Environmental Monitoring Results
I. Results of Environmental Monitoring covering the 3rd Quarter of 2010
The monitoring results shown in Tables 1 to 5 covers the coverage period from October to December 2010 (4th quarter of 2010). Basically, the environmental monitoring comprises of 3 major analyses: 1) Ambient Air (premises near the site & construction site itself), 2) Marine Water, and 3) Groundwater. 1.1. Ambient Air Monitoring (premises near the site and construction site
itself) The monitoring stations for this quarter were based on the monitoring stations of the EIS which are also those used in KSPC’s MMT Baseline Monitoring Activity. Ambient Air monitoring covers 7 monitoring stations near the construction site premises, particularly within Barangay Colon and Barangay Tangke. Five (5) parameters are being monitored (refer to Table 1). Based on the results, there were no exceedances observed with reference to DAO 14. Noise levels now don’t exceed the standard given by the National Pollution Control Commission (NPCC) compared to the previous quarter. The day-time noise levels have dropped compared to the previous quarter. The Total Suspended Particles (TSP) at Station 4 is also evident attributable to vehicle emissions since this station is near the National Road and public pavements. A total of 17 vehicles were recorded to have passed by the sampling area. Tables 2 & 3 show the monitoring results for the TSP and Noise analyses at the Construction Site. Based on the result, there has been no exceedance observed.
1.2. Marine Water Quality Monitoring Table 4 shows the monitoring results of the marine water quality. Five (5) stations were used for this monitoring with eighteen (18) parameters analyzed. Generally, the monitoring results indicate that there have been no adverse impacts to the receiving environment. Most parameters fall within acceptable standards set by DAO 34 (Water Class SC). Furthermore, most of the current data falls around the same range to those of the previous quarters’ results including that of the MMT Baseline Monitoring Activity. Though there is no prescribed standard, turbidity has increased from the previous period but is still within the range of values in all stations. This is probably due to the rainy season. It is important to note that all data

gathered will be used as baseline reference for the monitoring during the operations phase of the power plant.
1.3. Groundwater Analysis Table 5 shows the monitoring results for the groundwater analysis. Four (4) stations were used for this monitoring with nineteen (19) parameters analyzed. Generally, the monitoring results indicate that groundwater stations tested are still within acceptable levels. Though some of the results are not within the standards, they are all within the range and trend of the baseline data from the EIS, the MMT, and previous monitoring results. To be noted as before is the Dissolved Oxygen (DO) level of the North Poblacion Deep Well station. The monitoring result indicates that the DO level is below that of the given minimum value of DENR but consistent with the baseline data showing that no significant impact was made. All Biochemical Oxygen Demand (BOD5) values of the four stations have dropped from the previous period to a value that is within the prescribed standard. The results still indicate that there is high bacterial activity in the stations, thus it is recommended that these stations be not used for drinking. The Total Dissolved Solids (TDS) levels are high compared to the standard which could have an effect on the taste of the ground water but the values are well within the baseline while the previously high value in Barangay Tangke Station dropped this quarter. This is again, as mentioned in the previous reports, attributable to the natural background of the area and the increasing temperature in this season causing increases in solubility. For the chloride levels, stations 1, 2, and 4 displayed desirable results. Station 4 however has increased from the previous period but is still within the standard and baseline values.

II. Construction Progress
As of December 31, 2010, the total progress of the Cebu Power Plant project is 98.56%. Below is a table showing the breakdown of the progress rate in terms of the project’s components.

III. Conclusions
Based on the environmental monitoring on the three aspects, namely, 1) Ambient Air, 2) Marine Water and 3) Groundwater, the 2x100 MW Cebu Power Plant Project has not caused any adverse or detrimental effect to the nearby surroundings. The findings in this report will be discussed in KSPC’s Multi-Partite Monitoring Team (MMT) and due recommendations will be made. It must be noted that the power plant has not yet operated so the data gathered at this part of the project, is useful as reference and baseline data for the operations period. The more results obtained, the clearer the baseline data is defined.
