Over the past three decades, the employ-ment outcomes of young Canadians aged 15 to 34 evolved differently across periods, gen-der, age groups and provinces.

Women aged 25 to 34 had more favour-able employment outcomes in 2012 than did their counterparts in 1981. They had lower unemployment rates, greater incidence of full-time employment, and higher wages in 2012 than in 1981.

Men aged 25 to 34 living in the oil-producing provinces of Alberta, Saskatchewan and New-foundland and Labrador had mixed results. They had lower full-time employment rates in 2012 than in 1981. However, their wages were higher in 2012 and their unemployment rate was relatively low in both years.

In contrast, men aged 25 to 34 living in non-oil-producing provinces had lower em-ployment outcomes in 2012 than in 1981 in all three components.

Among men and women under 25, em-ployment conditions also deteriorated be-tween 1981 and 2012, but less so in oil-pro-ducing provinces.

Most of the deterioration in the full-time employment rates and wages of young Cana-dians took place during the 1980s and 1990s. These labour market indicators improved during most of the 2000s, but not enough to fully offset previous declines.

Like other young Canadians, women aged 25 to 34 saw their unemployment rate vary

with the business cycle. The rate stood at 6.2 per cent in 2012, down from 8.3 per cent in 1981. In 2012, 61.7 per cent of women aged 25 to 34 held a full-time job, up from 47.7 per cent in 1981. After adjusting for infl ation, the median hourly wage of women employed full time increased 13 per cent from 1981 to 2012. These improvements in unemployment, full-time employment rates and wages were observed both in oil-producing provinces and non-oil-producing provinces.

Contrary to their female counterparts, men aged 25 to 34 generally had lower outcomes

in 2012 than in 1981. Their nationwide un-employment rate was 7.5 per cent in 2012, up from 6.2 per cent in 1981. In 2012, 78.5 per cent of men aged 25 to 34 held a full-time job, down from 87.0 per cent in 1981. In addition, those who were employed full time as paid workers saw their median hourly wages drop 4 per cent over the period.

These national-level numbers mask im-portant differences between oil-producing provinces and the rest of the country. In oil-producing provinces, men aged 25 to 34 saw their full-time employment rate fall from 90.2

per cent in 1981 to 85.9 per cent in 2012. How-ever, their wages rose by 6 per cent during this period and their unemployment rate was relatively low in both years, at 4.2 per cent in 1981 and 4.4 per cent in 2012.

In other provinces, men aged 25 to 34 had lower outcomes in 2012 than in 1981 on all three indicators. Their unemployment rate rose from 6.7 per cent to 8.1 per cent, their full-time employment rate dropped from 86.3 per cent to 76.9 per cent and their wages fell by 6 per cent.

Men and women under 25 years old also experienced lower employment outcomes be-tween 1981 and 2012. In this age group, unem-ployment rates increased both for men (from 13.7 per cent in 1981 to 15.9 per cent in 2012) and to a lesser extent for women (11.7 per cent to 12.6 per cent). Men under 25 who were not attending school full time saw their full-time employment rate drop from 72.1per cent in 1981 to 57.1 per cent in 2012. Their female counterparts also experienced a drop, from 57.8 per cent in 1981 to 46.1 per cent in 2012.

Young men and women under 25 also ex-perienced a drop in pay rates (in constant dollars). From 1981 to 2012, the median hourly wage earned in full-time jobs fell by 13 per cent for men and 8 per cent for wom-en. These declines in wages and full-time employment rates were less pronounced in oil-producing provinces than in non-oil pro-ducing provinces. ●

Study: Changing labour market conditions for young Canadians

Province helps strengthen fi nancial services sector Ontario is renewing its funding for the To-

ronto Financial Services Alliance (TFSA) for a further three years. The fi nancial services in-dustry is a major engine of economic growth and supports hundreds of thousands of direct and indirect jobs for the Ontario economy.

“The TFSA works collaboratively with gov-ernment to build Toronto into a global fi nan-cial services centre,” said Minister of Finance Charles Sousa. “The work that they do puts Toronto and Ontario on the world map as a place to do business and create jobs.”

The TFSA is dedicated to growing Toronto’s

fi nancial services industry and building the region as a ‘top ten’ global fi nancial ser-vices centre. The government and the TFSA work collaboratively to build international awareness of the advantages offered by the Toronto region.

“We have been focused on growing this industry, creating jobs and promoting To-ronto as a global fi nancial sector,” said CEO of TFSA Janet Ecker. “The government’s active participation in our growth strategy helps the work that we do and that benefi ts all Ontarians.”

School may be out for the summer, but in the best workplaces, the learning doesn’t stop. In a new survey from Offi ceTeam, a di-vision of Robert Half, more than one-third (39 per cent) of workers identifi ed in-house, instructor-led workshops as the type of pro-fessional training they value most. Tuition reimbursement for off-site seminars ranked second, with 32 per cent of the responses; sur-passing online courses (15 per cent) and refer-ence books (10 per cent).

Companies appear attuned to workers’ de-sires for in-person training: more than two-thirds (69 per cent) of human resources (HR) managers polled said their organization offers this type of instruction. Many fi rms also pro-vide books or other reference materials (60 per cent) and online courses (69 per cent). In ad-dition, 64 per cent of executives indicated they even subsidize classes taken by employees out-side of work, while only 6 per cent said they do not offer any of these training options to staff.

“Professionals need to continually adapt to industry developments and expand their abilities so their job skills remain relevant,” said Offi ceTeam executive director Robert Hosking. “If their employer does not offer training options, workers should look for out-side learning resources.”

Offi ceTeam offers fi ve tips to help profes-sionals keep their skills current:

1. Assess resources. Find out what types of training opportunities are available within

your company and whether tuition reim-bursement is offered for external courses. You also should explore low-cost options such as online programs and books.

2. Join professional associations. Industry groups often conduct workshops and edu-cational sessions where members can update their business knowledge and abilities. These events, whether in-person or online, also pro-vide an avenue for networking and sharing ideas with others in your fi eld.

3. Take on new challenges. Talk to your manager about getting involved in projects outside of your normal responsibilities. Vol-unteer for assignments that stretch your skills.

4. Find a mentor. If your employer doesn’t have an in-house mentoring program, look for someone inside or outside your company whose expertise you admire, and ask if he or she will assist you.

5. Help others. Volunteer on committees or for leadership roles at organizations where you can develop skills that not only benefi t the group but also are applicable to your job.

The joint surveys of workers and HR man-agers were developed by Offi ceTeam and conducted by an independent research fi rm. The survey of workers includes responses from 284 Canadian adults, 18 years of age or older and employed in offi ce environments. The manager survey includes interviews with 151 HR managers at Canadian compa-nies with 20 or more employees. ●
