Cumbria to create grassroots Neighbourhood Care schemeCumbria County Council is setting out its fl agship programme to support people in communities who need extra help with small jobs they struggle to do themselves.The council has commissioned the Cumbria Community Foundation to help set up and support a network of Neighbourhood Care in local communities which can help with small tasks such as shopping, changing light-bulbs in the home, mowing the lawn and other tasks which some older people in particular, fi nd diffi cult. The new Neighbourhood Care scheme will support community volunteers by making sure they have the basics in place to offer a dependable, trustworthy and sustainable service to help more people live independently at home for longer.The local NHS is backing the scheme which will include help for people returning from a spell in hospital who need a bit of extra support until they get back on their feet. It is hoped that parish councils, some of which already provide help in different ways, will play a central role in motivating volunteers, identifying people who need extra help, sign-posting to schemes in their area, and arranging some activities.Cumbria County Council has earmarked £867,000 for grants that will help foster and support Neighbourhood Care groups during each of the next three years – starting in April 2013. Grants will be available to parish councils, voluntary organisations, community groups, community centres and other groups who come together to develop packages of support for their area. There will also be grants available for individual groups who come up with innovative schemes that help people retain their independence.As Neighbourhood Care takes root in town and villages from next year, a directory of the assistance available around the county will be sent to homes, published online and made available to GP practices and other caring organisations. A series of workshops, starting this week, are being held around the county where voluntary organisations, parish councils, and other groups can fi nd out how to get involved.Cumbria County Council Leader, Cllr Eddie Martin, said: “Some people already act as good neighbours but in many of our communities there are still people who need extra help with some of the smaller chores that are part and parcel of everyday life. “As communities change and friends and families move away, some people can be left feeling isolated and unable to cope with the little things at home such as shopping, mowing the lawn or changing light-bulbs.“Others just need someone to talk to or a bit of support when they return from a spell in hospital and are struggling to get back on their feet.“Neighbourhood Care is a grassroots scheme which moves away from the traditional top-down approach to these sorts of challenges. Parish councils in particular have knowledge and understanding of their communities which I hope will act as a catalyst for community volunteering and delivering the right sort of help in the right place at the right time.“Neighbourhood Watch and Community First Responder schemes demonstrate what can be achieved by marshalling the talents and goodwill of communities to play an active role in the place they live.“I hope Neighbourhood Care will grow over time to become an equally well recognised and valued scheme across Cumbria.”Cllr Stewart Young, Deputy Leader of Cumbria County Council, said: “Most people, if given the choice, would choose to live in their own home as long as they were fi t and able to do so. Lighting the way for apprenticeships20 young people are set to start a new career path as they begin an apprenticeship in the county council’s highways department.

Six people were chosen by the county council from over 125 applicants to start a streetlighting apprenticeship with GEN II in September. A further 12 Construction Highways apprenticeships and two Business Administration apprenticeships are also set to be recruited.

The new recruits will work across various areas in the county, with one streetlighting apprentice in each district being trained at the GEN II Carlisle, Furness and Lillyhall Training Centres. As well as on the job training, the apprentices will all receive a nationally recognised qualification at the end of the 42 month scheme.

The apprentices are undertaking an advanced Electrical Apprenticeship with a specialist qualification in streetlighting. As a new scheme, the county council highways department and GEN II will be installing training rigs in the GEN II training centres to enhance the electrical skills of the 6 apprentices ensuring they are work-ready on completion in the training centre.

Cllr Liz Mallinson, Cabinet member for organisational development, said: “This is a fantastic scheme, not only for the recruits who will have the opportunity of employment and education, but also for the county council’s highways team who will be able to get that extra support and share their own valuable skills.

“In the current climate it’s more difficult than ever for young people to enter employment and I’m thrilled that we are able to provide them that opportunity. We could very well be seeing future engineers in these new recruits.”

Cllr Tony Markley, Cabinet Member for highways, said: “Our highways teams on the ground work around the clock to ensure that the county’s roads network is as safe as possible, and having the extra resilience in place to support that will be a great boost for the county council. These young apprentices will be a fresh challenge for our organisation and we hope that they will offer enthusiasm and new thinking to the job.”

The training is part of Cumbria County Council’s partnership with GEN II and Kendal College, which has seen the delivery of over 100 apprenticeships for the County Council in past 12 months.

GEN II’s Chief Operating Officer, Paul Storey, said “we are delighted to welcome the new learners onto the streetlighting apprenticeship programme. The apprenticeships are testament to partnership working ensuring we can provide local people with the necessary skills to meet current and future industry demand.

“We are confident that the young people starting with us will become highly competent streetlighting engineers within the county and have successful careers ahead of them.”
