Hfner:Wir sind grundstzlich starkan strategischen Kooperationen mitden fr die Landesverwaltung ma-geblichen Unternehmen der IT-Branche interessiert und habenmittlerweile eine Reihe landeswei-ter Vertrge abgeschlossen. Nebenden damit einhergehenden Einspa-rungen fhrt dies insgesamt zueiner QualittsverbesserunghinsichtlichdesVertragsman-a g e m e n ts. D i e s i st e i nEffizienzgewinn, auf den wirstolz sind, den wir aber frunsere ureigenste Aufgabehalten. Sowohl die Landes-regierung als auch die Res-sorts erwarten diese Vorteile
von dem zentralen IT-Man-agement.
Welche Rolle sollen zum
Beispiel Virtualisierungs-
technologien spielen, um
die Effizienz der Landes-
IT zu verbessern?
Hfner: Bei immer leistungsfhige-rer verfgbarer Hardware ist es na-he liegend, sowohl die im Rechen-zentrum des Landesbetriebs Datenund Information (LDI) als auch diein den Ressorts verbleibenden bis-her physikalisch getrennte Serverauf einer gemeinsamen Hardware
zu betreiben, um insgesamt eine ef-fektivere Ausnutzung dieser Syste-me zu erreichen. Mglich wird die sdurch Softwarelsungen verschie-dener Anbieter am Markt, von de-nen VMware in der Landesverwal-tung Rheinland-Pfalz derzeit dengrten Verbreitungsgrad hat. Jemehr Anwendungen von der Vir-tualisierung profitieren, desto h-her fallen die strukturellen Ener-gieeinsparungen aus.
In unserem Rechenzentrum imLDI spielen knftig sowohl die Netz-
werkvirtualisierung als auch dieSpeichervirtualisierung eine immergrere Rolle. So knnen wir dasNetzwerk mandantenfhig machenund mehrere Verwaltungen auf ei-
ner technischen Plattform bedie-nen. Durch den Einsatz von vir-tuellen Firewalls wird auch dem in-dividuellen Schutzbedarf einer
jede n Verwaltung angemessenRechnung getragen.
Auch im Speicherumfeld lassensich durch die Nutzung virtueller
Speichernetze smtliche Platten-systeme und Bandbibliotheken zueinem gemeinsamen Speicherpoolzusammenfassen, aus dem alle An-
wendungen je nach Bedarf schp-fen knnen. Die Kapazittsausnut-zung verbessert sich im Durch-schnitt um 70 Prozent entspre-
chend weniger Speichermedienmssen neu gekauft und an-schlieend betrieben und ge-
wartet werden. In den Ressortsermglicht die Virtualisierungeine bessere und schnellere Auf-gabenerfllung durch vorhan-denes IT-Personal. Das Verhlt-nis der Serversysteme, die pro
Administrator betreut werden kn-nen, ist deutlich optimierbar. Esentsteht anfnglich zwar ein Mehr-aufwand, um das erforderlicheFachwissen fr die Virtualisierungs-technik zu schaffen, jedoch ber-
wiegen langfristig die Vorteile derTechnologie.
Auch bei der Energieeffizienz
soll die Virtualisierung Vorteile
bringen. Welche Effekte erhofft
sich das Land hier?
Hfner: Energieeffizienter IT-Ein-satz ist ein Teilaspekt der von unskonsequent verfolgten Green-IT-Strategie. Unter Green IT verstehen
wir die Summe aller Aktivitten, umdie Nutzung von Informationstech-nologie ber deren gesamten Le-benszyklus hinweg umwelt- undressourcenschonend zu gestalten.Dies beginnt bereits beim Beschaf-fungsprozess, in dem wir strengeKriterien an die Energieeffizienzder IT-Gter stellen und setzt sichbis zur umweltgerechten Entsor-gung der Technologie fort.
Im Rahmen der Formulierung un-serer Strategie zum Einsatz von Vir-tualisierungslsungen haben wiran drei Standorten die vorhande-nen Server-Infrastrukturen undmgliche optimierte Ziel-Szenarienuntersucht. Wir kamen dabei zudem Ergebnis, dass ber einen Zeit-raum von drei Jahren allein andiese n Standorten die Energiekos-ten fr den Betrieb und die Kh-lung um rund 80.000 Euro gesenkt
werden knnen. Mit diesen Ein-
sparpotenzialen sind durch diedamit verbundene CO2-Reduk-tion deutliche positive Effektefr den Umweltschutz mglich.
Wie sollen diese Lsungen
in die laufenden IT-Projekte
und Planungen eingebunden
werden?
Hfner: Die Zentralstelle fr IT undMultimedia verfolgt konsequent diein der IT-Strategie festgeschrie-benen Ziele der Konsolidierung und
Virtualisierung. Der LDI wird alszentraler Dienstleister gestrkt undauf die knftigen Herausforde-rungen vorbereitet. Es erfolgen ste-tige Investitionen in zukunftsfhigeRechenzentrumsinfrastrukturen.
Wir beurteilen in laufenden Ge-sprchen mit den Ressorts, ob beiaktuellen Projekten Raum fr Vir-tualisierung und Konsolidierungim Rechenzentrum besteht.
Der Rahmenvertrag enthlt
auch eine Beitrittsklausel.
Welche Vorteile knnen die
Kommunen, Hochschulen und
andere Landesinstitutionen
davon erwarten?
Hfner: Der Vertrag ermglichtauch ohne die Erreichung einesinitiale n Volumens bestmglicheBezugskonditionen fr Software-Lizenzen und -Pflegeleistungen.
VMware gewhrt hier einen kun-denspezifischen Grundrabatt, derum die spezifischen Rabatte derDistributoren ergnzt wird. Diesentspricht dem tatschlichen Be-schaffungsverhalten der ffent-lichen Hand, da ein landesweit vor-
handener Bedarf in der Regel nichtgebndelt, sondern nur sukzessiveabgerufen werden kann.
Aus wettbewerbs- und vergabe-rechtlichen Grnden ist eine un-mittelbare Beschaffung andererStellen ber den Vertrag jedochnicht mglich. Es muss jeweils ein
Vergabeverfahren unter Wahl derkorrekten Vergabeart durchgefhrt

einer der grten Frderer von GreenIT, sondern steht auch bei der Redu-zierung des CO2-Ausstoes in derPflicht: Laut Bundesregierung soll
der CO2-Aussto in Deutschland bis2020 gegenber 1990 um 40 Prozentsinken. Das Erreichen quantitativerZiele setzt allerdings voraus, dass IT-Entscheider wissen, wo sie ansetzenmssen. Storage ist neben Servernund Peripherie ein lohnendes Ob-

Genau hier setzt die SNIA European. Sie will mit Standards fr mehrTransparenz beim Energieverbrauchsorgen. Denn IT-Entscheider sollengenau wissen, mit welchem Energie-bedarf und welchen Kosten sie beimBetrieb ihrer Stor age-Architektur
rechnen mssen. Nur so knnenstaatliche Institutionen beim Storageihren Energieaufwand senken undnebenbei noch Geld sparen. DieKennwerte der SNIA sollen den Ener-gieverbrauch einer Storage-Kompo-nente exakt je nach Anwendung aus-
weisen. Bisher sind diese Kennwertefr IT-Verantwortliche im laufendenBetrieb des Rechenzentrums schwerzu ermitteln, da nur der maximaleLeistungswert aufgefhrt ist.
Die Green Storage Initiative (GSI)der SNIA hat Anfang 2009 die ersteGreen Storage Power Measure-ment-Spezifikation zur ffentlichenDiskussion freigegeben. Kern derSpezifikation ist die Green Stor ageTaxonomy zur Klassifizierung vonSpeichersystemen gem Stromver-brauchsmerkmalen und Applikati-onsumgebung. Eine Methode zur ein-heitlichen Erfassung von Messwertenfr Systeme im Ruhezustand ergnztdie neue Spezifikation.
Fnf Applikationskategorien vomkleinen Home Office bis zum gre-ren Unternehmen wurden definiert.Zu den Funktionsmerkmalen zhlender ntige Grad an Datensicherheit,Komponentenredundanz, Betriebs-fhigkeit, Datenzugriffszeit und dieSpannweite des Stromverbrauchs.Die Speichersysteme selbst teilt die

Tarifverhandlungen fhren und Arbeitnehmerinteressen vertretensind die wichtigsten Aufgaben vonGewerkschaften. Die Vereinte Dienst-leistungsgewerkschaft ver.di ist mitrund 2,3 Millionen Mitgliedern und3.800 Mitarbeitern eine der grtenfreien Einzelgewerkschaften der Welt.Um effizient arbeiten zu knnen, ist
ver.di in vier Ebenen mit insgesamt218 Standorten gegliedert. Dazu ge-hren 122 Geschftsstellen, 84 Be-zirke, elf Landesbezirke und die Bun-desverwaltung in Berlin. Eine wich-tige Rolle bei der schlagkrftigenOrganisatio n der sozialen und poli-ti sc h e n A r be i t spi e l t di e I T -Infrastruktur.
Diese war zu Beginn sehr hetero-gen, da Verdi im Jahr 2001 aus denfnf Gewerkschaften TV, HBV, IGMedien, DPG und DAG entstand, dieunterschiedliche IT-Systeme nutzten.Die Folge war ein hoher manueller
Aufwand bei der Administration.Oberste Prioritt hatte daher die Kon-solidierung und Standardisierung
der IT-Landschaft, um den Aufwandund die Kosten fr die Administra-tion zu senken sowie die Zusammen-arbeit zwischen den einzelnen Stand-orten zu verbessern.
Ziel:homogenePlattform
Bis Ende 2005 hatten wir einen Mixaus Windows-, Linux-, Unix- und No-
vell-Systemen, unterschiedlicheStandards bei Hard- und Softwaresowie viele autarke Administrations-inseln, erinnert sich Achim Schfer,Bereichsleiter Organisation und IKTbei Verdi. Die Hlfte der Arbeitsplatz-rechner und 80 Prozent der Server
waren lter als fnf Jahre. Auch beider Brosoftware gab es unterschied-liche Versionen. Neben Microsoft Of-fice 97 und 2000 setzte Verdi etwa beider Terminplanung zustzlich denNetscape Communicator oder eineeigenentwickelte PHP-Kalenderfunk-tionalitt ein.
Wegen der heterogenen Struktur war der manuelle Administra-
tionsaufwand immens, zumalwir nur wenig ber Fernwartungagieren konnten, betont Sch-fer. Daher entschied sich die Ge-
werkschaft, in einer sogenann-ten teilzentralen Lsung dieHard- und Software grtenteilszu erneuern, zu konsolidierenund zu standardisieren. Dasgro angelegte Projekt war vonJanuar 2006 bis Mrz 2008 ge-plant. Als Partner holte Verdi dieExperten von Siemens IT Solu-tions and Services ins Boot. Ziel
war es, eine einheitliche, homo-gene Plattform mit Microsoft-Produkten aufzubauen.
Siemens konsolidierte zu-nchst die Serverinfrastrukturund reduzierte die Zahl der Ser-
ver von 180 auf 120 und die derServerstandorte von 160 auf 83.
Auerdem wurde das Systemkomplett auf Microsoft WindowsServer 2003 sowie Microsoft Ex-change Server 2003 als zentraleKommunikationslsung umge-
stellt. Die Abstimmung des Roll-outs und der Datenmigration war
wegen der unterschiedlichen Ge-pflogenheiten in den Landesbezir-ken aufwendig und bentigte inten-sive Kommunikation mit den ein-zelnen Verantwortlichen, erinnertsich Schfer.
Dazu definierte Verdi vier Stand-orttypen mit unterschiedlicher Aus-stattung: In der Bundesverwaltungin Berlin befindet sich das zentraleRechenzentrum samt Exchange-Mailserver und Microsoft OfficeSharePoint Server 2007. Standortemit weniger als zehn Anwendernnutzen die Datei- und Mailserver in
Berlin ber eine Remote-Verbindung.Standorte mit zehn bis 39 Nutzernbesitzen einen eigenen File-Server,greifen aber auf den zentralen eMail-Server in Berlin zu und Standortemit mehr als 40 Nutzern verfgen
ber einen Windows-2003-File-Ser- ver zur lokalen Datenablage sowieber einen Exchange Server.
Eines aber haben alle 3.800 Mitar-beiter gemeinsam: Auf ihren Rech-nern sind Windows XP Professionalsowie als zentrale AnwendungMicrosoft Office Standard und Pro-fessional 2007 installiert. Durch denEinsatz von Office 2007 erhalten wirInvestitionssicherheit, da Microsoftimmerhin zehn Jahre Support garan-tiert, so Schfer.
VerbesserteArbeitsprozesse
Dank verbesserter Funktionen undder neuen Oberflche arbeiten un-sere Mitarbeiter effizienter als zuvor.
Als Beispiel nennt Schfer die ein-fachere Bedienung der Pivot-Tabel-len in Microsoft Excel 2007, welchedie Mitarbeiter vor allem bei Tarif-berechnungen, Gehltertabellen undin der Buchhaltung einsetzen. Dieneue Benutzeroberflche untersttztunseren Arbeitsfluss besser, da siedie richtigen Tools genau dann an-zeigt, wenn unsere Mitarbeiter sie et-
wa beim Formatieren von Dokumen-ten bentigen, so Schfer. Neu istdie Multifunktionsleiste, die die al-ten Mens und Symbolleisten ersetzt.Sie sammelt die Befehle auf verschie-denen Registerkarten, welche dieFeatures aufgabenorientiert zusam-menfassen.

The Peel Back is an animated dog-ear which is embedded in the
right top edge of the website and attracts the attention of the users
via animation. As soon as the user clicks with his muse on the edge,
the Peel Back rolls back and shows off the hidden behind advertising
area. When the user leaves the area, the Peel Back rolls back into the
edge.
