BOARD HIGHLIGHTS
FOR SEPTEMBERAttendees: Treasurer Rhodes, Directors Conner, Lewis and Sorensen, Paul Orlando with SFMC, Inc., and General Manager Carol Teigen.
Approved the August 18, 2015 Board of Directors Meeting Minutes and the Committee minutes.
Determined no viable option for installation of a playground in Landbay 3; also noted all sections in West End are under developer control until accepted by the association in the next 2-3 years.
The action in lieu of a meeting was accepted; this consent included: Approve the J2 Engineering Contract to move forward with the CPAP revision as per the quoted project dates.
Accepted the revised 2014 audit performed by Johnson, Bremer & Ignacio, CPAs, P.C.
Heard staff report that the survey for the engineering base files was completed on schedule on Monday 9/14/15 and a letter was sent to Supervisor Letourneau informing him the Association decided to pursue a revision to approved CPAP under permit instead of the Traffic Calming project approach.
Approved the 2016 pond maintenance proposal for Pond #4 submitted by Virginia Waters & Wetlands for $2,240.
Approved the 2016 community patrol contract submitted by Signal 88 for $53,258.
Heard a report that Chadwick Washington received notice from the USPTO that the Stone Ridge standard character mark (i.e. USPTO Application No. 86417073, which is application to register the words “Stone Ridge”) and the Stone Ridge stylized character mark (i.e. USPTO Application No. 86417127) appear to be entitled to registration. Once published in the Gazette, the public will have thirty days to oppose registration of the mark. Final action by the USPTO is anticipated by year end.
Heard report from Director Rhodes that the meetings to review the proposed Nettle Mill Clubhouse renovation plans with volunteers were very positive. From those meetings two items were suggested: (1) install door to caterer kitchen and (2) ensure restrooms large enough to accommodate capacity. Information will be forwarded to architect.

The Activities Committee met on Tuesday October 6th , at 7:30 p.m. in the Association Conference Room.
Present was Chair Alton Bryant, Members Bari Brooks, Ernestine Wilkins, Valerie Fox, Diana Tan, Yvonne Diamond Cravener, Lauren Franco, Patrick Donahue and Events Coordinator Edit Sherry.

■ Discussed the major details of the Haunted House and Oktoberfest and finalized the schedule.
The next scheduled Activities Committee Meeting is Tuesday, November 3, 2015 at 7:30 p.m.
The Activities Committee plans, advertises, and conducts social activities that provide opportunities for enrichment to Stone Ridge residents.
Meetings are held the first Tuesday of every month at 7:30 p.m. in the Association Office Conference Room. Meetings are open to all Stone Ridge.

The Covenants Committee investigates and renders decisions on alleged violations of the Governing Documents as dictated by Article VII of the Amended & Restated Declaration of Covenants, Conditions and Restrictions.
Meetings are held the second Wednesday of the month November through January and the fourth Wednesday of the month for the remainder of the year in the Association Office Conference Room at 6:30pm. Meetings are open to all Stone Ridge residents.

No meeting was held on September 23rd as the required quorum to conduct business was not met. Committee members chose to review the applications electronically and take action without meeting.
16 applications were reviewed; 12 were approved, 3 disapproved and 1 tabled via action without meeting.
OCTOBER 14TH MEETING HIGHLIGHTS
The meeting was called to order at 7:00 p.m. by Nathan Tubbs (Cutgrass Terr.) Committee members Scott Speser (Cushendall Terr.), Sridhar Bhuvanapalli (Cardinal Flower Ln.), and Freddy Zambrano (Cinnabar Sq.) were in attendance at the Association Office Conference Room. Also in attendance was Gary Joyce (Beckhampton Ct.), Jonathan & Kim Miller (Dillinger Mill Pl.), Aziz Ahmad (Pepperbush Pl.) and Covenants Administrator, Erik Berndt.
19 applications were reviewed; 11 were approved, 1 approved with conditions, 2 tabled and 4 disapproved.

Disapproval was based on Community Code No. 1 Design & Maintenance Standards, Decks, page 35, which states: “Stair railings shall be identical to the predominant design of the deck railing” and “All vertical surfaces
(railings, privacy screens, arbors, trellises, etc.) should be constructed of the same material and color.” Owner can appeal disapproval to Board of Directors.
Section 9B – Remove Tree; approved with conditions - remove deciduous tree in front yard and re-sod area. Approved with the condition the stump is removed and the area re-sodded.
Section 47A – Deck Stain & Fence Stain (tabled on 9/23); disapproved - Olympic “Honey Gold” semi-transparent stain. Tabled as an incomplete application: missing adjacent property owner signatures. Disapproval was based on the application being incomplete due to the adjacent neighbor notification page not being completed. Owner can submit a completed application or appeal the disapproval to the Board of Directors.

Committee members tabled action on the application until the October 28th meeting and requesting the owner provide a copy of the property plat map/site survey and attend the meeting to explain the project to the committee and provide clarifying details about the scope of the project. The description provided on the application was unclear.

Committee member’s tabled action on the application until the adjacent property owner notification page of the application is completed.

Committee members also pointed out the only acceptable fencing option was the 2nd fence choice (uniform height pickets.) Owner can appeal disapproval to the Board of Directors.

Disapproval was based on Community Code No. 1 Design & Maintenance Standards, Doors, page 39 which states: “Storm/screen doors must be “full-view” and clear glass, with kick plates no greater than 12 inches in height and no panels other than glass or transparent screening intended to impede insects.”

CANDIDATE BIOGRAPHIES FOR THE 2015 STONE RIDGE BOARD OF DIRECTORS ELECTIONLeslie Lewis
My name is Leslie Lewis and I moved to Stone Ridge in 2004. It’s a great neighborhood, one I feel personally invested in. I was part of the landscape team that helped develop and maintain the extensive and attractive landscape in Stone Ridge since the founding of the community.
My background includes working with developers, builders, associations and residents in large scale communities and commercial properties. For the last 20 years, I’ve worked extensively with property management companies and associations with budgeting, future planning and contract administration.
Returning to my chosen career path earlier this year, I joined a locally owned landscape firm as a project manager and certified arborist.
In June 2014 I was appointed to the Board of Directors to fill a vacancy created by a director who had stepped down due to an increased work commitment. Last year I was elected to a one-year term and what a busy year this has been! I have thoroughly enjoyed the time I have spent serving on the Board and look forward to the possibility of being elected for another term. The opportunity to utilize my skill set for the betterment of the Association and our community is very rewarding.
In my free time, I am involved with local dog rescue groups, enjoy hiking with my two rescued dogs, and particularly enjoy the trails and sidewalks here in Stone Ridge. The path around the large pond is one of my favorite evening walks with the dogs. We enjoy all of the natural areas that Stone Ridge has to offer!

For the fifth year, an electronic voting option will be available for the 2015 Stone Ridge Elections! The online ballot is now open and will close on November 17th at 2:00 p.m. In order to vote electronically you
will need to have your Annual Meeting Notice handy. Only one ballot may be cast per household.
Steps to cast your vote electronically:

■ 2. Type in your user name and password listed on the top of page 2 of the Annual Meeting Notice
■ 3. Click the “Log In” button
■ 4. To access the online ballot for the Stone Ridge 2015 Elections click “Start”
■ 5. You will be taken to the ballot page where you will see an alphabetical list of candidates and a write-in option.
■ 6. To see a photo and short biography of the candidate, click the orange “details” tab located next to the candidate’s name.
■ 7. Check the box next to the candidate’s name in which you wish to vote for
■ 8. Click “Next”
■ 9. On the next page, review your vote and check the consent box at the bottom of the page
■ 10. Click “Submit”
■ 11. On the next page, you will be given a confirmation number to assure that your vote has been received
■ 12. Click the “View Receipt” button to print your confirmation

POLLING PLACE CHANGES IN LOUDOUN COUNTY!
ELECTION DAY NOVEMBER 3, 2015
The Loudoun County Office of Elections has made some precinct changes in the Ashburn, Blue Ridge, Broad Run, Catoctin and Dulles Election Districts. A Voter Registration Notice was sent to all of those residents impacted by the change in early to mid- September.
Take a moment now to determine your voting location at; www.vote.virginia.gov/search. Remember all voters can register on-line at www.vote.virginia.gov and you must have photo identification on November 3, 2015 and all future elections in Virginia to vote. Additional information on acceptable identification can be found at www.elections.virginia.gov.

Fall is in the air. The leaves have turned, the air is getting crisper, the holidays are quickly approaching and yes, the risk of falling is increasing as we walk on wet leaves and ice. Your Chiron Physical Therapy family wants this fall and winter season to be a safe one for you and especially for our elder neighbors.
Falling is a common problem amongst the elderly, and it can result in serious injury. It is estimated that one in every three adults aged 65 and older suffer from a fall every year. Fall related injuries range from hip fractures to head trauma. After a fall, patients experience a significant loss of confidence and a fear of falling when walking unaided. Recovery from a fall involves physical as well as psychological elements. It is important for the patient to seek physical therapy for treatment and fall prevention.
WHY DO ELDERLY INDIVIDUALS FALL?
Visual problems, muscle weakness and low blood pressure can cause a loss of balance, which leads to a fall. Other reasons include neurological conditions such as multiple sclerosis, Parkinson’s disease and other conditions affecting the nerves. Occasionally, middle ear problems (vestibular problems) can occur and balance can be affected. The good news is falls can be largely prevented with the right precautions.
CAN YOUR BODY ACT AS RESISTANCE?
Your Chiron physical therapist is trained to help individuals improve balance between muscle groups and increase joint stability. Our physical therapist will begin with a detailed neuromuscular assessment to identify muscle imbalances and integrity of the nervous system. We will conduct different tests to determine your sense of balance as you sit, stand and walk. The speed and the stability with which you walk are also evaluated. This becomes the foundation for a balance program, in which you can use your own bodyweight as a source of resistance.
Balance exercises such as single-leg standing under the supervision of a physical therapist are beneficial. Different activities to improve balance while walking and changing positions and direction train the body to prevent falls. The objective is to be able to handle different tasks at the same time while staying in an upright position.
MULTIPLE BENEFITS OF PHYSICAL THERAPY
Physical therapy is an important aspect of fall treatment and prevention. We will:
■ assess your footwear
■ discuss the layout / safety of your home to eliminate factors that could result in an inadvertent fall;
■ use several techniques including manual therapy and core stabilization exercises to improve balance and stability;
■ use your own bodyweight as a source of resistance for your muscles;
■ challenge your sense of balance in a controlled environment by shifting your center of gravity. This activates important muscle groups in the neck, trunk, abdomen and hip muscles.
As the body adapts to these exercises over a period of time, the risk for falls reduces. Our physical therapists will also provide you with a simple exercise program that you can do at home, without the need for any equipment or devices.

‘Tis the season for friends, family and holiday feasts—but also for possible distress for our animal companions. Pets won’t be so thankful if they munch on undercooked turkey or a pet-unfriendly floral arrangement, or if they stumble upon an unattended alcoholic drink.

TALKIN’ TURKEY If you decide to feed your pet a little nibble of turkey, make sure it’s boneless and well-cooked. Don’t offer her raw or undercooked turkey, which may contain salmonella bacteria.
Sage Advice Sage can make your Thanksgiving stuffing taste delish, but it and many other herbs contain essential oils and resins that can cause gastrointestinal upset and central nervous system depression to pets if eaten in large quantities. Cats are especially sensitive to the effects of certain essential oils.
No Bread Dough Don’t spoil your pet’s holiday by giving him raw bread dough. According to ASPCA experts, when raw bread dough is ingested, an animal’s body heat causes the dough to rise in his stomach. As it expands, the pet may experience vomiting, severe abdominal pain and bloating, which could become a life-threatening emergency, requiring surgery.
Don’t Let Them Eat Cake If you’re baking up Thanksgiving cakes, be sure your pets keep their noses out of the batter, especially if it includes raw eggs—they could contain salmonella bacteria that may lead to food poisoning.

Too Much of a Good Thing A few small boneless pieces of cooked turkey, a taste of mashed potato or even a lick of pumpkin pie shouldn’t pose a problem. However, don’t allow your pets to overindulge, as they could wind up with a case of stomach upset, diarrhea or even worse—an inflammatory condition of the pancreas known as pancreatitis. In fact, it’s best to keep pets on their regular diets during the holidays.
A Feast Fit for a Kong While the humans are chowing down, give your cat and dog their own little feast. Offer them Nylabones or made-for-pet chew bones. Or stuff their usual dinner—perhaps with a few added tidbits of turkey, vegetables (try sweet potato or green beans) and dribbles of gravy—inside a Kong toy. They’ll be happily occupied for awhile, working hard to extract their dinner from the toy.

SIGNS AND SYMPTOM OF A STROKE
You’re walking in the park with a friend who suddenly seems confused or has difficulty speaking. Do you know what to do?
These symptoms could be signs of a stroke. Call 911 immediately.
A stroke occurs when oxygen-rich blood flowing to the brain becomes blocked because of a blood clot or blood vessel leak. It is extremely important to get medical treatment as soon as possible, because brain cells start to die within minutes of not receiving oxygen. Americans have approximately 800,000 strokes per year, according to the Centers for Disease Control and Prevention. Stroke is the fifth leading cause of death in America and a leading cause of adult disability in the United States.
How can you recognize signs of a stroke? Look for a sudden onset of any of the following symptoms:
■ numbness or weakness of the face, arm or leg – especially on just one side of the body
■ confusion or difficulty speaking
■ difficulty seeing
■ trouble walking, lack of coordination or dizziness
■ severe headache
Call 911 immediately if you or someone you know is experiencing these symptoms, even if they start and then stop. The emergency medical services team can start treatment in the ambulance, take the patient to the nearest stroke hospital and call ahead, so a stroke team is waiting. The quicker the treatment starts, the better the person’s outcome, so note the time when symptoms begin.
The word FAST can help you remember the signs of stroke – Face drooping? Arm weakness? Speech difficulty? Time to call 911.
There are different types of strokes. Most are caused by a clot obstructing blood flow to the brain, called an ischemic stroke. A hemorrhagic stroke occurs when a blood vessel in the brain ruptures or leaks, increasing pressure in the brain. A mini stroke, or transient ischemic attack (TIA) is caused by a temporary clot; symptoms usually resolve within five minutes.
Some people think if stroke symptoms go away that they don’t need to be checked out. That is not true – they could have had a mini stroke and should be examined quickly. Mini strokes are warnings of a future, larger stroke and should still be treated as a medical emergency.
You may be at greater risk for stroke if you have high blood pressure, high cholesterol, heart disease, diabetes or sickle cell disease; if you are obese and don’t exercise; if you smoke cigarettes or drink large amounts of alcohol; or if you have a family history of stroke. African-Americans are at twice the risk as Caucasians.
The best measures to prevent stroke involve making healthy lifestyle choices: eat a healthy diet, maintain a healthy weight, exercise, cut smoking and limit alcohol use. If you have heart disease, high blood pressure or high cholesterol, or diabetes, follow your health care provider’s instructions to manage your condition.

Fiscal Year 2015 came to a close at the end of June and the Board of Supervisors was recently provided with an annual report from the Department of Economic Development. I have made it a habit to share the end of year data with you through regular updates on our effort to grow Loudoun’s commercial
tax base. This year we really hit it out of the park with our best year on record.
Through my role as Chairman of the Board’s Economic Development Committee, I spend a great deal of my time working on and overseeing the County’s efforts in this area. Dulles South is seeing much of the results of those efforts in the opening of Dulles Landing, medical office development around the soon to open StoneSprings Hospital, the recently announced Avonlea Town Center, and a renewed interest in completing the long dormant hotel site at East Gate.
The County was directly involved in 57 new businesses and expansions, accounting for $1.3 billion in new investment. This represents a 459 percent increase over last year! It is the largest investment recorded since the County began tracking this metric. These companies added or retained 3,400 jobs and 3.7 million square feet of commercial real estate. Building permits for retail development increased 85% and office development (still a very difficult market) increased by 52% over last year.
In addition, 143 projects were part of our Fast Track and ombudsman programs, representing a 78% increase over last year. These programs were created by the Board shortly after taking office in 2012 and are designed to help projects get through the application and review process faster so they can get moving on actual construction. The Avonlea Town Center project utilized this program, helping them to move forward quicker with announcing their anchor tenant and recruiting more retailers.
This year, we had 26 Loudoun companies that were named to the Inc. Magazine 1,000 Fastest Growing Companies list, and with over 600 startups in the last full calendar year, we expect to see that number continue to grow. Our presence on this list is up 18% over last year and 85% over 2013.
New this year, Loudoun was named #1 in investment by New York based Smart Asset. They factored in each area’s growth in business establishments, GDP, new building permits and municipal bond investment. Loudoun ranked #1
in Virginia, meaning that there has been more investment here than any other county in the Commonwealth.
The Board approved a farm brewery ordinance earlier this year, paving the way for 8 farm breweries to move forward. Loudoun is the #1 craft beverage producer in Virginia with 43 wineries and 14 breweries. I have also just introduced an item that begins the process of adding craft beverage production as a use in the Zoning Ordinance and look at how that could expand into our more populated commercial areas on the eastern end of the County.
Why is economic development in Loudoun County so important? Our unemployment rate remains very low—under 4 percent—but the majority of our citizens don’t work here. As a result, the County pays the costs of providing services such as public safety and education to our residents, but without the benefit of gaining revenue from their employment. Commercial development pays in taxes more than it costs, unlike residential, creating a net positive for the County and helping to offset the costs of residential development. Also, by creating more jobs closer to home, residents can spend less time commuting and enjoy a better quality of life. It’s a win-win for everyone.
That is why, upon taking office in 2012, the Board made the decision to invest in creating and maintaining an aggressive Department of Economic Development and we are seeing explosive results. The Department is led by Director Buddy Rizer and they are charged with going out and recruiting new businesses by giving our County exposure in the business community and keeping or expanding our existing businesses by maintaining a relationship over time.
In the budget that began in July, the Board adopted a new initiative that I launched for Foreign Direct Investment (FDI). We will have dedicated staff to focus our efforts on opening Loudoun to new international markets. The FDI Strategy was developed through the input of the Economic Development Advisory Commission and will help us use one of our greatest economic assets, Dulles Airport, to connect Loudoun internationally. With that funding just becoming available this summer and recruitment underway for staff to lead it, I look forward to future growth in that area.
I think that the success we’ve had in the last few years has demonstrated that investments in economic development pay for themselves, and then some. Through the commercial growth the County has seen over the past 4 years, we have been able to invest in educational priorities, road improvements, and capital facilities while limiting the impact on the real estate tax rate. I look forward to continuing to share our progress with you in the coming years.

RESIDENTS ENCOURAGED TO ATTEND UPCOMING QUARTERLY MEETINGS HELD BY THE LOUDOUN COUNTY SHERIFF’S OFFICEThe Loudoun County Sheriff’s Office holds quarterly public safety meetings as part of the agency’s effort to better utilize resources, while at the same time providing a higher level of service to county residents. All residents, homeowners associations, community groups, town representatives, and business owners are invited to attend.
The next scheduled meeting is November 9, 2015 at 7:00 p.m. at the Dulles South Public Safety Center, located at 25216 Loudoun County Parkway in Chantilly.
Items to be discussed are recent crime and crime trends in your area, traffic safety concerns and other public safety related issues. The meetings will be led by a Loudoun County Sheriff’s Office Captain who represents your service area, and Sheriff Mike Chapman or a member of his leadership team will also be in attendance. PACKAGE AND PARCEL THEFT
A common crime during this time of year is the theft of delivered packages and parcels. This crime is easily committed and can be hard to e unless the offender is caught in the act. To combat this type of crime, consider doing the following:
If possible make arrangements to pick up packages at a package store or postal service facility and if they must be delivered ask that packages be left on a back porch or set beside the front porch. This prevents them from being visible from the roadway.
Request a specific delivery time. Ask a trusted neighbor to watch for the delivery and have them take it to their house until you get home. If you are expecting a package and it does not arrive as scheduled follow-up with the carrier immediately.
Be extra vigilant in your neighborhood. If you keep seeing that same vehicle circling the block or same person wandering through the neighborhood, call it in immediately! Please remember to bring your trash toter in and store it properly out of plain view after trash pick-up. Toters must be stored in the garage or trash enclosure for single family homes and in either the garage or trash ‘cubby’ in townhouses. As stated in the Amended & Restated Declaration of Covenants, Conditions and Restrictions, Article 10.2(i) “trash containers shall not be permitted to remain in public view from Community Area or another lot except on days of collection”
Please place an identifying mark on your toter so it can be easily found if it blows into another yard.
