About This Handbook

This handbook was created by the SDUSD IT Training Team as reference material for users who are responsible for entering second language information into Zangle. The material in this handbook will be used during the “English Learner” training course. This handbook describes how to use the English Learner application to record CELDT scores, enter a parent notification date, and run various reports used to help manage the EL population at your site. The procedures in this handbook provide data entry instructions for Zangle. Process Overview

A Home Language Survey (HLS) must be completed during the process of enrolling a student who is new to the district. Each student should have one (and only one) HLS on file that reflects the grade level and approximate date of his/her initial enrollment in the district. Students who are new to the district and whose Home Language Survey indicates a language other than English must take the California English Language Development Test (CELDT). The CELDT raw scores need to be entered in Zangle using the English Learner application. This test must be given within 30 calendar days of the

first day of enrollment in the district.

The results of the CELDT are used to determine an initial Overall English Proficiency Level (OPL). The

following levels are currently used:

B - Beginning

EI - Early Intermediate

I - Intermediate

EA - Early Advanced

A – Advanced

The English Learner application will automatically calculate the OPL based upon the test results entered by the site. Based on the initial OPL, each student must be placed in an appropriate program. If a student's initial proficiency level is high enough they are typically designated as Initially Fluent English Proficient (I-FEP). English Learner program and services are not required. All parents must be notified of the results of the CELDT testing and the initial OPL assigned to the

student.

Students are tested annually with the CELDT to monitor the progress of English language acquisition and to establish a current OPL. An EL student is expected to advance by one proficiency level each year. The initial OPL stays constant, but the current and expected OPL will change over time. Once a student's current OPL reaches Early Advanced or Advanced, the student may be eligible for designation as Reclassified Fluent English Proficient (R-FEP) based on a number of criteria. Such

students are placed in a “regular” English program and are subject to follow-up monitoring reviews.

The English Learner application assists with the following tasks:

Recording CELDT scores and determining initial OPL

Documenting parent notifications

Entering information about a Primary Language Assessment

Recording a parent request for Biliteracy education

Monitoring reclassified students for scheduled reviews

Application Overview

English Learner is a student banner application located in the Zangle English Learner Module alongside the English Learner Rapid Entry application and an English Learner Reports Menu. The opening screen of English Learner defaults to the first student in the track, ascending alphabetically by last name.

English Learner is a banner application. The sort and group functions operate the same as those in Student Profile.

CLICK Edit to edit information on the screen.

You must click Save before you can use the navigational tabs to view a different category of information.

The Years Enrolled in District are displayed here. This data is automatically calculated.

The Primary Language of the student is entered during the enrollment process using Student Editor. This information is displayed in the Primary Language field.

The User-Defined Groups button allows you to select/sort the students viewed using district defined EL groups. See the District Developed EL Groups section for more information about available groups.

Use the navigational tabs to select the type of EL data you want to view.

Use the Find, List, and VCR Buttons to locate a student.

General information regarding the student’s EL status is available. Some data is automatically entered by the application.

The student’s EL history is displayed in the EL Proficiency History area.

Test scores are displayed in the EL Test History area.

A historical record of the EL programs associated with the student is displayed.

Placement information is provided for each program history record.

NOTE: To display the desired Placement(s) for selected Program, you must first click the corresponding Program Enrollment record.

RECLASSIFICATION STATUS TAB

DISTRICT TAB – PRIMARY LANGUAGE INFORMAL ASSESSMENT

The pre-scheduled follow-up reviews will be displayed in the Reclassification Follow-Ups window. The outcome for each follow-up review will be recorded here.

The Primary Language Assessment date and Spanish IPT or SDOAI information is recorded and displayed on this tab.

The District tab contains two sub-tabs. The first tab is Primary Language Assessment.

The District tab contains two sub-tabs. The second tab is Initial Survey and Other Settings.

NASP Exemption data are recorded in this area. If a student qualifies for this exemption, please contact the Office of Language Acquisition.

Newcomer Determination data are recorded in this area if the system determines, based upon the number of checkboxes selected, that a student qualifies for the designation.

District Developed EL Groups

Group Name Membership Requirement

Non-English Primary Language Students have a language other than English recorded as the Primary Language.

Require CELDT Testing Students have a language other than English recorded as the Primary Language, do not have an EL status, and do not have a CELDT test scores entered.

English Learners Students who, based on CELDT assessment, have a current OPL of B, EI, I, EA, A, or ILEP. This does not include R-FEP students.

Possible Biliteracy Candidates

Possible RFEP Candidates Students who meet District CELDT criteria for reclassification.

RFEP Students Students have an OPL of R-FEP.

RFEP Due Follow-Up in 30 Days Students have an OPL of R-FEP and a pre-scheduled follow-up review is due within 30 days or less.

RFEP Due Follow-Up in 90 Days Students have an OPL of R-FEP and a pre-scheduled follow-up review is due within 90 days or less.

RFEP with Past Due Follow-Up Students have an OPL of R-FEP and a pre-scheduled follow-up review that is past-due.

RFEP Due Follow-up 3 years or less Students who have an OPL of RFEP and a pre-scheduled follow-up review whose reclassification date is within the past 3 years.

MEC Students Students with reasonable fluency placed in a Mainstream English Cluster classroom based on their OPL (I,EA,A)

Entering CELDT Information for Initial

Identification

Students who are new to the district and whose Home Language Survey indicates a language other than English must take the CELDT. The CELDT raw scores need to be entered in Zangle using the English Learner application. After the initial entry, additional test scores received from the state will be uploaded by the district central office.

Note: Please contact the Office of Language Acquisition if you accidentally enter test scores for the wrong student or are having trouble entering scores. The Office of Language Acquisition support staff will be able to purge the information from the student record.

Follow the steps below to enter CELDT information for a student.

Launch Zangle. Click English Learner. Click English Learner.

Use the Find, List, or VCR buttons to locate the student.

HINT: You can use the pre-defined groups to select students who require CELDT testing.

Click Calc Test Rslt to open the CELDT test results entry screen.

Enter the Test Date. 3

Verify that Grade When Test Taken is displayed accurately.

By default, the application puts the current grade level in this field.

4 Choose the appropriate Test Form type for the test given to the student.

The English Learner application will display a different entry screen for each test.

Verify that Initial Assessment is selected as the Assessment type.

(If you are entering test data for an EL student transferring from another district within California, choose Out of District instead. If you’re not sure, call the Office of Language Acquisition.)

Click the adjacent tabs to display the next screen after you have finished entering information into each field.

Repeat Step 7 for each tab.

8 Enter the CELDT scores in the appropriate fields. A score must be placed in each field.

Click Overall when you have finished entering information into each tab.

The application will warn you if you attempt to enter a score that is outside of the valid range of answers.

Click Calculate Results.

The application will calculate totals for each category and place them in the appropriate fields.

Click Save Score to save the CELDT information.

You will return to the EL Status tab.

The test scores will be displayed in the EL Test History window.

Entering Primary Language Assessments

In addition to taking the CELDT, some newly enrolled students identified as English learners are further assessed. For example, if the CELDT indicates the student is an English learner and the student has Spanish as the home language, the student must be tested for proficiency in Spanish. The assessment data needs to be entered in the Primary Language Information Assessment window on the district tab of the English Learner application.

The school should have a system in place by which the site EL coordinator communicates primary language assessment information to the appropriate clerk for data entry. For your convenience, a Second Language Data Entry Communication Sheet is available from the Office of Language Acquisition. You can make as many copies as needed.

Follow the steps below to enter data for the Primary Language Assessment.

Launch Zangle. Click on English Leaner, and select the English Learner application.

Verify that the Primary Language Assessment sub-tab is selected.

Depending on the child’s Primary Language, enter information in one of the three areas:

Enter the Date the Primary Language Informal Assessment was given, if applicable to this language.

If the child’s primary language is Spanish, enter the Spanish IPT information: Date and competency Level of the Oral, Reading, and Writing tests.

Enter the Date the SDOAI was given and the Designation, if applicable to this language.

If no formal assessment exists for the student’s Primary Language, enter information in this area.

Entering the Parent Notification Date

Parents of newly enrolled students must be informed of English language test results, primary language assessment results (if applicable), and instructional program placement. After notifying a student’s parent/guardian, the notification date needs to be entered in the Initial Assessment window.

Follow the steps below to record a Parent Notification.

Launch Zangle. Click on English Learner, and select the English Learner application.

Use the Find, List, or VCR buttons to locate the student.

Entering Parent Exception Waivers

Schools are required to enter information from the Parental Election Applications (initial requests and renewals for the Biliteracy program) into the English Learner application.

When you have several student records to update for the Biliteracy program and the Parental Election Applications for those students were approved or denied within the same week, you can use the Batch Entry application to quickly enter the data. See Part V. of this handbook for more details.

In the rare instance when (after consulting with key site second-language staff members) a parent of an English learner needing the Structured English Immersion (SEI) program requests Mainstream English Cluster (MEC) and the student was actually placed in MEC, you need to enter the MEC request date.

Follow the steps below to record a Parent Election.

Launch Zangle. Click English Learner, and then click the English Learner application.

Use the Find, List, or VCR buttons to locate the student.

Identifying “Newcomer” Students

During the initial CELDT assessment of EL students, school staff typically conducts a survey (that varies by grade level) to determine whether the student is to be designated as a “newcomer” (i.e., has an OPL of Beginning and is new to the United States and has limited experience in a formal school environment and is in grades 4-12).

Follow the steps below to identify a student as a “Newcomer.”

Launch Zangle. Click English Learner. Click the English Learner application.

Use the Find, List, or VCR buttons to locate the student.

Click the Initial Survey and Other Settings tab.

Identifying “Not Assessed Special Education”

and DHH Students

If the site CELDT assessor attempts to administer the CELDT to a Special Education student but suspects the student cannot be assessed in any language, please contact the Office of Language Acquisition for further instruction.

If the Individualized Education Program (IEP) team determines that a Deaf/Hard of Hearing (DHH) student should receive services only in the DHH program and not receive English learner services, please contact the Office of Language Acquisition for further instruction.

Entering the Reclassification Parent

Consultation Date

When an English learner meets all criteria for reclassification, sites submit the completed Reclassification Profile form to the Office of Language Acquisition for approval. If approved, department personnel will enter the approval information into Zangle and return a copy of the approved Reclassification Profile to the site. The English Learner application will display RFEP (Reclassified Fluent English Proficient) as the student’s current OPL.

Parents of newly reclassified students must be afforded the opportunity to consult about the English learner’s change in status to RFEP. The date on which the “Parent Notification of Reclassification” letter is sent needs to be entered in the English Learner application.

Follow the steps below to enter the Reclassification Parent Consultation date.

Launch Zangle. Click English Learner. Click English Learner.

Use the Find, List, or VCR buttons to locate the student.

1 Click the Reclassification Status tab.

Click Edit.

You cannot enter follow-up information for a student who has not been reclassified. Your site cannot reclassify a student using the English Learner application. If you believe that your student should be reclassified, please submit the appropriate paperwork to the Office of Language Acquisition for approval.

Click the blue Change button.

The Add Reclassification Parent Notification screen will appear.

Entering Reclassification Follow-up Information

School sites will use the English Learner application to record and monitor follow-up reviews for recently reclassified students. State law requires a minimum of three follow-up reviews, conducted at approximately eight-month intervals after a student is reclassified to ensure satisfactory progression. Zangle automatically calculates three scheduled dates over a 24 month time period for

each student when a student has been reclassified.

You can run various reports to determine students who need a follow-up review. See Part VI of this

handbook for more information about EL reports.

Follow the steps below to enter Reclassification Follow-up information.

Launch Zangle. Click on English Learner, and select the English Learner application.

Use the Find, List, or VCR buttons to locate the student.

Application Overview

A Parent Request in the English Learner application is a request by the parent of an EL student for a Biliteracy program. These requests are stored in the English Learner application under the Parent Requests tab.

The Rapid Entry application assists sites in recording large numbers of parent requests for the Biliteracy program. Such a need may arise, for example, at the beginning of the year when batches of applications are acted upon by the site. Instead of having to go to the Parent Requests tab of each individual student in the English Learner application and entering each parent request received, the Rapid Entry application allows batch entry of request data for a set of students.

The Rapid Entry application allows you to assign a group of students a common Outcome Date, Outcome, and Instructional Setting. You can control the group of students displayed in Rapid Entry.

Parent Requests for Biliteracy are stored in the Parent Requests tab.

You can use pre-defined student groups to control the students who are displayed in the list.

Entering parent requests in Rapid Entry

The Parent Request Rapid Entry application allows for quick batch-entry of parent requests for Biliteracy. Instead of having to go to the Parent Requests tab of each individual student in the English Learner application and entering each parent request received, the Rapid Entry application allows batch entry of request and approval data for a set of students.

Follow the steps below to enter parent requests for Biliteracy using the Rapid Entry application.

Launch Zangle. Click English Learners. Click Rapid Entry.

Select the Outcome to be assigned to the group of students.

Clear All will deselect every student in the list.

In the Outcome Date field, enter the date the applications were either approved or denied. (The system date is selected by default.)

Note: It is permissible to approximate the date the applications were approved or denied.

Choose the desired Instructional Setting, most likely Biliteracy.

Place a check next to the name of the each student whose parent requested Biliteracy.

Click Save Requests.

Click Yes when the following Confirm Save message appears: Are you sure you want to add communication entries for the selected students(s)?

The selected information will be recorded for each student in the Parent Request tab of the English Learner application.

This part of the handbook provides an overview of the EL reports available in Zangle. Some procedures will mention how to restrict the reports using the district groups mentioned above. You are not required to select a group when running a report.

The EL Student Roster report provides a list of EL students. The report has both a basic listing and a detailed version. A summary page can be added on either version. The following information is displayed in the report when the Listing box is checked on the Options tab:

The EL Student Profile report provides a detail summary for a specific student. The following information is available in this report:

Basic demographics

General test history

Program enrollment history

Parent request history

District specific data

You can use the District EL Groups to limit the number of students who appear in this report. For example you can create an EL Student Profile report that only contains students who Require CELD(T) Testing.

You can also print this report by clicking “Print” in the English Learner application.

Follow the steps below to create an EL Student Profile report.

Launch Zangle. Click English Learner. Click Reports. Select EL Student Profile.

Verify that the Options tab is selected.

Miscellaneous Reports

It might be helpful to pull up the EL Students pending testing along with their class schedules. Secondary schools often generate Zangle’s Student Locator report to see this information.

Student Locator

To print the Student Locator report, follow the procedure below: 1) Launch Zangle and click Scheduling. 2) Click Reports. 3) Select the Student Locator report. 4) Change the Title of the Report to something meaningful. 5) Click the Select tab. 6) Open Student Group and choose the EL20 group. 7) If sorting the report by grade is desired, click the Sort tab. 8) Drag Grade to the primary sort position. 9) Click Preview.

It also might be helpful to pull up class rosters for EL Students pending testing that show their OPL. Elementary schools often generate Zangle’s Class Roster report to see this information. This report is sorted by Teachers’ names by default.

Class Rosters

To print a set of Class Rosters, follow the procedure below: 1) Launch Zangle and click Scheduling. 2) Click Reports. 3) Select Class Rosters. 4) Change the Title of the Report to something meaningful. 5) Under Optional Columns, click the Eng Learner Codes box. 6) Click the Select tab. 7) Open Student Group and choose the EL20 group. 8) If sorting the report by grade (instead of teacher) is desired, click the Class
