Christian Besson, Office Director

Eureka and the SET-Plan: EUROGIA+ Dublin, May 8th 2013

The EUREKA Cluster for low-carbon energy technologies A member of the EUREKA network

EUROGIA+: Association of clean energy technology providers

The EUREKA Cluster for low-carbon energy technologies A member of the EUREKA network

Promotes clean energy technologies by:

Labelling transnational collaborative RD&D projects

The EUROGIA+ quality label gives to all funding

organizations the guarantee that the project is technically

sound, innovative, well-planned and organized, and has a

good chance of positively impacting the world energy

system. The EUROGIA+ label facilitates successful funding

applications for the projects.

Participating in industry and public events promoting

clean energy technologies

EUROGIA+ within EUREKA

The EUREKA cluster dedicated to low-carbon energy technologies

Includes the full energy mix and value chain Renewables, Efficiency, Carbon Capture and Storage…

Received a 5-year mandate (2008 to 2013) to award the Eureka/Eurogia+ label to RD&D low-carbon energy technologies projects. Applying for renewal of mandate for 2013-2020

EUROGIA+ promotes and facilitates partnerships between industrials companies and researchers across EUREKA member countries

EUROGIA+ encourages partnerships between competencies covering a large spectrum of disciplines

The EUREKA Cluster for low-carbon energy technologies A member of the EUREKA network

A process designed by industry for industry: Light, Fast, Interactive

Continuous submission with 4 cut-off dates/year. No need to wait for a suitable call

2-step process (PO and FPP) avoids unnecessary work

A good project can be funded in 6 months

No competition between similar projects; quality of your own project is what counts

Funding success about 80% for labelled projects

Project enrichment/improvement through extensive/continuous feedback and access to the Eurogia+ network

But parallel applications in each country in addition to global Eurogia+ application; and synchronisation of funding from each country not always achieved.

Process: Light, Fast, Interactive

2-step process: Project Outline (PO):

Short Document addressing basic evaluation criteria (few pages, easily prepared by project proposers)

Hearing & feedback by the Technical Committee

Full Project Proposal (FPP):

Complete Proposal’s description

Feedback by the Technical Committee (resubmission, addenda…)

Open criteria; templates.

The EUREKA Cluster for low-carbon energy technologies A member of the EUREKA network

Process: Light, Fast, Interactive and Transparent

Close Cooperation with Countries’ PAs At PO level: communication of accepted POs for advice

on eligibility for financial support

At FPP level: financial support’s agreement & practical details

PAs can participate in Technical Committee as observers (can comment, ask questions…)

Follows Eureka PAM Fully open criteria

Project Monitoring

All labelled projects are assigned a “project monitor” from Board or TC Follows the progress of the project

Reports to Board once a year

Flags issues as needed; assists in resolving difficulties

Significant project changes require re-label Process adapted to the nature of the changes

Successes advertised

The EUREKA Cluster for low-carbon energy technologies A member of the EUREKA network

Technical Committee

Evaluation of Projects’ proposals and technical feedback/advice to Project proposers

Industry Experts from member companies

Experts from University or Research Institutes

No compensation (except for travel)

Equal number of private/public technical experts

Consensus based evaluation (dozen experts per

project) during meeting

Confidentiality and Conflict of interest
