OBJECTIVOS

As Conferências do Estoril têm como objectivo criar um pólo de reflexão de nível internacional sobre os desafios da globalização, com particular atenção à relação entre os domínios global e local.

A iniciativa visa afirmar o Estoril, e Portugal, como ponto de encontro de algumas das mais conceituadas individualidades, organizações internacionais, universidades, centros de investigação e desenvolvimento, think tanks e organizações não governamentais.

Portugal, marcado desde sempre pela confluência de dois espaços marítimos (o Mediterrâneo e o Atlântico), teve, e poderá assim continuar a ter, um papel de primeira linha na aproximação entre povos e regiões e no debate de ideias de modernidade, ecumenismo e universalismo.

À globalização estão subjacentes transformações – políticas, económicas, sociais, culturais – que ocorrem actualmente no Mundo, promovendo e acelerando novos actores, clivagens, inter-conexões e interdependências internacionais, entre povos, países e regiões.

Num mundo em mudança acelerada, o reforço da interdependência entre os vários actores e regiões gera simultaneamente oportunidades e desafios que suscitam uma análise cada vez mais profunda. Com uma abordagem inovadora, as Conferências do Estoril incorporam o conceito operativo de «resolução de problemas», partindo do pressuposto que os problemas são globais e que a sua resolução carece simultaneamente de soluções globais e locais. A relação entre global e o local constitui assim um lema comum a todas as edições, definindo-se para cada uma delas um «problema-tema».

O público-alvo das Conferências será constituído essencialmente por governantes, políticos, empresários, gestores, académicos, estudantes, jornalistas e líderes de opinião.

O projecto inclui também a atribuição de um prémio no valor de 70 mil euros à melhor publicação original sobre o tema das Conferências e um prémio, no valor de 15 mil euros, à melhor proposta de projecto de investigação apresentada em português por jovens até aos 30 anos, sobre um dos temas definidos pelo Júri.

OBJECTIVES

The aims of the Estoril Conferences are to create an annual international event to discuss the challenges of globalization, with specific attention being granted to the relationship between the local and the global fields.

This initiative aims to set Estoril, and Portugal, as meeting places for some of the most renowned personalities, international organisations, universities, research and development centres, thinks tanks and non-governmental organisations.

Portugal, having always been affected by the confluence of two major maritime spaces (the Mediterranean and the Atlantic), has had, and may thus continue to have, a frontline tradition of bringing together peoples and regions in debates on ideas about modernity, ecumenism and universalism.

Underlying globalisation are political, economic, social and cultural changes occurring nowadays all over the world, promoting and accelerating new international players, schisms, inter-connections and interdependences among peoples, countries and regions.

In our fast changing world, the growing interdependence among the different actors and regions poses both challenges and opportunities that require an increasingly profound analysis. Through their innovating approach, the Estoril Conferences embody the operational concept of ?problem-solving?, starting from the presupposition that the problems are global and require both global and local solutions. Thus, the relationship between global and local is a theme common to all the annual editions, with a ?problem-issue? being defined for each one.

The target audience of the conferences will mainly be government officials, politicians, entrepreneurs, business leaders, academics, students, journalists and opinion makers.

The project also includes the granting of an award in the amount of 70,000 Euros for the best original publication on the subject of the conferences, and a prize, in the value of 15,000 Euros for the best research proposal project presented in Portuguese by researchers of up to 30 years of age on one of the subjects defined by the jury.

A segunda edição das Conferências do Estoril sobre Desafios Globais, Respostas Locais terá lugar de 4 a 6 de Maio, no Centro de Congressos do Estoril.

Na conferência deste ano, marcarão presença um conjunto de oradores que debaterão temas actuais e prementes do processo de globalização, desde a arquitectura da governação global, à crise financeira e às suas consequências, à segurança humana e aos desafios colocados à governação local pelo impacto dos fenómenos da globalização.

Pela sua relevância e actualidade, a generalidade das apresentações e debates incidirá com maior ênfase nas transformações políticas e sociais que decorrem em vastas zonas do Maghreb e do Médio Oriente. A crise do Euro e os seus reflexos sobre a construção europeia serão igualmente objecto de particular destaque.

The second edition of the Estoril Conferences on Global Challenges, Local Answers will take place between 4 and 6 May at the Estoril Congress Centre.

The conference will gathered distinguished speakers who will discuss current and pressing issues of globalisation, including the architecture of global governance, the consequences of the economic and financial crisis, the major challenges to human security and the impact of globalisation on domestic policies.

Due to its current relevance, the Estoril Conferences 2011 will give a particular emphasis on the political and social transformations currently taking place in the Maghreb and the Middle East. Special attention will also be paid to the euro crisis and its impacts on European integration.

NOURIEL ROUBINIBiografia

Nouriel Roubini é internacionalmente reconhecido pelas suas previsões sobre a recente crise financeira. Professor de Economia na Stern School of Business, Universidade de Nova Iorque, é também fundador e Presidente do grupo de consultoria Roubini Global Economics, especializado em análise financeira. Pela precisão das suas previsões, Nouriel Roubini tornou-se presença assídua na imprensa internacional, publicando extensivamente sobre questões económicas internacionais. Economia de Crise é o seu livro mais recente, onde revela os métodos utilizados para a previsão de crises. A revista Fortune nomeou Nouriel Roubini como um dos 10 novos “gurus” a conhecer e, na sua edição de 2009, a Foreign Policy classificou-o em quarto lugar na lista dos 100 maiores pensadores da actualidade. Foi consultor do Departamento do Tesouro e economista sénior do Conselho de Assessores Económicos da Casa Branca.

Biography

Nouriel Roubini is internationally renowned for his now-vindicated predictions on the current financial crisis. He is Professor of Economics at the Stern School of Business - New york City University, and also Founder & Chairman of the consulting group ‘Roubini Global Economics’, specialised in financial analysis. Professor Roubini served as Senior Economist at the white House Council of Economic Advisors and as Senior Advisor at the U.S. Treasury Department. Due to the accuracy of his predictions, Nouriel Roubini has become rampant in the international press, publishing extensively on international economic issues. In his latest co-authored book, Crisis Economics: A Crash Course in the Future of Finance, Roubini reveals the methods used to foretell the current crisis before other economists saw it coming. He was recently chosen as number 4 on Foreign Policy’s Top 100 Global Thinkers list, and was named in the Fortune magazine list of “10 new gurus you should know”.

MOHAMED ELBARADEIBiografia

Mohamed ElBaradei foi Director-Geral da Agência Internacional de Energia Atómica (AIEA) entre 1997 e 2009. Durante o seu mandato, procurou reforçar o regime de não-proliferação e foi um acérrimo defensor do desarmamento nuclear. Com base na sua carreira de diplomata, académico e funcionário de várias organizações internacionais, tem-se dedicado a questões de segurança internacional, utilização pacífica da energia nuclear, organizações internacionais e direito internacional. A acção de Mohamed ElBaradei tem sido reconhecida com a atribuição de várias distinções e em 2005 foi galardoado, juntamente com a AIEA, com o Prémio Nobel da Paz «pelos seus esforços para prevenir que a energia nuclear seja utilizada para fins militares e para assegurar que a sua utilização para fins pacíficos seja o mais segura possível».

Biography

Mohamed ElBaradei was Director-General of the International Atomic Energy Agency (IAEA) between 1997 and 2009. During his tenure, he sought to strengthen the non-proliferation regime and was a staunch advocate of nuclear disarmament. Drawing on his career as a diplomat, international civil servant and scholar, Mohamed ElBaradei lectures widely in the fields of global security, the peaceful use of nuclear energy, nuclear non-proliferation and disarmament, international organizations and international law. The actions of Mohamed ElBaradei have been recognised through the awarding of several distinctions, and in 2005 he and the IAEA were jointly awarded the Nobel Peace Prize “for their efforts to prevent nuclear energy from being used for military purposes and to ensure that nuclear energy for peaceful purposes is used in the safest way possible”.

DOMINIQUE DE VILLEPINBiografia

Diplomata de carreira, Dominique de Villepin ocupou várias posições no Governo francês. Entre 2002 e 2004 ocupou a pasta dos Negócios Estrangeiros, tornado-se a voz da França e da Comunidade Internacional na sua luta contra a invasão do Iraque. Foi Ministro da Administração Interna, entre 2004 e 2005, e, entre 2005 e 2007, Primeiro-Ministro. Durante o seu mandato, Dominique de Villepin enfrentou várias crises, tendo-se empenhado na formulação de estratégias e soluções para lidar efectivamente com elas, desde a invocação do estado de emergência para pôr fim à violência nos subúrbios franceses, em 2005, à sua liderança na batalha pelos empregos, que levou a uma redução histórica de quase 20% da taxa de desemprego.Dominique de Villepin é um dos principais defensores de uma nova governação global baseada no multilateralismo.

Biography

A career diplomat, Dominique de Villepin held several positions in the French Government. Between 2002 and 2004 he was Minister of Foreign Affairs, becoming the voice of France and the International Community in his struggle against the invasion of Iraq. Dominique was also Minister of Internal Administration, between 2004 and 2005, and Prime Minister between 2005 and 2007. During his tenure, in order to effectively deal with the several crises he faced, Dominique de Villepin committed to formulating effective strategies and solutions, such as the invocation of the state of emergency to end violence in the French suburbs in 2005, and his leadership in the battle for employment, which resulted in a historic reduction of almost 20% of the unemployment rate. Dominique de Villepin is one of the leading advocates of new global governance based on multilateralism.

Autor de várias obras, entre as quais se encontra o famoso The End of History and the Last Man, Francis Fukuyama integra o Freeman Spogli Institute for International Studies da Universidade de Stanford, tendo previamente ocupado vários cargos académicos, destacando-se o de Professor de Política Económica Internacional na Universidade Johns Hopkins. Esteve ligado ao Departamento de Estado Norte-Americano onde lidou com assuntos do Médio Oriente e da Europa. Francis Fukuyama é um dos autores e analistas mais reconhecidos da actualidade, particularmente em questões de democratização, desenvolvimento e governação. Com presença regular em conferências internacionais, Fukuyama é Presidente do conselho editorial da revista The American Interest e membro do Council on Foreign Relations. As suas publicações mais recentes incluem America at the Crossroads: Democracy, Power, and the Neoconservative Legacy (2006) e State-Building: Governance and world Order in the 21st Century (2004).

MIA COUTO Biografia

Nascido em 1955, Mia Couto é o mais galardoado escritor moçambicano, tendo recebido uma miríade de prémios, tanto no seu país como no estrangeiro. Estudante de Medicina, abandonou os seus estudos para se juntar à luta anti-colonialista em Moçambique. Após a independência do seu país, em 1975, trabalhou como jornalista em Maputo por mais de dez anos. Licenciado em Biologia, está actualmente a realizar uma pesquisa ambiental no seu país. Mia Couto publicou 28 livros, traduzidos e distribuídos em 27 países. Em 1998, Mia Couto foi eleito membro da Academia Brasileira de Letras, sendo o único africano a integrar a Academia.

Biography

Born in Mozambique in 1955, Mia Couto is the most awarded Mozambican writer, having received numerous literary prizes, both in his country and abroad. A student of Medicine, he abandoned his studies to join Mozambique’s fight against colonialism. After the independence of his country in 1975, Mia Couto worked as a journalist in the capital, Maputo, for more than ten years. Mia Couto has a degree in Biology, and is currently engaged in environmental research in his country. He has published twenty-eight books that have been translated and released in twenty-seven countries. In 1998, Mia Couto was elected member of the Brazilian Academy of Letters, being its only African member.

Having being committed to literacy for years, and received in 2010 the Majoor Bosshardt Prize for her struggle against illiteracy, Princess Laurentien of the Netherlands currently chairs the High Level Expert Group on Literacy since its launch by the European Commission, on February 2011. She was appointed UNESCO Special Envoy on Literacy for Development on March 2009, having also being the patron of the UNESCO Amsterdam world Book Capital. Princess Laurentien is also President of the European Cultural Foundation, the Dutch Reading and writing Foundation, created by the Princess herself in 2004, and Vice-President of Fauna and Flora International.

Howard Dean started his political career in 1982, after being elected to the Vermont House of Representatives, having practiced medicine before that. In 1991, Howard Dean became Governor of Vermont, position which he occupied for twelve years. Respect by both his fellow democrats and republicans, Howard Dean was the chairman of the National Governors’ Association, the Democratic Governors’ Association, and the New England Governors’ Association while he served as Governor. In 2003 he left office to compete in the 2004 Democratic primaries to seek the Democratic Party’s nomination for President, having been pioneer in the use of the Internet during his campaign. Between 2005 and 2009 Howard Dean presided the Democratic National Committee, creating and implementing the “50 State Strategy”, contributing to the historic gains the Democratic Party achieved in 2006 and 2008. Howard Dean currently works as a consultant in the fields of health care, childhood development, alternative energy and grassroots politics.

He is also President of the Steering Comittee of the Europe-Africa Policy Research Network (EARN), a network of 24 research institutes and think tanks of both continents.He was professor and dean of the Faculty of Economics at Eduardo Mondlane University in Maputo, and general manager of a sugar enterprise in Mozambique. Founder and leader of the nationalist coalition ‘Convergència i Unió’, Jordi Pujol served as President of the Catalan Generalitat from 1980 to 2003. As an intellectual and political activist, he has written numerous books that focus largely on the Catalan issue and Europe. Between 1992 and 1996 he was President of the Assembly of European Regions. Many institutions, governments and educational bodies have honoured Jordi Pujol. Among his several awards and distinctions, are the Gold Medal from UNESCO, the Grand Cross of the Order of Infante D. Henrique and the Grand Cross of the Order of Merit, granted by the President of the Portuguese Republic. Viriato Soromenho-Marques is professor at the Departments of Philosophy and European Studies of the University of Lisbon and is the Scientific Coordinator of the Gulbenkian Environment Program. Since 1978 he has been engaged in the civic environmental movement in Portugal and Europe. He was Chairman of Quercus between 1992 and 1995 and is member of the National Council on Environment and Sustainable Development since 1998. Viriato Soromenho-Marques was Vice-President of the European Environmental and Sustainable Development Advisory Councils network (2001-2006) and one of the twelve members of the High Level Group on Energy and Climate Change, by invitation of the President of the European Commission (2007-2010). He wrote about three hundred papers on philosophy, environment and international relations issues. In 1997 he was distinguished by the Presidency of the Portuguese Republic with the Order of Merit and with the Order of Infante D. Henrique in 2006.

Gylfi Zoega is member of the Monetary Policy Committee of the Central Bank of Iceland and professor of Economics at the University of Iceland. He also teaches at the Birkbeck College, University of London, and is a member of the Centre on Capitalism and Society of the University of Columbia. Previously he was associate editor of the European Economic Review and researcher at the Observatoire Français des Conjonctures Économiques. Gylfi Zoega has written extensively on macroeconomics and labour economics. He has published more than forty articles in journals and book chapters. Zoega is one of the interviewed economists of Inside Job, a powerful documentary movie that provides a comprehensive analysis of the 2008 global financial crisis.

Pauline Mohr is President of the Erasmus University, Rotterdam. She also serves as non-executive Director on several boards, including ASML, DSM and the Duisenberg School of Finance. Jing Huang also held positions in other universities such as the Stanford University, Utah State University, Harvard University, having been a guest professor at various Chinese and Korean universities. Jing Huan was also a part of the Brookings Institute where he promoted dialogue between China, Japan, India and the USA, having also chaired the Tibet project.

Joana Correia da Silva is the coordinator of the Cascais Municipal Council’s “Agenda Cascais 21” Office, where she works in the promotion of sustainability and civic participation. Previously, she was project manager at the municipal energy agency (Cascais Energia) which she helped set up in 2007. She also worked as environmental advisor and project manager at the Portuguese-American Development Foundation (1994-98). Joana Correia da Silva has a Degree in International Relations and a Master’s Degree in Environmental Change and Management by the Oxford University, and from 2005-6 she was a researcher at the Lisbon Technical Institute of Higher Education, on the areas of education and climate change awareness. She is member of the Cascais Municipal Assembly.

Steffen R. Giessner is Associate Professor at the Rotterdam School of Management, Erasmus University. He holds an MSc in Psychology from the University of Kent in Canterbury, U.K., and a PhD in Psychology from the Friedrich-Schiller-Universität Jena, Germany. His research is located at the intersection of organizational and social psychology and is focused on followers’ perceptions on leadership, ethical leadership, antecedents of leader behaviour, and employee support during organizational merger. He has authored or co-authored papers in the areas of social psychology, organizational behaviour and management.

He co-founded the Erasmus Centre for Leadership Studies. within the leadership field, his expertise and focus is on servant leadership, with specific focus on its influence on the flourishing of people within organizations. Currently, he is working on an international research programme that focuses on the cross-cultural study of servant leadership within the global context. Born in the Netherlands, Simon Braaksma is currently working in the Corporate Sustainability Office at Royal Philips Electronics, a world leader in healthcare, lifestyle and lighting, being responsible for both internal and external sustainability reporting of the company. After concluding his MBA, Simon Braaksma started his career at Citibank in 1990, where he held various positions. In 1998 he joined Phillips, working in the Treasury Department, where he developed and implemented a central payment system and an in-house Bank. He later worked on a finance transformation program and was part of the Corporate Control department. Simon has been in his current position since 2009.
