PartnersareselectedthroughopenproceduresknownasCallsforProposals[orCfPin short]. The JUwill normally launch twocallsper year, and theyare targeted forpublica,oninthefirstandthirdquartersoftheyear,butsubjecttothefinaliza,onoftheCalltopicsandourGoverningBoardapprovalfortheir launchandtheirfundingbudget.Partners’ proposals are evaluated against the topics as published and they areselected for the performance of these research tasks. The topics are of scope anddura,onthatarelimitedwhencomparedtotheoverallProgrammeeffort.Althoughthere are a wide array of topic areas and types, and funding budgets will varyconsiderably,ageneral[rough]averageof3-4yearsdura,onandanoverallaverageof1.0m€es,matedfundinglevelsareagoodindica,on.A Topic Manager will represent theMember of the Joint Undertaking [which willthereforebeoneof the LeadersorCorePartnerorganiza,ons],whohasproposedthetopicforthecallandforexecu,onwithintheProgramme.He/Shewillmonitorand follow the ac,vity in a technical capacity and ensure the linkage between theproject and the ac,vity in the IADP / ITD /TA or Transverse Areawhere the topicresides.

Thetopicdescrip+ons,whichareavailableonthePar+cipantPortal,arearesultoftheelabora,onoftheoverallCS2Programmehigh-levelgoalsintheJointTechnicalProgramme[orJTP]andthe“throughlife”planningfortheProgramme’sareas,likeIADPs, ITDs and TAs that is updated annually through what is known as the CS2DevelopmentPlan.Fromthislong-termplantheJUhasaWorkPlan whichnormallycoversa2-3yearperiod, andwhich is amended from,me to ,me to reflect the dynamic nature ofexecu,ng research. The topics in every call originate from theWork Planof theCS2JUwheretheac,vityisdescribedoverthe[2-3year]periodforwhichitisvalid.ThisWorkPlan–anditsamendmentsareadoptedbytheGoverningBoardoftheJUand it cons,tutes the legal basis for the funding of the JU, and as a consequenceprovidesthecommidedfundingtolaunchcallsandawardGrants.On the Par,cipant Portal youwill find thisWork Plan and its Annex describing allTopics.Youwillalsofindwhatwecalltheindica9vetopicfundingvaluesandmorematerialonhowtheproposalsareevaluatedintermsofeligibilityforfunding.Moreonthislater.

Inorder tohelpyousubmifngaproposalyouwillfindproposal templatesonthePar,cipantPortal.Twopartsofthetemplatemakeupthetechnicalproposal.The first isPart B.1 and covers themain aspects of the proposal (budget, ,ming,resources,andriskassessment) in linewiththeevalua,oncriteria.Thispartshouldnotexceed70pages.Anyaddi,onalpageswillbedisregardedandwillnotbetakenintoconsidera,onintheevalua,on.PartB.IIallowsyoutoprovidedetailsabouttheapplicant,suchaslegalstatusoftheen,,esinvolved,corecompetencesandtrackrecord,CVs.PartB.IIisalsowhereanypoten,alconcernsorissuesrelatedtoethicsand/orsecurityshouldberaised.Ifyourproposalhaspoten,alsynergieswithStructuralFundssuchasESIF,thiscanbedescribed in Part C. More informa,on will be given on the different possiblescenarios.

Ifyouareconsideringthesubmissionofaproposal,thePartB.Iisanimportantfirstitemtocarefullyreviewandinternalize.Thistemplateisstructuredinsuchawayasto assist applicants in describing their proposed project in terms and in an overallstructure that facilitateanefficientandeffec,veevalua,onof theproposal’smeritagainstthetopicdescrip,onandimportantly:againsttheevalua,oncriteriathatwillbeusedinselec,ngproposalsforfunding.Westronglyrecommendthatyoufollowthis template inbuildingand later submifngyourproposal as thiswill assist in itscorrectevalua,on.Thenextthreeslides look inturnatthethreeevalua,oncriteriausedtoscoreandrankeachsubmission.ThesecriteriaarethesameasinallHorizon2020[H2020]callsandevalua,ons.Buttherearespecific“considera,ons”thatwehavedefinedfortheCleanSky2evalua,onsandtheyareexplainedinthefollowingthreeslides. These“considera,ons”arespecifictotheCallforProposals[orCfP]suchascurrentlyopen.It ishighlyrecommendedtoreviewandunderstandtheseconsidera,onswhenyouare building a proposal, as we instruct the experts who evaluate all proposalssubmidedandeligibletousetheseasaguidanceintheirevalua,onforscoringandthenrankingofproposals.Becarefulthatthresholdsapplytoindividualcriteriaandtothetotalscore:-  thedefaultthresholdis3-  andthedefaultoverallthresoldis10.

The first criterion is excellence. As you can see there are several considera,onsrelatedtotheprac,cal interpreta,onoftheExcellencecriterion inthecontextofaCS2CfPCallTopicEvalua,on.

The second criterion is impact. Thebasic assump+on is that the proposalwill besuccessful. One point in this criteria is the dissemina+on of the results, moreimportantthaninthepreviousframeworkprogram.Theexpected impact towards theobjec,vesasdescribedunder the relevant topic.Effec,venessoftheproposedmeasurestoexploitanddisseminatetheprojectresults(includingmanagementofIPR),tocommunicatetheproject,andtomanageresearchdatawhererelevant.

ThethirdcriterionisImplementa,on.Thisareaofyourproposaliswhereyoushouldclearlydescribehowyouproposetoaddressandstructureyourwork.Thisgoesfromthe content of the work package, the ,ming and deliverables to the internalmanagement of your consor,um or cluster, and risks and their mi,ga,on.Importantly, you should clearly explain and jus,fy your alloca,onof resources andhowyouaimtoprovidethebestandmostefficientalloca,onanduseofresources,some,mesbroadlyandpopularlyreferredtoasValueforMoney.Asitwasstatedearlier:thetopicdescrip,onsmakeuseof“indica,vetopicfundingvalues”and in your Implementa,ondetails youwill need toexplainanybudgetaryvariances between your proposal and the reference value linked to the “indica,vetopicfundingvalue”.PleaseseethePar,cipantportalformoredetailsontheevalua,oncriteria.

ComparedtoCleanSky1, thetopic fundingvalue isanes,matemadebythetopicmanagerwhohaswriden the topic.Theapplicantsmust fullyaddress thescopeofthetopic,andshallgivebothrequestedfundingandtotaleligiblecosts.Thesetotaleligible costs shouldbe considered forAdequacyandefficiencyof thealloca2onoftheresources.

The slide you now see concerns the efficiency of resource alloca,on within thescoringstructureoftheimplementa,oncriterion.Firstofall,youneedtounderstandhowtotaleligiblecostsandtotalprojectcostsrelatetotherequestedfunding.Thenthereistheindica,vefundingvalueofthetopicitselfandwhatmightbetermedthetopicreferencevalue.Theseitemsareinterrelatedandtheobjec,vesofthisandthefollowingslidesistooffer guidance on how we judge this value for money. We take a very prac,calapproach.So,thisshouldbebasedonthetotaleligiblecosts,andnoceilingshallbeapplied.

The rules on Clean Sky 2 funding rates are clear. Ac,ons by Partners are labelledeither Innova,on Ac,ons [IAs] or Research Innova,on Ac,ons [RIAs] under theHorizon2020procedures.Thisen,tlesthemtoareimbursementof70%or100%oftotaleligiblecosts.These consist of direct costs, plus a flat rate of 25% based on the Direct Costs tocoverindirectcosts,plussubcontrac,ngcosts.Note thatNon-profiten,,eswhicharepartofa successful submissioncan reclaim100%of totaleligiblecostsboth inRIAsand in IAs– this isalso inaccordancewithH2020Rules.

Theframeworkisbasedonatriangularrela,onship.TheGAP,GrandAgreementforPartnerwillbepreparedandsignedbetweentheJUandthepartnerortheconsor,umrepresentedbyitscoordinator.Thetechnicalcontentoftheproposalwillbediscussedonitsimplementa,onphasebetweenthetopicmanagerrepresen,ngtheLeaderortheCorePartnerinchargeofthetopicandthepartnerortheconsor,umcoordinator.The Partner or consor,umwill be requested either to accede to the ITD/IADP/TAlevel Consor,umAgreement or to sign a bilateral Implementa,onAgreementwiththetopicmanager.TheapplicableframeworkwillbeindicatedbythetopicmanagersincethechoicemaydependonthetopicA specificityoftheJUisthe complementaritynatureofthetopicand theGAPtothe ITD /IADP. The beneficiaries must agree on technical implementa,on of theac,on within the IADP/ITD/TA by acceding to the IADP/ITD/TA Consor,umAgreement or by signing a bilateral Implementa,on Agreement with the topicmanager.Thisinforma,onwillbegivenbythetopicmanageratthebeginningoftheprepara,onoftheGAP.Template Implementa,on Agreement and ITD/IADP/TA Consor,umAgreement arepublishedwiththeCfP.

Clustersandconsor,amustappointasinglecluster/consor,umleadertocoordinateinternal ac,vi,es and act as the single point of contact with the JU and theprogrammeLeaders.Thispersonwillberesponsiblefornego,a,ngthegrantagreementwiththeJUandhave opera,onal, financial, and management responsibility for the consor,um orclusterasawhole.Thisalsomeansopera,onalaspects,includingthe,melydeliveryofworkpackages,andtheexecu,onofpayments.Notealsothepossiblerequirementofastatementofjointandseveralliability.

For Intellectual property rights, the rules of H2020 apply. The beneficiary whogenerates the resultsowns the rights. Tobenoted, there is ageneralobliga,on inH2020todisseminatetheresultsandthiswillbecloselymonitoredbytheJU.Inallyourdissemina,onac,onsandyourdemonstrators,orequipment,usetheJUlogoandstandardsentencetomakevisibletheJUfunding.The transfer and exclusive licences outside the Union or Associated countries aresubjecttotheagreementoftheotherpar,es.The grant agreement will foresee the JU right to object a request of transfer ofownershiportheexclusivelicensingofresultstoathirdpartyestablishedinanon-EUcountrynotassociatedwiththeH2020.
