• infrastructurile critice reprezintă o componentă majoră a oraşelor dezvoltate • caracterul lor critic este generat de impactul indisponibilităţii serviciilor asociate IC , de interdependentele dintre acestea, de posibilitatea afectării lor simultane de către un atac, accident sau hazard major • activitatea operaţională curentă, dar şi activitatea de răspuns la un incident (inclusiv deciziile care trebuie luate) sunt dependente de cunoaşterea situaţiei operaţionale curente • operatorii iau decizii pe baza informaţiilor primite de la diverşi senzori (informaţii de nivel scăzut), corelate cu propriul model despre mediul în care activează (informaţii de nivel ridicat) • soluţiile automate curente nu reuşesc să gestioneze ambele niveluri de informaţii

PROIECTUL URANIUM •Proiectul îşi propune să identifice un model conceptual de situaţie operaţională curentă care să evalueze diferitele niveluri de date, să fuzioneze informaţii eterogene cu scopul de a spori protecţia IC interdependente • Scopul principal este de a modul în care pot fi analizate categorii eterogene de date şi informaţii pentru a îmbunătăţi procesul de evaluare a riscului, în special în situaţii de criză • În particular modul în care algoritmi tradiţionali de fuziune a datelor pot fi utilizaţi împreună în contextul interdependenţelor între CI şi cum modelarea interdependenţelor poate ajuta la dezvoltarea unor algoritmi noi pentru situaţia operaţională curentă

MODELUL HOLISITIC-REDUCŢIONIST

În acest caz deranjamentul poate reprezenta evenimente sociale (precum greva, panica, comportamentul rău intenţionat) care sunt foarte dificil de modelat la un alt nivel de abstractizare.
