PoHDA Responsibilities

• Manage & operate the Port of Hastings– Via Port Management Agreement with Patrick Ports

Hastings

• Facilitate the timely development of the Port as a viable alternative to Port of Melbourne to increase capacity and competition in container trades

• Priorities (Development Phase)– Prepare a Port Development Strategy

– Develop a comprehensive business case

– Obtain approvals, secure funding

Why a New Port?

• Developing a new container terminal is essential for the long term economic viability of the State

• A new container facility at Hastings will alleviate forecast congestion across Melbourne

• Strong growth in container trades expected to continue into the future

• PoM will reach capacity by mid 2020s

• Victorian demand will exceed 8,000,000 TEU by 2035

• Victoria needs to retain competitive position

• Serving Victoria and SE Australia

• Victorian Government objective is to have initial capacity developed at Hastings within the next 10-15 years (2022-2027)

Why Hastings?

• Existing operational port, but potential for greenfielddevelopment

• Significant land side capacity- Existing Special Use Zoning (~3500 Ha) and identified Port Zone

• Significant water side capacity- Naturally deep water, 14.3m channel + tidal assistance, close to major shipping route of Bass Strait – shorter steaming time => lower sea costs

• Can accommodate >8,000 TEU ships (post panamax)

• Proximity to 30% of container origins/destinations

• Proximity to SE industrial areas & Gippsland agricultural areas

• Alternative to Melbourne should there be a blockage in Port Phillip

Consultation?

• PoHDA is committed to working closely with stakeholders & community

• Prior to full engagement PoHDA’s needs to scope the project to understand what we are trying to develop, design and construct and how the port is connected to road & rail etc

• PoHDA is developing a Community Engagement Strategy & Action Plan to ensure active participation

• We will be creating a range of ways and opportunities for the community & stakeholders to work with PoHDA through the process and to provide input

Environment

• PoHDA recognises the environmental values of Western Port

• PoHDA and Government will ensure that expansion is subject to thorough environmental assessment under state and federal laws

• PoHDA will be undertaking further studies to ensure we have a comprehensive understanding of the environmental values so that we can account for them in future

• Our approach will follow logical process to;– Avoid, minimise, mitigate or manage and off-set potential

environmental impacts

Integration with Victoria’s Freight & Logistics

Network

• Hastings will need to be integrated with road and rail

systems to ensure freight movements are efficient, timely

and with minimal disruption to other road and rail users

• PoHDA will work closely with the Department of

Transport, Vic Roads and local governments as well as

community and stakeholders through this process

• Current emphasis is on evaluating the Western Port Hwy

as the major road and rail corridor to the port

• Preparing project investigation briefs-scoping the project– Port Development Strategy – to update the PLUTS
