Dear Neighbor,

The State of Connecticut faced many challenges in 2013 and we success-fully met those challenges and moved the state in a positive direction. In response to the tragedy that took place in Sandy Hook this past De-cember, the legislature listened to Connecticut residents and worked in a bipartisan manner to improve school security, firearm safety and access to mental health services in an effort to prevent such a catastrophic event from happening again.

We also balanced our budget while maintaining assistance to cities and towns and not introducing any new taxes. This session I am proud to say that we successfully:

• Gave seniors a choice in their long term care through “Aging in Place.”

• Assisted struggling homeowners by improving the foreclosure mediation process and increased funding for affordable housing.

• Took the first step in GMO labeling.• Took steps to reduce the incidents of racial profiling.• Increased the minimum wage.

El 2013 presento retos para Connecticut que pudimos atender efectiva-mente en un esfuerzo por continuar moviendo nuestro estado adelante.

Como respuesta a la tragedia en Sandy Hook en diciembre, la Asamblea General respondió a la comunidad y trabajó de una manera bipartidaria para mejorar la seguridad en las escuelas, la seguridad de armas de fuego y acceso a servicios de salud mental para prevenir que ocurra otra trage-dia similar.

También logramos un presupuesto balanceado que mantuvo fondos esta-tales para nuestros pueblos y ciudades, sin aumento de impuestos.

Estoy orgulloso en señalar que hemos logrado:

• Ofrecer opciones a los envejecientes para que permanezcan en sus hogares.

• Asistir a dueños de propiedad mejorando el proceso de mediación de hipotecas y aumentar los fondos para vivienda alcanzables.

• Dar el primer paso para marcar los alimentos modificados geneticamente (GMO).

• Dar pasos para reducir el perfil racial.• Aumentar el salario mínimo.

La sincronización de repetir recetas médicas es una forma de coordinar todaslas recetas que ocurren al mismo tiempo todos los meses. Esta ley protege lacobertura de los pacientes al requerir que las compañías de seguro cubran las recetas sincronizadas, siempre que el paciente, su médico y el farmacéuti-co aprueben su plan de medicamento. Al simplificar este proceso, las pe-queñas farmacias que tradicionalmente ofrecen entrega al domicilio, podrán ofrecer este servicio sin añadir más costos de operación a su negocio.(HB 5767/PA 13-131)

Escuelas en la comunidadEsta ley ayuda a restaurar la escuela local como punto focal en nuestros vecindarios y en el proceso trabaja para resolver el nivel de aprovechamiento académico. La medida permite a los distritos escolares crear escuelas comu-nitarias que participen en esfuerzos coordinados con afiliados para proveer servicios importantes y vitales en areas de educación, desarrollo y salud a estudiantes, familias y miembros de la comunidad cuando la escuela no está en sesión.

Esta ley expande la prohibición de armas de Connecticut y prohibe ade-más la venta de cartuchos de municiones que sostengan más de diez ba-las. Armas de fuego y municiones adquiridas legalmente no serán removi-das. Esta ley también ordena verificación universal de antecedentes para todas las compras de armas, incluyendo ventas privadas, y municiones. Además, todos los que deseen comprar rifles o amuniciones necesitaran permiso y un certificado de elegibilidad. La ley también expande signifi-cativamente la responsabilidad de dueños de tener sus armas en un lugar seguro.

‘Prescription refill synchronization’ is a way of coordinating patients’ prescription refills to occur on the same day every month. This law protects patients’ drug coverage by requiring that insurance companies cover prescriptions filled in a synchronized manner as long as the patient, their doctor and their pharmacist approve this medication plan. By simplifying the prescription refill process this legislation helps small pharmacies that traditionally offer home delivery of prescriptions, allowing them to cut down overhead costs by only delivering to a specific home once a month.(HB 5767/PA 13-131)

This law helps restore the local school as the focal point of the neighborhood and in the process works to solve the achievement gap. The legislation allows school districts to create “community schools”: Public schools that participate in a coordinated, community-based effort with community partners to pro-vide comprehensive educational, developmental, family, health, and wrap-around services to students, families and community members during hours when school is not in session. (SB 1002/PA 13-64)

The bill expands Connecticut’s Assault Weapons Ban, and bans the sale of magazines that hold more than 10 rounds. Legally purchased guns and ammunition will not be taken away. This bill also mandates universal background checks for all gun purchases, including private sales, and ammunition purchases. And those who want to purchase a long gun or ammunition will need a pistol permit, an eligibility certificate, or a long gun eligibility certificate. The bill also significantly expands a gun owner’s responsibility to safely store firearms.
