Response Crew is continuously clearing more roads rendered impassable by landslides and other obstruction leaving thirty (30) road sections/bridges that remain impassable in Region II (7), Region III (13), and CAR (10) . The clearing of these roads are still underway.

While additional bridge components are being procured, alternate routes for roads closed due to collapsed or damaged bridges are already set-up by the DPWH District Engineering Offices of affected regions.

National roads that are impassable due to flood are being monitored and have been installed with detour signs, barricades, and other warning signs to guide the public.

F. STATUS OF DAMS (as of 6:00 AM, 10 October 2011)

The following dams opened their respective gates as the water levels reached their spilling levels: Ambuklao (1 Gate / 0.5 m); Binga (2 Gates / 1.4 m); Magat (3 Gates / 5 m); and San Roque (2 Gates / 1.5 m).

G. EMERGENCY INCIDENTS MONITORED (Tab F)

A total of 108 emergency incidents occurred in various regions affected by the typhoon.

II. EMERGENCY RESPONSE MANAGEMENT

The government, through the NDRRMC Member-Agencies, continues its relief and recovery efforts in disaster-stricken areas complem ented with their respective counterparts in the regions:

a. COORDINATION MEETINGS

• The NDRRMC convened at around 10:00 AM of 27 September 2011 that was presided over by the SND and Chairperson, NDRRMC and attended by all Member-Agencies. The Executive Secretary instructed the NDRRMC Member-Agencies to expedite relief and recovery efforts as well as the rehabilitation of the damages to properties incurred from Typhoon “Pedring”

• Another NDRRMC Meeting was held at 4:00 PM, 27 September 2011 to further discuss the effects of Typhoon “Pedring” and the appropriate actions to be undertaken by each member agencies.

• NDRRMC convened on 02 October 2011 at the NDRRMC Conference Room with His Excellency President Benigno Simeon C. Aquino III. It was presided over by Secretary, DND and Chairperson, NDRRMC Voltaire Gazmin and attended by NDRRMC Member Agencies and representatives from UNRCHC. USEC Ramos and other agencies briefed the President on the current situation and status of relief and recovery efforts being undertaken by concerned national and local emergency responders. One of the highlights of the meeting, were the issues raised by the President to wit:

a) Effective early warning system NGAs / LGUs to further intensify information dissemination campaign

b) Water dam discharge PAGASA to review current protocols related to water dam discharge

c) Mandatory evacuation PNP and AFP to look into the current guidelines and urged the public to immediately comply to such warnings

d) Shutting down of power lines NGCP to review present protocols and implement preventive measures

e) Alternative income for fisherfolks

DSWD to provide temporary source of income to fishermen during typhoons or similar disasters

The President assured the public that the Government is taking necessary actions and ordered the NDRRMC to review the current protocols and make necessary amends to address the shortcomings of the current system.

NDRRMC convened at 9:00 AM, 05 October 2011 at the Conference Hall of PAGASA, 2/F Amihan, Quezon City re Senate Inquiry of Dam Protocols and LGUs DRR governance. The meeting was presided by USEC Benito Ramos and was attended by Key Officials from PAGASA, NIA-CO, NPC, CPF, DOF, NWRB, MWSS, MWCI and OCD.

Final Planning Meeting was held at 4:00 PM, 05 October 2011 at the NDRRMC Conference Room re one (1) day conduct of NDRRMC-Humanitarian Country Team (HCT) Needs Assessment Mission in Bulacan and Pampanga areas affected by Typhoons “Pedring” and “Quiel”, to finalize the itinerary of Mission on 06 October 2011. Two (2) teams were organized with 1st group to proceed to Pampanga and the other group to Bulacan.

The Office of the Vice President of the Republic of the Philippines distributed relief goods in the municipalities of Apalit, Masantol, Candaba and San Simon on 06 October 2011 and in Macabebe, Lubao, Guagua, Minalin, Sta. Ana, Brgy. Pampang, Teresita, Amsik, and Malabamas of Angeles City, all of Pampanga on 07 October 2011, and on Oct 8, 2011, in Moncada, Camiling, Gerona, Paniqui, Sta. Ignacia, Pura, and Victoria, all of Tarlac Province .The AFP will provide one (1) ten-wheeler truck for use of OVP for the said activities.

b. ISSUED MEMORANDUM

NDRRMC issued Memo for Chairpersons, RDRRMCs I, II, IV-A, IV-B, V, VI, CAR and NCR on the Needs Assessment Guidance on Typhoons “Pedring” and “Quiel” in order to complement and sustain disaster response in terms of humanitarian assistance and recovery efforts.

DSWD pre-positioned standby funds and relief goods worth PhP75.399 Million in Regions I, II, III, IV-A, IV-B, V, Car and NCR: Standby Funds (PhP10.976 Million ) and Relief supplies (PhP64.423 Million )

To date, the government and NGOs had so far provided PhP125,897,720.49 worth of

relief assistance in terms of food and non-food items to the affected population in various affected regions out of the combined resources from the DSWD, LGUs, DOH and NGOs. Breakdown is as follows:

DSWD released an additional PhP18.02 million standby funds to DSWD Field Offices

(FOs): FO I (PhP1.89 M); FO II (PhP2.5 M); FO III (PhP8.12 M); FO IV (PhP2.0 M); FO V PhP1 M; and FO CAR (PhP2.5 M).

As of 07 October 2011, PhP24 million worth of relief goods from the DSWD-

National Resource Operations Center (DSWD-NROC) were transported to the following regions (details of the additional standby funds released and the relief goods transported to the following regions):

DSWD FO IV-A provided 2,900 family food packs amounting to PhP1,207,000.00 to the affected population.

PSWDO IV-A provided 400 family packs to the affected families in Nasugbu, Lemery, and Calaca, all in Batangas.

San Miguel Corporation donated 1,700 cases of bottled water (Pure Water 355 ML. PET Pineapple 355 ML and PET Lemon 355 ML) on September 29, 2011. The said products were subsequently distributed to the affected areas in Regions III, IV-A, and NCR.

PRC served 25,000 families with food items from funds extended by the International Red Cross; and served 7,500 families with food and non-food items (2 blankets, 2 mosquito nets, 2 mats, and 1 (20L) jerry can).

The World Food Programme (WFP ) donated 100,000 boxes of High Energy Biscuits benefiting 50,000 families in Bulacan and Nueva Ecija.

(2) HEALTH, WASH AND PSYCHOSOCIAL INTERVENTION

To date, PhP5,489,908.95 worth of logistical support (water containers, drugs, medicines and family kits) have been provided by DOH-HEMS as augmentation support to the CHDs in Regions I, II, III, IV-A, V, CAR, and NCR which were distributed to their respective provinces; sub-allotted PhP500,000.00 each to CHD II and III. DOH-HEMS deployed medical and technical teams to render medical services in Region III; organized an advanced medical post at Bulacan Medical Center and provided technical assistance and medical services to the PDRRMC Bulacan details are as follows:

The Medical Teams were able to attend to 8,517 pati ents and bring 13 referred patients to Bulacan Medical Center for further trea tment. Technical Teams from DOH-CO and CHD III were also deployed to provide Ra pid Health Assessment, Speed Orientation, Ocular Surveys and Medical Logis tics Management Support to 14 sites in Region III.

DOH-HEMS allocated medicines to the most at risk areas for disease outbreak: Doxycycline Prophylaxis for the prevention of Leptospirosis and hyposol (Sodium Hypochlorite) for water disinfection in areas with disruption of potable water supply; conducted health education and provided IEC materials at the evacuation centers; and mobilized all regional nurses for the vaccination activities at the evacuation areas. MMDA in collaboration with Maynilad and Manila Water provided mobile water treatment plant with tanker and 2 water purifier at Calumpit, Bulacan. Said mobile water treatment plant is situated along McArthur Highway between United Pulp and Junction leading to NLEX Pulilan, Bulacan. Manila Water team proceeded to the Provincial Capitol with 3,000 “baso water”. PRC transported 100 units of blood from Ospital ng Maynila to PRC National Blood Center for safekeeping.

RDRRMC/CHD III programs on Water Sanitation and Hygiene like health education campaign, provision of hyposol and chlorine powder for water disinfection and distribution of health kit (Individual kit) and Nutrition “Garantisadong Pambata”, provision of Vitamin A, Iron supplement and iodized salt. On the health sector, CHD III provides medical assistance (medicines and medical consultation) in the following areas: � Bulacan (Calumpit, Hagonoy, Paombong, Pulilan, and Malolos) � Pampanga (San Luis and Candaba) � Nueva Ecija (Aliaga, Zaragosa, Licab, Sto.Domingo, Carranglan) � Tarlac (Camiling and La Paz) � Zambales (San Felipe) Mental Health Psychosocial Services provides psychosocial services for psychologically affected persons and vaccination such as: Anti-measles vaccination, and Anti-tetanus serum (ATS) for dirty/infected wounds. CHD III visited Bulacan Medical Center to assess their needs. The patient count is 483 with 300 bed capacity and the personnel from the 2 non-functional hospitals (RHU 1 Lapaz, Tarlac, and Lapaz Community and Medical Hospital in Tarlac are assisting in terms of manpower needs; provided medical assistance and consultation to the victims of flooding in Hagonoy, Malolos on 4 October 2011 and in Paombong and Calumpit on 5 October 2011; conducted assessment of damaged health facilities and equipment; and replenished stocks of medicines and vaccines in the Provincial Health Office and District Hospitals affected by flood and provided two (2) portable toilets to San Marcos Elementary school and Poblacion, Hagonoy, Bulacan.

(3) SEARCH AND RESCUE, RETRIEVAL AND EVACUATION OP ERATIONS

A total of 7,360 personnel, 364 vehicles, 183 seacrafts, 7 aircrafts, and 55 other assorted assets were deployed collectively by AFP, PCG, PNP, BFP, PRC, MMDA and other Volunteer Groups in Regions I, II, III, IV-A, IV-B, V, VI, CAR and NCR Details of Deployed SAR Assets (Tab H)

Four (4) fishermen from Vinzons, Camarines Norte, earlier reported as missing, were rescued by FB Aling Del and turned over to CGS Camarines Norte at Mercedes Fishport on 03 October 2011.

(4) INFRASTRUCTURE

Department of Public Works and Highways (DPWH) Cent ral Office directed all its District Engineering maintenance crew to conduct immediate clearing operations at

the landslide–stricken areas and the immediate repair of damaged roads and bridges in all affected areas; DPWH CAR facilitated massive clearing operations and assured that all major roads will be opened soon; DPWH III installed warning signs to the eroded shoulder and collapsed retaining wall along Brgy Piut, Carrangalan, Nueva Ecija; and DPWH V deployed one (1) truck with three (3) personnel to Malinao, Albay. DPWH III Maintenance Engineer based in Carranglan, Nueva Ecija conducted clearing operations along the landslide portion at Brgy. Putlan, Carranglan, Nueva Ecija; DPWH Region III pre-positioned heavy equipment to strategic places for immediate deployment if required; established a field office in Nueva Ecija that serve as watch point while the other District Offices deployed different maintenance point personnel at different road sections; initiated palliative measures for damaged infrastructure using maintenance fund (QRF) of DPWH; conducted sandbagging operations for breached/scoured sections of the river; backfilling of depressed sections of bridge approaches; established poles and pegs, caution tapes and other warning devices for low shoulders; and installed road signage for detouring vehicles and load limits for bridges.

(5) EDUCATION

Department of Education (DepEd) reported that 115 schools in 20 Divisions are being utilized as evacuation centers with 4,985 families / 8,422 individuals :

DepEd DRRMO Operation Center reported that 315 school buildings were damaged with estimated cost pegged at PhP146.7 Million .

DepEd III will request Central DepEd’s Quick Response Fund for the rehabilitation of damaged school buildings and implement make-up classes for affected schools with no October semestral break for students and teachers.

(6) AGRICULTURE SECTOR

DA III provides assistance to the affected farmers, fisherman in the form of seed subsidy (quality seed-hybrid and certified seed; hybrid and certified rice seeds (100% of subsidy for totally damaged and 50% subsidy for partially damaged); hybrid seeds of corn and assorted vegetables; and hybrid seeds and OPV vegetable seeds; BFAR distributed drugs and biologics for livestock and fingerlings; and the Crop Insurance provided a premium of PhP600.00+ with an indemnity of PhP8,000.00.

(7) EARLY RECOVERY

RDRRMC/OCD III is currently initiating its recovery programs: food/cash-for-work (pre and post disaster activity; alternate livelihood skills training in coordination with TESDA and DOST; subsidy for fisher folks during inclement weather before and after the disaster; Self-Employed Assistance Kaunlaran (SEAK) – livelihood project (composed of 25-30 pax per group and maximum of PhP10,000.00/pax )

(8) POWER RESTORATION

NGCP and Meralco service crews continue to work round-the-clock to restore power to the last circuit and further assures that they are doing their best to be able to restore power the soonest possible time and advised affected customers to get in touch with Company’s Call Center at Tel. No. 16211 for queries regarding the status of restoration work in their respective areas.

(9) INFORMATION DISSEMINATION

Philippine Information Agency (PIA) continuously disseminates reports from NDRRMC to all PIA Regional/Provincial Offices nationwide and media organizations for further dissemination to the general public.

d. INITIATIVES OF OTHER AGENCIES/ORGANIZATIONS

• DILG intensified coordination with concerned RDRRMCs and its member agencies for data validation on the reported casualties and other incidents related to TY “Pedring”; LGUs in the 5 provinces of Region II and affected cities and municipalities in NCR are still conducting damage and needs assessment, deploying manpower with SAR equipment for the conduct of SAR operations and clearing operations at the landslide areas/flood stricken-areas; evacuated families to safe areas; and provided relief services.

• Department of Trade and Industry (DTI) Region I conducted inventory of supply of basic commodities to ensure stable prices; Prices in the affected areas of Region III generally remains the same and no panic buying was observed

• Civil Defense Action Group (CDAG) proceeded to Bulacan with 2 ambulances, 2 mini rescue vans, 2 rubber boats, and 2 ambulances to support the ongoing SAR efforts; deployed a rescue team in Apalit, Pampang; dispatched a 2nd batch with 1 rescue van, 1 rubber boat and 1 ambulance for augmentation; more CDAG rescue teams went to Malolos City to assist in the rescue and evacuation operation

• Rotary District 3800 proceeded to Calumpit and Hagonoy to augment SAR operations

• SBMA sent a rescue team with 9 personnel and 2 rubber boats in Calumpit, Bulacan on 30 September 2011

• ABS-CBN Rescue and Marikina Rescue Teams proceeded to Malolos City to augment and assist in the rescue and evacuation operations in Bulacan on 01 October 2011

• GMA Kapuso Foundation provided relief to affected families in Region 3

e. Local DRRMCs Response Efforts on SAR, Evacuation and Relief Operations

RDRRMC / OCD I Dagupan City Implemented pre-emptive evacuation of 3 barangays (Bonuan-Guesset, Pantal and Herrero-Perez) threatened by storm surge; and conducted medical check-ups for evacuees in partnership with CHO. RDRRMC/OCD II Conducted rescue operations of 283 persons in Brgys Bassit, San Guillermo, Allinguigan 2nd, Capitol Hills, Alibagu of Ilagan and Moldero Tumauini, all in Isabela, in coordination with LDRRMCs Ilagan and Cauayan I/PPSC, TOG2, WASAR-PRC.

RDRRMC/OCD III RD, RDRRMC/OCD-3 led the coordination of transportation facilities and manpower resources to effect relief operations in flood affected provinces in the region; conducted aerial reconnaissance of flooded areas together with ComNOLCOM, CO, 703rd, PNP and

ABS-CBN on 29 September 2011; facilitated the request for heavy equipment needed for clearing operations in Nueva Ecija; and coordinated with Chief NDRRMC OpCen for the request of choppers to be used in rescue operations together with Palayan Rescue Team; distributed 250 boxes of bottled water, 80 boxes of corned beef, 70 boxes of luncheon meat and 50 boxes of Ulam King in Bulacan. Current Activities

Continuous conduct of relief operations in affected areas by LDRRMCs, PNP, PA and BFP such as: flushing-out of flood/mud debris in the affected municipal buildings and roads in Calumpit, Paombong, Hagonoy, Bulacan; continuous monitoring and removing of mudflow debris in Daang Maharlika Section, Pablan Gabaldon Road; assessment and rehabilitation of damaged school facilities; continuous validation of reports particularly on damage to agriculture; and assessment of agricultural areas affected where crops are insured by Philippine Crop Insurance Corp (PCIC).

CDRRMC Olongapo City led in the conduct of rescue, relief and clearing operations; currently conducts SAR operation for the victims of the trashslide at the New Cabalan landfill in Olongapo in coordination with Olongapo Rescue Team, 24th IB, PA, PNP Barangay Rescue and ESMO; conducted SAR operation in Bulacan thru SBMA Rescue Team with 9 personnel and 2 rubber boats.

BFP Region III conducted water rationing, road clearing, flushing, and cleaning operations RDRRMC/OCD IV-A RDRRMC OCD IV-A Chairperson with DSWD-IV-A QRT conducted ocular survey in San Mateo and Rodriguez, Rizal; coordinated with PRO-IV-A on the provision of additional rescue teams with rubber boats and equipment to augment the DRO in said areas.

PDRRMC Laguna Rescue Team with 1 rubber boat and 16 personnel augmented the rescue and evacuation operations in Calumpit, Bulacan.

CDRRMC Batangas City through the City Health Office provided food items, sleeping materials and medicines to 40 families /201 persons affected by the storm surge

CDRRMC Antipolo City deployed Search and Rescue Team composed of 15 personnel and 1 rubber boat to Calumpit, Bulacan. RDRRMC/OCD-V On 27 and 28 of September 2011, RDRRMC V convened for an emergency meeting at the OCD V conference room, attended by Chairperson, PDRRMC Albay; DSWD; DPWH; DO; PCGDB; AFP; DILG; and PAGASA.

RDRRMC/OCD VI The local DRRMC of Negros Occidental provided PhP1,500.00 to the owners of partially damaged houses and PhP3,000.00 to owners of totally damaged houses; provided 66 family food packs to the affected families; PDRRMC Negros Occidental extended 5 sacks of rice while the MDRRMC Anini-y and BDRRMC Mabuyong in Antique provided relief assistance to the evacuees. MMDRRMC/OCD-NCR MMDA and LGUs concerned are conducting clearing and SAR in their respective AOR.

Makati City and Pasig City deployed their Search and Rescue Teams to affected areas in Bulacan to support the ongoing evacuation, relief, search, rescue, and retrieval operations.

Metro Manila Development Authority (MMDA) deployed 2 teams, equipped with 1 dumptruck, 3RB, 2 OBM, 1 Generator Set, and life vests to Calumpit, Bulacan.

RDRRMC/OCD-CAR LDRRMCs evacuated 167 families / 735 persons in Ifugao, Mt. Province and Benguet, and conducted damage and needs assessment.

Mt. Province Local DRRMC conducted damage and needs assessment particularly on infrastructure and agriculture sectors where most damages have been incurred; simultaneous clearing operations of DPWH-PEO and MEOs of affected areas are ongoing.
