Indonesian President Susilo Bambang Yudhoyono announced a long-anticipated cabinet reshuffle Tues-day in a bid to reform his graft-ridden government and improve investor confidence during his last term.

But analysts criticised the shake-up as a superficial move to boost the president’s approval rating, which slid to its lowest this month in Yudhoyono’s seven-year leadership.

“By and large the reshuffle is not going to make a huge impact on investment. The government has only three more years in its term, and having new ministers coming in is not necessarily going to be efficient,” Stan-dard Chartered economist Fauzi Ichsan told AFP.

The president announced changes in the leadership of 12 of the country’s 34 ministries, with trade min-ister Mari Elka Pangestu to become tourism minister, replaced by the country’s investment board chairman, Gita Wirjawan, a respected former investment banker likely to support bureaucratic reform.

“I would like to express once again that the purpose of the cabinet reshuffle is to improve the performance and effectiveness of the cabinet”, Yudhoyono said.

The UN-backed tribunal will start hearing opening statements from all parties on November 21, followed by evidence presentation on November 28.

“This is obviously a moment that the Cambodian people have been waiting for,” said tribunal spokesman Lars Olsen.

The accused -- including “Broth-er Number Two” Nuon Chea and former head of state Khieu Sam-phan -- deny charges of war crimes, crimes against humanity and geno-cide over the deaths of up to two million people in the late 1970s.

Amid fears that not all of the ailing defendants, aged 7 9 to 85, will live to see a verdict, the court last month divided their complex case into a series of smaller trials to speed up proceedings.

Next month’s first trial will focus on the forced movement of population and the related charges of crimes against humanity.

But the prosecution and the defence will be allowed to address all the charges in their opening statements.

The trial against the four offi-cially opened with an initial hearing in late June but has been held up by preliminary legal objections and health issues.

The court is expected to an-nounce in the coming weeks wheth-er defendant Ieng Thirith, a former social affairs minister, is fit to stand trial after a medical expert said she suffers from dementia.

Nuon Chea, seen as the regime’s chief ideologue, is also contesting his ability to be tried and has said he has trouble concentrating and sitting for long periods.

The trial comes as the tribunal, seen as vital to providing some justice for the traumatised nation, is mired in controversy following a judge’s shock resignation on Oc-tober 9 citing government interfer-ence at the court.

A senior UN legal official is travelling to Phnom Penh later this week to address those concerns.

In its historic first trial, the court sentenced former prison chief Kaing Guek Eav -- also known as Duch -- to 30 years in jail last year for overseeing the deaths of 15,000 people. The case is now under appeal.

Kuwaiti Foreign Minister Sheikh Mohammad Al-Sabah, a senior member of the ruling family, has tendered his resignation, reportedly over a graft case, and it has been accepted, an official statement said on Tuesday.

“The resignation of Deputy Prime Minister and Foreign Minister Sheikh Mohammad Al-Sabah has been accepted,” State Minister for Cabinet Affairs Ali al-Rashed said in the statement carried by the official KUNA news agency.

No reason was given for the resignation of one of the most senior members of the cabinet but Kuwait media said he had quit over an alleged graft scandal involving several MPs and possibly government officials.

Rashed himself was appointed as acting foreign minister until a new minister is appointed.

Kuwaiti media said that Sheikh Mohammad, who has been foreign minister since 2003, submit-ted his resignation on Monday and did not attend the cabinet meeting.

Sheikh Mohammad is the second senior ruling family member to quit the cabinet since June when deputy premier Sheikh Ahmad Fahad Al-Sabah resigned following an apparent power struggle with the prime minister.

The new resignation came as the opposition stepped up its campaign for Prime Minister Sheikh

Nasser Mohammad al-Ahmad Al-Sabah, a nephew of the emir, to step down.

The public prosecutor last month opened a probe into the bank accounts of about 14 of the 50 members of parliament on allegations they received some $350 million in “political” bribes.

The resignation of the Harvard-educated minis-ter came as leading opposition lawmaker Mussal-lam al-Barrak threatened to make public classified documents about alleged overseas money transfers through Kuwaiti embassies.

The opposition has charged that some of the funds were transferred to bank accounts held by some MPs abroad, linking them to the graft scandal at home. Barrak, who sent a list of questions to Sheikh Mohammad over a month ago about the issue, threatened Monday that he would make the documents public at an opposition rally if he does not receive the answers by midday (0900 GMT) Wednesday .

The lawmaker however distanced Sheikh Mo-hammad from the allegations. Opposition MPs plan to file a request to question the prime minister on Thursday over allegations the government failed to deal appropriately with the corruption scandal.

Kuwait, OPEC’s third largest oil producer, has been rocked by almost continuous political disputes since Sheikh Nasser became premier in February 2006, stalling development despite abundant oil income.

EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

BANJARMASIN - South Kalimantan`s steel factory built by PT Meratus Jaya Iron Steel is expected to begin production early in 2012 as its construction is now 95.2 percent completed.

The matter was discussed during a meeting between the monitor-ing team of the provincial government and the management of PT Meratus Jaya Iron Steel in Batu Licin, Batu Bambu district.

The monitoring team led by Hadi Susilo, expert staff of the South Kalimantan governor, made a visit to the project site to observe the development of the steel factory.

Hadi said the completion of the factory was actually behind sched-ule due to technical problems.

The technical problem included the late arrival of the power plant components such as broiler which was designed in Germany but produced in China.

“According to the company`s explanations the power plant con-struction has been 58.2 percent completed,” Hadi said.

JAKARTA - Anglo-Dutch consumer goods giant Unilever has resumed palm oil purchases from Sinar Mas Agro Resources and Technology (SMART) after the planter adopted new green policies, the Indonesian palm oil firm.

SMART, which runs the Indonesia palm oil operations of its Singapore-listed parent Golden Agri-Resources , was given a mixed score card last year in an independent environmental audit after Greenpeace accused the firm of clearing peat land and forests that sheltered endangered species.

Major palm oil consumers such as Unilever, Nestle and Burger King stopped buying from SMART because of environmental concerns.

The palm oil firm said in February it would work with the government and a non-profit body, and Golden Agri then developed a Forest Conservation Policy (FCP) in collaboration with The Forest Trust (TFT), a non-profit organisation that seeks to promote green business methods.

“SMART has received a purchase order from Unilever today, a decision which SMART views as an acknowl-

edgement of its sustainability commitments including Roundtable on Sustainable Palm Oil (RSPO) certifica-tion,” the firm said in a statement.

The RSPO is an industry body of consumers, green groups and plantation firms that aims to promote use of sustainable palm oil products.

This month, Nestle, the world’s biggest food group, also resumed palm oil purchases from SMART.

The palm oil industry has come under increasing pres-sure to improve practices and halt deforestation blamed for speeding up climate change, ruining watersheds and destroying wildlife.

A moratorium on new permits to clear forests in Indo-nesia, the world’s top palm oil producer, came into force in May for an initial two years.

Late last month however, the Indonesian Palm Oil Association (Gapki) withdrew its membership from the RSPO, instead giving its full backing to an Indonesian sustainability scheme.

Many major European palm oil buyers say the RSPO will remain the international sustainability marker.

SMART President Director Daud Dharsono also said the firm was supportive of the RSPO and would also continue to work with Gapki.

LOMBOK BARAT - Indonesia continues expanding its sea conservation areas to increase water productivity and develop marine potentials with a clear direction in line with international expectations, an official from the fisheries and marine resource ministry said.

“The sea conservation areas are continuously ex-panded and until 2014 minimally five percent of our sea ecosystem will have been designated as conservation areas,” the director general for coastal marine resources and small islands, Sudirman Saad, said at the opening of a discussion on small islands` adaptation to climate change.

He said theoretically 30 percent of the sea ecosystem must be prepared for conservation in order to increase productivity of waters and develop their potential.

But due to various shortcomings and limits faced by the government and the Indonesian community so far the conservation area has remained relatively limited, he said.

“Certainly efforts must be continued to expand the

area to reach the ideal level,” he said.Sudirman said Indonesia is a country with a lot of

islands and therefore also has vast waters and so efforts to expand the conservation area could still be done.

Indonesia has also been encouraged to produce the world`s biggest marine and fisheries products and there-fore real efforts must be continued especially to optimize its marine potentials.

As an archipelago with more than 17,000 islands and a coastline of 81,000 kilometer long Indonesia meanwhile is also vulnerable to the impact of climate change.

In view of that he said the ministry of fisheries and marine resources is also developing fishery development centers based on small islands especially in the eastern regions which have a large potential to produce fish and other biota products.

“As an illustration a small island in Kepulauan Seribu which is managed sustainably is able to produce around 30,000 tons of fish a year. If that potential is developed using models that have been tested environmental friendly the small islands could become sustainable centers of economic growth,” he said.

OVERVIEW:The spicy fish dish is excellent for barbeques.

INGREDIENTS:600 gr (1¼ 1lb) boned mackerel fillets, skin removed

and cut in 2.5 cm (1in) cubes½ cup basic marinade1 heaped tbsp tamarind pulp, soaked in¼ cup warm water and juice extracted1 tsp black peppercorns, crushed1 ½ tsp salt3 lemon leaves, cut in hair like shreds3 tbsp oil2 salam leaves2 square of banana leaf 30x30cm(10x10 in)

PREPARATION:In deep bowl combine mackerel cubes, spice paste,

tamarind juice, crushed black pepper, salt, lime leaf and oil, and mix very well in order to coat fish evenly. Cover and marinate in cool place for 2 hours. Place one salam leaf in center of each piece of banana leaf. Top with half of seafood mix and fold the same way as for Tum Bebek. Place parcels directly onto moderately hot charcoal and roast very slowly for one hour. Alternatively, bake on rack in a moderate oven or under a grill for about 30 minutes. Serve with Sambal Matah, Sambel Tomat, wedges of lime and steamed rice.

URUTAN CELENG(Fried Pork Sausages)

OVERVIEW:This is always found in stalls selling roasted whole

pig. Be Celeng, better known to visitors to Bali by its Indonesian name, Babi Guling. Not one part of the pig is wasted, and even the skin is deep fried as a crisp garnish. In Bali, this sausage is usually hung in a tree to dry to keep it away from the dogs and chickens.

INGREDIENTS:600 gr (1¼ lb) boneless pork leg or shoulder, cut in

1 cm (1/2in) cubes½ cup basic spice paste1 tsp salt1 tsp black peppercorns, crushed2 tbsp tamarind pulp, seeds and fibresremoved vegetable oil for frying1 meter (3ft) pork intestine or sausage casings

PREPARATION:Combine pork meat with basic spice paste, salt,

pepper and tamarind paste. Mix well for 5 minutes. Tie one end of pork intestines with string. Insert large round nozzle into pastry piping bag and fill it with the meat mixture. Place open end of intestine over nozzle of piping bag and fill intestine tightly. Tie end with string. Dry sausage for 8 hours on wire rack in oven at very low heat. Deep fry in oil over medium heat until golden brown.

This dish is traditionally served with lawar (Vegetable Salad made from green beans) or with young jackfruits.

The documentary “Inside Job” did an excellent job of spelling out what happened in a clear, concise way without ever condescending to its audience, and it earned an Academy Award in the process. Several feature films, including the hit-and-miss “The Company Men” and the operatic “Wall Street: Money Never Sleeps,” have tried to put a human face on the subject with mixed results.

Now we have “Margin Call,” which recreates the earliest mo-ments of the crisis with the tight time frame and claustrophobic setting of a play — a David Mamet play, to be specific. First-time writer-director J.C. Chandor depicts this devastating moment of volatil-ity with a patter that’s reminiscent of Mamet: profane and masculine, with rhythmic repetition of certain key phrases that we, unfortunately, can’t repeat here ourselves. It’s a fitting approach given the swagger of the characters in this cruel and competitive world, as well as the pressure they feel once they realize how much trouble they, and the rest of the world, are in.

Chandor’s father worked for Merrill Lynch for nearly 40 years, so this is a realm — and a personal-ity type — he knows well. He also

knows well enough to stand back and let the excellent cast of actors he’s amassed do what they do best. He depicts these dramatic develop-ments without any melodrama, but rather offers a steady drumbeat as one person after another comes to the chilling realization that we’re all screwed.

“Margin Call” takes place over a 24-hour period, beginning with some slash-and-burn layoffs at a major financial firm. Among the casualties is risk analyst Eric Dale (Stanley Tucci), who passes along to one of his underlings, Peter Sul-livan (Zachary Quinto, who’s also a producer), some figures he was studying on his way out the door. His warning: “Be careful.”

Peter — who literally is a rocket scientist with a doctorate from MIT — digs a little deeper later that night while the firm’s bad boys are out partying. His realization that Eric was onto something, that the firm is in way over its head and is about to find out its assets are essentially worthless, spreads across his face with a quiet horror. It’s a reaction that we’ll see again and again as this discovery gets kicked up the chain of command.

Next up is Peter’s new boss, the charismatic Will Emerson

(Paul Bettany), and then his boss, the 34-year veteran Sam Rogers (Kevin Spacey). Then come the people who run the risk manage-ment department (Demi Moore and Aasif Mandvi) — whose warnings of trouble a month earlier went unheeded — and then the firm’s young, soulless head honcho (Si-

mon Baker), until finally the creep-ily calm CEO (Jeremy Irons) drops down from the sky in his helicopter in the middle of the night.

“Margin Call” unfolds in a series of quietly intense and increas-ingly distressing meetings between the various figures— Quinto and Spacey, Spacey and Irons, Irons

and Moore, Moore and Tucci, and so on. There are no histrionics, just the intermittent hum of Nathan Lar-son’s score to keep us on edge, and the lights of the Manhattan skyline glittering throughout this all-nighter to remind us of the wealth and power that drove these people in the first place.

LOS ANGELES — Another court date, another jail threat for Lindsay Lohan. A city prosecutor will recommend Wednesday that the troubled starlet be sent back to jail because she had been ousted from a community service assign-ment at a women’s shelter.

Lohan had been ordered in April to serve 360 hours at the Downtown Women’s Center, an agency that helps homeless women. It is unclear how many hours she completed there, but she was terminated by the center and has been serving hours lately with the American Red Cross.

Deputy City Attorney Melanie Chavira will ask that Lohan be found in violation of her probation and be sentenced to jail, city attor-ney’s spokesman Frank Mateljan said Tuesday.

It will ultimately be up to Los Angeles Superior Court Judge

Stephanie Sautner to decide wheth-er Lohan warrants another proba-tion revocation hearing and a return to jail, where she has been sent four previous times only to be released early due to jail overcrowding. The judge has said she thought the women’s shelter assignment would do Lohan some good. Lohan’s spokesman Steve Honig said the actress is now doing her service with the American Red Cross. He declined comment on the recommendation that Lohan be sent back to jail.

The search for the world’s first malaria vaccine received a boost with the release of early results from a major clinical trial showing it cut risk by about half in African chil-dren. The vaccine known as RTS,S is made by the British pharmaceuti-cal giant GlaxoSmithKline’s lab in Belgium, and is the first of its kind to attempt to block a parasite, rather than bacteria or viruses.

Experts hailed the phase III trial under way at 11 sites in sub-Saharan Africa as a promising step toward eradicating the ancient mosquito-borne disease that kills almost 800,000 people yearly, most of them children. The results are published online in the New England Journal of Medicine, and

were simultaneously announced at the Malaria Forum hosted by the Bill & Melinda Gates Foundation in Seattle, Washington.

In a statement, philanthropist and Microsoft tycoon Bill Gates described the findings as a “huge milestone” in the fight against malaria, that “has the potential to protect millions of children and save thousands of lives.” Children aged five to 17 months who received three doses of the vaccine saw a 56 percent lower risk of develop-ing clinical malaria, which causes high fever and chills, according to the study.

When it came to severe malaria -- the stage of the illness that can be fatal and reaches the blood, brain or kidneys -- those who received the vaccine showed a 47 percent

lower risk.“This is remarkable when you

consider that there has never been a successful vaccine against a human parasite,” said Tsiri Agbenyega, who chairs the RTS,S Clinical Trials Partnership and heads malaria re-search at Komfo-Anokye Teaching Hospital in Kumasi, Ghana.

“While these results are encour-aging, we still have a ways to go,” he told reporters. The analysis was done with data from 6,000 children in the trial over a 12-month follow up after vaccination.

More data is needed from the younger age group -- infants aged six to 12 weeks -- to better assess how well it works in this particu-larly vulnerable group, experts said. Additional results from the younger set are due next year.

With Williams enduring its worst ever season in F1, Barrichello thinks the target for the remainder of the cam-paign is not in improving the current car but in getting to grips on what went wrong last winter. “The car was born bad and there is no way of turning that back,” said Barrichello.

“There are ways of mas-saging and improving it - but the most important thing is not to improve this car, it is to understand what went wrong

and to make the next one bet-ter. Otherwise, the next one will be born the same way. It needs addressing.

“There are two or three causes of the problem, and that is what makes it an un-known situation. With a dif-ferent engine and a different guy building it, the car will have a different characteris-tic anyway. But if they solve the problems of this year in full, the chances of building a much better car next year

are greater.”When asked if one of the

biggest problems this year has been the inconsistency of the downforce, Barrichello said: “It is more than that. We have been having problems with the quality of parts, because one day the car could be okay, and the other car with the same wing will not perform in the same way. So we need to address that as well.”

Barrichello is encouraged that the arrival of new chief operations engineer Mark Gillan is helping matters - and think communication between factory and track is being improved. “The whole

situation of Mark is for the communication to be fully ad-dressed back to the factory,” he explained.

“F1 is such a difficult busi-ness. You could say that I had a good car, but I am in Japan, it gets to England and it is like, ‘Rubens sort of said he had a good car’ but the phrase could get longer or shorter. It is never straight to the point. And that is the thing that is so difficult to address.

“So to have Mark as a brand new guy, actually ad-dressing the problems to Jason [Somerville] and Mike [Coughlan], back at the fac-tory, that is a good thing.”

DOUBLE world champion Carlos Sainz believes Citroen should be capable of manag-ing Sebastien Loeb and Sebastien Ogier in the same team.

The French firm’s efforts to manage two front-line drivers in Loeb and Ogier has been well chronicled through the season, but the Spaniard, who ended his career in a factory Xsara WRC in 2005, said there was no reason for the troubles.

“In rally teams all the way through history it is normal that the best teams will always have good team-mates,” said Sainz.

“There is nothing new in these situations, look at Toyota, Lancia, Subaru even Citroen in the past - it was always normal to have strong drivers in the same team at the same time.

“For me it is possible to manage two very good drivers and I don’t see why it can’t be done in the future.”

Loeb is tied in the lead of the World Rally Championship, with Ogier just three points behind. Citroen and Ogier have publicly stated their support for Loeb in his pursuit of an eighth consecutive drivers’ title. Ogier’s future at Cit-roen remains the focus of intense speculation, however.

Rubens Barrichello thinks it is vital that Williams gets an understanding of why this year’s car did not perform if it is to ensure that its 2012 challenger is a big step forward.
