The EERA MATOC allows CEHNC to continue the execution of missions assignments in accordance with:
Engineering Regulation 10-1-22 (Section 7 and Appendix A), Organization and Functions CEHNC, dated 27 November 2018. In accordance with ER 10-1-22 Paragraph 7 (“The Center is authorized to contract for assigned programs and for support to other USACE elements.”), Paragraph 7b (“Continuous mission assignments” for CEHNC), Appendix A, Paragraph 1 (e) (Environmental and Munitionscontinuing mission assignments) and Appendix D, Subparagraph (15) (CEHNC is one of four designated USACE MMDC’s and single designated center for CWM involving military munitions response actions)
USACE Engineering Regulation 1110-1-8153 dated 29 April 2016. In accordance with Paragraph 6a and 6b, the “work performed by USACE involving military munitions responses or actions to address unexploded ordnance (UXO), discarded military munitions (DMM), and munitions constituents (MC), including conventional munitions and/or chemical warfare materiel (CWM), for range clearanceoperations, readiness support, and support services during construction, dredging and environmental activities…and are performedsafely, consistently, and efficiently across the executing programs.”
USACE Engineering Regulation 10-1-50 date 30 April 2012. In accordance with Paragraph 6, “The primary mission of the EM CX is tosupport the Corps headquarters, divisions, districts, laboratories, centers, and other customers in the performance of their military, civil, and work for others environmental missions. The EM CX performs this mission by maintaining state-of-the-art technical expertise and competencies for hazardous waste remediations, radioactive waste remediations, munitions response actions, chemical warfare materials responses, green and sustainable remediation and environmental compliance activities.”

The objective of the EERA MATOC is to provide continued support to munitions and emerging environmental concerns, to include CWM, Conventional Military Munitions, and Aqueous Film Forming Foam (AFFF) to assure public safety and environmentally protective responses.
The scope will require the contractors to have the capability to support multiple Task Orders (TOs) simultaneously at various geographical locations throughout the United States, including Alaska and Hawaii, the U.S. Territories, Outlying areas, as defined by FAR 2.101 and Territorial waters. The U.S. Army Engineering and Support Center (CEHNC) Ordnance and Explosives Directorate (OE) Program coordinates with the appropriate Area of Responsibility USACE District.
