Fifteen years ago, a tragic accident devastated the men and women of NATO Air Base Geilenkirchen and the 141st Air Refueling Wing, Fairchild Air Force Base, Wash. This tragic accident took the lives of four crewmembers whose memory is forever etched in their families and friend’s hearts, and the minds of the members of the E-3A Component. On Jan. 13, 1999, Maj. Dave Fite, Maj. Matt Laiho, Capt. Ken Thiele and Tech. Sgt. Rich Visintainer stepped out to fly what would be their last mission. During the opening ceremony for the new fire brigade building in Beek, The Netherlands, Mr. Jo Collaris - a Dutch civilian Component member who is also a member of the voluntary fire brigade in Beek - was presented a very special award. On 12 December 2013, Mr. Jo Collaris was presented a royal award by Mr. Ralf Krewinkel, Mayor of Beek. This award honours Collaris’s special contribution to Dutch society, and particularly to the voluntary fire brigade in Beek. Mayor Ralf Krewinkel said, “Mr. Jo Collaris is a man you can trust completely, a tower of strength. He has played a crucial role in uniting and motivating the Fire Brigade volunteer corps, and it is partly thanks to his energetic efforts that the community of Beek benefits from a truly competent fire-fighting service. For pre-arranged fire brigade activities he is always able to get local people, schools and clubs really involved.” Jo Collaris has been an active member of the volunteer fire brigade in Beek since 1 May 1989. During his lengthy membership he has performed fire service functions of every kind, from on-call duty to station coordinator, accomplishing numerous special tasks with great enthusiasm. He has launched several successful initiatives within the fire brigade, in good times and in bad times too. For a long time he has also been an active participant in various local and regional focus groups and working parties (including the focus group for the construction of the new fire station in Beek) in order to achieve consensus and enhance the organization. He performs his leadership role with great style for the benefit of all parties involved. In addition, many of his fire brigade colleagues regard Mr Collaris as a father figure on account of his wealth of experience and his social attitude. He accomplishes an unusually large amount of work and knows how to motivate other people. His longstanding commitment and social attitude are based on esprit de corps and a love of working within the fire service. Component member receives royal award

Last month on December 19. 2013, the Operations Wing Commander, Colonel Marco Francesca D’Asta, ITAF, handed over command of the Operations Wing to Colonel Arturo Di Martino, ITAAF.

The signing of the change of command certificate was done in attendance of E-3A Component Command, Major General Andrew Mueller.

Colonel Di Martino is the first Operations Wing commander with a dual commander’s function since he is also in charge as Training Wing commander. With his new, additional

assignment he also accepted duties as the Italian Senior National Representative.

BiographyColonel Arturo Di Martino was

born in Catania on Jan. 28, 1969. He joined the Italian Air Force Academy in 1989 and graduated in 1993. He attended the Pilot Training class 94-11 at Vance Air Force Base and graduated as a pilot in 1994.

After several assignments, he attended the Italian Joint Services Staff College in Roma where he graduated in 2010. Di Martino was promoted to the rank of Colonel in 2010.

Earlier this month, I highlighted the goals and focus areas for the NATO E-3A Component in 2014. Ensuring everyone in the Component has a clear understanding of the priorities for the Component, as well as the challenges ahead, is key to enabling the success of our team.

Be certain, sustaining the operations tempo and readiness to sustain our support to NATO operations in Afghanistan will remain the top priority for the Component. Over the past three years each of you has contributed to our remarkable record of mission effectiveness supporting Operation Afghan Assist. Although this is a demanding mission for every member of our team, the Component is well postured to sustain this mission through 2014.

Sustaining our readiness to support our continuing commitment to the NATO Response Force or NRF is also a top priority for the Component. This

year, Allied Joint Force Command Brunssum leads the training and readiness for forces assigned to the NRF Rotation and airborne command and control capability is certain to be a key enabler should the NRF be called into action.

To maintain our readiness, the NATO E-3A will be participating in a full range of live flying exercises to include two RED FLAG exercises – something the Component has not done since 2012. In addition, UNIFIED VISION 2014 will provide the Component an important opportunity to test capabilities needed to ensure the NATO AWACS capability remains relevant for future NATO operations.

Dominating the calendar in 2014 is the runway restoration project here at MOB Geilenkirchen. After 32 years of continuous operations it is time to resurface our runway. Thanks to a tireless effort of our entire A-4 team, led by Mr. Thorston Wahl,

this long awaited project is now on track to be completed this year. To get it done requires dispersing our flying operations to our FOBs and FOL throughout the summer and fall. No doubt, this will involve more weeks away from home for many of our members – however this is an important project to sustain MOB operations through 2030.

Also important will be our direct support to enable implementation of the recommendations of the Force Review. Be sure, this effort is following a clearly defined process under the leadership of the Force Commander in coordination with the SHAPE staff.

Finally, your Morale and Welfare Activities (MWA) Council has planned another full slate of activities– here are just a few of the outstanding opportunities to have some fun in 2014; February 27 the annual Carnival celebration in the Frisbee Club, May 10 is the date for the International

Children’s Festival, June 12 marks Sports Day, our Senior National Representatives will host a Family Day on September 6, September 27 – 28 is our October Fest – the best in NATO for sure. Candidly, I circled June 26 Group G football match.

2014 is certain to be another exciting year for all of us here in the NATO E-3A Component as we mark our 32nd year providing Airborne Command and Control capability to NATO Commanders worldwide. I look forward to seeing each of your talents in action sustaining the mission of this one-of-a-kind multi-national organization!

Skywatch: Sir, some time ago you served at the Component on a previous assignment. When was that?

From April 1998 onwards. At that time I was Commander of the Services Squadron of Base Support Wing. After leaving the Component, I had various assignments within the German MOD.

Skywatch: Sir, how does it feel to be back at the E-3A Component?

Lt.Col. v.d.B.:

…..it feels like coming home after

being away a long time, “really” coming home. This is a unique operational flying unit and I am so positively impressed. I got back into the swing of it very quickly. And of course I still knew some of the people assigned here, in both the national and the international fields.

Skywatch: Sir, what future wishes do you have for the Component?

Lt.Col. v.d.B.: Keeping such a high level of motivation and capability. In my view the Component is very well structured for accomplishing all its future

tasks. I am also keen for intensive international cooperation and good communication with everyone.

So, as Commander of the German National Support Unit, I will provide members of every nation at the Component with the opportunity to qualify for the German Sports Award and the German Marksman’s Lanyard this year. I will provide detailed information in the next Skywatch.

Interview with Lt.Col. von dem Bach“100 days at the E-3A Component”

At a military ceremony on January 17, 2014, the Commander of the German Support Group, Lieutenant Colonel Volker von dem Bach transferred command of the German Support Unit at the NAEW&CF E-3A Component.

Lieutenant Colonel von dem Bach transferred the GSU command from Captain Kathrin Schmidt to Captain Florian Gruber.

Capt Schmidt was assigned to the A5 Division of the Component Headquarters before she assumed Command of the German Support Unit.

After 3 years in Command, Captain Schmidt took over the Command of the Logistics Squadron, Tactical Air Force Wing 51 “Immelmann”.

Lieutenant Colonel von dem Bach thanked her for her excellent work and wished her all the best in her new assignment.

Capt Gruber is a Logistics Officer who served in the German Air Force Support Forces Command before he assumed command of the GSU.

Lieutenant Colonel von dem Bach welcomed him and wished him every success in his demanding new function.

Change of Command at German Support Unit

With a military ceremony, on 16 January 2014, under presence of Maj. Gen. Andrew Mueller, the Commander NSU DEU, Lt.Col. Volker von dem Bach, transferred the command of the Independent DEU Military Police Platoon from Capt. Diana Klotz to 1st Lt. Marco Basten.

With this transfer of command 1st Lt Basten also assumed duties as the Chief of IMP & Civil Guard.

In a previous assignment, 1st Lt Basten, served as Platoon Commander of the 3rd MP Battalion 251 in Koblenz.

Lt Col von dem Bach welcomed him and wished him all success in his demanding new function.

Between 10-13 December 2013, the E-3A Component hosted a research study on behalf of the Emerging Security Challenges Division at NATO HQ supported by NCI Agency and four companies Morpho (Safran group, FRA), Alfa Imaging (ESP), AS&E (USA) and CEIA (ITA) from the security screening industry. The aim of the study was to test new solutions aimed at combining sensor technologies in order to improve the efficiency and effectiveness of Air Transportation Security. Maj.Gen. Andrew M. Mueller, E-3A Component Commander was on hand to welcome everyone and officially opened the study period by being the first person to go through the screening process. Several Component personnel also volunteered to participate as “mock” passengers during the two day data collection period and were screened under various threat conditions.

The study was conducted in Bldg 93 were all the equipment was set up to simulate a passenger screening facility using four different detection capabilities integrated into one central monitoring system. Specifically, the four detection capabilities consisted of: explosive vapour detection, metal detectors, X-ray scanners, and a passive millimetre-wave walk-by security scanner. The goal of integrating all four scanners into one central monitoring point was to eliminate the need for manual screening

at each stage of the process as is currently applied in normal airport conditions and to also increase passenger throughput while maintaining or improving the security level.

Combining information from multiple sensors will enable better detection of a broader spectrum of threats compared to a single sensor assessment, and also has the potential to reduce the number of false alarms during such a procedure. Furthermore, the configuration promises faster processing of passengers and luggage, a more reliable assessment of the threats and elimination of health and privacy issues due to passive scanning technologies that provide automatic object detection.

The level of dedication and support provided by the Component personnel over the two day study phase was impressive and resulted in data collection of over 800 simulated passengers under various threat conditions. Research in areas such as this is vital to ongoing and future mission success as well as the overall safety for not only air transport screening, but for entry control procedures in general. Once completed, details of the study results will be made available.

Old Dog……..Same Tricks!Aside from technologies being

assessed as part of this research project, Capt. Waller (Acting Provost Marshal) wanted to match emerging technology with the tried and tested

capabilities of the NATO Explosive Detection Dogs (EDD) used here at the E-3A Component. Many of us have seen the dogs out and about, or heard them barking in the distance, but to see them in action is truly impressive.

During the course of this study project four EDDogs were put through their paces with an impressive 100% success rate at explosive detection. Results of this nature are a true testament to the innate skills that K9s possess to perform this function, as well as the high level of training and dedication that each handler and kennel master invests to ensure their dogs reach full potential. Not surprisingly, it was the

oldest dog (Cooper – 9 years service and oldest in the kennel) with his handler Mr. Leo Brands who set the bar for the other dogs to follow with an impressive 6 out of 6 indicators.

Other dogs and handlers who participated with impressive results were Marcel Brassé with “Jule” (3 years service), Jos Theunissen with “Boris” (1 year service) and Frenk Smeets with “Freddy” (3 years service).

All dogs are certified every year by the Deutsche Polizeischule für Diensthunden in Stukenbrock and both the dog and the handler undergo extensive training in order to become qualified.

After 30 years as the branch manager in the Dresdner Bank/Commerzbank on the Teveren Airbase, Karl-Gerd Hellenbrand has retired to enjoy his well-deserved pension. His successor is Birgit Kauhl, who brings over 20 years bank business experience to her new position.

After her apprenticeship with

Dresdner Bank, Birgit specialized in personal customer service and has

gathered experience in various areas of this type of banking. From 2002 until 2006 she successfully managed the Geilenkirchen branch of what is now Commerzbank. In 2006 she took maternity leave to look after her two young sons.

Birgit rejoined the bank in 2012

and took over as manager of the Teveren branch in December last year. Together with her dedicated team

she looks forward to continuing the provision of competent advice to all customers.

As usual there are going to be fitness classes this year. For example Spinning and Zumba. So why not drop in at the Sports Department and get fit for the New Year?

There will be classes for Nordic Walking taking place every Monday and Thursday from 11:00 to 12:00. Starting point is at the New Gym.

The Zumba Class takes place every Thursday from 11:00 to 12:00 in the Multi Purpose Room, also at the New Gym.

Medical Back Training takes place on Tuesday from 10:45 to 12:00 and on Thursday from 15:30 to 16:30.

Back Fitness takes place on Monday from 16:00 to 17:00 and on Wednesday from 10:00 to 11:00. There also will be classes for Salsa

Aerobics taking place on Tuesday from 12:00 to 13:00.

Muscle Power takes place Mondays and Thursdays from 12:00 to 13:00, and Total Body Fitness is on Monday, Wednesday and Friday from 11:00 to 12:00 and on Thursday from 17:00 to 18:15.

Of course there will be Spinning Classes this year that take place every day from Monday to Friday. For this you should check the ‘Spinning Schedule’ for time, intensity and instructor.

You also should always check if the classes are not cancelled or if there is a fee required to participate in this class.

To take part in the fitness classes you need an MWA card which you can get at Building 80. The card costs 60€ and is valid for one year.

For the younger ones there is a Spring Soccer and Baseball League.

Registration for these Leagues are from the 3rd of February to the 7th of March. The League starts in April and practices are on Tuesdays and Thursdays. There will be games 1 to 2 times a week.

On 22 January the E-3A Component Civilian Staff Association held a New Year Reception as its first social event of 2014. CSA Chairman Mr. Guy Vandebeek welcomed Component Commander Major General Andrew Mueller and other invited members of the Component leadership, and proposed a toast to a successful year 2014 for all members of the Component community.

Major General Mueller presented an E-3A Component Certificate of Appreciation to recently retired Senior Technician Mr. Noël Konings, who served at the Component since the start of December 1990. The Commander also presented a Certificate of Appreciation to Mr Raffaele Di Caprio of CIS Division, and to Mr. Hubert Langohr, a CSA Committee member serving in Communications Maintenance Section, for their 25 years of service to NATO. General Mueller and the CSA Chairman then welcomed several new members of the Component workforce and wished them every success.

CSA Treasurer Mr. Lon Raets, deployed to Mazar-e Sharif airbase

over the Christmas and New Year season, spoke of the good working relationships and camaraderie there. He said a special festive meal for all deployed personnel (flight crews, technicians, firefighters, etc.) was sponsored by the CSA, COM and OPS. This successfully morale-boosting event was greatly appreciated by everyone, and he sincerely thanked COM, the Forward Element Commander Lt Col Daniel Held, as well as SMSgt Dieter Schmitz and SMSgt Michael Schmitz for their help in facilitating it.

Major General Mueller then expressed his satisfaction with mission accomplishment in 2013 and commented on the outlook for 2014. For the Component this would be another year full of activity at the MOB and elsewhere. He said that as Operation Afghan Assist comes to a close, he expects a refocusing on the Component’s NRF responsibilities. Restoration of the runway at the MOB is likely to be underway by mid-year and will take about six months to complete. Further modernization of the E-3A fleet is also due to commence this year. “I see a bright future for the Component,” he said.

Also addressing the ongoing restructuring of the NAEW&C Force, General Mueller said the main tasks for 2014 were to establish a formal plan and a detailed manpower structure for approval at higher level. He acknowledged that the non-refill of vacant posts in the meantime could lead to additional workload for serving staff, and he said that individuals experiencing undue stress

as a result of this should report it through the supervisory chain.

He concluded his address by saying, “Whenever I see a new initiative at NATO level, I tell the people working on it that they can take the E-3A Component as a model of successful multi-national cooperation. We are smart defense in action. And I make sure to tell them this could not be achieved without the experience, commitment and continuity provided by our NATO civilian staff. Thank you to you all.”

CSA New Year Reception 2014

On November 7th 2013, the Philippine Islands were devastated by the strongest storm ever recorded to hit landfall.

Approximately 10,000 people lost their lives and many more were injured or missing. Thousands of families were left homeless and in need of basic necessities. Soon after, the Filipino-American community of Geilenkirchen, quickly mobilized to gather aid for the people affected by this disaster.

The Filipino-Americans, all of whom live and work in the local area, began their efforts by organizing and holding a traditional food gathering on the Component on November 21, 2013, donating time and food to feed over 350 component and tri-border participants. The free lunch event raised monetary donations and helped increase community awareness for the Philippine’s plight.

At the same time, the local international community worked hard by collecting and packaging clothes, food donations and other supplies to send to the destroyed towns in the Philippines.

Several GK base organizations and

National Support Units donated time, money and necessities, concentrating their collection efforts on items which were specifically requested by disaster relief organizations. These items were gathered and stored until December 15th, when they were sorted, boxed and labelled for delivery.

In total, the local community raised over 3,500 Euros through personal and organizational donations. Additionally, more than 200 boxes of clothing and supplies, weighing over 4.5 metric tons, were also collected from generous people in the area. These items are to be shipped directly to the Philippines and will be distributed to the families and areas most affected by the storm.

This endeavour could not have happened without the generous support of hundreds of individuals and groups. The Filipino-American relief organizers would like to specifically thank the following organizations for their efforts:

• From NATO Air Base Geilenkirchen: The United States NSU, the Turkish NSU and the Team 5/6.

• From Aachen: FC Eintracht 1920 Kornelimunster e.V. Football Team and the Inda-Gymnasium-High School.

The organizers would also like to say a special thanks to the following individuals for their time and support: Maj. Gen. Andrew Mueller, Col. Paul Bell, Lt.Col.
