2019 In Review
Introduction
After a two‐year positive growth in 2017 and 2018, the
Saskatchewan real economic activity in 2019
experienced a contraction. The Saskatchewan GDP by
industry at basic prices for 2019 declined by 0.9 per
cent from 2018 to 2019.
Overall, half of the 20 industrial sectors were down and
the largest declines were seen in the manufacturing
sector at 5.7 per cent, followed by the construction
sector at 4.4 per cent and the mining, quarrying, and oil
and gas extraction sector at 3.4 per cent. Significant
growth in some of the service industries provided a
partial offset.
Despite significant economic challenges, new capital
investment in the mining, quarrying, and oil and gas
extraction sector grew by 13.3 per cent compared to
the previous year, allowing for Saskatchewan to have
the highest growth rate in this sector, in 2019, among
all provinces. Saskatchewan was ranked in the top 10 in
the world by the Fraser Institute for mining investment
attractiveness in six of the past seven years.
Canadian Economic Growth
The Canadian real GDP growth has been on the decline
for two consecutive years. Canada’s real GDP growth at
basic prices declined by 0.8 percentage points from the
2018 rate of 2.6 per cent to 1.8 per cent in 2019.
Global Economic Growth
According to the International Monetary Fund (IMF),
the global economy grew by 2.9 per cent in 2019 after
growing by 3.6 per cent in 2018. This is the slowest
growth of the decade.
The United States, Saskatchewan’s largest trading
partner, saw its economy decelerate after two
consecutive years of growth. The 2019 growth rate was
2.3 per cent, which is a decrease of 0.6 percentage
points from the 2018 rate of 2.9 per cent.
In 2019, the economic downtrending was recorded in
almost all major economies including China and the
European Union, two major markets for Saskatchewan.
Both economies have been on the decline for two
consecutive years. The European Union’s real GDP
growth rate was 1.7 per cent in 2019, down by 0.7
percentage points from the 2018 rate of 2.3 per cent.
China’s economy grew by 6.1 per cent in 2019. China’s
growth rate is comparatively high, but lower than its 10‐
year average of 7.7 per cent due to many factors
including a slowing global economy and the trade war
with the United States.

Oil & Natural Gas In 2019, the total value of Saskatchewan's oil and
natural gas sales was $10.5 billion, an increase of 7.7
per cent compared to 2018. During this same period,
Saskatchewan remained the third‐largest natural gas
producing province in Canada with an annual
production of 5.1 billion cubic meters, a decrease of 100
million cubic meters from 2018.
2019 annual oil production was 28.3 million cubic
meters (177.7 million barrels), a decrease of 100
thousand cubic meters (600 thousand barrels) from the
previous year.
On a cumulative basis, Saskatchewan’s lifetime oil
production reached 1.07 billion cubic meters in 2019.
A total of 1,880 new oil and gas wells were drilled in
2019, down 673 wells from the 2,553 wells drilled in
2018. Horizontal wells became the predominant way of
drilling oil wells in Saskatchewan and started
outnumbering vertical wells for the first time in 2009.
In 2019, 89.9 per cent of drilled wells were horizontal
and the average meters drilled per well was 2,280,
compared to 2,127 meters in 2018. The increase in
average distance drilled was due to the combination of
drilling into deeper pools, the increased use of
horizontal drilling, and improvements in horizontal oil
well drilling and completion techniques.
Potash
In 2019, the average price of a tonne of potash (K20)
was $500.6/tonne, up from $434.7/tonne in 2018.
Potash production fell by 4.4 per cent from 13.1 million
tonnes in 2018 to 12.6 million tonnes in 2019. Potash
was Saskatchewan’s second‐largest mineral export with
$6.3 billion in sales in 2019, up $0.6 billion from $5.7
billion in 2018.
The United States, Brazil, China, and India accounted for
83.1 per cent of Saskatchewan’s potash exports.
Agriculture
According to Statistics Canada, Saskatchewan's total
crop production rose by 6.5 per cent to 38.7 million
tonnes in 2019. In the same period, rye, oats, dry peas,
barley, lentils, and wheat increased their production by
116.9 per cent, 31.2 per cent, 29.9 per cent, 29.4 per
cent, 10.9 per cent and 3.3 per cent, respectively. In
2019, there were significant increases in the seeded
areas of oats by 27.8 per cent, dry peas by 20.6 per
cent, and barley by 17.0 per cent while summerfallow
acres dropped below the one million mark for the first
time.

Despite the weather challenges in 2019 and the
decrease in seeded area for canola by 4.7 per cent and
wheat by 0.5 per cent, the overall yields stayed strong.
In 2019, wheat yields across the province averaged
3,032 kg/hectare, up by 5.5 per cent from 2018 at 2874
kg/hectare. Canola yields averaged 2,339 kg/hectare in
2019, up by 2.5 per cent from 2,282 kg/hectare in 2018.
Saskatchewan experienced significant fluctuations in
exports, especially of canola seed due to trade tensions
with China. According to Statistics Canada,
Saskatchewan’s grain and oil seed exports to China fell
by 58.0 per cent to $1.1 billion in 2019. The province
also experienced a decline in exports to the United
States of 21.2 per cent and Mexico of 23.2 per cent.
Some of the 2019 decline in these exports were offset
by increases in exports to Bangladesh at 175.0 per cent,
Italy at 173.9 per cent, and Belgium at 106.0 per cent.
Total cash income was $14.1 billion and operating costs
reached a record high of $10.4 billion, resulting in a net
income of $3.7 billion. After factoring in non‐cash
transactions in 2019, total net farm income was $2.2
billion, $0.1 billion less than in 2018.
Employment & Income
Saskatchewan’s economy added 10,400 new jobs in
2019, primarily in service industries. Saskatchewan’s
unemployment rate dropped significantly from 6.1 per
cent in 2018 to 5.4 per cent in 2019 and was below the
national rate of 5.7 per cent. The labour force increased
by 6,400 to 613,700 people in the same period.
Average weekly earnings in Saskatchewan went up 2.7
per cent in 2019 to $1,041 per week, slightly above
Canada’s average weekly earnings of $1,029.
The mining, oil, and gas sector continued to offer the
highest average wages in the province at $2,071 per
week.
Investment
New capital investment in 2019 was $15.0 billion, down
$0.5 billion from 2018. Most of the decline was in the
transportation and warehousing sector which declined
by $0.8 billion. The mining, quarrying, and oil and gas
extraction sector still represented the highest share at
41.1 per cent of capital spending in Saskatchewan in
2019 and grew by 13.3 per cent in 2019 (+$0.7 billion to
$6.2 billion) after a 16.5 per cent decrease in 2018 (‐
$1.1 billion to $5.4 billion).
Between 2018 and 2019, housing starts fell by 32.8 per
cent. During the same period, the value of building
permits was down 13.4 per cent while investment in
non‐residential building construction rose by 2.4 per
cent. The investment in the industrial and commercial
components had the strongest growth, up 27.0 per cent
and 10.7 per cent, respectively.
Population
During 2019, the Saskatchewan population increased by
10,693 persons to a record high of 1.18 million as of
January 1st, 2020. In the same period, there were
14,435 births and 9,848 deaths in the province,
resulting in a natural increase of 4,587 persons, down
by 16.9 per cent from 5,517 in 2018.

Additionally, in 2019, there were 6,106 more people
that moved to Saskatchewan than left. Combined, the
natural increase and net migration resulted in a total
population increase of 10,693 persons over the year.
Retail Trade
Saskatchewan retailers finished 2019 with $19.5 billion
in sales, up 0.3 per cent from 2018. On a per capita
basis, retail trade declined between 2018 and 2019 by
$108 per person to $16,659.
Motor vehicle and parts dealers sales were $5.1 billion
in 2019, down 2.1 per cent from the previous year, but
remained the largest contributor to Saskatchewan’s
retail sales growth in 2019 at 26.0 per cent.
Vehicles
According to Saskatchewan Government Insurance
(SGI), there were 1,152,899 vehicles registered in
Saskatchewan in 2019, down 997 from 2018, the
second consecutive yearly decline. The decline was
largely driven by the cars category at 3.4 per cent. Light
and heavy trucks, meanwhile, increased by 1.1 per cent
and 0.9 per cent, respectively.
In 2019, registrations for gasoline‐powered and diesel‐
powered vehicles both declined by 0.1 per cent and 0.4
per cent, respectively. Conversely, electric vehicle
registrations doubled from 80 in 2018 to 162 in 2019.
Utilities
Consumption of Saskatchewan’s electrical energy
decreased from 25,715 GWh in 2018 to 25,339 GWh in
2019. The main cause of the decline is due to the
exports of electricity at 18.5 per cent.
Wind power generation came to 785 GWh in 2019,
which is a 20.5 per cent increase or 134 GWh more than
in 2018 and the highest production ever recorded.
However, gas, coal, and hydro power generation
accounted for 95.1 per cent of the total electricity
production in Saskatchewan, while wind and other
sources of generation accounted for 3.1 per cent and
1.8 per cent, respectively.
Conclusion
In 2019, the Saskatchewan economy was affected by a
decline in goods‐producing industries by 3.0 per cent,
investment in housing by 11.7 per cent, business
investment in intellectual property products by 6.7 per
cent, and export of goods and services by 2.4 per cent,
resulting in a decrease of the real GDP by 0.7 per cent
following a 1.2 per cent rise in 2018. The declines were
partly offset by increases in service‐producing industries
and the agriculture sector.

Although global economies were marked by a
generalized downturn in 2019, Saskatchewan’s
economy exhibited a degree of diversity sufficient to
support an increase in wages, employment, the labour
force, and population. Average weekly earnings in
Saskatchewan went up 2.7 per cent in 2019 to $1,041
per week and in the same period the province added
10,400 new jobs.
Moreover, Saskatchewan’s unemployment rate
dropped significantly from 6.1 per cent in 2018 to 5.4
per cent in 2019 and was below the national rate of 5.7
per cent. The labour force increased by 6,400 to
613,700 people in this same period.
Saskatchewan's population has steadily increased since
2007 and reached a record high of 1.18 million in 2019.
