I. NDT WORKING GROUP CHARTER
1. Foreword. Nondestructive Testing (NDT) is an integral part of quality control and quality assurance in procurement, construction, overhaul, and maintenance of ships of the United States Navy. The Naval Sea Systems Command (NAVSEA) recognizes the value of an NDT Working Group dedicated to improving NDT processes as they apply to Naval ships’ systems and components, and it is considered an essential part of the NAVSEA initiative to improve cost, schedule, quality, and technical excellence.
2. Vision. The NDT Working Group will be the catalyst and instrument for improving
or recommending improvements to NDT processes specified in NAVSEA Technical
Publications, Standards or Specifications associated with NDT.
3. Purpose
The group will address and resolve, or recommend resolution to the proper technical authority, those NDT issues associated with building, maintaining and operating Naval ships.
The group will work as a team to share ideas, information, successes, best practices, and failures.
The group will strive to make improvements through effective integration of all stakeholders.
The group will receive guidance, approval, support, and/or limitations from NAVSEA 04X6.
The group will determine applicable action items from inputs received from stakeholders and/or NAVSEA 04X6.
The group will address improvement of NDT processes from an industry-wide perspective thereby soliciting participation by all stakeholders.

II. EXECUTIVE SUMMARY
Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) hosted the 14th NAVSEA NDT Working Group meeting during the period 19 – 21 July 2016 at the Olympic Lodge on Naval Base Kitsap in Bremerton, Washington. Mr. Rick Sheridan (PSNS & IMF Welding Engineering and NDT Examiner Division Head) and Mr. Wayne Rolland (PSNS & IMF NDT Division Head) co-hosted the meeting, and Mr. Jason Hence (NAVSEA NDT & Welding Programs Manager; SEA 04X6NDT) is the NAVSEA NDT Working Group Chairperson. CAPT Howard Markle (PSNS & IMF Commander) opened the Working Group meeting. He reminded the participants that one of the purposes of this Working Group is to share ideas from all activities. He then asked everyone to get to know each other and
to invest the time to make us better across the NAVSEA NDT community. Mr. Mark Angell (PSNS & IMF Quality Assurance Director) then addressed the meeting, stressing our mission to maintain and modernize the Navy’s fleet. He then briefed the attendees on his Lean Six Sigma background and stressed that we need to ask ourselves how we can improve and impact delivering the product. Mr. Hence welcomed the group and noted that regardless of where each of the meeting’s participants is from or whether they are active duty, DoD civilian, or contractor, we all share the common language of NDT and a common purpose: building and maintaining the Fleet and ensuring that the men and women who serve make it back home safely. Mr. Hence then invited each participant to introduce themselves and what activity they represented. Mr. Paul Colahan (NAVSEA Director of Oversight and Assessment; SEA 04X6) stated that the reason for this Working Group meeting is to rapidly exchange ideas and echoed the new NAVSEA Commander’s guiding principles, stating that our purpose is to deliver ships on time with quality and as affordably as possible. Presentations were given addressing multiple topics including: The Current State of NAVSEA NDT; 2015 NDT Working Group Action Item Updates; NDT Audit Lessons Learned; Active Infrared Thermography; and Pulsed Terahertz Imaging R&D field work. The Working Group addressed numerous subjects during each presentation and in later breakout sessions. Presentation details are described in Section III. The Working Group meeting concluded with the assembly having successfully established a Plan of Actions and Milestones for each of several breakout sessions
including reviewing the draft NAVSEA Technical Publication of Computed Radiography requirements. Naval Surface Warfare Center – Port Hueneme Division in Oxnard, California will host next year’s Working Group meeting. More information will be provided in the coming weeks and months. III. PRESENTATIONS
A. The Current State of NAVSEA NDT – Dr. Kirsten Green (NAVSEA NDT&E Technical Warrant Holder; SEA 05P2) 1. NAVSEA T9074-AS-GIB-010/271, Revision 1: NAVSEA issued the Technical Publication revision in September 2014. Direct any problems encountered after implementation to Dr. Green and Mr. Hence. The NAVSEA 05 goal is to update all NAVSEA Technical Publications every 5 years. 2. MIL-STD-2035 Revision: NAVSEA is currently drafting the document into NAVSEA Technical Publication format. This draft NAVSEA Tech Pub should be ready for Industry Review by mid-August 2016.
3. NAVSEA Technical Publication for NDT of Composites: The composites NDT subject matter expert (SME), Mr. Bruce Bandos at Naval Surface Warfare Center – Carderock Division, drafted this document which is the result of lessons learned over the past several years. This draft NAVSEA Tech Pub is similar to NAVSEA Tech Pub 271, but it codifies the approved NDT requirements for inspecting composites vice inspecting metals. SEA 05P2 released the draft NAVSEA Tech Pub for Industry Review in July 2016 and intends to leave it as a stand-alone document. 4. NSTM Chapter 074, Vol. 2 Revision: Mr. Hence has drafted a revision to the NSTM chapter and is soliciting comments for the document to be completed after NAVSEA issues the MIL-STD-2035 revision. 5. Phased Array Ultrasonic Testing (PAUT)/Time of Flight Diffraction (ToFD): The approval to use PAUT/ToFD on some Carbon Steel pipe weld applications has been in effect for some time now. In June 2016, NAVSEA issued its approval to use PAUT/ToFD on some Copper-Nickel (CuNi) pipe weld applications. Some of the CuNi provisions include:

Class 2 acceptance for DRL is essentially a modified Class 1
The next PAUT/ToFD Cumbersome Work Practice (CWP) submittal for piping
applications is Carbon Steel piping welds, the configuration of which prevents
PAUT/ToFD inspection from both sides. The savings for inspecting from one side may
be greater than the current inspection from both sides because of the increased
number of weld joints that become available for inspection.
6. Eddy Current Testing (ET): a. A Failure Review Board concluded for two in-service heat exchanger tube leaks. The thinning was not detected during previous inspections. The cause of the leaks has not yet been determined but NAVSEA suspects manufacturing flaws.

b. NAVSEA has tasked Norfolk Naval Shipyard (NNSY) to find a way to inspect tube sheet void space areas. c. The goals of the ET breakout session during this meeting include discussing permeability issues encountered during some ET tubing inspections, and lessons learned. d. NAVSEA has received requests to use ET (Crack Detection) in lieu of Magnetic Particle Testing (MT). One concern with this is the unresolved question of whether ET can detect hydrogen embrittlement cracking. One activity found such cracks using MT but not while inspecting the same hardware using ET in accordance with the current NAVSEA Tech Pub 271 ET requirements. The activity found the cracking with ET when they set up for ET on the MT notch vice the ET notch. There is significantly less volume in the MT notch than the ET notch, so this may be a possible solution. 7. Computed Radiography (CR) Requirements: The 2015 NAVSEA NDT Working Group resolved the outstanding issues with the CR requirements which NAVSEA then drafted into NAVSEA Technical Publication format. The draft NAVSEA Tech Pub was released for Industry Review in June 2016. NAVSEA will release this document as a stand-alone NAVSEA Tech Pub initially and then incorporate the requirements into the next NAVSEA Tech Pub 271 revision. 8. Other NDT Issues: NAVSEA 05 is revising MIL-STD-1689 and drafting into NAVSEA Tech Pub format. NAVSEA 05 is also revising NAVSEA Tech Pub 278. B. Previous NAVSEA NDT WG Action Items Update – Mr. Jason Hence (NAVSEA NDT & Welding Programs Manager; SEA 04X6NDT) 1. MIL-STD-2035 Revision: In progress at NAVSEA 05. See Dr. Green’s update in the “Current State of NAVSEA NDT” presentation. 2. Computed Radiography (CR) Requirements: In progress at NAVSEA 05. See Dr. Green’s update in the “Current State of NAVSEA NDT” presentation. The Working Group will review the draft NAVSEA Tech Pub during a breakout session and provide comments back to NAVSEA. 3. NDT Corporate Procedure Alignment: The Naval Shipyards have scrapped the previous Corporate Standardization model in favor of a more focused effort to complete all aspects (i.e., procedures, lesson plans, training tests, and certification examinations) of one NDT method at a time. The new NDT Community of Practice will be the forum for this effort. PSNS & IMF hosted the first NDT CoP meeting the week
prior to the Working Group meeting (12 – 15 July 2016). 4. SUPSHIP NDT Issues: This breakout session last year transformed from the SUPSHIP personnel requesting clarification on various NDT issues to a discussion about how we bridge the experience gap between a newly certified NDT Examiner and a seasoned, competent NDT Examiner. How can we as a community contribute to the development of newly certified Examiners and those individuals wishing to be Examiners? Mr. Hence selected the NDT Examiner development topic to be a breakout session during this meeting.

5. Pulsed Terahertz Imaging: The actions from this breakout session last year are business sensitive. 6. 2011 NDT Working Group Action – Use of Quantitative Quality Indicators (QQI) for MT: Dr. Green will evaluate including QQI requirements into the next NAVSEA Tech Pub 271 revision if interest remains at that time. In the meantime, anyone wishing to use QQIs is welcome to submit a request for approval to use QQIs along with supporting technical rationale to SEA 05P2 (Dr. Green). The NDT Working Group will continue to track this action until approval is granted (or denied) or NAVSEA Tech Pub 271 is revised, whichever occurs first. 7. 2011 NDT Working Group Action – Piping Socket Weld Scribe Line: The change requested by the NDT Working Group has not yet been incorporated into NAVSEA Technical Publication 278. Southwest Regional Maintenance Center (SWRMC) re-submitted wording for the NAVSEA Tech Pub 278 revision currently being drafted. The current NAVSEA Tech Pub 278 wording has led to incorrect interpretation that a scribe line to verify weld size is required only for Class P-1 piping socket welds. 8. 2012 NDT Working Group Action – Blue Light for Fluorescent MT: Similar to the use of QQIs above, the use of blue lights for fluorescent MT will be considered for inclusion in the next revision of NAVSEA Tech Pub 271. C. NDT Audit Lessons Learned (2015-2016) – Mr. Jason Hence (NAVSEA NDT & Welding Programs Manager; SEA 04X6NDT) 1. Mr. Hence performs NDT audits of several activities including Naval Shipyards, Nuclear Shipbuilders, Regional Maintenance Centers, Supervisors of Shipbuilding, Trident Refit Facility-Kings Bay (TRF-KB), and Ship Repair Facility-Japan Regional Maintenance Center (SRF-JRMC). 2. This presentation should not be viewed as a tell-all about other activities. No activity is named in this presentation. This should be seen by everyone as an opportunity to take some lessons learned back to their own activity and to fix similar issues if applicable. 3. Program Management findings: a. No reference revisions identified in procedures. Procedures should include the reference revisions so anyone looking at the procedure will easily understand to what set of requirements the procedure was written.
b. Verification of NDT qualification. The NDT Examiner is required to validate an individual’s NDT qualification for certification whether the individual is a new hire with previous certifications at another activity or in the course of normal in-house qualification. ASNT SNT-TC-1A (2011 edition) requires two Examiner signatures in an individual’s NDT certification record. The most obvious is the Examiner signature on the actual certification record (SNT-TC-1A, paragraph 9.4.12). The least obvious and most missed is the signature of the Examiner that verified the candidate’s qualifications for certification (SNT-TC-1A, paragraph 9.4.9). The Examiner is

required to sign for verification that (1) a candidate was actually certified previously at another activity; and (2) that an in-house candidate has received initial training, acquired all requisite Work Time Experience, etc., before being allowed to attempt certification. c. Written Weld Workmanship Examinations. Some activities require only a written Weld Workmanship examination to qualify a welder. NAVSEA Tech Pub 248 does not require specific examination types. NAVSEA Tech Pub 248, paragraph 5.2.3.1(c), states that the Weld Workmanship qualification program shall include “Examinations covering detail workmanship and visual inspection requirements to be passed by each person with a grade of no less than 75 percent.” The question is whether an individual’s ability to identify weld discontinuities and the individual’s ability to apply visual acceptance criteria can truly be tested with only a written examination. In contrast, Visual Testing (VT) inspectors are specifically required to undergo both written and practical examinations. This is more than simply a case of asking what the letter of the law states; it is a case of evaluating what the right thing to do is. d. The current NDT Examiner did not approve NDT examinations. Some activities make no changes to and do not re-approve NDT examinations when another Examiner is delegated responsibility for that method, sometimes for many years. ASNT SNT-TC-1A (2011 edition), paragraph 8.7.1.1, requires that all questions used for NDT Level I and Level II examinations be approved by the responsible NDT Examiner. If an Examiner retires or is assigned to be cognizant over another method, that Examiner is no longer the “responsible NDT Examiner”, and the new Examiner must either re-approve the existing examinations or approve newly-developed examinations.
Question: Should a new Examiner also re-approve NDT procedures, including the NDT Written Practice?
Answer: Yes. NDT procedures are less subjective than the Written Practice, so they should be easily re-approved. Re-routing through the activity’s chain of command is not necessary, but the new Examiner should generate OQE (e.g., a memo to file) to record the re-approval. Because the Written Practice describes the Examiner’s process by which they train, qualify, and certify NDT personnel, the new Examiner will likely make changes to the previous Examiner’s process (e.g., increasing or decreasing the number of WTE hours required for qualification in a given method/technique). Of course, if a change to any procedure is made, the procedure must be re-routed through the activity’s
administrative signature process, including the Examiner’s approval signature.
e. No NDT examination question and answer references. Some examples of this finding include questions and answer references of “Common Sense” or “General Knowledge”, or not including references at all. The ASNT SNT-TC-1A (2011 edition) Appendix A note requires all questions and answers to be referenced to a recognized source.

f. Vision test record maintenance. NAVSEA Tech Pub 271, Revision 1, paragraph 1.6.8.c states that NDT personnel records shall contain vision test records noting corrective aids, if used, which shall be maintained for the current and preceding certification period. Dr. Green has clarified that the intent of this requirement is to maintain the current and previous vision test record, not to include vision test records for up to the last six years (if an individual is in the final year of his/her second certification period). This should be clarified in the next revision of NAVSEA Tech Pub 271. g. NDT Examiner delegated representative. Another new addition in NAVSEA Tech Pub 271, Revision 1 was the allowance for an NDT Examiner to delegate to their representative certain activities, including the administration and grading of NDT examinations. If an Examiner chooses to do this, the Examiner must document appropriate instruction by the Examiner in the proper administration and grading of examinations prior to the representative conducting and grading examinations for NDT personnel. This requirement is specified in ASNT SNT-TC-1A (2011 edition), paragraph 8.1.1.1. h. Improper technical direction for authorizing a welder qualification. This particular case involved a Contract Administration Quality Assurance Program (CAQAP) NDT activity identifying during required Radiographic Testing (RT) film review that the welder who welded the pipe joint was not qualified. The CAQAP activity correctly issued a Corrective Action Request (CAR) to the contractor. The contractor cited in their CAR response alternative welder qualification process in NAVSEA Tech Pub 248, paragraph 5.2.4(a), and requested Government authorization to qualify the welder after the fact using the satisfactory RT as justification. The CAQAP activity granted the authorization. The NAVSEA finding cited improper technical direction because the same NAVSEA Tech Pub 248 paragraph requires that permission to use this method of establishing welder performance qualification must be obtained prior to starting production welding. 4. NDT Performance findings: a. The normal NDT inspector findings encountered include inspectors missing indications/conditions (e.g., not checking both legs of a fillet weld during VT), inspector’s applying incorrect acceptance criteria (e.g., calculating incorrect PT maximum allowable indication area), and inspectors not achieving 100% inspection area coverage (e.g., not applying the magnetic field in two directions during MT). b. A PT inspector contaminated the inspection surface with tight fitting parts near the inspection area. The inspector decided to re-process the original inspection
and sprayed remover on the surface to clean off the PT materials. The remover bled into the inspection area when the inspector applied developer during the re-PT. c. A PT inspector kept the inspected part submerged for the duration of the penetrant dwell time during a water washable PT inspection using a dip tank. The inspector was unable to detect any possible penetrant separation caused by inspection surface contamination with the part submerged. In addition, the Nondestructive Testing Handbook (Third Edition), Volume 2 (“Liquid Penetrant Testing”), Part 2, page 42, states “Liquid penetrant should wet the entire test surface with a uniform liquid

film.” There is no film present if the part is submerged. Additionally, ASTM E1417 (“Standard Practice for Liquid Penetrant Testing”), paragraph 7.2.1 states “It is recommended to rotate or otherwise move components as necessary, during dwell…”, indicating that penetrant mobility is also necessary for PT inspection. d. Two inspectors each placed the handle of their penetrant applicator in their mouth after applying penetrant to an inspection surface. This is an obvious safety concern. e. An RT inspector did not document pitting in the adjacent base material during RT Film Interpretation. The concern with this is that the pitting represents base material loss which could violate the minimum allowed wall thickness. MIL-STD-2035A, paragraph 5.2.1.10.a states that any defect revealed by inadvertent radiography shall be evaluated to base material criteria, and an engineering evaluation is required if radiography criteria do not exist. In one instance, the inspector had properly noted the pitting and requested an engineering evaluation but did nothing more. MIL-STD-2035A, paragraph 5.2.1.10 further requires, “Any engineering actions taken in accordance with inadvertently detected defects shall be noted in the radiographic record.” This RT record documentation “closes the loop” on the RT evaluation. 5. Welding findings: a. There was a case of improper welding rod oven use where some sections of the rod oven were marked “Rebake”. NAVSEA fabrication documents require adherence to very controlled parameters when re-baking welding filler material. The activity stated they never rebake welding filler material, so the logical corrective action was to remove the “Rebake” labels to mitigate the risk associated with welders thinking the filler metal had undergone the rebake process. b. Another welding rod oven was found to have food (i.e., a burrito) warming inside it. D. Questionmark Examination Generator – Mr. Nate Livesey, Norfolk Naval Shipyard 1. Questionmark is NMCI-approved software that allows for aggregating training tests, certification examinations, exam data analysis, and feedback into training and lessons-learned. 2. Some attributes of the Questionmark software are:
a. Exams can be administered on a computer or tablet. b. Exams can be browser based or client based. c. Exams are graded instantly. d. Exams can be built to specific parameters, the results analyzed (i.e., which questions are missed most often, etc.

3. The software security includes passwords assigned for the exams and the browser is locked out during examination so answers cannot be looked up online. 4. There is no limit to the number of simultaneous examinations. 5. Norfolk Naval Shipyard is researching whether the software can communicate and feed other Shipyard applications (i.e., ATMS, QPS, etc.). 6. The exam bank answers and distractors can be rearranged so the list of potential answers for a given question would be different in successive or simultaneous examinations. 7. Access to the software is permissions-based so individuals can access different portions of the software depending on their permissions. E. Emerging NDT Technology: Active vs. Passive Infrared Thermography and Pulsed Terahertz Imaging – Dr. Patric Lockhart, Naval Undersea Warfare Center – Newport 1. Infrared Thermography (IRT) is an imaging technology that allows the user to see an object’s thermal differences which could indicate discontinuities. Active thermography requires the user to induce heat from an external source to the object under inspection and view the resultant thermal images. With passive thermography, the user views thermal differences in an object without inducing heat. IRT is being explored to potentially replace surface NDT inspections (i.e., MT and PT) in some applications. 2. Terahertz (THz) Imaging is a new NDT technology that allows the user to “see” inside or through many solid objects to detect surface defects in a target material. THz Imaging can detect debond, corrosion, voids, water intrusion, mechanical damage, and internal interfaces. Potential Navy applications include structural inspections of underlying material through a coating, three-dimensional relief maps of internal surfaces or coating volumes, measuring debond separation distances, and reduced costs through noninvasive inspections. 3. Both IRT and THz Imaging are in the early research and development stages.

3. Purpose/Objective: a. Purpose: To discuss PAUT/ToFD program developments, including Structural PAUT/ToFD, PAUT training, CuNi PAUT, PAUT inspections from one side, and CWP funds usage. b. Objective: Identify near-term Work Time Experience (WTE) opportunities at the Shipyards to enable organizations to send personnel to receive PAUT and ToFD WTE.
4. Breakout Synopsis: a. Mr. Donn discussed his progress in developing PAUT/ToFD (structural) inspection protocols and the methods at Pearl Harbor Naval Shipyard & IMF. He discussed Cumbersome Work Practice (CWP) – 397 (Structural PAUT Development), the test methods, setup, types of scans, and transducers used in the testing. Mr. Donn also discussed the benefits of PAUT compared to conventional UT.

b. Mr. Rick Sheridan discussed progress relative to procuring a PAUT and ToFD training program. We could not sole-source the program but had to put the contract up for bidding. The contract will likely be for one year with options for one-year extensions (up to five years). The contract language is still being worked on. The goal is to have a program by the end of fiscal year 2016. Mr. Sheridan also discussed some advantages of having an online/computer based PAUT/ToFD training program. c. Mr. Chance Styron discussed WTE and its importance in developing PAUT programs at the Shipyards. CWP funds are available to pay inspectors while receiving WTE, but the money does not cover travel costs. Mr. Styron informs the group of upcoming WTE opportunities including: (1) PSNS & IMF has 8 weeks’ worth of WTE, during which they will be conducting PAUT scans of known discontinuity sites for comparison with conventional UT results, including welder mock-ups and qualification plates for an upcoming production PAUT/ToFD inspection. Activities are encouraged to send as many inspectors as possible. During this time, Mr. Donn will also be at PSNS & IMF for inspectors to receive WTE. (2) PSNS & IMF will be conducting PAUT/ToFD inspections in San Diego, CA. These inspections are anticipated to provide 88 hours of WTE each for a combined total of 176 hours. This inspection is expected to occur in August 2016. (3) Mr. Donn and the PAUT/ToFD Examiner at PHNSY & IMF (Cory Arthur) will be available to provide WTE opportunities from October 2016 to March 2017. 5. Plan of Action & Milestones:
a. Identify candidates for PAUT/ToFD Level II qualification and when these candidates can travel to PSNS to acquire PAUT/ToFD WTE in the 8-week window. Notify Chance Styron at PSNS of the information.

the NDT inspection requirements and sequencing as
specified in the 5XXX CG-47 Class Welding Manuals.

aluminum base material in order to mitigate the risk of
sensitization and cracking. It seems that the inspection

LIMITED SCOPE UT THICKNESS QUALIFICATIONS
Mr. Perreault led an informational discussion regarding
the MRC-003 requirement for digital UT hull thickness
measurements. The MRC used to require
qualification/certification in accordance with TP-271.
The engineering group considered the requirement too
burdensome so the requirement was changed to be a
training and qualification program approved by the
Chief Engineer. The group agreed to a model program
for Dr. Green to take back to the PMS and SEA 07
groups as an example of an appropriate program to
control the quality of the thickness readings.
Action: Dr. Green, NAVSEA 05P24, take the suggested
program requirements back to the PMS and SEA 07
groups.

VALIDATION OF BLUE LIGHT TECHNOLOGY AS A
SUBSTITUTE FOR MERCURY VAPOR BLACK LIGHTS
IN FLUORESCENT MAGNETIC PARTICLE TESTING
Purpose/Objective:
Ms. Lopez, SWRMC, provided an update at the 2011
NDT Working Group on what inspection attributes need
to be standardized to improve this inspection technique.
The current wording of T9074-AS-GIB-010/271 calls for
the use of “black lights”, providing users with a single
option for illuminating fluorescent magnetic particles.
The development of new inspection light technologies,
such as blue light and LED-A lamps, provide NDT
communities with secondary options that are safer,
more versatile, and highly reliable in comparison to
traditional mercury vapor lamps. This study looks at
the feasibility of using blue lights as a suitable alternate
light source to the currently required black lights.
Breakout Synopsis:
This study compared the performance of a mercury
vapor black light against a blue light on the same
flawed test specimen. The test specimen selected for
this evaluation was a flawed weld sample displaying a
½” linear indication adjacent to the toe of the weld.
Basis for comparison was made solely by
visual/photographic comparison.
Action: Ms. Lopez, provide recommended lighting
evaluation wording to be submitted for the Draft TP-271
Revision.

Evaluation of non-linear indications in base material
heat affect zone (HAZ)
Mr. Flaherty led an informational discussion regarding
the evaluation of non-linear indications in the 1/2”
base material/HAZ adjacent to the subject weld being
PT inspected. The fundamental issue is the acceptance
criteria is silent and past correspondence with NAVSEA
clarified that the silence was intentional and non-linear
indications did not require evaluation. There is
currently NAVSEA concern with not evaluating non-
linear indications in the HAZ. Public Naval Shipyards
and NDT Working Group are standing by for NAVSEA
05 guidance.

TP-278 Scribe Line to Determine Insertion and Weld Size
Discussion took place to determine if TP-278 footnotes that
address the applicability of scribe lines as it applies to
determining proper pipe insertion and weld size. Are the
requirements clear with regard to whether or not scribe lines
are required in all cases for the evaluation of end gap and
weld size (e.g., how do welders and inspectors prove weld
size end gap and weld size without a benchmark?). Dr.
Green suggested the Working Group solicit input for Mr.
Gene Mitchell the TP-278 TWH.

ASSURANCE PROGRAM (CAQAP) - TRAINING OF
GOVERNMENT PERSONNEL PERFORMING
OVERSIGHT OF CONTRACT PERFORMED NDT
Discussed the training of CAQAP personnel who provide
oversight of contractor performed non-traditional NDT
(i.e., PAUT & TOFD). This issue presented itself as a
result of NAVSEA 05P24 conditional approval of Bath
Iron Works (BIW) to perform PAUT & TOFD. It was
reported that the approval was based on the condition
that government oversight be in place. Currently
NSWC-CD, Mr. Collins, is performing PAUT and TOFD
oversight. Mr. Collins was concerned with when he is
not available to provide the required/necessary
oversight, and the SUPSHIP Bath long-term plan of
action to provide oversight of BIW as required by the
SUPSHIP Operations Manual (SOM).
Discussion took place on:
How do SUPSHIP Bath personnel qualify and certify in PAUT?
Where the training would be conducted (PNS, Puget, etc.) and who would pay for the training?
Zetec spoke on how they get their inspectors/Examiners trained and that a good UT Examiner can pick up PAUT fairly easily.
Ms. Green mentioned that we do not have any props or a test plan.
What does it take for a NAVSEA certified Examiner to become considered qualified in PAUT and TOFD?
Action: Mr. Flaherty agreed to inform NAVSEA 04Z,
Mr. John “Mike” Adams, of the long-term actions
necessary to address the oversight of PAUT and TOFD,
potential trainers and training sites, and funding.

MIL-STD 2035 CHANGE PROPOSALS: In September
2009, Mr. Bob Ossmann, PSNS&IMF, submitted to
NAVSEA 05P24 a draft rewrite of MS-2035A (MS-2035),
which represented a collective effort of various Naval
and Private Sector NDT activities. Recommended
changes and proposals were submitted with the
objective of making MS-2035 not only easier to navigate
but also to provide further detail in areas where the
NDT community felt it was needed. The proposals are
documented in a Change Proposal Topic List (CPTL)
that accompanied the document. The CPTL is a
running list of 102 recommendations and/or proposals
that has served as an ongoing discussion between the
NDT activities involved in this project. The draft rewrite
reflects a majority consensus, for the most part, as to
how the NDT community would like to see these
sections rewritten in the next revision of MS-2035.
