PHILADELPHIA — Heritage Auctions says the original pen and ink cover of “The Dark Knight Returns” No. 2 drawn by artist and writer Frank Miller has sold for $478,000 at auction. A near-mint copy of “Batman” No. 1 has sold for $567,625 at the auction. The auction house said Friday that the buyers did not want their names disclosed.

Miller’s cover was the first to be sold from DC Comics’ 1986 four-issue “Dark Knight” miniseries. The copy of “Batman” No. 1 from 1940 was

auctioned on behalf of Tadano America Corp.

The record price for a comic book remains “Action Comics” No. 1, selling for $2.16 million in 2011. It featured Superman’s first appearance.

It meant that the terms of making the decision should have been fulfilled. “Before interviewed by media, I have contacted the Chairman of the LPPM and Assessment Team. They revealed if the study had not been completed yet, so that the decree is invalid, then please be revoked,” he said.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Held for the first time at Cen-terstage, Bali’s best live music venue, fans were entertained by leading Indonesian punk rock bands, Superman is Dead and Navicula, along with German Dmitriev, Nosstress, Gold Voice, and Garden Grove. The two bands rocked the stage with some new songs being performed for the first time for the upcoming new albums. Some 800 music fans and charity supporters turned up during the weekend concerts. More than quarter billion raised for underprivileged family

KUTA - An uplifting amount of rp. 312,000,000 was raised during the 2-day “Hope Together Charity rock Concert” held at Hard rock Hotel Bali on Saturday – Sunday, 27 – 28 July. The event was organized by Indonesia Solemen, a non-profit humanity organization based in Bali together with the Hotel. The money was raised from an “All is One” effort of promoting concert tickets, charity auction and personal pledges.

The check was presented today by Brad Calder, Executive As-sistant Manager, Hard Rock Hotel Bali and Dodix from Superman is Dead band. Robert Epstone, while accepting the check described the moment as indescribable. He explained, “I still cannot believe how miraculous this project has been. Two weeks of preparation paid off to a wonderful charity for the underprivileged families living in total poverty in Denpasar. Indonesia Solemen extends grati-tude to everyone donating their time, money and every effort to

make this happen.” The charity concert was made possible also with the support of brands such as Heineken, Plaga by Indowines, Jim Beam, Bali Adventure Tours, Wari-san, Pantarei, Sardinia, Bed Linen, White Rafting, Waterbom, and The Elephant Safari Park Lodge.

The two families will now be supported with a new housing facility, including medical assis-tance for the affected children and more importantly proper education for the children. Brad Calder ad-dressed, “Hard Rock Hotel Bali is pleased to be given this opportunity

Bangli (Bali Post)—Exclusion of the Kintamani region from the

list of Chinese travel agencies seems in need more serious attention considering that tour-ism is one of the mainstays of Bangli in boost-ing the regionally generated revenue (PAD). To that end, the Bangli government must take action to restore the image of Kintamani region as a favorite tourist destination.

Deputy Chairman of the Bangli House, I Made Sudiasa, met in his office last Friday (Aug 2) deplored the exclusion of Kintamani from tour list of Chinese travel agencies. He said no matter how wonderful the tourism des-tination was without the ability to provide the comfort for travelers would have a negative impact on the destination itself. As happened to Bangli, the hawkers impressed to disturb had caused Kintamani to have been excluded from the tour list of Chinese travel agencies.

To that end, added Sudiasa, the only way required to restore the Kintamani region as a favorite tourist destination in Bangli was by providing comfort. “In this case, the comfort becomes the responsibility of tourism com-munity and the government,” he said. Sudiasa hoped the government could be more asser-tive in dealing with the matter. The govern-ment was expected to review the required things so that tourism community could be empowered.

The politician from Undisan village said the emergence of hawkers around Kintamani

region was the impact of tourism. Therefore, one of the measures that the government could do at this time was to provide an understand-ing for them so that they no longer left a bad impression on tourism. “The government should provide insight to the traders regarding friendly and polite practice of selling, so as not to give bad impression on the tourism image. To achieve it, the government must regulate whether by clear rule enforcement or provid-ing an understanding to them,” he said while adding that tourism could not be followed up by talking only, but by taking real action.

Meanwhile, at separate location the Di-vision Head of Tourism Development and Promotion, the Bangli Culture and Tourism Agency, I Wayan Bona, admitted that Chinese travel agencies had excluded Kintamani from their tour list. Even, said Bona, the exclusion had been going on since long.

Related to that, he said, so far his party had made the efforts to restore the image of Kintamani region as a favorite destination in Bangli. “We’ve continued to provide guidance for hawkers with an approach. Besides, we also re-approached Chinese travel agencies and the others,” he said.

Previously, it was reported that Chinese travel agencies excluded Kintamani from their tour list. It happened due to the presence of hawkers in the area of nature tourism consid-ered to have been disturbing the comfort of tourists. (ina)

Such attitude was affirmed by the Founder of the FDKMNP, Wayan Suka-dana, on Friday (Aug 2) in responding to the pros and cons of the Benoa Bay reclamation plan. He assessed the recla-mation plan with the gubernatorial decree should be more transparent and clearly explained to the public. Such a big plan should involve all the elements of Balinese society. “So far without the reclamation, Nusa Penida Island continues to erode. For instance, in the east of Nusa Penida, pre-cisely at Semaya, the road has collapsed as located near the sea,” he said. Based on the principles of related vessel, when there was the addition of the reclaimed land, the other land would clearly diminish in number with an area of almost the same. It was worried to happen to the island of Nusa Gede, Lembongan and Ceningan.

According to Wayan Sukadana, so far the Nusa Penida having been used as the last bastion for the Island of Bali and the Pacific Ocean breakwater should be maintained. To that end, the FDKMNP hoped the Governor of Bali to rethink of the reclamation plan because it would have long-term and fundamental impact and not make Nusa Penida more miserable with the wrong policy. All this time, Nusa Penida just received the negative impacts of the wrong policy of the government. As a result, the region with a great potential was difficult to develop.

The FDKMNP asked the Governor of Bali not to make any decisions having a negative impact on the broader aspects of Balinese life. He also reminded lest the Governor Mangku Pastika would be ac-cused by the history of causing the damage to the nature of Bali. “If one day the policy is proved incorrect, then the most respon-sible person is the governor that has issued

the decree on the reclamation permit,” he concluded.

Previously, another public figure of Nusa Penida, Ketut Pesta, considered the recla-mation plan was the result of non-holistic thinking of the policy makers in Bali. “If the reclamation is realized, the Jungut Batu village on Lembongan Island will partly sink. Philosophically, where we make a new land, we will lose another land,” said the Regional Representative Council of Bali while saying the area of Jungut Batu was the lowest land on Nusa Penida Island. Other than Jungut Batu village, the Benoa Bay reclamation to get new area of 838 hectares can also cause the northern part of Lembongan and western part of Nusa Gede to disappear.

This statement was clearly supported by the territorial data of Nusa Penida. One third of the Klungkung area or 11,216 hectares lay on the Bali Island, while the remaining two-thirds or 20,284 hectares lay on Nusa Penida Islands. Meanwhile, the total length of Klungkung beach spread along some 97.6 kilometers. Among them, along 14.10 kilometers spread on Klung-kung mainland and 83.50 kilometers spread on Nusa Penida. Subdistrict Head of Nusa Penida, Ketut Sukla, explained that Nusa Penida Islands spread across the area of 20,284 hectares, Nusa Gede at the area of 2,018,280 square kilometers or 20,182.8 hectares, Lembongan including Ceningan at the area of 6,150 square kilometers or 61.5 hectares and Jungut Batu at the area of 3,970 square kilometers or 39.7 hectares.

By observing the data of the territory, it was reasonable for the people of Nusa Penida to be afraid if the impact of Benoa Bay reclamation could come true when the Benoa Bay reclamation area reached 838 hectares. (kmb21)

An alliance of the environmental activists that rejected the Benoa Bay reclamation collected signatures to urge the Governor of Bali, Made Mangku Pas-tika, to revoke the Gubernatorial Decree No.2138/02-C/HK/2012 on the Permit Conferment and Utilization, Development and Management Rights of Benoa Bay Waters, Bali Province.

The action held at the Puputan Marga-rana Square, Renon, Saturday (Aug 3), was an act of spontaneity to reject the reclamation because it was considered to damage the marine ecosystems as well as to have negative impacts on social life of the local community.

“It serves as a kind of effort to drive the public awareness so that they have a con-cern with the small Bali by not measuring the uncontrollable investment in terms of profits, but must also consider the nega-tive impacts,” revealed Agus Januraka serving as the Field Coordinator.

According to him, the investors com-ing into Bali should pay attention to the environmental conservation, and not even harmed the environment on the grounds of improving the economy of the local

community. “A lot of areas can be utilized without damaging the nature and without reclamation. We should make improve-ment by keeping this nature,” he said.

He said the environmental activists had held a demonstration in the waters of Benoa Bay to reject the presence of inves-tors wishing to invest in the region. Such an action was to make the government aware because it did not pay attention to the environment and people’s interest.

“Our action will not make investors flee anyway. We’d just like that the government can act more wisely and prudently in mak-ing decision related to the reclamation, so that it does not only consider the intention of the investors,” he said.

The Great Bull Run is set to kick off Aug. 24 at a drag-racing strip south of Richmond, Virginia. A sec-ond event is planned for Oct. 19 at an Atlanta-area horse park that hosted events for the 1996 Olympics. More events are planned later for Texas, Florida, California, Minnesota, Il-linois and Pennsylvania.

Bull runs — when the animals are released to run alongside par-ticipants as spectators cheer — are common in Spain and can drum up controversy. Injuries often occur, as do deaths, though they are much rarer. Some groups attack the treat-ment of the bulls used in the runs.

About 5,000 people have signed up to participate in the Virginia event, and the number grows by about 50 each day, said Rob Dick-ens, co-founder and chief operat-ing officer of The Great Bull Run. And with 2,000 signed up for the Conyers, Georgia, event, Dickens expects 5,000 to 7,000 to run there in October.

The U.S. events will last one day each, unlike the annual weeklong festival in Pamplona, when bull runs are held every morning. Author

Ernest Hemingway wrote about the festival in his 1926 novel “The Sun Also Rises,” which helped it gain worldwide notoriety and attract spectators from around the globe.

Organizers acknowledge that the Great Bull Run is likely to start out on a smaller scale than its Spanish counterpart. But they note that other physically challenging activities such as extreme off-road runs and obstacle races have become in-creasingly popular in the U.S., and they see bull running as a natural follow-up.

“I think it’s just a progression where we are becoming more and more active as a society,” Dickens said. “There’s this fitness craze that started with running. I think this is just an extension of all that, but making it more interesting to the general public.”

Dozens of people are injured each year in the San Fermin festival at Pamplona, most by tripping and fall-ing. Bulls have killed 15 people since record-keeping began in 1924.

Last month in Spain, a Univer-sity of Utah college student and an Australian woman were gored by

bulls. During one run, participants and spectators screamed as a bull tossed a Spaniard to the ground and attacked him, with fellow runners trying to pull the animal away by its tail. The man was eventually dragged to safety.

Organizers of the U.S. events plan to include several safety features, making them “quite dif-ferent than the running of the bulls in Spain,” Dickens said.

Unlike the narrow, cobblestone streets of the Spanish runs, the U.S. events will use fencing that will include coves, or notches, so participants can get out of the way quickly.

Dickens said organizers are partnering with ranches who will supply the bulls, and veterinarians will monitor their health. “We’re not using the Spanish fighting bulls that are bred to be very aggressive for the entertaining aspect of bull-fighting,” Dickens said.

Bulls will be released in waves of six at a time, giving the animals and people a “better opportunity to complete the course safely,” Dickens said.

LONDON — Prince William gave guests at a charity polo match an insight into his newfound paternal duties Saturday, saying his mind had been stuck in “baby mode” thanks to his feisty newborn son.

William was playing alongside his brother Harry at the Audi Polo Chal-lenge in the English village of Ascot. The match came less than two weeks after he and his wife, Kate, had their first child, Prince George, and William told spectators it was “good to get out of the house” for the afternoon.

The 31-year-old royal managed to score the winning goal for his team and was later presented with a miniature polo stick for his baby boy. He jokingly asked if he’d be getting some nappies — the British term for diapers — instead, telling guests he had to “pick some up on my way home.”

Of his performance on the pitch, William said he was “in baby mode out there, thinking about nappies. I wasn’t really in the zone.” When quizzed about George, he said the little prince, who was born July 22, “likes to move around a lot. He wriggles a lot. He keeps on our toes.”

SAN JOSE, Costa Rica — Costa Rican officials say they plan to close both of the country’s public zoos next year so that animals can be freed from their cages. But the foundation that runs the animal parks said Saturday it is trying to keep them operating.

Environment Minister Rene Castro announced in recent days that the 97-year-old Simon Bolivar zoo in central San Jose will become a botanical park next year. Another zoo west of the city, the Santa Ana Conservation Center, also would close. Together they hold 400 animals of 60 species, including a lion, crocodiles, monkeys and a tapir.

The Environment Ministry said the animals would be released into the wild or sent to rescue centers.

The foundation that runs the zoos, known as Fundazoo, has asked an administrative tribunal to block the closure, foundation spokesman Eduardo Bolanos said Saturday. It argues that its contract to run the zoos has been renewed through 2024.

“We’re worried about where the ministry is thinking of moving the animals since the Simon Bolivar and the Conservation Center are the only ones that have a veterinarian specialized in forest species and an animal nutritionist,” Bolanos said. Costa Rica banned circuses with animals in 2002 and has also barred sport hunting.

He hoped the government no lon-ger issued permit of hotel construc-tion, especially in Southern Bali. And it directed the development of Bali to the improvement of supporting infra-structure so that it would engender an equitable development.

“Do not establish many hotels in Bali any longer because it makes tour-ism cheaper. Moreover, the making of a new island at Benoa Bay will make the burden of Bali heavier. Simply make road infrastructure so that the development will not only be focused

on Southern Bali because tourists will not want to visit the areas with a longer travel time,” he said.

According to Kade Sutawa, the slump of Bali tourism was kindled by market shifts. The island formerly visited by many European travelers was then dominantly visited by Asian travelers. It occurred due to financial crisis hitting many countries in Europe, so that they chose a desti-nation nearby their country.

“Do not make reference to hotels that are never having low occupancy, let’s talk on average. A hotel can be profitable when the occupancy rate

reaches 40 percent. So, ideally the hotel occupancy rate is 75 percent. It is not the matter of greed, but the ideal amount in terms of business. Currently, we are tired because the av-erage occupancy rate is 60 percent,” he complained.

He hoped the government would not blame on the results of Bali tour-ism studies related to the carrying capacity of Bali as mentioned in the moratorium to pass the interests of investors having the adverse impact on Bali tourism. “Hopefully, these data would not be considered incor-rect so that the government can allow the construction of more hotels and the moratorium will no longer be imposed,” he said.

As had been known, the number of accommodation in Bali up to 2010 reached 2,190 units with 45,408 rooms. They consisted of 158 units of star hotel with 20,558 rooms, 1,036 units of budget hotel with a total of 20,410 rooms and 996 cot-tages with a total of 4,440 rooms. Up to 2011, the number of hotel room in Bali has reached 55,000 rooms, while the total number of restaurant in Bali reached 1,658 units. TUNIS - Tens of thousands of Tunisians came out in a show of force for the country’s Islamist-led government on Saturday, in one of the largest demonstrations since the 2011 revolution.

Supporters of the ruling En-nahda party crowded into Kasbah Square next to the prime minis-ter’s office in the capital, Tunis. Ennahda officials said more than 150,000 attended. Fireworks flashed overhead and red Tuni-sian flags fluttered over a sea of demonstrators.

“No to coups, yes to elections,” the crowd shouted, in a reference to the army-backed ouster of Egypt’s elected Islamist president last month.

The secular opposition is step-ping up efforts to oust the transi-tion government in the North African country. At the same time, security forces are struggling to fight off a spike in attacks by radi-cal Islamist militants, whom the moderate Islamist Ennahda has condemned as terrorists.

The country, once considered a model among fledgling “Arab Spring” democracies, is facing its worst crisis since Tunisians toppled autocrat Zine el-Abidine Ben Ali and set off a wave of up-risings across the region.

LONG before Swasthi Wijaya Bandem composed the Cendra-wasih Dance in 1987, there has been the same dance in Buleleng. Its name is also the same, namely Cendrawasih (Bird of Paradise) Dance depicting the movements of a native bird to Papua.

Not many people know about the existence of the dance if only Luh Menek, 74, did not dance it after having been buried for decades. This old artist from Jagaraga vil-lage living in Tejakula presented the classical dance singly on the opening of the International Confer-ence and Festival II in the Audito-rium of the Ganesha University of Education (Undiksha), Singaraja, Thursday night (Aug 1).

Despite being elderly, Luh Me-nek posing the direct student of the great artist Gede Manik could present the dance energetically. She even got a tremendous applause from the audience, where most of them were foreign tourists.

The Cendrawasih Dance was indeed composed by Gede Manik

around the 1930s. It was of the same age as the Tarunajaya Dance also composed by him. As the student of Gede Manik, Luh Menek herself had an obsession to revive the Cen-drawasih Dance whose movement was absolutely different from the one composed by Swasthi Bandem.

Luh Menek said she had struggled for a long time with fellow artists in Buleleng to revive the Cendrawasih Dance as she had done previously to Palawakya Dance and Pengeleb Dance. According to her, the Cendra-wasih Dance composed at Jagaraga was much different from the Cendra-wasih Dance known today. The Cen-drawasih Dance of typical Jagaraga put more emphases on the expression like in the Tarunajaya Dance. A number of dance movement details she could remember. Even, the gamelan music composition could also be imitated. “Now, it just needs to work it on ear-nestly and socialize it,” she said.

According to Luh Menek, the tape of the gamelan music accom-paniment of the Cendrawasih Dance of typical Jagaraga remained to be

held by someone in the Netherlands. To that end, she was trying to get the tape so that the composition of gamelan music could be really ap-propriate with the original one.

Meanwhile, Deputy Rector I of the Undiksha, Prof. Dr. Made Su-tama, said the Conference and Festi-val of the Northern Bali Culture this year was followed by 49 speakers and 31 participants. They came from 4 countries, namely the Neth-erlands, the USA, Canada and Indo-nesia. At the conference, his party also invited Frans de Ruiter from the Academy for the Performing and Creative Arts, Leiden; Wayne Vitale, a composer from the United States and Nengah Bawa Atmaja from Ganesha University of Educa-tion as the keynote speaker. “As for the festival, we bring in the artists from Northern Bali such as the Saraswati Menyali gamelan troupe, Darma Utama gamelan troupe, Tripittaka gamelan troupe, Sinta Wullur, Paketan gamelan troupe, Taruna Mekar gamelan troupe and Balawan,” he said. One more unique tradition owned by Karangasem County is the mesantalan ritual procession or Ketupat War at Apit Yeh village, Manggis subdistrict became an interesting cultural attraction. This tradition was held to coincide with Kajeng Kliwon in the eleven month of Balinese calendar recently. Before organizing the mesanta-lan, there are some ceremonies to be passed through. Among oth-ers, there was village purification through pecaruan (animal sacrifice) ritual at the village. The animal in use was male calf. Before that, the calf was by paraded around the vil-lage while being beaten by means of bamboo.

After holding the animal sacri-fice ritual (pecaruan), people then scrambled to get lis or sampyan used in the sacrifice. Local people believe that pinude using the lis could make a cow survive and have many children. However, it was preceded with worship en masse in the Taman and Puseh Temple. Afterward, the male villagers were ready to bring six pieces of rice bag (ketupat). Then, it was resumed by throwing them to one another at particular dis-tance separated by two bamboo sticks. Within about 30 minutes, they attempted to take action and target their opponents.

Yeh customary village divided into 4 customary hamlets with a total population of 100 families. By holding the sacred ceremony, local people believed to bring in a blessing of natural fertil-ity. He said exports to the five countries in June 2013 recorded a shortfall com-pared to the same month last year.

Compared to the same period last year, exports in June 2013 to the US, Australia and China fell by 0.64 per-cent, 28.45 percent and 17.97 percent respectively, while exports to Japan and Singapore rose 7.25 percent and 29.06 respectively.

However, the June 2013 exports to the US, Japan and Singapore fell 14.20 percent, 8.45 percent and 26.58 percent respectively from May 2012, while ex-ports to Australia and China increased 2.72 percent and 3.71 percent, he said.

NEW YORK CITY - The once-influ-ential US publication Newsweek is being sold to the all-digital news publisher IBT Media, the company said in a statement Saturday.

Terms of the deal were not disclosed as the transaction is expected to close “in the coming days,” the IBT statement read.

IBT Media is acquiring Newsweek and the publication’s online operations from IAC/InterActiveCorp. The purchase does not include The Daily Beast, also owned by IAC.

“We believe in the Newsweek brand and look forward to growing it, fully transformed to the digital age,” said Eti-enne Uzac, co-founder and chief execu-tive officer of IBT Media.

Launched by a former Time magazine reporter in 1933, Newsweek reached a print circulation of three million by the early 1990s and published regional edi-tions around the world.

However the magazine, like other print publications, struggled to cope with the flood of instant and often free news in the digital world and saw its revenue steadily decline.

In 2010 California billionaire Sidney Harman bought Newsweek from The Washington Post Group for a symbolic $1, and took over $40 million in liabilities. Newsweek then merged with The Daily Beast, owned by IAC.

The magazine ended its weekly print edition in December 2012, and IAC an-nounced in May that it would sell News-week to concentrate on The Daily Beast.

IBT Media, founded in 2006, operates online news sites that include International Business Times, Medical Daily, Latin Times and iDigitalTimes. They say they have more than 30 million unique visitors to those sites each month.

“We respect the brand’s long history of delivering high-quality, impactful journal-ism and believe this aligns well with IBT Media’s culture and mission,” Uzac said.

IBT Media co-founder and chief content officer Johnathan Davis said that the Newsweek brand “is strong around the world and we believe there is significant potential to leverage that as well as enhance the editorial offering and continue to modernize the operations and approach.”

temporary contracts.If Spanish unions and em-

ployers could agree on the reforms, such a deal would accelerate job gains, the IMF staff report said.

But Spanish government officials “did not see the pres-ent social environment as sufficiently receptive for such an agreement and feared that trying to reach one might stall crucial reforms,” it added.

The IMF mission chief for Spain, James Daniel , said in a separate report that the recession-hit Spanish economy would probably show growth later this year “in the fourth or even third quarter.”

“But the really important question is not whether Spain will grow but whether Spain will grow enough to create lots of new jobs to bring down unacceptably high unemployment and to in-crease household incomes.”

Spain has never managed to achieve net job creation with economic growth of less than 1.5-2.0 percent, the IMF report said.

A contingent of 70 soldiers and police was sent to guard the Hospital Escuela, where injured inmates were taken, for fear that their gang would try to free them. “We have detected cars with armed men inside passing by the hospital and for this reason we are increas-ing security measures to avoid a tragedy,” Martinez said.

The riot and militarization of the prison comes a day after the release of an Inter-American Commission on Human Rights report that said inmates control Honduras’ 24 prisons because the state has abandoned its role in rehabilitating people convicted of crimes.

The commission said that one consequence of the state’s aban-donment of the prisons is the rise of so-called systems of “self-governance” that are headed by inmates known as “coordinators.” The coordinators are picked by

the inmates and set rules for the prison, including disciplinary measures.

The report said that some pris-ons are so poorly guarded that the inmates could escape if they wanted to, but don’t because they don’t want to upset the balance.

The commission conducted the report following a fire last year at the Comayagua prison that killed 361 inmates.

Honduran prisons operate on a Lord-of-the-Flies system that allows inmates to run businesses behind bars, while officials turn a blind eye in exchange for a cut of the profits they say is spent on prison needs.

Authorities say they carry out three searches a month in the country’s state prison and find a large quantity of arms, from guns to knives and machetes. Guards are bribed to let them bring the arms into the prison.

The government says there are 12,263 people incarcerated in Honduras even though its prisons can only hold 8,120 inmates.

TEGUCIGALPA, Honduras — Honduran President Porfirio Lobo ordered the militarization of the country’s main prison on Saturday after a gunfight there left at least three gang members dead and 12 people injured, including three guards.

According to him, the decree infringing the Presidential Decree No.45/2011 on Sarbagita would become a dilemma for the governor. If the decree was not revoked, the governor would be charged with criminal acts because the decree issued was unlawful. Conversely, if the decree would be revoked, the governor would be sued by the investor.

“Indeed, if the decree is revoked he will be guilty, without being revoked he has a problem because he will be sued by the PT (investor). However, if the policy issued is based on the wrong law, then the third party losses will be borne by the state, but if the decision made due to wrong interpretation of the existing laws, it becomes the responsibility of the official making the decision,” he explained.

Chairman of the Friends of the Earth Indonesia (Walhi) Bali, Wayan ‘Gendo’ Suardana, who was present at the occasion also requested the governor to revoke the recommendation plan because it violated the Law No.27/2007 on the Management of Coastal Areas and Small Islands (WP3K) as the entire chapters related to the Concession of Coastal Waters (HP3) had been revoked by the Constitutional Court (MK). The article 93 of the Presidential Decree No.45/2011 on the Sarbagita Spatial Planning had mentioned if the Benoa Bay area belonged to a conservation area.

“More seriously, the decree is based on the feasibility study of the LPPM of the Udayana University that has not been final and does not apply the Presidential Decree No.122/2012 on the reclamation as the legal basis. To that end, I beg the governor to immediately revoke the decree,” he affirmed.

Rejection to the issuance of the gubernatorial decree was also revealed by the priest of the Dalem Setra Temple of Tanjung Benoa, Made Nadhi, doubling as turtle conservation group head at Tanjung Benoa area. The man having the profession as fisherman was very ap-prehensive about the reclamation because it could have an impact on the overflow of sea water to the surface.

“I am absolutely afraid. When the sea water goes up, I will die first. If the Benoa Bay reclamation is done by force, it will be like the over-flowing water in the basin when something is put into it,” he said.

According to him, if the government insisted on undertaking the rec-lamation with the reason of improving the people’s economy, his party suggested the government to do it over the waters. “If it remains to be done by force, I expect it can be carried out over the water, but do not do it by reclamation because the sea water will rise and soak Tanjung Benoa,” he said while asking the governor to revoke the decree.

Nevertheless, he said that Tanjung Benoa community would support the governor’s effort to rehabilitate the Pudut Island currently experi-encing a very severe abrasion. “I agree if the governor rehabilitates the Pudut Island eroded by the abrasion, but do not reclaim it,” he said.

In line with Wayan Wirta, the residents of Tanjung Benoa expected the government to restore the Pudut Island that only remained 2 hectares from approximately 8 hectares. If the condition was left, it was feared the island would vanished due to the abrasion.

“Hopefully, the Pudut Island could be restored to its original condi-tion. Otherwise, within next five years it will be going to run out,” he said.

Governor of Bali, Made Mangku Pastika, on the occasion stated that he would review the decree that had been issued by involving legal experts so that there would be no violation. His party would invite a variety of elements such as the academicians and environmentalists to discuss about the gubernatorial decree issued.

“Should there any mistake in issuing the decree or something wrong with it, yeah ... let’s fix it. Wholeheartedly and high-mindedly, let’s fix it and it does not matter. Similarly, I do not want to break the law, the sooner the better. So, this meeting is not useless and after this we will invite them again, like Prof. Ibrahim, Gendo and the others,” he said.

Pastika claimed that he would absorb all the aspirations. Even, his party would invite the legislative to sit together and discuss about further solutions to be made for the benefit of all parties.

“Hopefully, what delivered today can make people understand. Of course, there must be negative impact, whatever we do, there must be a bad impact, but we attempt to minimize such an impact, so that we can achieve the goal,” he said.

When asked whether the governor was ready to revoke the decree if the assessment made by the LPPM of the Udayana University declared the area was unfit for the reclamation, Pastika expressed his readi-ness to revoke the decree and discontinue the project. “Of course, we will not insist, right? We may not insist. If the feasible study indeed declares that it has more bad effects than the good ones, why not? I do not want to harm Bali anyway. Even, we want the goodness,” he said. LONDON — Clint Dempsey’s six-year spell in English football is coming to an end after Tot-tenham announced Saturday it had reached an agreement with Major League Soccer to transfer the United States forward to the Seattle Sounders.

Dempsey was introduced as the newest designated player for the Sounders on Saturday night prior to Seattle’s match against FC Dal-las. It concluded a whirlwind 48 hours of rumors and speculation that Dempsey was leaving Tot-tenham Hotspur and returning to Major League Soccer.

ESPN first reported Friday that a transfer was imminent and

Tottenham confirmed Dempsey’s move back to MLS early Saturday. Terms of Dempsey’s deal were not announced by the club, but British media are reporting that his move to Seattle Sounders is for around 6 million pounds ($9.2 million).

“This is a historic day for Sounders FC and our fans,” Sounders majority owner Joe Roth said in a release. “Clint is a world-class soccer player who can take this club to a higher level. We have been consistent in our mes-sage to the fans that we will spare no expense to win trophies.”

Ancelotti revealed during a news conference at Real’s training camp in Los Angeles on Wednesday that they were in talks with Spurs to buy Bale amid speculation the Wales player was poised to move to Spain for a world record fee.

Asked if he felt Ancelotti was in the wrong, Villas-Boas said: “I think so, in my opinion. Carlo is a person I appreciate a lot and we have great respect for each other, but bearing in mind this situation they have decided to make it public.

“Normally in situations like this it is scrutinised by the Football Association with lots of care and attention. We have seen lots of people speak about a player that is not theirs and we are due some respect,” added the Portuguese coach.

“These rumours of an imminent transfer are not true. Playing in her first tournament since suffering knee and hip injuries at Wimbledon, the Belarussian dug herself out of a second-set hole to subdue the 2008 French Open champion, who also ran hot and cold throughout. Australia’s Samantha Stosur will face Azarenka in Sunday’s showdown after the fifth seed utilised her big serve and forehand to repel French wild card Virginie Razzano 7-6 6-3 in the second semi-final.

“It’s something that you expect from Ana, she’s a very big shot maker and loves to bang the ball,” Azarenka told reporters of her hard-hitting Serb opponent. “For me the key was to not let her make those shots and be the one who was putting the pressure. I did feel more consistent.”

“I have reported all the 11 projects to the Corruption Eradication Commission (KPK). Corruption in these projects involved bribery during the production of the national electronic identity card, the construction of Constitutional Court’s building and the tax office building, and a fictitious project at Merpati Airline, worth Rp2 trillion,” he said after being questioned by KPK officials on Fri-day.According to Nazaruddin, Golkar Party, Democrat Party, and Democratic Indonesia Struggle Party (PDIP) gave bribe money to parliament members.

Nazaruddin was earlier sentenced to four years and ten months in jail for taking bribes in connection with the SEA Games Athlete¿s Village project in Palembang.

He had then filed an appeal to the Supreme Court, but the court rejected it and increased his sentence to seven years of imprison-ment.

The head of the panel of judges hearing the appeal, Artidjo Alko-star, said the Supreme Court had met the prosecution’s demand and sentenced the defendant to seven years in jail. The judges had also increased the fine imposed on the defendant to Rp300 million.

A contingent of 70 soldiers and police was sent to guard the Hospital Escuela, where injured inmates were taken, for fear that their gang would try to free them. “We have detected cars with armed men inside passing by the hospital and for this reason we are increas-ing security measures to avoid a tragedy,” Martinez said.

The riot and militarization of the prison comes a day after the release of an Inter-American Commission on Human Rights report that said inmates control Honduras’ 24 prisons because the state has abandoned its role in rehabilitating people convicted of crimes.

The commission said that one consequence of the state’s aban-donment of the prisons is the rise of so-called systems of “self-governance” that are headed by inmates known as “coordinators.” The coordinators are picked by

the inmates and set rules for the prison, including disciplinary measures.

The report said that some pris-ons are so poorly guarded that the inmates could escape if they wanted to, but don’t because they don’t want to upset the balance.

The commission conducted the report following a fire last year at the Comayagua prison that killed 361 inmates.

Honduran prisons operate on a Lord-of-the-Flies system that allows inmates to run businesses behind bars, while officials turn a blind eye in exchange for a cut of the profits they say is spent on prison needs.

Authorities say they carry out three searches a month in the country’s state prison and find a large quantity of arms, from guns to knives and machetes. Guards are bribed to let them bring the arms into the prison.

The government says there are 12,263 people incarcerated in Honduras even though its prisons can only hold 8,120 inmates.

TEGUCIGALPA, Honduras — Honduran President Porfirio Lobo ordered the militarization of the country’s main prison on Saturday after a gunfight there left at least three gang members dead and 12 people injured, including three guards.

According to him, the decree infringing the Presidential Decree No.45/2011 on Sarbagita would become a dilemma for the governor. If the decree was not revoked, the governor would be charged with criminal acts because the decree issued was unlawful. Conversely, if the decree would be revoked, the governor would be sued by the investor.

“Indeed, if the decree is revoked he will be guilty, without being revoked he has a problem because he will be sued by the PT (investor). However, if the policy issued is based on the wrong law, then the third party losses will be borne by the state, but if the decision made due to wrong interpretation of the existing laws, it becomes the responsibility of the official making the decision,” he explained.

Chairman of the Friends of the Earth Indonesia (Walhi) Bali, Wayan ‘Gendo’ Suardana, who was present at the occasion also requested the governor to revoke the recommendation plan because it violated the Law No.27/2007 on the Management of Coastal Areas and Small Islands (WP3K) as the entire chapters related to the Concession of Coastal Waters (HP3) had been revoked by the Constitutional Court (MK). The article 93 of the Presidential Decree No.45/2011 on the Sarbagita Spatial Planning had mentioned if the Benoa Bay area belonged to a conservation area.

“More seriously, the decree is based on the feasibility study of the LPPM of the Udayana University that has not been final and does not apply the Presidential Decree No.122/2012 on the reclamation as the legal basis. To that end, I beg the governor to immediately revoke the decree,” he affirmed.

Rejection to the issuance of the gubernatorial decree was also revealed by the priest of the Dalem Setra Temple of Tanjung Benoa, Made Nadhi, doubling as turtle conservation group head at Tanjung Benoa area. The man having the profession as fisherman was very ap-prehensive about the reclamation because it could have an impact on the overflow of sea water to the surface.

“I am absolutely afraid. When the sea water goes up, I will die first. If the Benoa Bay reclamation is done by force, it will be like the over-flowing water in the basin when something is put into it,” he said.

According to him, if the government insisted on undertaking the rec-lamation with the reason of improving the people’s economy, his party suggested the government to do it over the waters. “If it remains to be done by force, I expect it can be carried out over the water, but do not do it by reclamation because the sea water will rise and soak Tanjung Benoa,” he said while asking the governor to revoke the decree.

Nevertheless, he said that Tanjung Benoa community would support the governor’s effort to rehabilitate the Pudut Island currently experi-encing a very severe abrasion. “I agree if the governor rehabilitates the Pudut Island eroded by the abrasion, but do not reclaim it,” he said.

In line with Wayan Wirta, the residents of Tanjung Benoa expected the government to restore the Pudut Island that only remained 2 hectares from approximately 8 hectares. If the condition was left, it was feared the island would vanished due to the abrasion.

“Hopefully, the Pudut Island could be restored to its original condi-tion. Otherwise, within next five years it will be going to run out,” he said.

Governor of Bali, Made Mangku Pastika, on the occasion stated that he would review the decree that had been issued by involving legal experts so that there would be no violation. His party would invite a variety of elements such as the academicians and environmentalists to discuss about the gubernatorial decree issued.

“Should there any mistake in issuing the decree or something wrong with it, yeah ... let’s fix it. Wholeheartedly and high-mindedly, let’s fix it and it does not matter. Similarly, I do not want to break the law, the sooner the better. So, this meeting is not useless and after this we will invite them again, like Prof. Ibrahim, Gendo and the others,” he said.

Pastika claimed that he would absorb all the aspirations. Even, his party would invite the legislative to sit together and discuss about further solutions to be made for the benefit of all parties.

“Hopefully, what delivered today can make people understand. Of course, there must be negative impact, whatever we do, there must be a bad impact, but we attempt to minimize such an impact, so that we can achieve the goal,” he said.

When asked whether the governor was ready to revoke the decree if the assessment made by the LPPM of the Udayana University declared the area was unfit for the reclamation, Pastika expressed his readi-ness to revoke the decree and discontinue the project. “Of course, we will not insist, right? We may not insist. If the feasible study indeed declares that it has more bad effects than the good ones, why not? I do not want to harm Bali anyway. Even, we want the goodness,” he said. One more unique tradition owned by Karangasem County is the mesantalan ritual procession or Ketupat War at Apit Yeh village, Manggis subdistrict became an interesting cultural attraction. This tradition was held to coincide with Kajeng Kliwon in the eleven month of Balinese calendar recently. Before organizing the mesanta-lan, there are some ceremonies to be passed through. Among oth-ers, there was village purification through pecaruan (animal sacrifice) ritual at the village. The animal in use was male calf. Before that, the calf was by paraded around the vil-lage while being beaten by means of bamboo.

After holding the animal sacri-fice ritual (pecaruan), people then scrambled to get lis or sampyan used in the sacrifice. Local people believe that pinude using the lis could make a cow survive and have many children. However, it was preceded with worship en masse in the Taman and Puseh Temple. Afterward, the male villagers were ready to bring six pieces of rice bag (ketupat). Then, it was resumed by throwing them to one another at particular dis-tance separated by two bamboo sticks. Within about 30 minutes, they attempted to take action and target their opponents.

Yeh customary village divided into 4 customary hamlets with a total population of 100 families. By holding the sacred ceremony, local people believed to bring in a blessing of natural fertil-ity. Such cultural attraction also symbolized masculinity where men had knighthood spirit. Chief of customary village, I Nengah Sarjana, said the origin of mesan-talan cultural attraction was clearly unknown. However, they did it for generations. They were aware and believed if the tradition should be kept alive and believed to be able to realize safety for residents. “If it is not organized, then the life of residents will not be peaceful and their harvest will fail,” he said.

Residents also believed if they were hit by the rice bag, their life would be prosperous. Thus, people competed to be exposed by the rice bag. “Despite being in the front, they are not necessarily hit by the rice bag. Conversely, the villagers in the rear can be affected,” he said. Deputy Regent of Karangasem, I Made Sukerana, was present at the ceremony and asked the residents of Apit Yeh customary village to maintain and protect the sacred and unique cultural asset. Aside from keeping the peace of village and improving natural fertility for the welfare of residents, the ritual was also intended to preserve the tradition.

NEW YORK CITY - The once-influ-ential US publication Newsweek is being sold to the all-digital news publisher IBT Media, the company said in a statement Saturday.

Terms of the deal were not disclosed as the transaction is expected to close “in the coming days,” the IBT statement read.

IBT Media is acquiring Newsweek and the publication’s online operations from IAC/InterActiveCorp. The purchase does not include The Daily Beast, also owned by IAC.

“We believe in the Newsweek brand and look forward to growing it, fully transformed to the digital age,” said Eti-enne Uzac, co-founder and chief execu-tive officer of IBT Media.

Launched by a former Time magazine reporter in 1933, Newsweek reached a print circulation of three million by the early 1990s and published regional edi-tions around the world.

However the magazine, like other print publications, struggled to cope with the flood of instant and often free news in the digital world and saw its revenue steadily decline.

In 2010 California billionaire Sidney Harman bought Newsweek from The Washington Post Group for a symbolic $1, and took over $40 million in liabilities. Newsweek then merged with The Daily Beast, owned by IAC.

The magazine ended its weekly print edition in December 2012, and IAC an-nounced in May that it would sell News-week to concentrate on The Daily Beast.

IBT Media, founded in 2006, operates online news sites that include International Business Times, Medical Daily, Latin Times and iDigitalTimes. They say they have more than 30 million unique visitors to those sites each month.

temporary contracts.If Spanish unions and em-

ployers could agree on the reforms, such a deal would accelerate job gains, the IMF staff report said.

But Spanish government officials “did not see the pres-ent social environment as sufficiently receptive for such an agreement and feared that trying to reach one might stall crucial reforms,” it added.

The IMF mission chief for Spain, James Daniel , said in a separate report that the recession-hit Spanish economy would probably show growth later this year “in the fourth or even third quarter.”

“But the really important question is not whether Spain will grow but whether Spain will grow enough to create lots of new jobs to bring down unacceptably high unemployment and to in-crease household incomes.”

Spain has never managed to achieve net job creation with economic growth of less than 1.5-2.0 percent, the IMF report said.

TUNIS - Tens of thousands of Tunisians came out in a show of force for the country’s Islamist-led government on Saturday, in one of the largest demonstrations since the 2011 revolution.

Supporters of the ruling En-nahda party crowded into Kasbah Square next to the prime minis-ter’s office in the capital, Tunis. Ennahda officials said more than 150,000 attended. Fireworks flashed overhead and red Tuni-sian flags fluttered over a sea of demonstrators.

“No to coups, yes to elections,” the crowd shouted, in a reference to the army-backed ouster of Egypt’s elected Islamist president last month.

The secular opposition is step-ping up efforts to oust the transi-tion government in the North African country. At the same time, security forces are struggling to fight off a spike in attacks by radi-cal Islamist militants, whom the moderate Islamist Ennahda has condemned as terrorists.

The country, once considered a model among fledgling “Arab Spring” democracies, is facing its worst crisis since Tunisians toppled autocrat Zine el-Abidine Ben Ali and set off a wave of up-risings across the region.

assassination of two of its figures and emboldened by the backlash against deposed Egyptian Presi-dent Mohamed Mursi, has been protesting daily.

Across the capital, around 10,000 opposition protesters ral-lied against the government. They vowed a mass march on Sun-day and an even bigger rally on Wednesday to mark the death of politician Chokri Belaid, who was gunned down six months ago.

Ennahda party chief Rachid Ghannouchi joined the throngs of demonstrators at the pro-gov-ernment rally and gave a defiant speech to wild cheers from the crowd. “Tunisia is a candle whose revolution lit up the world but now they (the opposition) want to put it out by trying to set off a coup,” Ghannouchi said.

“The counter-revolution will not succeed.” Kasbah Square was the site of major rallies in the days after Ben Ali was toppled in which demonstrators demanded a transitional Constituent Assembly to draft a new constitution.

That assembly - which the opposition is demanding be dis-solved - is eight months late delivering the draft but says it is only weeks away from finishing the job.

CANBERRA, Australia — Prime Minister Kevin Rudd called an election for Sept. 7 and said Sunday that it will be fought over who can be trusted to manage the Australian economy as it transitions from a decade-old mining boom fed by Chinese industrial demand that is now fading.

LONG before Swasthi Wijaya Bandem composed the Cendra-wasih Dance in 1987, there has been the same dance in Buleleng. Its name is also the same, namely Cendrawasih (Bird of Paradise) Dance depicting the movements of a native bird to Papua.

Not many people know about the existence of the dance if only Luh Menek, 74, did not dance it after having been buried for decades. This old artist from Jagaraga vil-lage living in Tejakula presented the classical dance singly on the opening of the International Confer-ence and Festival II in the Audito-rium of the Ganesha University of Education (Undiksha), Singaraja, Thursday night (Aug 1).

Despite being elderly, Luh Me-nek posing the direct student of the great artist Gede Manik could present the dance energetically. She even got a tremendous applause from the audience, where most of them were foreign tourists.

The Cendrawasih Dance was indeed composed by Gede Manik

around the 1930s. It was of the same age as the Tarunajaya Dance also composed by him. As the student of Gede Manik, Luh Menek herself had an obsession to revive the Cen-drawasih Dance whose movement was absolutely different from the one composed by Swasthi Bandem.

Luh Menek said she had struggled for a long time with fellow artists in Buleleng to revive the Cendrawasih Dance as she had done previously to Palawakya Dance and Pengeleb Dance. According to her, the Cendra-wasih Dance composed at Jagaraga was much different from the Cendra-wasih Dance known today. The Cen-drawasih Dance of typical Jagaraga put more emphases on the expression like in the Tarunajaya Dance. A number of dance movement details she could remember. Even, the gamelan music composition could also be imitated. “Now, it just needs to work it on ear-nestly and socialize it,” she said.

According to Luh Menek, the tape of the gamelan music accom-paniment of the Cendrawasih Dance of typical Jagaraga remained to be

held by someone in the Netherlands. To that end, she was trying to get the tape so that the composition of gamelan music could be really ap-propriate with the original one.

Meanwhile, Deputy Rector I of the Undiksha, Prof. Dr. Made Su-tama, said the Conference and Festi-val of the Northern Bali Culture this year was followed by 49 speakers and 31 participants. They came from 4 countries, namely the Neth-erlands, the USA, Canada and Indo-nesia. At the conference, his party also invited Frans de Ruiter from the Academy for the Performing and Creative Arts, Leiden; Wayne Vitale, a composer from the United States and Nengah Bawa Atmaja from Ganesha University of Educa-tion as the keynote speaker. “As for the festival, we bring in the artists from Northern Bali such as the Saraswati Menyali gamelan troupe, Darma Utama gamelan troupe, Tripittaka gamelan troupe, Sinta Wullur, Paketan gamelan troupe, Taruna Mekar gamelan troupe and Balawan,” he said. The Great Bull Run is set to kick off Aug. 24 at a drag-racing strip south of Richmond, Virginia. A sec-ond event is planned for Oct. 19 at an Atlanta-area horse park that hosted events for the 1996 Olympics. More events are planned later for Texas, Florida, California, Minnesota, Il-linois and Pennsylvania.

Bull runs — when the animals are released to run alongside par-ticipants as spectators cheer — are common in Spain and can drum up controversy. Injuries often occur, as do deaths, though they are much rarer. Some groups attack the treat-ment of the bulls used in the runs.

About 5,000 people have signed up to participate in the Virginia event, and the number grows by about 50 each day, said Rob Dick-ens, co-founder and chief operat-ing officer of The Great Bull Run. And with 2,000 signed up for the Conyers, Georgia, event, Dickens expects 5,000 to 7,000 to run there in October.

The U.S. events will last one day each, unlike the annual weeklong festival in Pamplona, when bull runs are held every morning. Author

Ernest Hemingway wrote about the festival in his 1926 novel “The Sun Also Rises,” which helped it gain worldwide notoriety and attract spectators from around the globe.

Organizers acknowledge that the Great Bull Run is likely to start out on a smaller scale than its Spanish counterpart. But they note that other physically challenging activities such as extreme off-road runs and obstacle races have become in-creasingly popular in the U.S., and they see bull running as a natural follow-up.

“I think it’s just a progression where we are becoming more and more active as a society,” Dickens said. “There’s this fitness craze that started with running. I think this is just an extension of all that, but making it more interesting to the general public.”

Dozens of people are injured each year in the San Fermin festival at Pamplona, most by tripping and fall-ing. Bulls have killed 15 people since record-keeping began in 1924.

Last month in Spain, a Univer-sity of Utah college student and an Australian woman were gored by

bulls. During one run, participants and spectators screamed as a bull tossed a Spaniard to the ground and attacked him, with fellow runners trying to pull the animal away by its tail. The man was eventually dragged to safety.

Organizers of the U.S. events plan to include several safety features, making them “quite dif-ferent than the running of the bulls in Spain,” Dickens said.

Unlike the narrow, cobblestone streets of the Spanish runs, the U.S. events will use fencing that will include coves, or notches, so participants can get out of the way quickly.

Dickens said organizers are partnering with ranches who will supply the bulls, and veterinarians will monitor their health. “We’re not using the Spanish fighting bulls that are bred to be very aggressive for the entertaining aspect of bull-fighting,” Dickens said.

Bulls will be released in waves of six at a time, giving the animals and people a “better opportunity to complete the course safely,” Dickens said.

LONDON — Prince William gave guests at a charity polo match an insight into his newfound paternal duties Saturday, saying his mind had been stuck in “baby mode” thanks to his feisty newborn son.

William was playing alongside his brother Harry at the Audi Polo Chal-lenge in the English village of Ascot. The match came less than two weeks after he and his wife, Kate, had their first child, Prince George, and William told spectators it was “good to get out of the house” for the afternoon.

The 31-year-old royal managed to score the winning goal for his team and was later presented with a miniature polo stick for his baby boy. He jokingly asked if he’d be getting some nappies — the British term for diapers — instead, telling guests he had to “pick some up on my way home.”

Of his performance on the pitch, William said he was “in baby mode out there, thinking about nappies. I wasn’t really in the zone.” When quizzed about George, he said the little prince, who was born July 22, “likes to move around a lot. He wriggles a lot. He keeps on our toes.”

The polo outing was William’s first public appearance since the birth of his son captured the world’s attention. Kate and the baby were not in attendance.

SAN JOSE, Costa Rica — Costa Rican officials say they plan to close both of the country’s public zoos next year so that animals can be freed from their cages. But the foundation that runs the animal parks said Saturday it is trying to keep them operating.

Environment Minister Rene Castro announced in recent days that the 97-year-old Simon Bolivar zoo in central San Jose will become a botanical park next year. Another zoo west of the city, the Santa Ana Conservation Center, also would close. Together they hold 400 animals of 60 species, including a lion, crocodiles, monkeys and a tapir.

The Environment Ministry said the animals would be released into the wild or sent to rescue centers.

The foundation that runs the zoos, known as Fundazoo, has asked an administrative tribunal to block the closure, foundation spokesman Eduardo Bolanos said Saturday. It argues that its contract to run the zoos has been renewed through 2024.

“We’re worried about where the ministry is thinking of moving the animals since the Simon Bolivar and the Conservation Center are the only ones that have a veterinarian specialized in forest species and an animal nutritionist,” Bolanos said. Costa Rica banned circuses with animals in 2002 and has also barred sport hunting.

Emergence of the unfair competi-tion among the hoteliers was recog-nized by Chairman of the Indonesia Hotel and Restaurant Association (PHRI) Badung, Gusti Kade Sutawa, as the impact of hotel growth surpass-ing the tourist arrival mainly in the Southern Bali. Meanwhile, in other countries no hotel rooms are sold for USD 30-50 like in Bali,” said Kade Sutawa in Denpasar, Friday (Aug 2).

He hoped the government no lon-ger issued permit of hotel construc-tion, especially in Southern Bali. And it directed the development of Bali to the improvement of supporting infra-structure so that it would engender an equitable development.

“Do not establish many hotels in Bali any longer because it makes tour-ism cheaper. Moreover, the making of a new island at Benoa Bay will make the burden of Bali heavier. Simply make road infrastructure so that the development will not only be focused

on Southern Bali because tourists will not want to visit the areas with a longer travel time,” he said.

According to Kade Sutawa, the slump of Bali tourism was kindled by market shifts. The island formerly visited by many European travelers was then dominantly visited by Asian travelers. It occurred due to financial crisis hitting many countries in Europe, so that they chose a desti-nation nearby their country.

“Do not make reference to hotels that are never having low occupancy, let’s talk on average. A hotel can be profitable when the occupancy rate

reaches 40 percent. So, ideally the hotel occupancy rate is 75 percent. It is not the matter of greed, but the ideal amount in terms of business. Currently, we are tired because the av-erage occupancy rate is 60 percent,” he complained.

He hoped the government would not blame on the results of Bali tour-ism studies related to the carrying capacity of Bali as mentioned in the moratorium to pass the interests of investors having the adverse impact on Bali tourism. “Hopefully, these data would not be considered incor-rect so that the government can allow the construction of more hotels and the moratorium will no longer be imposed,” he said.

As had been known, the number of accommodation in Bali up to 2010 reached 2,190 units with 45,408 rooms. They consisted of 158 units of star hotel with 20,558 rooms, 1,036 units of budget hotel with a total of 20,410 rooms and 996 cot-tages with a total of 4,440 rooms. Up to 2011, the number of hotel room in Bali has reached 55,000 rooms, while the total number of restaurant in Bali reached 1,658 units. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

More than quarter billion raised for underprivileged family

KUTA - An uplifting amount of rp. 312,000,000 was raised during the 2-day “Hope Together Charity rock Concert” held at Hard rock Hotel Bali on Saturday – Sunday, 27 – 28 July. The event was organized by Indonesia Solemen, a non-profit humanity organization based in Bali together with the Hotel. The money was raised from an “All is One” effort of promoting concert tickets, charity auction and personal pledges.

The check was presented today by Brad Calder, Executive As-sistant Manager, Hard Rock Hotel Bali and Dodix from Superman is Dead band. Robert Epstone, while accepting the check described the moment as indescribable. He explained, “I still cannot believe how miraculous this project has been. Two weeks of preparation paid off to a wonderful charity for the underprivileged families living in total poverty in Denpasar. Indonesia Solemen extends grati-tude to everyone donating their time, money and every effort to

make this happen.” The charity concert was made possible also with the support of brands such as Heineken, Plaga by Indowines, Jim Beam, Bali Adventure Tours, Wari-san, Pantarei, Sardinia, Bed Linen, White Rafting, Waterbom, and The Elephant Safari Park Lodge.

Bangli (Bali Post)—Exclusion of the Kintamani region from the

list of Chinese travel agencies seems in need more serious attention considering that tour-ism is one of the mainstays of Bangli in boost-ing the regionally generated revenue (PAD). To that end, the Bangli government must take action to restore the image of Kintamani region as a favorite tourist destination.

Deputy Chairman of the Bangli House, I Made Sudiasa, met in his office last Friday (Aug 2) deplored the exclusion of Kintamani from tour list of Chinese travel agencies. He said no matter how wonderful the tourism des-tination was without the ability to provide the comfort for travelers would have a negative impact on the destination itself. As happened to Bangli, the hawkers impressed to disturb had caused Kintamani to have been excluded from the tour list of Chinese travel agencies.

To that end, added Sudiasa, the only way required to restore the Kintamani region as a favorite tourist destination in Bangli was by providing comfort. “In this case, the comfort becomes the responsibility of tourism com-munity and the government,” he said. Sudiasa hoped the government could be more asser-tive in dealing with the matter. The govern-ment was expected to review the required things so that tourism community could be empowered.

region was the impact of tourism. Therefore, one of the measures that the government could do at this time was to provide an understand-ing for them so that they no longer left a bad impression on tourism. “The government should provide insight to the traders regarding friendly and polite practice of selling, so as not to give bad impression on the tourism image. To achieve it, the government must regulate whether by clear rule enforcement or provid-ing an understanding to them,” he said while adding that tourism could not be followed up by talking only, but by taking real action.

Meanwhile, at separate location the Di-vision Head of Tourism Development and Promotion, the Bangli Culture and Tourism Agency, I Wayan Bona, admitted that Chinese travel agencies had excluded Kintamani from their tour list. Even, said Bona, the exclusion had been going on since long.

Related to that, he said, so far his party had made the efforts to restore the image of Kintamani region as a favorite destination in Bangli. “We’ve continued to provide guidance for hawkers with an approach. Besides, we also re-approached Chinese travel agencies and the others,” he said.

Previously, it was reported that Chinese travel agencies excluded Kintamani from their tour list. It happened due to the presence of hawkers in the area of nature tourism consid-ered to have been disturbing the comfort of tourists. (ina)

Such attitude was affirmed by the Founder of the FDKMNP, Wayan Suka-dana, on Friday (Aug 2) in responding to the pros and cons of the Benoa Bay reclamation plan. He assessed the recla-mation plan with the gubernatorial decree should be more transparent and clearly explained to the public. Such a big plan should involve all the elements of Balinese society. “So far without the reclamation, Nusa Penida Island continues to erode. For instance, in the east of Nusa Penida, pre-cisely at Semaya, the road has collapsed as located near the sea,” he said. Based on the principles of related vessel, when there was the addition of the reclaimed land, the other land would clearly diminish in number with an area of almost the same. It was worried to happen to the island of Nusa Gede, Lembongan and Ceningan.

According to Wayan Sukadana, so far the Nusa Penida having been used as the last bastion for the Island of Bali and the Pacific Ocean breakwater should be maintained. To that end, the FDKMNP hoped the Governor of Bali to rethink of the reclamation plan because it would have long-term and fundamental impact and not make Nusa Penida more miserable with the wrong policy. All this time, Nusa Penida just received the negative impacts of the wrong policy of the government. As a result, the region with a great potential was difficult to develop.

The FDKMNP asked the Governor of Bali not to make any decisions having a negative impact on the broader aspects of Balinese life. He also reminded lest the Governor Mangku Pastika would be ac-cused by the history of causing the damage to the nature of Bali. “If one day the policy is proved incorrect, then the most respon-sible person is the governor that has issued

the decree on the reclamation permit,” he concluded.

Previously, another public figure of Nusa Penida, Ketut Pesta, considered the recla-mation plan was the result of non-holistic thinking of the policy makers in Bali. “If the reclamation is realized, the Jungut Batu village on Lembongan Island will partly sink. Philosophically, where we make a new land, we will lose another land,” said the Regional Representative Council of Bali while saying the area of Jungut Batu was the lowest land on Nusa Penida Island. Other than Jungut Batu village, the Benoa Bay reclamation to get new area of 838 hectares can also cause the northern part of Lembongan and western part of Nusa Gede to disappear.

This statement was clearly supported by the territorial data of Nusa Penida. One third of the Klungkung area or 11,216 hectares lay on the Bali Island, while the remaining two-thirds or 20,284 hectares lay on Nusa Penida Islands. Meanwhile, the total length of Klungkung beach spread along some 97.6 kilometers. Among them, along 14.10 kilometers spread on Klung-kung mainland and 83.50 kilometers spread on Nusa Penida. Subdistrict Head of Nusa Penida, Ketut Sukla, explained that Nusa Penida Islands spread across the area of 20,284 hectares, Nusa Gede at the area of 2,018,280 square kilometers or 20,182.8 hectares, Lembongan including Ceningan at the area of 6,150 square kilometers or 61.5 hectares and Jungut Batu at the area of 3,970 square kilometers or 39.7 hectares.

By observing the data of the territory, it was reasonable for the people of Nusa Penida to be afraid if the impact of Benoa Bay reclamation could come true when the Benoa Bay reclamation area reached 838 hectares. (kmb21)

An alliance of the environmental activists that rejected the Benoa Bay reclamation collected signatures to urge the Governor of Bali, Made Mangku Pas-tika, to revoke the Gubernatorial Decree No.2138/02-C/HK/2012 on the Permit Conferment and Utilization, Development and Management Rights of Benoa Bay Waters, Bali Province.

The action held at the Puputan Marga-rana Square, Renon, Saturday (Aug 3), was an act of spontaneity to reject the reclamation because it was considered to damage the marine ecosystems as well as to have negative impacts on social life of the local community.

“It serves as a kind of effort to drive the public awareness so that they have a con-cern with the small Bali by not measuring the uncontrollable investment in terms of profits, but must also consider the nega-tive impacts,” revealed Agus Januraka serving as the Field Coordinator.

According to him, the investors com-ing into Bali should pay attention to the environmental conservation, and not even harmed the environment on the grounds of improving the economy of the local

community. “A lot of areas can be utilized without damaging the nature and without reclamation. We should make improve-ment by keeping this nature,” he said.

He said the environmental activists had held a demonstration in the waters of Benoa Bay to reject the presence of inves-tors wishing to invest in the region. Such an action was to make the government aware because it did not pay attention to the environment and people’s interest.

“Our action will not make investors flee anyway. We’d just like that the government can act more wisely and prudently in mak-ing decision related to the reclamation, so that it does not only consider the intention of the investors,” he said.

It was mentioned the environmental activists would continue to express their opposition against the Benoa Bay recla-mation until the Governor of Bali revoked the Decree No. 2138/02-C/HK/2012 regarding the Permit Conferment and Utilization, Development and Manage-ment Rights of Benoa Bay Waters, Bali Province, dated December 26, 2012 based solely on the Report of the Pre-Feasibility Study. PHILADELPHIA — Heritage Auctions says the original pen and ink cover of “The Dark Knight Returns” No. 2 drawn by artist and writer Frank Miller has sold for $478,000 at auction. A near-mint copy of “Batman” No. 1 has sold for $567,625 at the auction. The auction house said Friday that the buyers did not want their names disclosed.

Miller’s cover was the first to be sold from DC Comics’ 1986 four-issue “Dark Knight” miniseries. The copy of “Batman” No. 1 from 1940 was

auctioned on behalf of Tadano America Corp.

The record price for a comic book remains “Action Comics” No. 1, selling for $2.16 million in 2011. It featured Superman’s first appearance.

was legally invalid. The decree about the land utilization on the area of 838 hectares was categorized into the government deci-sion known as an individual abstract. It meant that the terms of making the decision should have been fulfilled. However, the LPPM of the Udayana University affirmed if the study related to the management of Benoa Bay had not been completed.

“Before interviewed by media, I have contacted the Chairman of the LPPM and Assessment Team. They revealed if the study had not been completed yet, so that the decree is invalid, then please be revoked,” he said.

Prof. Ibrahim challenged the governor

to mediate by bringing in the experts in the administrative law to assess the validity of the decree if the governor did not want to revoke. When the decree issued by the governor was considered correct, his party would not question about the desire of the governor to make the new island.

“We are ready to deal with the Legal Bureau of the Bali Provincial Government to discuss about the decree and I will not discuss about the other issue. It will just emphasize the issuance of the decree. When the results of the study are not completed, why have they been used as the legal basis?” he questioned.
