Korea International Water Week 2019

Sustainable Water Management for Humans and Nature

Welcome to Korea International Water Week(KIWW) 2019.

KIWW took off in 2016 by virtue of global water community’s supports and

contribution. Since then, KIWW has been serving as a communication channel and

networking platform among stakeholder(heads of delegation of governments,

agencies, corporations, civil society, international organizations, citizens and

corporations) for their future plans on water policies and projects. Under the

overarching theme ‘Water Partnership for Sustainable Development’, KIWW 2016

started to provide an opportunity for different stakeholders in continuing and

developing achievements of the 7th World Water Forum.

Throughout past three years from 2016 to 2018, the KIWW has been held based

on its core value, ‘Implementation’ and used as the place for sharing ideas and

outcomes of multilateral stakeholders efforts towards better water management

and sustainability in our partnership. With over 16,000 water experts from more than

72 countries, KIWW has contributed to designing concrete and feasible solutions and

putting them into practical discussion for linking to policies and practices.

This year, KIWW 2019 will continue focusing in designing concrete and feasible

implementation of solutions with the one year theme ‘Smart Solutions for Integrated

Water Management’ under the three year new overarching theme ‘Sustainable

Water Management for Humans and Nature’.

KIWW 2019 will provide a plenty of programs and events focusing on four main pillars;

IntroductionGlobal Leadership for SDGs, Implementation of Solutions, Social/Economic Value

Creation, and Knowledge Sharing/Capacity Building. These programs include Water

Leaders’ Round Table (WLRT), World Water Cities Forum 2019, Asia Water High-

level Meeting, World Water Partnership (WWP), World Water Challenge (WWCH)

2019, TIP(Technology, Implementation, Policy) Platform, The 12th Water Business

Forum, Water Culture and Citizen Forum and other various distinguished programs.

Throughout the KIWW2019, you will have a chance to exchange experiences and

knowledge with world water leaders and discuss strategies regarding global water-

related challenges.

This year, KIWW2019 will be held from Sep. 4th to 7th in Daegu Metropolitan City, The

opening ceremony of the Korea Water Cluster, which is located in Daegu as well, will

be held in conjunction with the KIWW 2019.

KIWW has been serving as a communication channel and networking platform among stakeholder(heads of delegation of governments, agencies, corporations, civil society, international organizations, citizens and corporations) for their future plans on water policies and projects. Under the overarching theme ‘Water Partnership for Sustainable Development’, KIWW 2016 started to provide an opportunity for different stakeholders in continuing and developing achievements of the 7th World Water Forum. From this year, KIWW 2019 will continue focusing on designing concrete and feasible implementation of solutions with the one year theme ‘Smart Solutions for Integrated Water Management’ under the three year new overarching theme ‘Sustainable Water Management for Humans and Nature’.

Mr. Loic Fauchon, President of World Water Council, will give a keynote speech on the importance of Sustainable Water Managemnt for Humans and Nature, which will be followed by the panel discussion, ‘KIWW Initiatives’.

5th International Water Industry Conference is held from 3rd to 6th September, 2019 in Exco, Daegu, Korea. There will be 94 academical research presentations with 54 oral sessions (9 keynote speeches and 45 regular oral presentations) and 40 poster presentations. The main theme of the conference is “Technology Innovation for Sustainbale Water”. The conference is willing to play a key role as a global platform with the purposes of interacting internationally with Daegu’s business, academic institution, and bureaucracy, strengthening Daegu’s domestic and international status, and attracting business and investment.

According to the UN’s 2018 World Water Development Report, the total population affected by water shortages all over the world is expected to increase from 1.9 billion up to 3.1 billion people by 2050, in particular, 91-96% of them are expected to live in Asia. Today, 1.4 billion people in Asia are unable to obtain water or are exposed to water-related disasters. To make matters worse, water disputes between regions are intensifying due to the lack of water resources and self-interested development which affects the environment as well as other countries. In this regard, it is of great importance to build strong relationships between Asia countries to resolve water problems as water issues are interconnected between each countries. Especially, it will be more effective if high-level officials from government sector which is responsible for water resources in respective nations. This round table will be a great opportunity to discuss and derive practical solution for Asia water issues by sharing know-hows about water resources management under climate change.

Korea Junior Water Prize (KJWP) is an annual national competition began in 2009 with the aim to promote youth to develop their research abilities by proposing creative, innovative and practical approaches in various fields to solve regional and international water problems. This year, 61 teams participated and 18 teams were selected through the preliminary round. Selected teams participated in the ‘Incubating Program’, consisting of mentoring from specialists and peer tutoring. In the final competition, finalists will have short presentations of their posters and interviews with the national juries of six professionals in various fields such as water and environment, academics and education. Finalists’ projects will be presented with a poster, screened and interviewed by the national juries. Outstanding projects will be given awards of Ministerial level, and the Prime Minister Award winning team will participate in the international competition (Stockholm Junior Water Prize; SJWP) next year, held in Stockholm, Sweden as the Korean representative.

Water challenges are increasingly impacting every region around the world facing the effects of climate change, urbanization, as well as natural disasters. Confronted with the on-going water-related challenges, addressing water security can be a practical approach to deal with the complex and interconnected challenges and enhance sustainability, development and human welfare.

Recognizing the significance of the water security and the urgent need for quality information and approaches, we will hold a session with the aim of providing a starting point for discussion on a range of issues that collectively fall under the umbrella of water security, identifying the present issues, broadening discourses, bringing regional cases to the center, and sharing diverse perspectives.

The session will provide an explanation of the related issues of water security while taking into context various aspects such as technology, economy, environment, and governance. It is expected to shed lights on how the approaches to water security play important roles to achieve multiple priority development areas including good health and well-being, clean water and sanitation, climate action, and conservation and restoration of ecosystems.

Effective planning and policy implementation through strengthening and re-aligning enabling environments are critical to driving success in achieving sustainable development goals (SDGs), particularly water-related SDGs at the national level. Achieving SDG 6 and water-related targets require comprehensive approaches including effective policy frameworks and multi-sectoral decision-making that incorporate interlinked environmental, economic and social values. Conveners introduce SDG Policy Support System (SDG-PSS) with six policy-critical components and demonstrate how these components can be measured and viewed holistically to enable national evidence-based policy making; and to accelerate progress toward SDG 6 targets.

The SDG PSS system was developed to accelerate the adoption and achievement of water-related SDG targets at the national level and it is managed in partnership by Korea Ministry of Environment, K-eco, UNOSD, and UNU-INWHE.

This workshop will bring together governments from more than 15 countries in Asia region, United Nation systems, other international organizations and civil societies to encourage water actors to adopt the SDG water targets and to draw up strategies in order to meet the water goals.

This workshop will contribute to 1) sharing and discussing experiences, challenges and possibilities on achieving SDG 6 in Asia region; 2) informing participants on the SDG-PSS, and promoting a discussion on how SDG-PSS can be used to produce evidence on water-related policymaking to strengthen the enabling environment of SDG 6 in Asia region; and 3) discussing ways to improve SDG-PSS through regional cooperation.

Africa faces a growing gap between water supply and demand. The situation is worsened by activities of insurgency destroying infrastructures where in existence coupled with desertification which are both affecting the health and wellbeing of rural communities, agricultural production which is leading to food shortage and hunger. The greatest impact will continue to be felt by the poor, who will continue to experience the most limited access to water resources if no concrete actions are taken to alleviate the situation.

AU-ECOSOCC and its partners are working together to amplify the impact of the KIWW 2019 with this specialized Side Event focusing on global support for Victims: Actions and commitment to Solving Africa’s Rising Water Crisis and Mitigating Desertification. Essentially, the Side Event will provide participants with first-hand information on Africa’s water situation and the challenge of desertification with a view to eliciting global support and interventions for the provisions of portable water in the most vulnerable communities in Nigeria and the rest of Africa.

This session is entitled “Youth Perspectives: Water Research and Initiatives”, which will

be organized by Indonesian Green Action Forum (IGAF), Bogor Agricultural University

(IPB University), Barilla Center for Food and Nutrition Young Earth Solutions (BCFN YES),

UN Environment South East Asia Youth Network (UN Environment SEAYEN), Youngsan

University, and Youth and United Nations Global Alliance of Food and Agriculture Organizations

of the United Nations (YUNGA UNFAO). In this session, there will be two sessions,

including talk show and young researchers’ presentation. The talk show (60 minutes)

will discuss global water research and initiatives conducted by certain institutions with

engaging young people. Aside the discussion, young water researchers’ presentation

(60 minutes) will be carried out by selected youth from Indonesia and or Republic of

Korea. In the talk show and presentation, the organizer will select the guest speakers

and presenters who only concern about wastewater treatment, nanotechnology for

water purification, and so forth. After the talk show and presentation, the organizers

will take another action (15 minutes) to gather young people to draft a “Youth Agenda in

Water Research and Initiatives”. The agenda will be harnessed as a collected young water

researchers’ document that helps guide young people to aspire their voices into policy

makers’ decision. This session will be targeted to be attended by youths, researchers,

academicians, and other registered KIWW participants. To promote this session, the

organizers will use the power of social media by publishing all activities performed before,

after, and during this session. Furthermore, to attract the attendants, the organizers

will utilize traditional costumes and creative strategies enthralling the interests of KIWW

participants to attend this session. After completing this session and KIWW 2019, like

the previous experiences, most of us will have opportunities to share this session results

to Indonesia magazines, newspapers, television, and so forth.

According to the Food and Agriculture Organization (FAO) the world’s population is set to grow from 6 to 9.1 billion by 2050; a situation that will require food production to rise by 70% in the developed world and double in developing nations. In this process, water is one of the most important issues, due to ever‐increasing demand and limited supply, where agriculture is the main water user. To cope with the situation, traditional water management and irrigation systems has to improve drastically, considering advanced technology. In this context Internet of Things can (IoT) play an important role. The IoT in agriculture involves the use of highly interconnected sensors and information sources realted to reliable measurement of farm variables. This kind of precise data support farmers to make informed decisions regarding production process and irrigation practices. Given that there are approximately 500 million small and medium-scale farmers (SSF) around the world where women are significantly are involved, enabling them to take up IoT technology could be useful to ensure the food demands and less resources consumption. Owing to this, IoT in agricultural water usage will have the greatest impact on solving the arid and semiarid water crisis. The objective of this platform is to contribute in introducing implemented IoT and advances technology to support meeting the information requirements of small and medium-scale entrepreneurial farmers to increased water productivity in agriculture. This shall support increasing farm income and food security, in a mean time secure water access for agriculture production, and become more resilient to climate change.

“Water cooperation” refers to the peaceful management and use of freshwater resources at local, national, regional, and international levels among various players and sectors. The concept of water cooperation entails working together towards a common goal, in a way that is mutually beneficial. Promoting water cooperation is a long-term and resource-intensive process. Partnerships and funds need to be mobilized for long-term processes, such as establishing collaborative structures and institutions, building capacity, trust, and consensus. The concerted efforts must be made to promote water cooperation at river basin and local scales, including trans-boundary river basins, irrigation districts, and cities. Cooperation is necessary in talking primary issues such as water allocation, upstream and down- stream impacts of water pollution and water abstraction, construction and operation of new infrastructures, illegal abstractions and overexploitation of surface and groundwater, financing of water management, and water-related disaster management. The role of negotiation, mediation, and other dispute resolution mechanisms is key to improving cooperation processes.

Considering different stakeholders’ engagement and multi-level perspective for water cooperation, the purpose of the priority of “Cooperation” in the process of the 9th World Water Forum is to seek a better understanding and measure the impacts of interactions between different actors, either with different interests or with common goals. In addition to conflict prevention, the theme includes the promotion of positive cooperation and should also confirm the potential of past cooperative work that addresses various local, regional and global water challenges. It is also imperative to consider the significance of inter-sectoral and inter- and intra-sectoral impact as essential factors in promoting cooperation, which has been demonstrated in the past cooperative actions for sustainable development. In addition to sectoral cooperation, every scientific and technical effort should require strong support from top-decision makers and different stakeholders society, which engenders the best solutions to water challenges. Thus, providing platforms for water cooperation in discussing and exchanging adequate technologies and policies is one of the most important paramount ways to resolve complex water challenges at local, regional and global levels. Cooperation should not merely be regarded as an optional path without conflict but the overture of the development of sustainable and adequate policy and the catalyst for joint work of science and technology. Water cooperation requires an interdisciplinary approach, combining bio-physical and geo-political aspects with engineering and decision-making as well as other relevant disciplines. Platforms for water cooperation should accommodate local, regional, or international actors. Eventually, the path to water cooperation should lead to efficient, equitable, and sustainable outcomes for both water and non-water sectors and actors.Finally, the process of promoting “cooperation” will be expected to have meaningful and influential outcomes to deliver both to water and non-water actors.

Wetskills finals is the final day of a two-week programme called ‘Wetskills Water Challenge’, in which both national and international students and young professionals have been working on innovative solutions for pressing water issues from organisations/companies from the water sector. During the finals, the teams will pitch their solutions in 2 minutes and the jury will ask them some questions. After the finals the jury will have time to collaborate on who should be the winner. The winning team will be announced during the awarding ceremony, during the closing ceremony of the KIWW, later that same day.

While SDG 6 calls for access to safe water for all by 2030, more than two-thirds of the global population is expected to face water scarcity by the same year. Conventional approaches relying on rainfall and river runoff in water-scarce areas are not enough to meet the human needs. Water-scarce countries and communities need a new water paradigm considering a range of unconventional water resources to narrow the water demand-supply gap for food production, livelihoods, ecosystems, and sustainable development. Key examples of unconventional water resources are: atmospheric moisture harvesting through cloud seeding and fog collection; physical transportation of water through icebergs; micro-scale capture of rainwater where it otherwise evaporates; desalinated water; residual water from urban areas and agriculture; and groundwater confined in deep geological formations. Despite demonstrated benefits, the potential of most unconventional water resources is vastly under-explored due to specific barriers, which need to be addressed along with supportive policies and institutions and science-based actions and tools. These aspects are the focus of this session.

The objectives of this session are to (1) highlight the significance of unconventional water resources in the context of food security, ecosystems, climate change adaptation, and sustainable development challenges; and (2) provide insight into the barriers and associated response options to facilitate the use of unconventional water resources, particularly in areas of physical water scarcity and areas approaching water scarcity.

The concept of water safety is often reduced to the idea of quantity. However, a large section of the

population still does not have access to water of sufficient quality not to affect their health. Alas, water

quality is also affected by external pressures such as increasing demography, climate change or new types

of pollutants. How to address this essential and often overlooked component of water security?

IWRA has a long experience working on water quality issues. This has been transcribed by both by the

realization of thematic projects dedicated to the theme, and by a strong involvement in the thematic

processes of the World Water Forum, as a Champion or Strategic Partner. This involvement persists in the

preparation of the upcoming 9th Forum being organised in Dakar, in 2021.

This forum is being organized for the first time in Sub-Saharan Africa, in an area where practically half of

the population remains in a precarious situation vis- -vis access to water. What are the challenges, near

the mid-point of the 2030 Agenda, to ensure decent water quality for the population, and what messages

should be brought to Dakar in 2021?

The Act provided that experts from industries and academia at home and abroad discuss the development

of water reuse systems to cope with climate change and strengthen competitiveness of the global water

industry by exploring advanced cases of national policies, technologies, installation and operation.Population, scarcity of productive land, along with social and economic pressure, have forced people

to encroach on the forests, including in Mount Rinjani, Lombok Island, East Nusa Tenggara Province

- Indonesia. This threatens the integrity of ecosystems and their hydrological and ecological functions,

severely reducing the quality and quantity of freshwater in Lombok. These trends suggest that the island

may soon experience generalized water scarcity if action is not taken at the required scale.

WWF Indonesia has the initiative to launch a revolutionary Payment for Watershed Services (PWS) project.

This project started from preparation stage in 2002 that focused on maintaining water supply which covers

the southern slope of Rinjani. It needed 3 years after the launching to engage with the key stakeholders.

Finally in 2009, the local decree was issues and the total fund of USD 65,300 collected to restore 2,100 ha

degraded lands by planting 660,000 trees and giving the financial benefit to local communities.

GENERAL INFORMATION

Daegu is the third-largest metropolitan city in Korea and located near the Geumho River and Nakdong River. The city experienced several water pollution incidents including chemical spills for the last three decades, but those incidents became a trigger of the overall change. After the years of efforts to improve the quality of water for its citizens, Daegu is taking the lead in the water industry of Korea. In addition, the city is about to complete the construction of ‘Korea Water Cluster’, the first and only national water industry cluster.

The standard voltage in Korea is 220V and the outlet has two round holes, which is the same type used in France, Germany, Austria, Greece, Turkey, and many other countries. For your convenience, please bring a multi-voltage travel adapter.

Daegu is the warmest region in South Korea due to the humid subtropical climate. This climate condition provides the region with high quality apples and oriental melons. During September, the average daytime temperature is around 30°C (86°F), and the average overnight temperature is around 20°C (68°F). You might feel like summer in the first week of September and the current weather forecast for Daegu during KIWW 2019 is as follows.

South Korean local time is 9 hours ahead of GMT (GMT+9) and has one time zone, Korea Standard Time, which is abbreviated KST. South Korea does not currently observe daylight saving time.

In Korea, a 10% VAT is indirectly added into the price of most your purchases. At stores that display a “Tax Free” sign, foreigners are eligible for a tax refund on purchases greater than 30,000 won.

The unit of Korean currency is won (₩, KRW). Coin denominations are 10 won, 50 won, 100 won, and 500 won. Bank notes are 1,000 won, 5,000 won, 10,000 won, and 50,000 won. Bank checks are circulated in denominations of 100,000 won and over. Foreign currency and traveler’s check can be converted into Korean won at foreign exchange banks and other authorized money exchangers. The exchange rate is subject to market fluctuations.
