INACCESSIBLE properties are a huge set-back for Msunduzi Municipality meterreaders.This isoneof thereasons
why some of the meterreadingsare still estimated.
At the recent ExecutiveCommittee (Exco) meeting,executive manager for theinternal audit unit, PetrusMahlaba, said that this is aproblem in all areas in theMsunduzi jurisdiction.
“There is a big challengein terms of locked proper-ties and those that havedogs,” said Mahlaba.
He said that each meterreader has his or her owndedicated area for meterreading, and this has mademeter reading a lot moreeffectiveandeasierbecausethey know where they canlocate the meters.
The issue of estimated meter readings waspreviously highlighted by the Auditor-General
(AG).This was an item which caused the
municipality to obtain a qualified report fromtheAGfor theprevious financialyear.Since theAG’s report last year, council has since madestrides to achieve 100% in its meter readings.
As themeter readers arepaid per read, the deputymunicipal manager foreconomic development DrRay Ngcobo said thatcouncil has revised theremuneration of the meterreaders,astheyaretryingtomakesurethatthey arepaida living wage.
The report on meterreading statistics for Aprilstates that competency ofmeter readers is alsoanother obstacle toachieving100%correctme-ter reading.
The reports states thatcouncil still finds somechallenges with some of thereadings provided as theyare not accurate. This costs
council financially as they have to send otherreaders to double check suspicious readings.

Copper theft conviction for three menTHREE men have been sentenced to 12 yearsimprisonment for possession of copper cablesand theft by the Pietermaritzburg RegionalCourt.
In an effort to clamp down on the criminalswho continuously steal copperandcables, stiffconvictionswill behandedour to theperpetra-tors.
KwaZulu-Natal Provincial Commissioner,Lieutenant General Mmamonnye Ngobeni,was happy with the sentence and said that itsent a message to other criminals.
Xolani Brian Masimula (28), Sizwe Hlangu(32),andMandlaShezi (29)madeseveralcourtappearances before they were finallysentenced. They all received 12 yearsimprisonmentfortheftandpossessionofstolencopper cables.
The men were convicted after they were
caught in a car with suspected stolen coppercables on24May last year by thePietermaritz-burg Organised Crime Unit.

CITY radio station, Umgungundlovu FM,has found a new home at the MsunduziTourism Hub after the Department of
Public Works terminated its lease agreementwith Tembaletu Trust, which is where thestation had been operating from.
The station, which has been in existencesince 2010, officially moved into its newpremises on 1 July.
In March this year, Echo published a storyabout the station’sneed fornewpremisesafterit had been told to vacate by 14 June to makeway for government offices. Station managerMuzi Sibiya said: “Moving to thenewpremisescould not have happened at a better time as it
coincidedwiththerenewalofourbroadcastinglicence. We obtained our broadcasting licencein2008andifthestationdoeswell,itisrenewedevery five years.
“Its renewal proves that we are serving theinterests of thearea, andweareplayingahugerole in strengthening the pillars of democracy.We are also grateful to the municipality fortrustingusastheSoundofChoice.Thiswillalsogiveus aplatform tomarket our city to thenextlevel.”
He said that one of the station’s priorities isto give journalism students a platform to getexperiential learning.
“This year,we have a total of 15 interns.Wealso give high school pupils with an interest injournalismanopportunitytocomeandseehowthe broadcast environment works.”

POLICEarelookingforamanandawomanregarding two different cases whichhappenedinandaroundthecitythisyear.
It is alleged that on 5 May at about 9am, awoman (47) was raped by two men whilewalking along New Greytown Road. It is saidthat the unknown men grabbed her frombehind and violated her.
“The victim screamed for help and thesuspects fled the scene with her bag,” said thepolice in a press release.
Mountain Rise SAPS detectives are appeal-ing for informationregardingthewhereaboutsof the person in the identikit.
“We believe he can assist police withinformation regarding the incident. We aremaking an appeal to anyone who can assistwith any information regarding the wherea-bouts of the person, or his identity, to urgentlycontact the investigating officer, Detective TPNtombela, at 033 387 9500 or 071 892 7667.

officials to parents.Home Affairs has become a target
for baby snatchings, after two babieswere recently taken by strangers.
Policeareappealingtopeoplenot tolet their children be held or carried bysomeone they don’t know.
WhilebothkidnappingsfromHomeAffairs this year had happy endings,this might not always be the case. Thefirst baby to be snatched from theoffices in Langalibalele Street wasOlwethu Madlala.
HewastakeninAprilandfoundtwomonths later, thanks to vigilant staffmembers at Edendale Mall who spot-ted the baby with the kidnapper,Nokulunga Patience Mzila.
The baby was reunited with hismother and Mzila was arrested. Shewas released on bail and thematter isstill in court.
Earlier this month, another babywas taken by a woman at HomeAffairs in much the same manner asthe first.
Fanele Asemahle Dlamini was inthe care of his aunt at the officeswhena stranger befriended them. Afterthree hours of waiting in the queue to-gether, she ran away with the babywhile the aunt was distracted.
Home Affairs regional manager,Thamsanqa Luthuli, spoke outsaying that people need to be morevigilant with their children becausetheir offices are always busy. She saidthat therehavebeensignsputupin theoffices appealing for vigilance.
LucasHoltzhausen,directorof SafeCity, said that visiting Home Affairswas an eye opener.
“It’s quite a shock to see howmanymothers come there to register theirbabies.Theyarenormallyaloneandinmany instances, you can see that theyare fromrural areas. This is part of theproblem. In the rural areas, everyoneknowseachotherinaspecificareaandthere is a strong trust factor amongstthe inhabitants. When these mothersthencometothecity, theyareunawareof the dangers that lurk in areas suchasHomeAffairs and also nearATM’s,”he said.
Holtzhausen said that there are anumber of security officers on duty atthe entrance toHomeAffairs and they
need to sensitize mothers not to lettheir babies out of their sight.
“Wealsofindthatmotherswillhandtheirtoddlerstototalstrangersoutsidea shop and then go shopping. Othermothers will leave their childrenunattended outside shops only to findthem wandering off. One of our staffmembers who saw such an incidentrushed fromtheControlRoominto thestreettogetthechildtosafetywhilstthepolice were informed,” he said.

BEFORE I became a journalist, I made aliving as a private tutor.
I started with a terrible hourly fee as Idid not know how much tutors are usuallycharged.
As I got wiser I increased my fee andstarted to make a somewhat respectableliving…enough to break even with the taxifare I paid for every day.
I was not a teacher, have never been,and I respect teachers and the work theydo.
I did, however, find myself rectifying alot of their mistakes when I was tutoringstudents in mathematics and the physicalsciences.
My first judgment was that thestudents who denied being taught a basicconcept in either subject were being lazy,as is almost always the case. But then Istarted getting calls from parents who hadvery bright children from prestigiousschools in the Richards Bay and
Empangeni areas.These children were getting distinc
tions in all their other subjects excepteither mathematics or the physicalsciences.
I found that a lot of the basics werelacking, not because the students werelazy, but because their teachers had failedto teach them those basics. Whether thisfailure was caused by a lack of knowledgeor time, I cannot speculate.
Academics from the University of KZNand Durban University of Technology arebeing quoted in many an internetconversation regarding the competency ofmatric mathematics teachers.
This is after a report was published inThe Mercury newspaper on Monday 21 July,regarding a study published in the‘Perspectives in Education’ journal.
According to the report, a sample of 253KZN teachers averaged a mark of 57%when writing a past mathematics exampaper, typical of what the students theyteach have to write.
The paper was separated into fourlevels (levels one to four) which increased
in difficulty. The fourth and final levelinvolves problem solving, which was mostchallenging.
At this level, the sample of teacherstested averaged a mark of 26%, which iseven lower than the ridiculous 30% passneeded.
Having encountered these kinds ofquestions a lot myself, I agree that they arequite challenging. The researchersquestion the quality of the material theteachers are delivering to learners if theyclearly fail to understand it themselves.
I have to agree with them, but alsotake caution in knowing that not all iscut and dry and that I am not an educationexpert. Clearly there is something wrong,but as to the cause of it and the solutionneeded to correct it, I have found that weare all experts.
On the digital version of The Mercuryarticle, I found a list of comments longerthan the story itself.
This is often the case with stories thatare the topics of many a drunken conversation or conversations that supportpeople’s cynicism on the government’s
failure.The (anonymous) comments are full of
“not surprising”, “dismal”, “blind leadingthe blind” and others questioning whetherall teachers are qualified to teach any subject.
Thereport doesnotmentionhow manyof these teachers are from previously disadvantaged schools and backgrounds.
I would speculate that the difficulty ofthe problem solving questions in thefourth level may be linked to their proficiency in the English language.
What we need to understand is thatthis is just one study that has detected alongsuspected problem.
The study’s authors do not speculatewhat exactly is causing the problem, onlythat it exists and that it is scary howwe expect these teachers to help pupilsgrasp the mathematics they teach.
It is not all bad, though. I have encountered several teachers who have helpedme grasp challenging concepts in mathematics. This story will unfortunatelyremain another talking point which willlead to debates in weeks to come.

Msunduzi Municipality Mayor,Chris Ndlela, was also live on air,representing the city and letting theeast coast knownwhyPietermaritz-burg is special.
The highlight of the broadcasthowever was the performance bythe international, award-winningKearsney College Choir.
Decked out in orange gumboots,they showed everyone exactly whytheyareworldchampionswith theirperformance outside the City Hall.
After the showwrapped up, ECRDJ Darren Maule was given theopportunity to climb the clock tower

THE Pietermaritzburg Airport will soon getits own coffee shop.
The coffee shop tender has beenadvertised and the matter is with theMsunduzi Municipality procurementbusiness unit.
Addressing the Executive Committee(Exco), the deputy municipal manager foreconomic development Dr Ray Ngcobosaid, “We have advertised and the matteris with procurement. Our key issue was tosecure a second airline to operate from thePietermaritzburg Airport. As a result, wehave had to make provisions for SAExpress. We have advertised for expressions of interest and that matter shouldnot take more than two weeks from now.”
From March to April this year, thenumber of flight movements increasedfrom 812 to 1020 respectively.
The Pietermaritzburg Airport has seena growing number of passengers over theyears and the coffee shop is set toaccommodate a growing number ofpeople who visit the airport.
In May, the Pietermaritzburg Airportdisplaced the Richards Bay Airport as thesecond busiest airport in KZN. The KZNDepartment of Treasury stated that thepassenger numbers at the airport hadbeen thriving since 2010, and that thesenumbers have been increasing annuallybetween 20 000 and 25 000.
Since 2010, the monthly averagenumber of travellers passing through thePMB Airport was 4 933 in 2010, 7 670 in2011, 8 577 in 2012, 9 158 in 2013 and 9 776thus far in May 2014.
The PMB Msunduzi Airport, previouslyknown as Oribi Airport, was first licensedby the Civil Air Board in March 1931 and itwas officially reopened in July 1967 afterextensive renovations.
Northdale manwins appealINGRID OELLERMANN
A NORTHDALE man has won his highcourt appeal against his conviction and10year jail sentence for murder andassault.
In 2012, regional court magistrateSello Maboee found Nazeer Bux (27)guilty of the murder of Mohamed Vallyand assault with intent to do grievousbodily harm to Vally’s brother, Faheez.
Vally was stabbed during an altercation sparked by a dog fight onOctober 29, 2010.
But this week the verdict wasoverturned on appeal by high courtjudges Yvonne Mbatha, Isaac Madondoand King Ndlovu. The ruling was welcomed by Bux’s attorney, Anand Pillay.
“Our client had always maintainedhis innocence,” he said.
Judge Mbatha said the case againstBux was not proved beyond doubt.
“In my view, the actual perpetratorwas not properly identified due to theunreliability of the state witnesses.”
She said the trial court failed to takeinto account that the relationshipbetween Bux and the state witnesseshad been strained before the incident,which led to the fracas and the death.
Further Bux was also injured on hishand and head, indicating the presenceof dangerous weapons during the fight.
According to evidence at the trial, analtercation broke out when Vally’sbrother tried to separate dogs involvedin a dog fight outside the house whereBux’s inlaws lived in Ginger Road.

THREE taxi operators in PMBare deeply concerned abouthowthenewBusRapidTransit
system will impact their businesses.The three taxi owners, Njabulo
Nkomo, Wiseman Khanyile andBrianDlamini, alsohappen tobelongto the KwaZulu-Natal National TaxiAlliance, themembership ofwhich, theybelieve, hasexcluded themfrom crucialnegotiationswith the cityabout thefuture of thetransport sys-tem.
They say asteering com-mitteecompris-ing26taxiasso-ciations in thecity, was biasedtoward Santa-co, anothernational taxi association, and has ef-fectively excluded owners from theKZN National Taxi Alliance.
In other cities, members of bothgroups have been included in negoti-ations regarding the introduction ofthe Integrated Rapid Public Trans-port Network (IRPTN) projects.
The project involves as many as200 buses operating routes acrossthe CBD, in an effort to make publictransport more efficient.
An environmental impact assess-ment for the project is under way in
Pietermaritzburg.Dlamini said the buseswere likely
to take overmany of the routes beingoperated by taxis. Therefore, hebelieved taxi owners needed to ownthe bus company as compensation.He said they were also concernedabout the lossof jobs thatwouldarisefrom the project.
Taxi drivers, other people em-ployedbythein-dustry, andcountless smallbusinesses andtraders that op-erate aroundtaxi ranks werelikely to losetheir jobs be-cause of theIRPTN, he said.
The munici-pality wasfailing tocommunicatethese issues tothe taxiindustry, saidDlamini.
He said theywere also concerned that themunicipality was paying the 26membersof the taxi steeringcommit-tee, yet the very same people had tonegotiateadealwiththemunicipalityonbehalf of the entire city’s taxi own-ers.
The same kind of conflict ofinterestwouldarisewhen theprojectcame on stream, with themunicipality becoming owner ofthe bus project, but also performingthe function of granting taxi operatorpermits, he said.

Pietermaritzburg team busing in BrazilNALINI NAIDOO
A TEAM from Pietermaritzburg arein Brazil studying the bus systemsthere.
They represent the Bus RapidTransit (BRT) project teampreparing for the proposed newbussystem in the city.
The delegation of 26 is made upof members of the projectco-ordinatingteam,representativesfrom the bus and taxi industries aswell as the municipality.
They will also visit Colombiabefore returning to South Africaearly next week.
Contacted in Brazil this week,Msunduzi’s Madeleine Plaatjies-Jackson did not divulge details ofwhat they had seen so far.
She said a joint media statementwith thebusandtaxi industrywouldbe issued upon their return.
The visit was co-ordinated andfunded by the Department ofTransport, which is introducing anIntegrated Rapid Public Transport
System (IRPTN) in cities acrossSouth Africa.
Maritzburg’s BRT is part of thatsystem, aimed at bringing downtraffic congestion and improvingpublic transport.
A public meeting was held thisweek at the Georgetown library asthe start of an EnvironmentalImpact Assessment (EIA) on theproject.
Asecondpublicmeetingwassub-sequentlyheldattheNorthdaleCivicCentre.

ECHOMunicipality won’t refurbish dilapidated sport pavilion

THEMsunduziMunicipality hasdoneaU-turn on its decision torevamp the Tatham Memorial
Sports Pavilion.The decision has dampened the
spirits of Ntombi Luthuli and otherswho had been teaching for 19 yearsin the dilapidated pavilion.
It was reported last year that themunicipalityhadplans to revampthefacility.
Last September, the ExecutiveCommitteetookadecisionto approveaR295 000rehabilitationplanforthepavilion, which is situated near theJika Joe informal settlement.
Luthuli hasbeenvolunteeringasacrèche teacher, taking care ofchildren who were loitering aroundthe Jika Joe settlement, since 1995.
“Iamnotgettingpaid,but I started
looking after these children in 1995because they were playing indangerousplacesandeatingfromthedustbins while their parents were atwork.SoIdecidedto lookafter them,”she said.
“When we started, we used tooperateinaninformalsettlement,butwe soon realised that nobody wasusing the Tatham Pavilion and it wasbecoming a haven for criminalactivities.”
She said they thenopted touse thefacility as a crèche.
Nhlakanipho Gazu of Youth forChrist (YFC) said they were hopingthat by this time, work to revamp thepavilion would have begun.
“But nothing has happened sincelast year’s announcement andnobody from the municipality hastold us of any changes,” he said.
Gazu said thiswas a useful facilityfor recreation because “it gives hope
to the children who live in thehopeless Jika Joe informal settle-ment”.
“Wedon’t knowwhatwill happen,but we are going to continue helpingthechildrenwith their schoolwork inthese conditions,” he said.
At the time, deputy municipalmanager for economic developmentDr Ray Ngcobo said the crèche wasoperating in a condemned buildingand, therefore, posed a risk to thechildren.
Municipal spokespersonThobekaMafumbatha said the municipalityhad since taken a decision to redirectthe R295 000 funds towards thetemporary housing units that werebeing constructed there.
“Wewillberelocatingthecrèchetothesepremisesonce the constructionhas been completed.”
Mafumbatha said council will notrehabilitate the pavilion.

The organizers of the campaignare currently visiting schools toencourage peers and teachers tonominatetheiryoungladieswhoarementors, and who have a “servantheart.”
“While the belle of the ball prizepackage is every girls’ dream cometrue, the schools need to knowthat this is not a beauty contest orcompetition, but rather a quest torewardyoungladieswhoaresincereand passionate about communityservice,” said coordinator LaraEdmonds of Just Boutique.
Last year, the campaign drewover 300 entries.
Organizers discovered that girlsfelt honoured to be nominatedand the 20 semi-finalists enjoyed aworkshop and treats and lovedmeeting other girls with similarpassions and values.
“The five finalists were allwinners in our minds and so that iswhy the ultimate ‘Young Lady

“Our target is to beat theR40 000 that we raised last year,and theonlyway this isgoing tobepossible is through generousdonations from artists, said theorganisers in a press release.
The Fabulous Picture Showworks as follows:
1.Artists donate up to threeA4or A5 original unframed works ofart to Fotag. Signed, originaldigital prints are welcomed, butnot prints of existing originals.
2. Alternative format: 12cmsquarewoodenblocksavailableatR6 from the Tatham Art Galleryshop.
3. All 2D artworks in theprescribed sizeswill be framedbyFotag.
4. Boards and canvases arerestricted to standard A4 or A5only.
5. Works on paper should besmaller to allow formounting andframing.
6. 3D works are also welcome,size not to exceed A4 dimensions.
The final submissionsdeadlinefor A4 or A5 donations is 27September 2014. Staff will be atthe Tatham Art Gallery between10am and 3pm to assist.
Gallery staffwill also be availa-ble toacceptworkprior to thefinaldeadlineon2,9and16September2014, from 2pm to 4pm.

HYUNDAI Automotive South Africa has launchedthe enhanced 2014 Elantra, incorporating arefreshed design and improved product features.
A host of new features have been added, whilethe vehicle’s renowned quality, space and safetyhave been maintained.
“The Elantra has qualities and standardfeatures which make it a worthy competitor in itssegment. Its driving pleasure, the ergonomics of itsdesign and the roominess make it a perfectcompact family sedan,” said Stanley Anderson,marketing director of Hyundai Automotive SouthAfrica.
The newly designed front bumper, radiator grilleand fog lamps, as well as the adoption of an LEDlight guide and projection headlamps add adynamic, hitech feel to the Elantra. A newtwotone rear bumper and LED rear combinationlamps have also been added.
Interior design elements were modified with theaim of improving usability. The centre air vent hasbeen repositioned higher on the dash, while thefront centre armrest position was also raised.
Interior enhancements in the 2014 Elantrainclude a new audio system with integratedBluetooth, a redesigned climate control interface,an automatic transmission selector and electricfolding side mirrors.
In addition to this, various features have beenintroduced to minimise noise, vibration andharshness. Among other features, these includenew duct absorption material, high density carpets
and antivibration material in the dash panel.The 2014 Elantra’s lightweight 1.6litre Gamma
MPI fourcylinder engine offers a power output of96kW at 6 300rpm while delivering classleadingfuel economy.
Peak torque delivery is 157Nm at 4 850rpm.Fuel consumption of 6.4 litres/100km has beenmeasured officially for the manual transmissionderivative, while the automatic version recorded6.9 litres/100km in a combined cycle.
The vehicle offers a sixspeed automatic transmission with shiftronic manual control or a standard sixspeed manual transmission.
Acceleration from 0 to 100km/h takes 10.1seconds in the manual version, while the automaticderivative accelerates to 100km/h in 11.6 seconds.Top speeds are 200 and 195 km/h respectively.
Standard safety features include safety escortheadlamps that remain turned on for 30 secondsafter the driver leaves the car, and rear parkassistance sensors.
Airbags are present for the driver and frontpassenger, and ultrahigh tensile steel is used toreinforce areas of the car’s body structure whichare critical to safety in the event of an accident.Seatbelt pretensioners compliment the passivesafety features of the Elantra, while Isofix child seatanchors are also standard safety features.
