  • Some important points to keep in mind! TECHNICAL ASPECTS of the Call

    The way to cooperate – regional cross border or transnational

    Innovative projects, proposing new solutions to common challenges

    Complementing existing EU funding – so areas not receiving EU funds are more welcome!

  • Project idea should be concise, clear and accurate

    and based on a Results and Risk management approach

    The proposed activities and their expected outputs

    Why does the proposer think these activities will be successful?

    Provide any evidence to support this intervention logic

  • Partnerships Regional cross border => partners coming from neighbouring countries cooperating on shared challenges

    Transnational cooperation => cooperation between European countries – neighbouring or not – on common European challenges

    EXPERTISE PARTNERS from a Donor State and others – not mandatory, but highly recommended!

  • Partnerships

    Austria, Belgium, Denmark, Finland, France, Germany, Ireland, Italy, Luxembourg, the Netherlands, Spain, Sweden and United Kingdom.

  • Who can apply?

    Eligible project partners include but are not limited to: • Municipalities, organisations owned or partly owned by municipalities,

    associations of municipalities;

    • Regions, organisations owned or partly owned by regions; associations of regions;

    • Organisational units of central government, organisations partly funded by central government units, state enterprises, state organisations;

    • Civil society organisations, non-profit organisations social enterprises, interest associations of legal persons, foundations and endowment funds;

    • Companies;

    • Cooperatives (manufacturing, housing, consumer);

    • Social partners (trade unions, sector associations, employer associations, chambers of commerce and industry).

  • Partnerships/Consortia

    • Minimum partners = 3; maximum partners = no limit;

    • Almost every type of entity can participate except for private/natural persons;

    • Lead partner can only be from one of the beneficiary states;

    • A consortium, with the minimum number of 3, shall involve:

    • LP from beneficiary state + 2 partners from beneficiary states or

    • LP from beneficiary state + 1 from beneficiary state + 1 from non-EU

    • Expert partners => adding value by way of sharing expertise, experience, know-how and contribute to capacity building;

  • Partnerships/Consortia

    • Bilateral relations with Donor States => considered advantageous

    • An eligible entity can be a member in only ONE consortium; only expertise partners may participate in more than one consortium;

    • Don’t forget the DECLARATION to be SIGNED by all project partners – necessary in the concept phase. The Partnership agreement will be compiled later on at full proposal phase;

  • Some important points to keep in mind! FINANCIAL ASPECTS of the call

    €15m out of €31.89m will be made available for this call!

    Amount of grant assistance for every project shall not be less than €1m, but no maximum amount of grant is established!

    The budget has to be justified, proportionate and necessary for planned activities as well as complying with principles of economy, efficiency and effectiveness.

  • 1) Project consortium is required to provide project CO-FINANCING

    2) Important to remember that the project co-financing rate is determined according to the status of the individual member in the consortium and calculated individually • NGOs can get up to 90% of their eligible expenditures while up to 50% of

    the required co-financing may take the form of in-kind contribution in the form of voluntary work;

    • Universities, research organisations or entities having this same status can get up to 90% of their eligible costs;

    • Any expertise partners from the Donor States – up to 100% of their eligible expenditures;

    • Any other entity besides the above – up to 85% of their eligible expenditures.

  • Some important points to keep in mind! FINANCIAL ASPECTS of the call

    First and final date of eligibility of funding for each project shall be stated in the project contract

    Expenditure incurred shall be eligible as of the date on which the FMC decides to award the project grant.

    Final date of eligibility of expenditure for all projects cannot exceed the date of the 30th April 2024.

  • Some important points to keep in mind! FINANCIAL ASPECTS of the call

    Financial instruments, sub-granting, individual scholarships are all considered financial support to third parties and are not eligible under this call

    The payment system for selected projects can be in 2 ways: (a) reimbursement of costs incurred or (b) a model including an advance payment (against which the LP would need to provide a financial guarantee)

  • Some important points to keep in mind! PROJECT DURATION

    Min & Max DURATION of a project is not stated in the call but the duration must be taken into account in the development of the Concept Note and should be reasonable and sufficient for the implementation of the planned activities.

    Long-term project funding might be considered in certain cases

    Fund operator cannot give any prior opinions on eligibility, partnership composition, and/or project description

    Only questions in writing via emails can be accepted on [email protected] and replies will be given in writing as well! No face-to-face meetings will be held beforehand

    Preparatory meetings between prospective partners will not be supported by funding, even if concept note is successful for second phase.

  • Evaluation and Selection

    • ADMINISTRATIVE criteria: 3 main criteria:- • Concept note is in English • Budget is in Euros • Concept note submitted within the deadline

    • ELIGIBILITY Criteria: another 3 main criteria:- • Applicants are eligible entities • Proposed consortium set-up is in line with requirements

    of the call • Budget proposal is within the parameters set for the call

  • Evaluation and Selection • SELECTION Criteria: based on the following Donor standards:-

    • Concept note demonstrates a strong understanding of the thematic issues to be

    addressed; • The concept note outlines a clear, innovative and sound strategy to meet the

    objectives of the call; • The concept note clearly outlines the added benefits of a multi-national project

    consortium; • Composition of the consortium (i.e. no of countries/beneficiary partners involved,

    inclusion of third countries, involvement of expertise partners is considered favourable);

    • Involvement of expertise partners from the Donor States; • Sustainability, donor visibility, relevance and impact; • The concept note demonstrates a clear logical line from project idea to quality

    results.

  • Evaluation and Selection

    WHO WILL EVALUATE???

    • FO is responsible for assessment against administrative and eligibility criteria

    • The FMO is responsible for assessment against selection criteria

    • The DONORS will eventually evaluate and decide internally on the final marking of the Concept Note.

  • 2nd Phase: submission of a complete application

    • SHORTLISTED APPLICANTS will be invited to submit a full proposal before a given final deadline

    • Modalities will be provided at that stage, including all criteria for evaluation of projects.

    • FMO may organise events to support further development of project concept notes in line with the objectives of the fund;

    • Limited funding may be made available for the purpose of such project preparation.

    • More information will be published in due time on the webpage of the fund.

  • 2nd Phase: submission of a complete application

    • TENTATIVE TIMETABLE:

    •Notification of applicants of the results of the

    assessment of the concept notes - 15th October 2018; •Deadline for submitting full proposals - 15th December

    2018; •Notification on selection of projects - 1st March 2019
