Bengkel II and III, Carangsari Vil-lage, Petang Subdistrict, Wednesday(Sep 7), delivered a letter of rejec-tion against the solution given byBadung Regency in addressing thedrought experienced by local subakin the region. Farmers assessed thesolution given would not resolve theproblems and seemed to waste bud-get.

Rejection of subak members wasset forth in a letter addressed directlyto the Regent of Badung. In essence,the letter signed by the Chief ofSubak Babakan Bengkel II and IIIrespectively I Ketut Sandi Nata andI Wayan Sunantara rejected both so-lutions of Badung Regency to copewith the drought in the local subakin the form of irrigation improve-ment at the main Luwus dam andthe making of artesian well.

Improvement of irrigation canalat Luwus was considered fruitlessbecause the water source had beentaken up by Municipality Water-works (PDAM) and the water dis-charge was very small as it was trulyfar from the river upstream to subakterritory, namely 53 km. The email demanded that a Kashmiri man convicted in a 2001 attack onIndia’s Parliament have his death sentence commuted. It also threatened totarget other courts. Police in Indian Kashmir said investigators had tracedthe email to an internet cafe in the disputed Himalayan region’s Kishtwararea and had detained the owner and two other residents for questioning.

Authorities also were searching various locations in Kishtwar but policewould not provide more details. The bomb exploded at about 10:14 a.m.near a line of more than 100 people waiting at a reception counter for passesto enter the courthouse to have their cases heard.

The bomb’s impact left a deep crater on the road and shook the building,creating panic and sending lawyers and judges running outside. The blastkilled 12 people and wounded 80 others. YAROSLAVL, Russia — Investigators on Thursday searched for flight recorders in the shat-tered remains of an airliner that crashed on the banks of the Volga River, killing 43 peopleincluding most of one of Russia’s premier hockey teams.

In recent years, Russia and someother former Soviet republics have hadsome of the world’s worst air trafficsafety records. Experts blame the ageof the aircraft, weak government con-trols, poor pilot training and a cost-cutting mentality.

The crashed jet was built in 1993and one of its three engines was re-placed a month ago, Deputy TransportMinister Valery Okulov told Russianmedia on Thursday. It is unclearwhether technical failure played a rolein the crash, but the plane apparentlystruggled to gain altitude and then hita signal tower before breaking apartalong the Volga.

OVERVIEW:The rich flavor of duck is greatly enhanced by a host

of pungent roots, herbs and seasonings in this dish,which is invariably a great favorite with visitors to Bali.The Balinese have great admiration for the duck andconsider it to be a particularly strong animal as it is,like the turtle, the only one able to survive on land aswater.

INGREDIENTS:1 whole duck, weigh about 2 kg (4 ½ lb)18 shallots, peeled, cut in half, and sliced6 cloves garlic, peeled, cut in half, & sliced3 stalks lemon grass, finely sliced5 fragrant lime leaves, finely sliced6 candlenuts, chopped5 cm (2 in), ginger, peeled and chopped8 cm (3in) fresh turmeric, peeled, chopped8 cm (3in) kencur root, peeled, chopped1 tsp black peppercorns, crushed5 bird’s-eye chilies, slices1 tsp coriander seeds, crushed2 tsp dried shrimp paste, roasted and coarsely

crushed1½ tbsp salt3 tbsp oilBanana leaves, greaseproof paper or aluminum foil

PREPARATION:Wipe the duck dry and set aside. Combine all

ingredients except banana leafs in a bowl and mix well.Rub the duck outside with this mixture and fill thecenter of the duck with the remainder.

Close open duck with satay skewer. Wrap in severallayers of banana leaves, greaseproof paper or foil andsteam for 50 minutes. Transfer duck to a moderateoven and bake at 180o C (350o F) for 30 minutes.

According to I Nyoman Sukayasaand Ida Bagus Sudira serving as me-diator of the venerated deities in thistemple confirmed the existence of in-visible compound wall protecting thetemple. These two devotees were of-ten assigned as mediator to inform anyinstructions received in the temple.Even, Bagus Sudira often performeda healing service in the temple andmost people got their recovery withinrelatively a short time.

In the east of the temple, there isa pond without a shrine. It is believed

as the abode of Anantabhoga dragon.Though without shrine, at this loca-tion lies a small burrow that oftenappears used as an augury. Guard-ian animal of the deities abiding inthis temple are black tiger and ivorytiger. However, they have not beenrealized in the form of effigies.

Nyoman Sukayasa added that dei-ties abiding in the temple also hadties and linkages to Dalem WarungTemple located at Benoa landfill.The deity venerated in this templewas Ida Bhatara Manik Segara. Hisfather abided in the Dalem MuterTemple, Kesiman, having the title ofIda Bhatara Catur Pramana Lingga.In addition, it had relation toUluwatu Temple as the mother calledIda Sang Hyang Ibu Pertiwi with thetitle of Ida Bhatara Baruna and IdaBhatara Rudra. It was Ida BhataraRudra which endowed the cessationof Lapindo mudflows, said NyomanSukayasa.

In the meantime, Ida Ayu Mas inthe Dalem Petingan Temple was alsosaid to have a grandfather who wasworshiped in Pulaki Temple as IdaBhatara Lingsir. Meanwhile, his sib-ling was venerated in theRambutsiwi Temple with the title ofIda Bhatara Sakti. SHANGHAI - Forbes’ latestranking of China’s richest peoplepits stolid industrial muscleagainst high-tech, with the headof an earth-moving company pip-ping the co-founder of the nation’sbiggest Internet search engine forthe top spot.

Liang Wengen, the chairman ofSany Heavy Industry, came in atthe top of Forbes Asia magazine’sChina rich list released on Thurs-day, a day after the rival HurunRich List also gave the top spot tothe magnate, whose companymakes earth-movers, pile driversand concrete mixers powering thenation’s urban transformation.

Forbes estimated Liang’swealth at $9.3 billion.

“This is a remarkable story ofpeople growing up dirt poor inChangsha in Hunan Province, andfrom one group of people, gettingseven of them on the Forbes ChinaRich List, including four billion-aires,” said Russell Flannery, a se-nior editor at Forbes who oversawthe compilation of this year’s list.

Along with Liang, three otherentrepreneurs associated with Sanyare on the rich list: Tang Xiuguo,

Bernanke, who speaks at 1:30p.m. Eastern, no doubt will nod tothe drumbeat of disappointing newson the recovery, but he will likelyavoid getting out in front of what isshaping up to be an epic brawlamong Fed officials who differwidely over the need for furthermonetary easing.

“Given the level of oppositioncoming out of the woodwork, it willbe very difficult for the chairmanto pre-emptively announce any fur-ther moves for monetary policy,”said Eswar Prasad, an economist atCornell University.

Nor will the Fed chairman wantto trespass on President BarackObama’s speech on job creationlater on Thursday. If anything,Bernanke may renew his plea forfiscal authorities to do their bit tostimulate a more robust expansionby not choking off growth withoverzealous austerity measures.

“The context is very useful tothink about,” said Prasad. “SinceObama is going to speak, the chair-man saying that such (fiscal) mea-sures could be helpful could be asignificant one-two punch.”

The Fed cut benchmark rates tonear zero almost three years ago topull the economy out of a sharp re-cession. It bought $2.3 trillion worthof longer-term securities in two in-stallments ending in June to boostfaster growth.

But the recovery has faltered.The economy expanded at less thana 1 percent annual rate in the firsthalf of the year, and looks to bedoing no better now. A report onFriday showed job growth hadstalled for first time in nearly a year.

With the confidence crumbling,the Fed on August 9 expanded onan earlier promise to hold short-term rates at rock-bottom levels foran extended period, saying it ex-pected to keep them low at leastthrough mid-2013.

Since then, evidence that al-ready tepid economic growth maybe giving out altogether has piledup. Employers added no new jobson net in August, and the unem-ployment rate remained stuck at a9.1 percent. Surveys of regionalmanufacturing, consumer confi-dence and housing activity showeddisappointing softness.

WASHINGTON - Anyone expecting Federal ReserveChairman Ben Bernanke to outline bold new measures toboost flagging U.S. growth on Thursday is likely to come awaydisappointed.

So bleak are prospects that ana-lysts at BNP Paribas now project theeconomy will contract by an annu-alized 2 percent in the last threemonths of the year.

“We never moved out of recov-ery into expansion,” said BNPParibas economist YelenaShulyatyeva.

In a speech on August 26,Bernanke said the Fed would con-sider at its next meeting what moreit could do to help the economy, al-though he offered no details on histhinking.

The most likely next step for theU.S. central bank would be to re-balance its bond portfolio to weightit more heavily toward longer-termsecurities, thus pushing downlonger-term interest rates.

To do so, however, Bernankewould have to bridge the chasmbetween the views of policymakersat the central bank.

Richmond Federal Reserve BankJeffrey Lacker said in an interviewpublished on Monday that morestimulus would only fuel higher in-flation and do little to boost growth.

On the other end of the spectrum,Chicago Fed leader Charles Evanshas called for further easing untilunemployment drops to 7.5 percentor inflation threatens to hit 3 per-cent. He said on Wednesday a job-less rate of 9 percent should setpolicymakers’ “hair on fire.”

The Fed’s August decision toexpand on its forward interest-rateguidance drew three dissentingvotes, and a decision to ease furtherwould likely do the same.

While Bernanke may well goforward with fresh easing in spiteof dissents, he may want to treadlightly.

Bernanke is mindful that a bruis-ing battle in Congress over raisingthe U.S. debt ceiling impasse in Julycontributed to the uncertaintyplaguing businesses and consumers.A desire to provide as much policyclarity as possible suggests he willwork hard to get the strongest showof support he can.

“He really can’t break newground given a divided Federal Re-serve,” said Allen Sinai of DecisionEconomics. “What is loud and clearis that some new measures will betaken on a downgraded outlook.”

Sany’s success partly reflects therapid growth of China’s high-valueadded manufacturing sector over thepast decade, with exports from mak-ers of pricey machinery and construc-tion equipment advancing faster thanlow-value goods like toys. Sany isbased in Changsha, the capital ofHunan in southern China.

“We’ve seen a structural changein Chinese exports that started sev-eral years ago. If you look at theexport compound annual growthrate from 2003-2008, you can seethat low value goods are not grow-ing fast — usually single digit orat most low teens. High value aregrowing at 40-50 percent,” saidDavid Lee, a China-based partnerwith Boston Consulting Group,who specializes in industrial goods.

The company says it has over60,000 employees and sales rev-enue of 50 billion yuan last year.Despite the gritty image of earth-moving equipment, the companyalso says it channels at least 5 per-cent of that revenue into researchand development and has produc-tion plants in the United States,Germany, India and Brazil.

Forbes gave the second place toRobin Li, a founder of Baidu,China’s dominant Internet searchengine, who the magazine said hadpersonal wealth of about $9.2 bil-lion. Li could have snatched the topspot if it wasn’t for the volatility ofshare markets in the United States,where Baidu is listed.

All in all, Forbes estimated thatChina’s crop of billionaires grewfrom 126 last year to 146 now.

It willappear, blueish-white, just aboveand to the left of the last two stars inthe Big Dipper handle. “There arebillions of stars in a galaxy. Thissupernova will outshine them all thisweekend,” Nugent told Reuters.

“They (IAAF) have accepted thatdecision so we have moved on fromthat and I have a very good relation-ship with them.” Now Pistorius willconcentrate on getting the qualifica-tion time that will allow him to com-plete in London after he failed toqualify for the final in Daegu. “Therewill definitely be a huge sense of re-lief if I can get that qualificationtime,” he said.

Pistorius attributed his successthis year in reaching a qualifyingtime for Daegu to losing weight andrunning the first part of the racefaster. “This season I have done itlike most of the other guys do andrun it hard on the first 200 and thendied in the last 100,” he said. “I thinkultimately if you want to move from46 seconds to 45, you can’t be scaredof the race.”

Since Red Bull Racing appeared on the scene in 2005, theteam has yet to finish on the podium at the circuit outsideMilan while Ferrari have won eight of the last 15 there.
